Spring 2006 • The Canadian Mover6

Wow! The Canadian moving industry continues to change quickly and often. This year has been no different. Here

are some of my personal musings and medita-tions….

Driver and labour shortages continue to dominate the landscape. Things are getting pro-gressively worse in this area. Movers who are innovative in moving goods by common carrier, container or rail will be the ones that are least affected by the shortage of drivers. Wouldn’t it be ironic if rail once again became the dominant mode of transportation that it was until the 1950s? Sometimes you have to go backwards before you can move ahead.

The Federal Government has awarded a new seven-year contract, and allocated new volumes to the incumbent bidders. In talking to members, I am hearing that most players are dis-appointed that the bidding model has resulted in pricing that is insufficient to allow participants to keep pace with the increased demands most movers are experiencing with the higher costs of labour, fuel, insurance, real estate and the like. Combined with the fact that, for the first time in over twenty years, movers are experiencing tariff increases at the same time as smaller discounts, it is my belief that the value of this business will diminish over the contract term and it is my concern that by the time the contract expires in 2013, it will be difficult to convince our diminished driver pool to service this segment of business.

Your association is moving forward. We boast all but one of the major van lines as members. We welcome Mayflower Van Lines back into our association and our industry. Our membership is at its highest level and our finances are in their best shape since the association’s re-inception in 1996.

We are seeing new mover, supplier and international mem-bers from across Canada and around the world. It’s all part of CAM’s efforts to be the forum where the industry gets together to exchange information.

The Canadian Certified Mover program is proving to be a valuable tool to consumers and ultimately the members that are using it in their marketing programs. You will be seeing that more of the Certified Movers advertise this accreditation in print and on their trucks. If you have not already become a certified mover, please contact the association office for details.

Larry Rosenberg Chairman, Canadian Association of Movers

There’s no doubt that we Canadians like to pack up our belongings and take them on the road. We like to move, and not just

to the next town over, but right across this huge country and overseas too. We’ve included a couple of articles in this issue that show the amount and location of this activity. These articles may provide you with useful information to help you to project your business workload for the next couple of years.

The first article is a Statistics Canada report that talks about the migration trends of Canadians, between July 1, 2003 and June 30, 2004. The statistics exclude local moves and are based on those folks who file taxes; they are consistent with data for the previous year, and give us a good idea about what we can expect for the next couple of years.

About a million and a half Canadians move every year. While almost a million people move within their province or territory, nearly one in five moves to another. When we move, we tend to move to Ontario or British Columbia. However the influx of immigrants to these areas tends to inflate the growth numbers. Toronto appears to be the busiest, with almost 300,000 people moving into, out of and around the city, followed by Montreal, with about 160,000 people.

The second article is the most recent quarterly report from the Canadian Real Estate Board on projected residential sales and house prices for 2006 and 2007. Resales in 2005 exceeded those in 2004. They are expected to slip a bit but remain high in 2006, at the second-highest-ever level, at just under a half-million residential sales, then taper further in 2007 to just over 400,000. Consistent with what we see in the Statistics Canada informa-tion, home sales are forecast to be highest in Ontario and British Columbia in both 2006 and 2007.

Together, these articles point to a mobile Canadian population that is moving towards larger population centres in 2006. And every one of these migrant families is a prospective sale for the moving and storage industry.

Stephen Cryne’s article highlights the labour shortage in Canada. While efforts are being made by various government and non-government groups to attract Canadians into all trades and professions, the fact is that the shortage will be with us for a long time to come. As Larry Rosenberg, CAM’s new Chairman notes, movers are going to have to be innovative to meet the demand, but I wonder why the pricing philosophy in our industry does not react in the way in which it does in every other industry when demand exceeds supply.

Foreign Workers: We Need Them, They’re Out There, So Let’s Get SeriousBy Stephen Cryne

Within the next 10 years, in virtually every profession and in every industry, access

to skilled labour will be the number one challenge.

Why is this an issue? In Canada on average women give birth to only 1.4 babies. We are not alone. From Australia to Japan, virtually every modern economy, with the exception of the United States, is faced with declining birth rates. We are simply not able to replace the number of people exiting the workforce for the foreseeable future.

In Canada it was once thought that the “baby boom echo” would be sufficient to replace existing workers, but the evidence tells us that is not the case. According to noted demographic expert David Baxter of the Urban Futures Institute based in Vancouver, “there is no ‘echo boom’ to pour into the labour force and it is not possible to give birth to adults. Increased immigration and reduced emigration will be required if our labour force is to grow.”

By 2011 it is expected that immigration will account for all growth in the Canadian

workforce. While we may have enough home-grown labour to replace workers, we will have no additional capacity to support business expansion. At a time when Canada needs to expand its trade both domestically and globally this is not a good situation.

Immigration is only one part of a complex solution to the issue. Canada also needs to develop a better approach to its apprenticeship and training programs to address specific shortages. In addition to developing a more highly skilled work-

A Plan for Recognizing Foreign CredentialsHow about pan-Canadian standards, and let’s include Europe and the United States.

Part of the solution to future workforce shortages, says the Canadian Employee Relocation Council (CERC), lies in streamlining the recognition of credentials of foreign-trained workers.

Recently the CERC presented recommendations to that effect to the House of Commons Standing Committee on Citizenship and Immigration during cross-country consultations on federal immigration policies.

The recommendations urged that:• Citizenship and Immigration Canada (CIC) refrain from pre-adjudicating the issue of credential

assessment at the immigration stage; and• CIC should work with Human Resources and Skills Development Canada (HRSDC) and licensing

and regulatory bodies, including stakeholders such as industry associations, toward a standardized, pan-Canadian model for the foreign professional credential assessment process.

The assessment process recommended by CERC would include:• An international database of comparable/equivalent degrees and professional credentials and

minimum educational qualifications, experience and language proficiency standards;• A resource database that identifies the requirements that can be satisfied overseas prior to

immigration by the foreign professional, such as language testing, and clearly identifies the require-ments that must be undertaken and satisfied in Canada;

• A joint strategy developed among HRSDC, regulatory bodies, industry and employer associa-tions and large-scale employers to initiate apprenticeship programs that provide an opportunity for foreign-trained professionals to fulfill the required Canadian work experience for licensing;

• Implementation of professional mentoring programs to ensure the protection of the public and the competence levels to be achieved and maintained by foreign professionals;

• Negotiation of bilateral agreements between professional regulatory bodies in Canada and over-seas, and with the United States and the European Union in particular, which will lead to abbreviated credential recognition for professionals already accredited in those countries who are graduates of recognized educational institutions; and

• Particular emphasis in negotiating bilateral agreements between regulatory bodies in different jurisdictions to achieve mutual credential recognition for professional occupations designated by the North American Free Trade Agreement, and expand the list of eligible occupations.

force within Canada, attracting immigrant workers with the necessary skills must become a priority. And employers must find better ways to boost the skills of those immigrants with training and job experi-ence. A study by Statistics Canada found that 70 per cent of immigrants settling in 2000 and 2001 had trouble entering the workforce.

The federal government recently announced changes to Canada’s immi-gration policies. Those changes will focus more on family reunification, bringing more parents and grandparents into Canada. While the humanitarian objectives of those changes are laudable, they will not address the labour pool shortage.

Moreover, Canada’s immigration system lacks co-ordination and integra-tion. The federal government controls immigration and the provinces control the licensing and there are major differences between provinces and professions.

Relocation practices must be pro-gressive and supportive to ensure that employees and recruits who are relocated to fill business needs can be focused on the job demands and not on problems caused by shortcomings in policy and benefits.

HR managers must also be thinking about developing programs that focus on integration of workers into the workforce. Such things as cultural and language train-ing will be much in demand, not just for

newcomers but also for existing staff to ensure smooth integration.

Stephen Cryne is the executive vice-presi-dent of the Canadian Employee Reloca-tion Council, an organization dedicated to education, research, knowledge and advocacy on all matters related to work-

force mobility. He can be reached at (416) 489-2555 or [email protected] or visit www.cerc.ca.

nels comparables ou équivalents ainsi que des normes minimales de niveaux de connaissances, d’expérience et d’aptitudes linguistiques ;

• Une banque de ressources qui détermine les exigences auxquelles le professionnel étranger peut satisfaire, à l’étranger, avant son immigration, telles que l’évaluation des connaissances linguistiques, et qui détermine clairement les exigences auxquelles doit satisfaire ce professionnel au Canada ;

• Une stratégie conjointe conçue au sein de RHDCC, des organismes de réglementation, des associations industrielles et d’employeurs ainsi que de grands employeurs pour instaurer des programmes d’apprentissage qui offrent aux professionnels formés à l’étranger une occasion de posséder l’expérience de travail canadienne requise pour l’octroi d’une licence ;

• L’implantation de programmes de mentorat professionnel pour assurer la protection du public et les niveaux de compétence à atteindre et à maintenir pour les professionnels étrangers ;

MLS® Home Sales to Ease in 2006Annual sales activity to reach second highest level on record

Canada’s resale housing market will turn in its second best year on record in 2006, according to

a forecast prepared by The Canadian Real Estate Association (CREA).

After setting its fifth consecutive annu-al record in 2005 at 483,250 units, CREA expects national resale housing activity to slip lower by 4.4 per cent to 462,105 units in 2006. Activity is also projected to dip a further 5.2 per cent in 2007.

Rising interest rates are expected to cause resale housing activity to moderate in all provinces except Alberta in 2006. The annual increase in sales activity projected for Alberta reflects economic, employment and population growth prospects arising from investment in the energy sector.

The national MLS® residential average price reached $249,111 in 2005, represent-ing an annual increase of 10.2 per cent. This was the seventh consecutive annual record for residential average price and the largest annual increase since 1989. CREA projects that average price will continue to climb in 2006 and 2007, but annual gains are expected to be smaller than in 2005. Annual increases in average price are expected to remain above 10 per cent in British Columbia, Alberta and Saskatchewan, where the resale housing markets should remain tight.

“Further price increases and rising interest rates will cause resale housing demand to ease in 2006,” said CREA’s Chief Economist Gregory Klump.

“The Canadian economy is expected to grow slightly faster than the estimated non-inflationary rate of 2.9 per cent this year,” said Klump. “Given the tightness of Canada’s product and labour markets,

the Bank of Canada continues to signal its intention to hike the trend-setting Bank rate. To keep inflation under wraps, the Bank rate is widely expected to be hiked by a further one-quarter of a percentage point in March.”

“Further increases in U.S. interest rates are almost done. Additional expected increases in Canada’s Bank rate will keep the Canada-U.S. currency exchange rate strong, and help to keep inflation under

control. Since bonds respond to inflation expectations and mortgage rates track bond yields, we expect the five-year conventional mortgage to rise by no more than another one-half of a percentage point this year,” said Klump.

“At the end of 2005, the five-year conventional mortgage rate stood at 6.3 per cent. Stiff competition among mort-gage lenders, however, continues to help borrowers negotiate discounts off the advertised rate. Higher mortgage rates and additional home price increases will gradually cool resale housing activity this year and in 2007,” Klump predicted.

“A reduction in the GST from seven per cent to six per cent would be a good first step in improving housing afford-ability for newly constructed homes, since it would save homebuyers $1,600 in taxes on a new home priced at $250,000,” added Klump.

Migration 2003/2004Canadians were on the move between July 1, 2003 and

June 30, 2004, but not quite to the same extent as in the same period a year earlier.

More than 1.54 million individuals moved in 2003/04, just short of the 1.57 million the year before. These data reflect moves between census metropolitan areas or census divisions as well as those who moved into or out of the country. Moves across town are excluded.

Of the 2003/04 total, an estimated 257,000 people changed provinces or territories, while more than 961,000 moved from one census division to another within their province or territory. (A census division is similar to a county or a regional municipality.) The remaining 331,000 persons are international migrants.

At the provincial level, most of the provinces and territories had net gains from migration. Relative to its population, Ontario registered the largest net gain with 10.4 persons for every 1,000

population, or 127,300 people in total. British Columbia was second with a net gain of 10.2, while Alberta was third with 8.3. Nunavut registered the largest net decline relative to its population with 5.1 per 1,000 persons, although the absolute numbers were small.

Among census metropolitan areas, Toronto had the highest net inflow of people. There were 78,344 more people moving into the metropolitan area than moving out. Vancouver ranked second with a net inflow of 28,339, followed by Montréal with a net inflow of 22,378.

These three metropolitan areas, Canada’s largest, attracted about three-quarters of international immigrants who arrived in all the census metropolitan areas. About 65% of the people who moved into Toronto during 2003/04 came from outside the coun-try, as did 50% of those who moved into Vancouver and 48% of those who moved into Montréal. Without immigrants, these urban centres would have incurred a net outflow of people during the past several years.

Relative to the size of its population, the census metropolitan area of Oshawa had the highest net inflow, with 21.5 people for every 1,000 people living there, followed by Toronto with 15.3. Vancouver and Kitchener each registered a net gain of 13.2 migrants per 1,000 population. Abbotsford, British Columbia fol-lowed closely with a net gain of 13.1 migrants, well above its net gain of 2.8 migrants per 1,000 of population the previous year.

For many years, Calgary was among the top three metropolitan areas in terms of net inflow of migrants per 1,000 population. In 2003/04, however, it slipped into the sixth position, although its rate of 11.5 migrants for every 1,000 population was higher than its rate in the previous year.

People around Toronto and Montréal continue to move to the suburbs. Among census divisions, the regional municipal-ity of York, north of Toronto, had the highest net gain with 38.1 migrants for every 1,000 population. It was followed by Mirabel, north of Montréal, with a net gain of 36.7. Peel Region, west of Toronto, was third with a net increase of 33.4.

People who moved into York and Peel tended to have a median income below

that of the region as a whole. (The median is the point where one-half of incomes are higher and half are lower.) For example, the median income of migrants into York was $24,400, which was 5% lower than the median of $25,600 for Ontario as a whole. Migrants into Peel had a median income of $23,500 or 8% lower than Ontario’s median income.

Note: Migration data were derived by comparing addresses supplied on personal income tax returns filed in the spring of 2003 and 2004. They were adjusted to the 2003 July population estimates. Migration data reflect intraprovincial moves between census metropolitan areas or census divi-sions (areas such as counties, regional districts, and regional or district munici-

palities), as well as interprovincial and international movements. To calculate total population change, both migration and natural increase (births minus deaths) must be taken into account.

Migration estimates are available for the provinces and territories, census met-ropolitan areas and census divisions. Five tables covering these levels of geography provide data on origin and destination, as well as the age, the sex and the median income of migrants. For more information or to enquire about the concepts, methods or data quality of this release, contact Statistics Canada, Client Services (1-866-652-8443; 613-951-9720; fax: 1-866-652-8444 or 613-951-4745; [email protected]), Small Area and Administrative Data Division.
