Also Present: Commissioners Jerry Kolke, Larry Bartel, Bob Johnson, Dave Town, Dave Lester, Stan Chunn, Ken Ayers. Chief John Nohr. Division Chiefs Tim Dawdy and Mike Jackson. Recording Secretary Kathy Streissguth. CALL FOR LATE AGENDA ADDITIONS None. CONSENT AGENDA Motion by Commissioner Johnson to approve the consent agenda as presented. Second Commissioner Kolke. No discussion. Motion passed unanimously. COMMUNICATIONS Letter of thanks from Columbia Adventist Academy for the District’s participation in their cruise-in event (Rommel, Harvey, Whitsitt). Thank you letter from Mr. David Cochran for saving his property on a recent incident. CITIZEN COMMENTS Firefighter recruit Taylor Konkright thanked the Board for the employment opportunity. Chief Nohr shared that Taylor and Matt Cushwa will be filling the two vacancies left by the departure of Jason Dement and Kenny Burt. Planning to send Cushwa to the State Fire Academy. Konkright has already completed this training. STANDING COMMITTEES Clark County Risk Management Group Meeting held on October 12. Summary report by Commissioner Bartel. EMS Council No meeting. No report. Fairgrounds Fire Facility Board Next meeting Wednesday, November 9. Commissioner Johnson reported the Open House held on September 24 went well. New chairs were purchased for the day room. Finance Committee Met earlier in the day to review a draft 2017 budget. Employees will receive a 1.7% COLA. Banked capacity will be fully utilized. Still needs some tweaking; expenditures are greater than projected revenues at this time.

RFA Committee Meeting held on October 4. Commissioner Babcock reported that the Committee is recommending that Woodland annex into the District instead of pursuing the development an RFA. The consensus was an annexation would be easier to present to the voters. Woodland will be holding a workshop on November 7 to discuss the options and likely make a decision. Discussion. Motion by Commissioner Bartel to affirm the plan to move forward with the annexation of the City of Woodland into Clark County Fire & Rescue. Second Commissioner Johnson. Discussion. Confirmed that voters in both jurisdictions will vote on the proposal. Motion passed unanimously. The next RFAPC meeting will be held on November 16. Commissioner Updates Commissioners Babcock and Johnson attended the Public Safety Complex Open House. Airen Elizabeth and Taylor Konkright provided hands-on CPR demonstrations. Volunteers Bill Zander and Matt Hieter brought a water tender. Chief Nohr and Commissioner Babcock attended a Discovery Corridor presentation at the Fairgrounds Neighborhood Association meeting. They also attended the swearing in ceremony for new Ridgefield Police Chief John Brooks.

STAFF REPORTS

Administrative Services September report prepared by DVC Yager (assessing a major roof leak at Station 151) summarized by Chief Nohr. Operations September Training report summarized by Captain Rommel. All officers should be Blue Card certified by year end. DVC Jackson summarized the September Operations report. Advised the bids are in for the new Woodland station and are significantly above available funding. Another meeting will be held next week to discuss options. Crews are preparing the stations and equipment for the pending rain/wind storms. Commissioner Babcock asked about the necessity of the old style cell phones on the engines. DVC Jackson advised that budget constraints don’t allow for upgrades to smart phones at this time.

Prevention/PIO September PIO report summarized by DVC Dawdy. Prevention updates. La Center: The high school is adding to the grand stands. Ridgefield: A pump station upgrade will impact Railroad Avenue. The Brown annexation north of town is moving forward. Have been creative with the sprinkler system at the Windy Ridge Winery due to the lack of water service. Woodland: Discussed new construction at ITI Crane Company. Will be getting a new Public Works Director.

Staff Report

To: Commissioners, Chief Nohr From: Dan Yager, Administrative Services Division Chief Date: 10/10/2016 Re: September Administrative Services Update FINANCE: 2017 Budget A preliminary budget will be presented to the Finance Committee on October 13. Wildland Invoices Invoices totaling $213,694 have been submitted for the 2016 season with $73,120 in outstanding payments receivable. There is also $744 remaining outstanding from the 2015 season. We are pressing WSP to get this resolved. Grants Notification was received on September 9 that the Volunteer Program SAFER Grant 00493 close-out report submitted by staff was approved by FEMA. All requirements were fulfilled (pending audit), but no issues are anticipated. There are no open federal grants at this time. FACILITIES & EQUIPMENT: Shop 917 (2006 ALF) Update The engine has been picked up from Valley Freightliner. The new striping has been completed and we have started putting the equipment back on. It goes in on 10-12-16 for a service. Following the service we will finish loading all equipment and the engine will be back in-service. Station 26 A water line that connected the ice-maker on one of the refrigerators broke and caused damage to the kitchen floor and the carpet in the hallway. We believe that the carpet can be cleaned but are in the process of getting bids to fix the floor in the kitchen. Station 21 Several electrical issues have been completed. We added exterior electrical plugs so that our support rigs can be plugged in and an interior shoreline for the backup BC rig. Additionally, we moved the turnout dryer from Station 28 to Station 21. This move is part of a new plan by firefighter Borrelli for turnout maintenance that should save us significant money on turnout cleaning. IT CAD Upgrade The CAD upgrades are scheduled for October 11th at 0500. Dustin has completed all the necessary work on our end and the required training has been completed. We should be ready to go.

Commissioner’s tablets The needed equipment for the new Commissioners IPAD’s are in. Dustin is programming them and they should be ready for the 10-13-16 meeting. HUMAN RESOURCES Two Career Firefighter Employment Openings The top 10 candidates from our list at Public Safety Testing were selected to participate in Oral Boards. Current volunteers in good standing were given an additional 10% of their score as preference. (Example: a score of 90% was given an additional 9% for a total of 99%) Oral Board Interviews were held on Thursday, October 6, 2016. Of the 10 candidates, 4 are current CCFR Volunteers, 2 are CCFD6 Volunteers and the other 4 are from out of the area. The panel suggested 6 candidates for continuation on to the next step. Chief’s Interviews were held on Friday, October 7, 2016. Chief Nohr interviewed all 6 candidates. Conditional job offers were made to Matt Cushwa and Taylor Konkright. Their target start date is 12/1/16.

Jackson, Division Chief Date: 10/7/2016 Re: Operations Staff Report- September Woodland Update Bids for the new Station will close on October 6 and a winning bid is anticipated to be awarded by the City Council at their last October Meeting or first November Meeting. Quick Response Vehicles / Rescues We continue to operate 2 quick response vehicles out of La Center and Woodland on pertinent EMS incidents. We are evaluating the benefits and challenges of these vehicles for long term recommendations to coincide with the Strategic Plan in January. Highway Response Cost Recover We are streamlining our procedure and audit process to improve our accurate reporting and cost recovery collections for vehicle related incidents on the Interstate and State Highways in the District.

Fire ruins shed near La Center, doesn’t reach nearby house By Andy Matarrese, Columbian Breaking News Reporter Published: September 26, 2016, 9:05 PM Firefighters were able to keep a fire that destroyed a pole shelter and barn from spreading to a home west of La Center on Monday evening. Firefighters responded to the fire at 35107 N.W. 32nd Ave. around 5:30 p.m. “When they arrived, they found a fully involved outbuilding, and fire was being transmitted to this huge barn,” Clark County Fire & Rescue Division Chief Tim Dawdy said. There was also a running grass fire spreading out from the buildings. Cowlitz 1 Fire & Rescue sent two water tenders to back up three engines on the scene, Dawdy said, adding that the fire was out in about 30 minutes. The barn was about 15 feet from a nearby house, Dawdy said, which is occupied by an older widow. The barn and the small plastic-pole shed held tools, farming implements, a boat, paint and lacquers, Dawdy said, “so it burned hot and vigorously.” No one was hurt. The Clark County Fire Marshal’s Office was investigating.

blocked after minor-injury crash By Emily Gillespie, Columbian Breaking News Reporter and Andy Matarrese, Columbian Breaking News Reporter Published: September 21, 2016, 9:33 AM Timmen Road just south of La Center was blocked after a dump truck and sedan collided at about 8 a.m. Wednesday. A dump truck pulling a trailer with an excavator on it was traveling north on Timmen Road near Spencer Road when it collided with a southbound vehicle, La Center Police Chief Marc Denney said. Denney said Bryne Kilgore of Woodland, the driver of the sedan, apparently drifted into the truck. Clark County Fire & Rescue Division Chief Tim Dawdy said firefighters removed the 26-year-old woman from the car, and she was taken to Legacy Salmon Creek Medical Center with injuries he said were not life-threatening. The road was blocked in the area, causing a traffic mess, Dawdy said. The blockage was made worse by a tractor-trailer that jackknifed when trying to turn around and get by the crash, Denney said. Denney said an officer was investigating the crash and a citation may be forthcoming. Further information on Kilgore’s status at the hospital was unavailable.

fire spread near Woodland County Fire & Rescue) By Andy Matarrese, Columbian Breaking News Reporter Published: September 13, 2016, 8:58 PM Careless burning sparked a fire Tuesday next to a Woodland-area home, Clark County Fire & Rescue Battalion Chief Tim Dawdy said. Around 1:15 p.m., firefighters were called to 38701 N.W. Goose Hill Ave. When crews arrived, Dawdy said, they found a wind-driven field fire moving away from a home toward woods. Firefighters, with three engines and a water tender, had it under control in about 15 minutes, he said. A state Department of Natural Resources crew stayed at the scene to mop up. He said the fire burned a bit more than an acre. Dawdy said someone’s fire got out of control and spread to the field. “Even though we’ve had some rain, people need to realize that we’re still in fire season, and they need to wait to burn until they get word from the county fire marshal that it’s safe to do so,” he said. “It’s going to be dry for the next week, and we’re still in a dangerous burn situation.” The county’s burn ban is in place until Sept. 30.

Crashes follow first rain after long dry spell Firefighter: 'The radio's been hopping today with this kind of thing going on' By Andy Matarrese, Columbian Breaking News Reporter Published: August 31, 2016, 7:14 PM At least two people rolled their cars Wednesday on sharp turns made slick with oil and rainfall. It was the first rain after a long span of dry weather. Clark County Fire & Rescue Battalion Chief Tim Dawdy said crews in his district responded to two crashes back-to-back before noon. “It’s the first day of rain after a very long spell. Of course the roads are slippery, the oil’s coming up,” he said. “The radio’s been hopping today with this kind of thing going on.” Firefighters responded to a rollover at South Dolan Road and Fifth Street in Ridgefield at 11 a.m., then to a rollover near Daybreak Regional Park in Battle Ground at 11:28 a.m. In both crashes, the vehicles rolled after sliding off the roadway when they attempted to make a sharp turn. “Fortunately, people were using seat belts in both cases, and no one was seriously injured,” Dawdy said. These kinds of crashes happen with every first rain following a dry spell, he said, and drivers need to keep that in mind; the fresh rain mixes with oil from vehicles and asphalt, resulting in a slippery roadway. “The second thing is, and this is super important, school just started,” he said. “All those school zones that we’ve been ignoring all summer long are just alive again with little ones.”
