Coming Year Budget a Result of Solid, Long-Range Fiscal Planning

Later this month, the City Council will vote on the tentative adoption of the 2018-2019 fiscal year budget. Working through this extensive process,

we maintain a similar position of guarded optimism and conservative spending, that we have in past years. We continue to foresee challenges that

include an ever-changing global economic and political climate. And, closer to home, a severely underfunded state public safety retirement system

remains daunting. While we were the first Arizona city to come up with a viable plan to address this, we will remain watchful -- and fully aware of

the lasting impact this will have.

I remain encouraged that our community continues to move in a good direction, and we will continue to be vigilant with your tax dollars. In fact, we

continue to be among the lowest in the Valley in cost of service for local sales tax, property tax and city utilities.

We are – to say the least -- a tremendous value.

As I have said many times – and it bears repeating -- our solid economic foundation is the product of more than two decades of sound financial

planning. Policies that have been strictly adhered to by those you have entrusted to run this city. I want to thank my fellow Councilmembers who

fully understand the impacts of this strategy, and work tirelessly on our budget to ensure we remain fiscally strong.

The result is that in the coming fiscal year, we are again able to fund road projects, build parks and maintain basic services and infrastructure. We

benefit from Triple-A bond ratings with all three agencies. An achievement only 30 cities across this country can claim.

Finally, I want to thank all of those people in the business community who have provided input through our budget survey, the Budget Connect

online forum and by other means. This feedback is always helpful as we plan for Chandler’s future.

Also at the end of May, the Chandler Chamber of Commerce will celebrate its annual awards program. Congratulations to all who are receiving

awards this year. I am sure there were some difficult decisions to be made with all of the great companies we have here in our community. I look

forward to seeing you all on June 1st. 4

The first quarter is behind us and we have already met the elected officials, gotten two economic updates, celebrated

the Ostrich Festival, had coffee with Congressman Biggs and Mayor Tibshraeny and now we prepare for one of my

favorite events of the year, the 31st Annual Chandler Chamber Community Awards. I love this because this is where

business truly meets community. We honor our businesses, educators and community leaders.

This year, we have quite a surprise instore for our attendees. Get ready for ‘The Chamber is Right!’ Come on down and join in on the fun and

believe me, with a game show theme, you will never know what is coming next! There will be games, prizes and of course the special honors of

our award winners.

Look to facebook for the reveals of our winners coming soon and get your tickets now, because there is limited seating. Also, Wild Horse Pass

Hotel and Casino has graciously given the Chamber a block of rooms for only $69 for the night. Book your room now because there is limited

availability. Call 520-796-4900 and ask for the Chandler Chamber rate.

The other thing I want to talk about is our Golf Tournament coming up September 14th. We are at the newly remodeled Ocotillo Golf Club.

This event benefits our Community Foundation Scholarship Fund. You will meet this year’s scholarship winners at the Community Awards. That

is made possible because of our golf tournament. So, plan on hitting the links on September 14th to help put some great people through

Chandler Gilbert Community College.

Chandler Mayor Jay Tibshraeny @jaytibshraeny

PUBLIC POLICY RECAP

April 13, 2018 The Chandler Chamber of Commerce is the voice of Chandler business. Join us for our Public Policy Series addressing issues that concern our business community.

Secretary of State Michele Reagan

Secretary of State Michele Reagan,

addressed the public policy meeting

regarding cyber security and the

importance of securing information.

Secretary Reagan wanted to bring

awareness to legislators and voters on the

safety of elections. She added that, the

online election system is a multifactor,

and will have the latest technology

securing your information from dark web

predators.

Representative Jeff Weninger, a champion

of small businesses, advocates to help

small businesses in rural communities

amongst our own. Representative

Weninger successfully lobbied for the use

of tele-pharmacy, which would help

encourage local shipment for medical

refills. It would also eliminate the use of

traveling to the inner city for medically

prescribed pharmaceutical needs. He also

spoke about Blockchain technology. He

emphasized that in the near future,

Blockchain will transform business by

removing the need of third party

transactions, which will ultimately save

money for businesses and corporations.

The City of Chandler Management Services

Director, Dawn Lang, briefed the Chamber

about the current Home Rule Option

before the City Council, and the budget

given to the City of Chandler by the state.

She pointed out that in 2014 (the last time

Home Rule passed) the state spending

limit was $248 million, and with the Home

Rule Option in place, the spending limit

was raised by approximately $104 million

dollars. Home Rule requires two public

hearings in order to be confirmed. Director

Lang also highlighted the fact that the

Home Rule Option has successfully passed

in Chandler nine consecutive times since

1982.
