ITEMS FOR INDIVIDUAL CONSIDERATION DESIGNATED PUBLIC SUBSIDY MATTERS Housing/Community Services 3. Authorize the City Manager to: (1) modify the terms of support of the Texas

Department of Housing and Community Affair’s (TDHCA) 9% low-income housing tax credit (LIHTC) allocation (2010 allocation) for Wynnewood Seniors Housing located at 1500 South Zang Boulevard for acquisition of a portion of LIHTC improved property (The Parks at Wynnewood), demolition of existing units at the Parks at Wynnewood and new construction of a proposed 140-unit multifamily residential development for low income senior housing (Senior’s Project Phase I), by changing the site plan and/or acreage to be used for the 2010 allocation for the Senior’s Project Phase I, by working with the City to plan the use of the remaining acreage on the site of The Parks at Wynnewood in two other Phases, by providing the City’s local financial support in the form of forgiveness of an existing loan on the Parks at Wynnewood; and (2) amend the terms of a housing redevelopment loan provided for The Parks at Wynnewood located at 1910 Argentia Drive to: (a) forgive $850,000 of the current balance of the loan; (b) receive a partial payment of $500,000; and (c) amend the terms of the remaining balance of the loan to a five year, 0% interest loan, with all amended terms subject to certain conditions to be negotiated in future definitive agreements and to be considered by City Council in January 2012 - Revenue: $500,000 [11-2360; APPROVED]

2011 Redistricting Briefing: Introduction of Presenters

Wednesday, September 7, 2011 These are suggested speaking points for introduction of the Redistricting Commission Chair and Vice Chair. Please feel free to elaborate.

Dr. Ruth P. Morgan, Redistricting Commission Chair

Dr. Ruth P. Morgan is professor emerita [e-mer-i-ta ] of political science

and former provost and vice president for academic affairs at Southern

Methodist University.

She is an expert on issues of representation and on the U.S. presidency.

She was the state elections analyst for ABC News election coverage for

13 years.

She previously served as a member of the 2001 Redistricting Commission

and

Her most recent book is Governance by Decree: The Impact of the Voting

Rights Act in Dallas.

Billy Ratcliff, Redistricting Commission Vice Chair

Mr. Ratcliff is a Retired IBM Executive and current Adjunct Professor at El

Centro College

He has served in leadership positions on several Boards including

Being the first African America Chair of the DART Board

Former chairman Black Contractors Association and

Chair of the Board of Church Extension North Texas Conference

Mr Ratcliff works has worked as Lay Leader for the North Texas

Conference United Methodist Churches and locally at the St. Luke

Community U.M.C.

He has also worked with Dallas Together 21 and served on the 2010

Dallas Mayors Complete Count Committee.

Redistricting is the revision or replacement of

existing districts, resulting in new districts with

different geographical boundaries.

To equalize the population among electoral

districts after publication of the United States

Census indicates an increase or decrease in or

shift of population.

Dallas City Charter Requirements

Each member of the City Council appointed

one member of the redistricting commission The Mayor designated the chair, which was confirmed by a

majority of the City Council

The City Council and the Mayor provided fair and balanced

representation of all geographical areas of the city in the

redistricting process and provided a total membership that

reflected the racial and ethnic makeup of the city’s population

Dallas City Charter Requirements

The Redistricting Commission held sessions,

including public hearings, to develop, prepare, and

recommend a districting plan that proposes the

respective boundaries of the 14 districts comprising

the Dallas City Council

Upon completion, the Redistricting Commission filed

its recommended districting plan with the Mayor

Presentation made to the Mayor by the Commission Chair

and Vice Chair on Wednesday, August 31, 2011 at 10am

Dallas City Charter Requirements Council shall adopt, or modify and adopt, the plan within 45

days of receipt by the Mayor

If no action is taken, the plan recommended by the Redistricting Commission becomes final and the City Attorney will forward the plan to the Department of Justice for preclearance

The Department of Justice has 60 days to review the plan and interpose any objections

After 60 days, with no objections, the plan is considered to be effective

The effective districting plan must be implemented at the next general election

Election can not be conducted until at least 90 days after the plan becomes effective
