SAFETY IN COAL MINES 14th March, 2012 LSQ 254 SHRI N CHELUVARAYA SWAMY SWAMYGOWDA Will the Minister of COAL be pleased to state:- (a) whether the Government is taking any measures for the security of workers/laborers working in the coal mines; (b) if so, whether all the large coal mines of the country have a team of doctors alongwith ambulance facility for emergency; and (c) if so, the details thereof? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) : The matter of security of workers /laborers working in coal mines is beyond the purview of the Mines Act, 1952. However, safety of workers is governed in accordance with the provisions as laid down in the Mines Act, 1952 and the regulations, rule and bylaws framed there under. Coal India Ltd. (CIL) has taken several measures to improve standard of safety in its mines in addition to following the statutory provisions under the Mines Act, 1952. (b) & (c) : There is a Team of Doctors and Ambulance at every Area Hospital of the subsidiary companies of CIL, which are well equipped for providing emergency treatment. There are 85 Hospitals with 5,806 Beds, 424 Dispensaries, 667 Ambulance and 1477 Doctors including Specialists in CIL and its subsidiaries to provide medical services including emergency services to the employees. ILLEGAL COAL MINING 14th March, 2012 LSQ 282 SHRI KUVARJIBHAI MOHANBHAI BAVALIA Will the Minister of COAL be pleased to state:- (a) whether coal reserves have been discovered in chotila Block at Surendranagar in Gujarat and the coal mafia are openly pilfering the said coal in connivance with the administration; (b) If so, the details thereof; (c) Whether the Government proposes to take any concrete steps to check the said pilferage and also to nab the people involved therein; and (d) If so, details thereof along with the time by which the said steps are likely to be taken? MINISTER OF STATE FOR COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a): Ministry of Coal has no information on occurrence of coal reserves in Chotila Block at Surendranagar in Gujarat. This has also been confirmed from Geological Survey of India. (b) to (d) : Does not arise. DECREASING GROUND WATER LEVEL 14th March, 2012 LSQ 305 SHRIMATI BHAVANA PUNDLIKRAO GAWALI PATIL Will the Minister of COAL be pleased to state:-

(a) whether ground water level is falling down due to coal mining in several parts of the country; (b) if so, the details thereof and the measures taken/being taken by the Government in this regard; (c) whether the Government proposes to extend the contract period for maintenance of small trees by the State forest agencies; (d) if so, the details thereof; (e) whether any directions have been issued to the Coal India Limited and its ancillary companies in this regard; and (f) if so, the details thereof? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a): No, Sir. However, lowering of ground water level due to coal mining is a temporary phenomenon and is limited to the radius of influence of the mine working. The hydro geological studies show that the zone of influence is limited to 0.20 Kilometer to 0.70 Kilometer from the mine which generally falls within the mine lease hold area and water levels are not affected beyond this. (b): Various measures being taken to arrest falling of ground water level due to coal mining include the following: # Periodic monitoring of local water levels close to mine areas and identification of effected areas, if any; # Artificial recharge measures by adopting rain water harvesting; # Measures to recycle the treated mine water and other treated effluents; # wherever possible the treated mine water is recycled for industrial and colony needs; # The mines discharge after treatment are discharged in to nalas and for irrigation and other uses of the adjoining villages. (c) to (f): Government has not proposed extension of the contract period for maintenance of small trees by the State Forest Agencies. However, the Coal India Limited (CIL) has decided to extend the contract period of maintenance of small trees by state forest agencies from three years to five years. INTRODUCTION OF MODERN TECHNOLOGY 14th March, 2012 LSQ 321 SHRI KAMESHWAR BAITHA Will the Minister of COAL be pleased to state:- (a) whether the Government has fixed any time-frame for coal companies to adopt modern technology with the objective of improving production, productivity and the safety conditions in mines; and (b) if so, the details thereof? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) & (b) : No Sir. No time-frame has been fixed by the Union Government for introduction of modern technology in the field of coal production, productivity and safety conditions in mines, in respect of the coal companies. However, Coal India Ltd., (CIL) and Singareni Collieries Co. Ltd. (SCCL) keep introducing modern technologies as per the requirements from time to time. FIRE IN COALFIELDS 14th March, 2012 LSQ 328 SHRI INDER SINGH NAMDHARI Will the Minister of COAL be pleased to state:- (a) whether incidents of fire in various coalfields/coal mines have been reported; (b) if so, the details thereof during each of the last three years and the current year so far, coal mine-wise and State-wise; (c) the period, since when fire has been raging in each such mine;

(d) whether the Government has assessed the loss of life, property and coal as a result thereof; (e) if so, the details thereof, coal mine-wise and State-wise along with the number of coal mines that have been closed or proposed to be closed as a result thereof; and (f) the steps taken/proposed to be taken by the Government to compensate, relocate and rehabilitate the affected people and also to check such incidents of fire in future? MINISTER OF STATE IN THE MINISTRY OF COAL(SHRI PRATIK PRAKASHBAPU PATIL) (a) to (e): Yes, Sir. 31 incidents of fire have been reported from various coalfields/coal mines of Coal India Ltd. in the last three years and in the current years. As per the information obtained from the office Directorate General of Mines Safety under Ministry of Labour and Employment, the details indicating the period, loss of life etc. are furnished at Annexure. Loss of life has been reported due to fire leading to explosion in case of Anjan Hill Colliery of South Eastern Coalfields Ltd. where 14 people were killed. Closure of mines has been reported in case of three mines including Anjan Hill Colliery. While the closure of Anjan Hill Colliery is continuing the other two mines have been reopened as indicated in the annexure. However, no loss of property has been reported in any of these cases. (f) : The various steps being taken to check such incidents of fire are as follows: # The seam is worked with panel system having independent ventilation system. # Construction of sectionalisation stoppings # A panel is isolated as soon as it has been goaved out # Pressure Quality Survey is conducted for improving the quality of Ventilation. # Regular supervision/inspection # Continuous monitoring of the atmosphere inside the sealed off area as well as working environment is being done with the help of adequate instruments Tale-monitoring system is installed in some of high gassy and fiery underground mines for continuous monitoring of mine environment # Stone dusting # No voids are allowed beyond permissible limits in depillaring with sand stowing districts # Emergency Organisation Plan for dealing with fire exists in every mine as per statute # The rescue station /room etc have been fully equipped with round the clock emergency services available for all mines # Coal face is properly dressed # Proper water spraying is provided at coalfaces, which are susceptible to spontaneous heating # In the mines where stowing with sand is a practice, special care is taken to ensure that stowing of sand is in proper order # The surface area over the underground mines is also watched for any cracks or subsidence and cracks are filled with overburden material to curtail breathing of air into the mined out areas and thus preventing fire incidents. # In the built up area the workings are limited to avoid any subsidence. If due to any reason any danger is noticed for the structures or heavy tracks, the compensation as well as rehabilitation is arranged by the mine management as per the approved RR policy of the company. AAANNNNNNEEEXXXUUURRREEE---IIIIII CIL provides the following compensation, relief etc. to the family of deceased who died in any mine accidents arising out of and in course of employment. In case of fatal accident:-

1. Payment of compensation under Workmen Compensation Act, 1923 (it is now called as Employee’s Compensation Act-1923 as per official gazette notification dated on 23rd December,2009)

2. Employment is offered to eligible kin of the deceased. In case there is no eligible person for employment, monetary compensation per month is paid to the family of the deceased.

3. Special Relief / Ex-gratia package of Rs. 5 Lakhs, which is in addition to the amount payable under Workmen Compensation Act-1923 for departmental employee.

4. Immediate payment for funeral expenses and transport etc. to the family of deceased. 5. Monetary benefits under Life Cover Scheme (LCS). 6. Gratuity on the basis of the length of service, P.F as per CMPF rule, encashment of EL and Payment of Pension as

per CMPS, 1998 are paid in addition to the above compensations. In case of serious bodily injury: - Compensation under the Workmen (Employee) Compensation Act-1923 is being paid to serious bodily-injured person involved with permanent disability, after due assessment of the percentage of permanent disability by an approved Medical Board. Salaries / Wages is paid to the person, who is injured while on duty (IOD Case), for the period of his absence from duty due to the said injury and extensive medical treatment facilities have also been provided either in Company’s Hospital or any other referred Hospital during his injury period and beyond. COAL RESERVES WITH POWER PLANTS 14th March, 2012 LSQ 401 SHRI BAIDYANATH PRASAD MAHTO MS. BHAVANA GAWALI (PATIL) SHRI CHANDRAKANT RAGHUNATH PATIL DR. KIRIT PREMJIBHAI SOLANKI SHRI PRABODH PANDA SMT. YASHODHARA RAJE SCINDIA SHRI NISHIKANT DUBEY DR. MAHENDRASINH PRUTHVISINH CHAUHAN SHRI NARENDRA SINGH TOMAR Will the Minister of COAL be pleased to state:- (a) whether the coal reserves at various power plants was less than the prescribed limit ; (b) if so, the details of power plants where this situation has been faced during the last three years, and the current year, State-wise and the reasons therefor; (c) whether the Prime Minister’s Office has given direction to meet at least 80% requirement of coal of power plants or get ready to pay a penalty; (d) if so, the details thereof; (e) the steps taken/proposed to be taken by the Government to meet requirement of coal of various power plants and also honour the directives of the Prime Minister’s Office; (f) whether the Government has taken steps or propose to take to ensure rapid capacity addition at the grassroots to achieve service standards and affordability and encourage private participation for the same; and (g) if so, the details thereof and if not, the reasons therefor? MINISTER OF STATE IN THE MINISTRY OF COAL(SHRI PRATIK PRAKASHBAPU PATIL) (a): Power Stations are required to carry coal stock to the tune of 15 days’ requirement in case of pithead power stations and 30 days’ requirement for other than pit-head power stations. However, more than 20 power stations have been carrying critical coal stock (i.e. stock less than 7 days’ requirement) in the last three years and in current year. (b): Number of power stations carrying critical coal stock in the last three years and current year is 37 on 1.3.2009, 21 on 1.3.2010, 32 on 28.2.2011 and 34 on 29.2.2012. Details of State-wise TTP-wise coal stock as on 1.3.2009, 1.3.2010, 28.2.2011 and 29.2.2012 are at Annexure-I. Unloading constraints of TPPs, heavy rains affecting transportation and wagon loading during monsoon months,. intermittent law and order problems affecting transportation and wagon loading particularly in Jharkhand and Orissa, wagon availability constraints of Railways during peak production months of December to March, less import of coal by power stations against targets fixed by Central Electricity Authority are some of the factors resulting in critical coal stock position of the power stations. (c) and (d): A meeting was held in Prime Minister’s Office to discuss, inter alia, the issues relating to shortage of coal and find out ways to meet the requirement of power sector. As a result of the discussions, the following decisions have been taken:- (i) Coal India Limited (CIL) will sign Fuel Supply Agreement (FSA) with power plants that have entered into long term Power Purchase Agreements (PPA)s with Electricity Distribution Companies (DISCOMS) and have been commissioned/would get commissioned after 31.3.2009 and on or before 31.3.2015.

(ii) with the plants included in (a) above that have been commissioned upto 31.12.2011, CIL will sign FSAs before 31.3.2012. (iii) the FSAs that will be signed with regard to power plants in (a) above shall be for full quantity of coal mentioned in the Letters of Assurance (LoAs) for a period of 20 years, to be reviewed after every five years, with trigger level of 80% for levy of disincentive and 90% for levy of incentive. (iv) to meet its commitments, CIL may reduce coal meant for e-auction from 10% to 7% of its production progressively till the end of 12th Plan. (e): In order to implement the decisions as mentioned above, CIL is gearing up to supply coal to power stations from alternate sources including imported coal in respect of any shortfall over and above the available production. (f) and (g): Obtaining environmental and forestry clearances, land acquisition & related R&R issues are the prerequisites for rapid capacity addition for which necessary steps are being taken at appropriate levels. Issues related to law & order and coal evacuation facilities are also being addressed. The underground manual workings have been mechanized to the extent feasible, using side discharge loaders and load haul dumpers. Further, new underground mines using continuous miner and high capacity longwall equipment are being planned. In opencast mines, deployment of large size equipment, maintenance of haul roads, control of bench slopes & overburden dump slopes with computerized models etc. are some of the important approaches in improving productivity and service standards. Regarding private participation, removal of overburden and extraction of coal in opencast mines is being outsourced. ELECTRICITY GENERATION 21st March, 2012 LSQ 1177 SHRI S S. RAMASUBBU Will the Minister of COAL be pleased to state:- (a) whether electricity generation from the Neyveli Lignite Corporation (NLC) has been reduced because of Thane cyclone; (b) if so, the details thereof and the details of losses incurred; (c) whether the NLC has taken any steps to restore electricity generation and to improve capacity augmentation; (d) if so, the details thereof; and (e) if not, the reasons therefor? MINISTER OF STATE FOR COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a)&(b): Yes, Sir. Due to impact of cyclone ‘Thane’, the electricity generation at NLC was reduced by 30%. However, shortfall in generation was made good in the subsequent days and the target set for the month has been achieved. MINISTER OF STATE FOR COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a)&(b) : In this regard, Government of Jharkhand had instituted a study through the Indian School of Mines, Dhanbad and Xavier Labour Research Institute (XLRI), Jamshedpur to examine, inter-alia, the supply-wise inter- linkages between illegal coal mining and socio-economic conditions/demographic profiles of the main elements involved in this activity, understand the demand- side dynamics of illegally mined coal in different sectors, explore and suggest mitigation strategies rooted in social acceptability economic viability, environmental sustainability and practical implement ability, extant, spread and severity of the problem etc. Report suggested following main drivers for forcing or inducing individuals into illegal coal supply chain activities: 1. Landlessness/marginal landholding 2. Dependence on illegal coal supply chain for sustenance 3. Lack of alternative employment opportunities 4. Illiteracy & Low literacy levels 5. Debt burden, coercion by middlemen/coal mafia, easy availability of coal 6. Better economic returns from illegal coal 7 Market demand for illegal coal 8. Failure of the government and coal companies. As per the provisional estimate of XLRI loss on account of illegal coal was Rs. 106 crore to Coal India Limited till 2006 and anticipated loss of Rs.34 crore per year to the State of Jharkhand. However, the study did not assess loss of lives due to illegal mining and theft of coal. (c)to(e) : Yes, Sir. Government of West Bengal and Government of Jharkhand have formed State and District level task force groups, involving the police, officials from Coal India Ltd. (CIL) and intelligence departments to check the rampant illegal coal mining. It is expected that the above effort would be able to curb these activities. COAL MINING POLICY 25th April, 2012 LSQ 3292 SHRI AMBICA BANERJEE Will the Minister of COAL be pleased to state:- (a) whether the Union Government has formulated any policy for coal mining in the country; (b) if so, the details thereof and the objective in this regard; (c) whether Kolkata High Court has given any decision/direction in this regard; (d) if so, whether the Union Government has complied with the said decision/direction; (e) if so, the details thereof; and (f) if not, the reasons therefore? (a)&(b): Recently, the Government has decided to switch over from the existing Useful Heat Value (UHV) based grading and pricing system to Gross Calorific Value (GCV) based classifications of non-coking coal w.e.f. 01.01.2012. Accordingly, the earlier existing system UHV based grading of coal is replaced by GCV based classification and coal companies have notified the new prices w.e.f. 01.01.2012. The decision for above migration is a landmark step, which is based on international coal trading practices. The Integrated Energy Policy document and the Committee headed by Shri T.L. Sankar on Coal Sector Reforms also recommended for the same. The implementation of the GCV based system is expected to improve the quality of coal supply and reduce the consumer complaints. (c): No Sir, no decision/direction has been given by the Kolkata High Court in the Public Interest Litigation (PIL) filed in this regard. (d) to (f): Question does not arise in view of the above. However, in CIL, Safety Audit is conducted in mines of CIL from time to time to find out the status of safety of mine apart from compliance of statutory provisions regarding safety. Subsidiary-wise status of last safety audit conducted in CIL is given below : ECL: 2007-08 BCCL: 2007-08 and next round of safety audit is under process CCL : 2008-09 NCL: 2011-12 (Internal Audit) WCL: 2005-06 SECL: 2007-08 MCL: 2009-10 (OC Mines) & 2011-12(UG) Mines. (c). Depending upon the recommendations of safety audit, corrective actions have been taken for removing the deficiencies, if any. The infrastructural set up required for implementation of safety audit of CIL mines as well as expenditure incurred or likely to be incurred varies from mine to mine depending upon the nature of deficiencies pointed out in safety audit. (d)to(g). Yes, Sir. In the 49th meeting of the Safety Board of CIL held on 11th April, 2012 it has been recommended that safety Audit should be conducted at a regular interval in all mines and the same would be implemented. UNSCIENTIFIC MINING 2nd May, 2012 LSQ *363 SHRI PASHUPATI NATH SINGH Will the Minister of COAL be pleased to state:- (a) Whether the unscientific mining of coal by the erstwhile mine owners in Jharia coalfields in Jharkhand is one of the causes of fire and subsidence in the said areas; (b) if so, the details thereof; (c) the nature of losses caused to life and property in the said areas during the last three years; (d) whether the Government has received any proposal to douse the fire and for rehabilitation / resettlement package including relocation of the affected people; and (e) if so, the details thereof and the further action being taken by the government to address the said problems? MINISTER OF COAL (SHRI SRIPRAKASH JAISWAL) (a) to (e): A statement is laid on the Table of the House. Statement referred to in parts (a) to (e) of the reply to Lok Sabha Starred question No. 363 for 2. 5. 2012. (a) & (b): Yes, Sir. As per the Master plan, history of fire in Jharia Coalfield dates back to 1916 when the first incidence of fire was reported at Bhowra Colliery. Since then a number of fires have occurred in underground workings and in opencast Pits. In the past, prior to coal mine nationalization in 1972-73, coal seams of good quality prime coking coal , occurring at shallow depth were mined indiscriminately by the erstwhile private mine owners without considering the safety and conservation aspects. As a result, in some places small stooks were left below the surface infrastructures like river, jore, railway line and buildings etc. which have been/are being causing differential movement in the overlying strata including the failure of infrastructures. It causes sudden subsidence, collapse of U/G workings, outbreak of fires. After the nationalization, mines were taken over by Bharat Coking Coal Limited (BCCL) and steps were taken to control mine fires. As per the fire study made by GAI-MET-CHEM in 1996, an assessment has been made that overall area affected by fire has reduced to 8.90 sq km against from the earlier affected area of 17.32 sq. km. at the time of Nationalization. (c): As reported by Directorate General Mines Safety (DGMS), there is only one incident of fire and subsidence occurred on 28.7.2009 in Sendra Bansjora mine of BCCL in Jharkhand causing 3 fatalities and 1 serious injury during the last three years. Further, as per the approved Master plan, it was estimated that about 37 MT of good quality of prime coking coal has been destroyed and about 1453 MT of coal has been locked due to fires. (d) & (e): Yes, Sir. To address the issues of fire & subsidence in the mined out areas of Jharia coalfield, a Master Plan dealing with fire, subsidence, rehabilitation and diversion of surface infrastructure in the lease hold of BCCL has been approved by the Government in August, 2009 for implementation over a period of 12 years

including two years for completion of pre- implementation activities at an estimated cost of Rs. 7112.11 crores including Rs. 83.71 crores sanctioned earlier for various Environmental Measures and Subsidence Control schemes. As per the Master Plan, 98314 houses (44155 houses owned by BCCL and 54159 other private houses) are proposed to be rehabilitated/ shifted within a period of 10 years. The rehabilitation of Non-BCCL houses/structures from the endangered areas is the responsibility of State Govt. of Jharkhand. In this regard Jharia Rehabilitation and Development Authority (JRDA) have been formed under the chairmanship of Commissioner, North Chhotanagpur by Govt. of Jharkhand. Further a total of 45 fire schemes have been formulated and implemented to control mine fires with provision to deal with any new fire identified during implementation period and diversion of rail / road from the fire area. To speed up the fire dealing work, the fire patches are being excavated / dug- out by hiring of Heavy Earth Moving Machinery. For improvement of productivity in UG mines, upgradation of technology like introduction of LHD/SDL, mass production technology with CMs, in combination with shuttle cars and PSLW technology where geo-mining condition permits, as well as advanced coal evacuation system are being adopted. Various training programmes are being introduced for efficiency improvement of persons working with these technologies. In many mines of CIL “all-men-all-job” concept is being introduced for improvement of productivity. The proposed population of SDL/LHD and CM is envisaged to increase from the level of 964 & 7 nos. to 1328 & 27 nos. respectively. Bharat Coking Coal Limited (BCCL) / CIL has offered Muraidih UG mine to the mine operator through global bid for a target production of 2.0 Mty by Longwall mining. Another 6 underground mines in BCCL are in various stages of bidding for producing coal on turnkey basis. All these mines are to be operated by Mass Production Technologies. SCCL has been introducing modern technologies as per the requirements from time to time and has been modernizing and up-grading existing UG coal mines on a large scale by introducing semi-mechanization and mechanization in the existing Hand Section (conventional mining) mines. Coal extraction with SDL, LHD, Blasting Gallery method (BG), Long Wall method (LW)& Continuous Miner (CM) is in vogue in underground mines of SCCL.The status of mechanization in 35 Nos. of UG mines of SCCL is as follows: # No. of semi mechanized / mechanized mines (SDL/LHD/LW/CM/BG) - 17

Semi-mechanization (SDL/ LHD) and mechanization (LW/CM)has been introduced in 33 UG mines in SCCL. In the remaining 2 UG mines, semi-mechanization/mechanization could not be introduced, because of difficult geological conditions, viz., steepness (gradient 1 in 3). Basically, illegal mining of coal is carried out stealthily and clandestinely. Besides, Law & order, being a State subject, it is the responsibility of the concerned State Government/District administration to take necessary deterrent action against such illegal activities in areas under their control. As far as command areas under Government coal companies are concerned, many steps such as fencing of unused work areas, sealing of exposed coal by dumping of overburden material, filing of FIRs in various police stations and intensifying raids by CISF and the security staff of the coal company and seizure of illegally mined coal is being taken on continuous basis. In this regard Government of West Bengal and Government of Jharkhand have formed State and District level task force groups, involving the police, officials from Coal India Limited (CIL) and intelligence departments to check the rampant illegal coal mining. It is expected that the above effort would be able to curb these activities though, the infested area involved is very large. (c) to (e): No such proposal is under consideration of the Government at present. R&R IN COAL MINING AREAS 9th May, 2012 LSQ 5501 DR. Will the Minister of COAL be pleased to state:- (a) whether a number of mines of Coal India Limited have been closed during the last three years and the current year; (b) if so, the details thereof; (c) whether the Government has examined the proposals related to the feasibility of these mines or made efforts for the revival of these mines prior to taking decision about their closure; and (d) if so, the details thereof and if not, the reasons therefor? Generally, most of the coal miens are closed due to exhaustion of their mine-able coal reserves or conversion of underground mine to opencast mine or for some serious technical or safety reasons. ACCIDENTS IN COAL MINES 16th May, 2012 LSQ 6467 SHRI PRALHAD VENKATESH JOSHI SHRI S.S. RAMASUBBU Will the Minister of COAL be pleased to state:- (a) whether deaths and serious injuries in the coal mines in the country are much higher than those in other countries in the world and many of them are not reported; (b) If so, the details thereof and the reasons therefor alongwith the action taken/being taken by the Government in the regard; (c) The details of technologies currently being used to ensure safety in coal mines; and (d) whether any reduction in accident/fatalities cases has been noticed after using these technologies and if so, the details thereof? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) & (b): As reported by Directorate General of Mines Safety (DGMS), the number of fatal and serious accidents during the last seven years has reduced from 96 to 76 and 1106 to 484 respectively. Similarly the fatality rates per thousand persons employed also reduce from 0.36 to 0.21. The fatality rate in coal mines in USA during the last five years is also varying from 0.38 to 0.13, which is comparable to India. The information of other countries is not available. The causes of accidents in coal mines are primarily due to: # Roof and side falls in underground; # Surface transport by dumpers, trucks and other Heavy Earth moving Machinery in opencast mines; # Explosives and Blasting; # Electricity; # Dust, gas and other combustible material; All fatal accidents and serious accidents including dangerous occurrences such as explosives, electricity and gas & fires etc. are enquired by DGMS to find out the cause(s) and circumstances leading to such accidents/occurrences. Based on the findings of the enquiry, the following actions are taken depending upon the gravity of the situations and cases; # Immediate stoppage of dangerous operations; # Issue of prohibitory orders or improvement notices;

# Withdrawal, Suspension or modification of permissions/approvals/relaxations etc.; # Suspension or cancellation of statutory certificates against the persons found responsible; # Punitive actions through respective mine management by way of suspension from duty, stoppage of increment, demotion or termination from employment depending upon the gravity of violations; # Prosecution in the court of law against the persons held responsible for the accidents/dangerous occurrences; # Issue of Technical Circulars, Guidelines and Instructions. (c) & (d) : Board and Pillar mining using Side Discharge Loader (SDLs)/Load Haul Dumpers (LHDs) are mostly used in underground coal mines whereas shovel-Dumper combinations are used in opencast mines except few mines where continuous Miner-shuttle car and Longwall Mining are being practiced in underground and Surface Miners and Draglines in opencast mines. The following measures have been adopted to ensure safety in coal mines; # Manual loading is being gradually phased out from the underground coal mines; # Mechanized drilling and supporting by roof bolting with cement or resin capsules are being used; # Higher capacities loading machines and dumpers are being introduced to reduce traffic density in opencast workings; and # Mine environment monitoring with modern single and multi gas detectors are being done in underground mines. With the introduction of mechanization, both in underground as well as in opencast mines, the personal exposure to risks have considerably reduced and in turn the fatality and serious injuries have reduced in coal mines. FIRE IN COALFIELD 8th August, 2012

(a) whether the Government has taken note of the perennial problems arising out of mine fire in the Jharia and Raniganj Coalfield;

(b) if so, the details thereof;

(c) whether any master plan has been prepared to douse the fire and for rapid resettlement of the people affected by the fire;

(d) if so, the details thereof and the progress of work in this regard so far;

(e) the details of the funds sanctioned and utilized for rehabilitation of Jharia and Ranigunj Coalfields;

(f) whether any new township has been identified for rehabilitation and resettlement of the affected people: and (g) if so, the details thereof? MINISTER OF COAL (SHRI SRIPRAKASH JAISWAL) (a) to (g): A statement is laid on the Table of the House. Statement referred to in parts (a) to (g) of the reply to Lok Sabha Starred Question No. 10 for 8.8.2012 (a) : Yes Sir. The issues of fires and subsidence arising out of unscientific mining in Jharia and Raniganj Coalfields prior to nationalization of coal mines have been taken note of the Government. (b), (c) & (d): Yes Sir. To address the problems of fire and subsidence in the mined out areas of Raniganj and Jharia, Government of India has approved a Master Plan in August, 2009.

The Master Plan encompasses measures to deal with fire problems, subsidence problems and diversion of surface infrastructure for implementation over a period of 10/12 years respectively with an estimated investment of Rs. 9773.84 crores (Raniganj Coalfields – Rs. 2661.73 crore; Jharia Coalfields – Rs. 7112.11 crore). Asansol Durgapur Development Authority (ADDA) in West Bengal and Jharia Rehabilitation and Development Authority (JRDA) in Jharkhand which have been identified as implementing agencies for rehabilitation of 33,196 families from Raniganj Coalfield (RCF) and 79,159 families from Jharia Coalfield (JCF) to safer areas. As per provisions of Master Plan, 595 sites in JCF and 139 sites in RCF have been identified as sites to be rehabilitated. Subsequently, two more sites in RCF have been added to the sites to be rehabilitated totalling to 141. Brief parameters of the Master Plan covering RCF and JCF are enclosed at Annexure. In JCF areas, out of 595 sites demographic surveys in 324 sites have been completed. Similarly, in RCF areas, demographic surveys in 88 areas have been completed out of 141 sites. In Jharia Coalfields, 2352 houses have been completed for shifting people from endangered areas to Belgaria Township and 1132 families have already been shifted. BCCL has issued NoC with the approval of Ministry of Coal to transfer 849.68 acres of land in non-coal bearing area and 86.44 acres of land at Bhuli Township to JRDA. Government of West Bengal has approved the proposal of ADDA to acquire 2214 acres of land in two Townships for the proposed rehabilitation. (e) : The approved outlay of the Master Plan is Rs. 9773.84 crores (Raniganj Coalfields – Rs. 2661.73 crore; Jharia Coalfields – Rs. 7112.11 crore). This outlay is proposed to be funded through Internal Resources of Coal India Limited to the extent of Rs. 350 crore per annum and the remaining from the collections of stowing excise duty under Coal Mines (Conservation & Development) Act, 1974. Till date an amount of Rs. 160.64 crore has been released to ADDA and Rs. 111 crore has been released to JRDA. (f) & (g): As per the Master Plan, the affected families are to be accommodated in new Townships. In Jharia Coal field 86.44 acres of vacant land in Bhuli township and 849.68 acres of land in and around Belgoria township belonging to BCCL have been identified for developing new township by JRDA in addition to other areas. Further, two sites namely Bonjemari and Gourandi have been identified for setting up of new townships for rehabilitation and resettlement in Raniganj Coal fields. The total area required for the same is 2214 acres (896 Ha). ADDA had accorded Cabinet approval from Government of West Bengal for acquisition of land for this purpose. (c) whether any investigation was conducted to identify the causes of accidents and the responsibility fixed for such accidents;

(d) if so, the details thereof and the number of persons found guilty in this regard along with the action taken/proposed to be taken by the Government against them;

(e) whether compensation rate is low in Coal India Limited and its subsidiaries in spite of the fact that they are governed by same rules as Air India and if so, the details thereof and the reasons therefor;

(f) the amount of compensation and other relief paid to be injured/families of deceased persons in such cases along with the cases of compensation/employment pending mine-wise, State-wise and year-wise; and

(g) the concrete steps taken /being taken to avoid recurrence of such accidents and protection of the employees/workers? CLEAN COAL TECHNOLOGY 08th August, 2012 LSQ 222 SHRI MANISH TEWARI Will the Minister of COAL be pleased to state:-

(a) the details of the steps taken/being taken by the Government to adopt clean coal technology in coal mining;

(b) whether the implementation of such technologies has been assessed;

(c) if so, the details thereof;

(d) whether any projects in the country have adopted the clean coal technology; and

(e) if so, the details thereof; State-wise and Union Territory-wise? MINISTER OF STATE FOR COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a): Government has taken various steps including notifying the activities like Coal Gasification including Underground Coal Gasification(UCG) and Surface Gasification of coal, Coal Liquefaction, Washing of coal as one of the end uses under Coal Mines (Nationalisation) Act 1974 to promote clean coal technologies like coal washing, development of Underground Coal Gasification(UCG), Surface coal gasification and Coal Liquefaction or Coal to Liquids(CTL) and to facilitate allotment of blocks to the potential entrepreneurs. Further, under a separate policy

for development of Coal Bed Methane(CBM)/Coal Mine Methane(CMM) has been put in place for extraction and exploitation of Methane gas from coal seams. (b) & (c): A Govt. of India/United Nations Development Program/ Global Environment Facility funded Coalbed Methane Demonstration & Utilization project at Moonidih mine of Bharat Coking Coal Ltd.(BCCL) has been successfully implemented by CMPDI & BCCL, which has proved the efficacy of the process in the Indian geo-mining conditions. The methane gas extracted is being used to run 500 KW electricity generation. Further, Government has already allotted 33 blocks for CBM exploration and exploitation of which one block has entered into commercial production. Coal India Ltd.(CIL) has conceived five CMM projects and two UCG projects in their command area. Further, 20 new washeries have been proposed for a total raw coal throughput capacity of 111 MTY in CIL. While technology assessment for coal washing, CBM/CMM, Surface Gasification of coal has been established, technology for CTL & UCG is yet to be proved in Indian conditions. (d) & (e): Yes, Sir. As per the details given in reply to part (b) & (c) above CIL has adopted CMM project in their BCCL mines at Moonidih in Jharkhand and also has implemented a number of coal washery projects particularly in BCCL and Central Coalfields Ltd. in Jharkhand, Western Coalfields Ltd. in Maharashtra, Northern Coalfields Ltd. in Madhya Pradesh etc. In addition a number of washery projects have also been set up in the private sector in Jharkhand, Maharashtra, Orissa, Chhattisgarh, Andhra Pradesh etc. FIRE IN COAL MINES 22nd August, 2012 LSQ *152 SHRI INDER SINGH NAMDHARI SHRI PRABODH PANDA Will the Minister of COAL be pleased to state:-

(a) Whether fire has been raging in various coal mines/collieries in the country including Ashoka and Piparwar collieries in Jharkhand and the illegal coal mines at Bardhman district in West Bengal;

(b) if so, the details thereof, coal mine-wise and State-wise along with the period, since when fire has been raging in each such mine;

(c) whether the Government has assessed the loss of life, property and coal as a result thereof;

(d) if so, the details thereof, coal mine-wise and State-wise along with the number of coal mines that have been closed or proposed to be closed as a result thereof; and

(e) the steps taken/proposed to be taken by the Government to compensate, relocate and rehabilitate the affected people and also to douse the fire? MINISTER OF COAL (SHRI SRIPRAKASH JAISWAL) (a) to (e): A statement is laid on the Table of the House. Statement referred to in reply to parts (a) to (e) in respect of Lok Sabha Question No. 152 for reply on 22nd August,2012 asked by Shri Inder Singh Namdari,MP and Shri Frabod Panda MP regarding fire in Coal Mines. (a) There is no raging fire In mines of Coal India Limited (CIL) except some areas located at the Jharia Coalfields (JCF) within command areas of Bharat Coking Coal Limited (BCCL) where raging fire does exist. In Ranigunj Coalfield, surface fires in all the seven sites as identified in the Raniganj Master Plan, have been extinguished. There is no incidence of fire at Ashoka & Piparwar Collieries in Central Coalfield Limited . (CCL) of Jharkhand. Stray incidents of fire due to illegal mining were noticed and action was taken immediately by Eastern Coalfield Limited ( ECL) to isolate the same through covering the area by Over burden material. (b) According to the Master Plan for dealing fire in Jharia Coalfield, BCCL inherited 70 mine fires at the time of nationalisation and since then, due to some concerted efforts by BCCL, 10 fires could be liquidated completely and

other fires were kept under control by and large. In the mean time, 7 more fires have been identified in JCF. Presently there are 67 fires out of which 9 are UG fires sealed behind the stoppings. These 67 flress spread over 41 colUeriesj are grouped into 45 fire projects for implementation. Present status of fire at Jharia Coalfields (JCF) within leasehold of Bharat Coking Coal Ltd (BCCL) is given in Annexure-I. ` ¦ . (c)& (d) Loss of life: During last five years, there was one incidence which occurred in Sendra Bansjora OC mine of BCCL in JCF, Incidence took place while dealing with fire by excavation method causing loss of three lives due to severe burn injuries. The incident occurred due to sudden slide of hot materials from 1st OB bench. 4 female workers took shelter near a shovel due to heavy rain when hot material slid from 1st OB bench and engulfed the victims. They got burn injury due to hot particles of falling materials and steam thus produced thereof from accumulated water. Out of 4 workers, 3 succumbed in the hospital. Loss of properties including loss of coal: # Direct loss of coking coal due to burning: After nationalization, it has been estimated that about 37 MT of good quality of prime coking coal has been destroyed. # Blocking of coal reserve in the same seams and under lying seams: As per Master Plan, it is estimated that 1453 Mt of coal is blocked and fire affected area is 8.9 sq.km. # Land damage caused by subsidence and cracking. # In the Master Plan, it has been assumed that 50% of the total in-situ coal may be recovered for sale taking the balance 50% coal as lost during dealing with fire. # NH-32 is to be diverted as an advance action between Godhur and Pootkee apprehended to be endangered due to fire in the proximity of the road. # As per the assessment made in the Master Plan, numbers of houses affected due to fire and unstable endangered area are as follows:

No subsidiaries of CIL have reported any such closure of mines as a result of raging mine fire in the recent past. (e) Government of India approved the Master Plans for Jharia Coalfield for dealing with fire, subsidence and rehabilitation in the lease hold of BCCL in August 2009 with an estimated capital of Rs.7112.11 crore which includes a provision of Rs 2311.50 crore for dealing with fire and Rs 4780.60 crore for rehabilitation purposes. The implementation of the Master Plans consists of the following three broad heads:

1. Dealing with fires

2. Rehabilitation of inhabited sites from endangered areas

3. Diversion of rail & road and other surface infrastructures # Dealing with fire: This includes identification of fire areas, selection of technologies to deal with fires, prioritization for implementation and assessment of tentative fund requirement. Implementation of fire control measures will be the responsibility of BCCL.

Total 67 fires, spread over 41 collieries of BCCL, are grouped into 45 fire projects proposed to be implemented / being implemented in a time frame of 10 years. # Rehabilitation & Resettlement of the affected people from the areas affected by fire and subsidence including identification of affected sites, identification of resettlement sites and assessment of tentative fund requirement. Implementation of rehabilitation of BCCL houses is the responsibility of BCCL whereas rehabilitation of non-BCCL houses / structures is the responsibility of JRDA, a Jharkhand Government agency. # Diversion of rail & road and other surface infrastructures: In the Master Plan, a lump sum provision of Rs 20 crore as advance action has been kept for surveying and planning of the alternative routes for rail and road diversion, assessment of alternative railway sidings affected due to diversion, quantification of benefits, detailed layout planning for diversion etc. # Time frame for implementation as delineated in the Master Plan is 12 years including 2 years of pre implementation period. The same is being monitored regularly by subsidiary company, CIL HQ and also by High Powered Central Committee (HPCC) under the Chairmanship of Secretary coal, Ministry of Coal. (a) whether his ministry has cleared coal mining project at Mahaan and Chhatrasal in Madhya Pradesh even on objection of the Ministry of Environment and Forests;

(b) if so, the details thereof and the grounds on which both coal mining projects have been cleared;

(c) the details of coal reserves available in both coal mines and the details of revenue that is likely to be earned by the Government from both the coal mines;

(d) the details of investment made in both the coal mines by the operators; and

(e) the details of the features of the agreement signed with the operations? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) to (c): Mahan coal block has been allocated jointly to M/s Essar Power Ltd. and M/s Hindalco Industries Ltd. with geological reserves of 137.04 Million Tonnes and 89.076 Million Tonnes respectively. Chatrasaal coal block has been allocated to M/s Sasan Power Ltd. with geological reserves of 150.00 Million Tonnes. The companies are liable to pay Royalty at the rates specified by the Government on production of coal. The Mining Plans for the above blocks are approved. Group of Ministers held on 30.05.2012 decided to give forest clearance to these coal blocks stipulating certain conditions. However, the Mining Leases for the above blocks have not been executed by the concerned State Governments. (d) & (e): As reported by the Coal Controller, the investment for the coal mining project of Mahan coal block as on 31.03.2012 is Rs.71 crores and M/s Sasan Power Ltd. has invested Rs.1260 crores in the coal mining projects which include three coal blocks, namely Moher, Moher Amlori Extn. and Chatrasaal. The coal block allocatee has to comply with the terms and conditions of the allocation letter as well as the conditions prescribed in the Mining Lease granted by the concerned State Government. COAL FOR POWER PLANTS 27th November, 2012 LSQ *65 SHRI A.K.S. VIJAYAN Will the Minister of COAL be pleased to state:-

(a) whether the Government has assessed the current requirement of coal for power plants in the country including Tamil Nadu; (b) if so, whether the required quantity is being supplied to these power plants in the States, particularly in Tamil Nadu; (c) if not, the reasons for inadequate supply of coal to these power plants; and (d) the steps taken by the Government in this regard ? MINISTER OF COAL (SHRI SRIPRAKASH JAISWAL) (a) to (d) : A Statement is laid on the Table of the House. Statement referred to in reply to parts (a) to (d) of Lok Sabha Starred Question No.65 for 27.11.2012 (a): As part of the Annual Plan, Ministry of Coal/Planning Commission assesses overall sector-wise demand for coal in the country. Such demand is not assessed State-wise or consumer-wise. Based on such assessed demand, company-wise sector-wise supply plan targets are finalised by Ministry of Coal for various sectors including Power sector. Therefore, power plant wise supply plan target for various States in the country including Tamil Nadu is not available. As per the Annual Plan of MoC for 2012-13, all India coal demand for power utility sector has been assessed to be 512 MT. (b): Due to various reasons, the contracted quantity cannot sometimes be supplied to the power plants. Despite this, the overall supply of coal to power plants from CIL has been more than 90% of the supply plan targets during the last three years and the current year. In respect of TPPs which are yet to conclude FSA, supplies are made under Short-term Memorandum of Understanding (MOU) on best-effort basis. TPPs of Tamil Nadu are supplied coal as per terms of FSA for the 4 TPPs of TANGEDCO (Ennore, Mettur, Tuticorin and North Chennai) and under short-term MOU for Vallur TPS of TNECL. (i) Annual Contracted Quantity (ACQ) is fixed at 85% Plant Load Factor (PLF) and FSAs are signed and supplies are made accordingly. However, some of the power houses operate at much higher PLF. (ii) less imports by many of the power houses, as compared to the targets fixed by MOP. (iii) unloading constraints at some of the power houses. (iv) self-regulation of coal receipts by some power plants. (v) some pithead power plants themselves tend to keep less stocks to keep pace with the MGR facility available with them vis-a—vis their daily requirements. (vi) Intermittent law and order problems hampering coal movement particularly in States of Jharkhand and Orissa. (vii) Seasonal adversities like heavy rains, heat wave conditions and fog situations hampering optimal level of coal transportation and movement (d): Coal India Limited has been asked to increase production from their existing mines and expedite production from 116 blocks allocated to them. Endeavour is also being made to enhance coal production through development of coal blocks allotted to both private and public sector undertaking companies. Accordingly, the growth in coal production during 12th Plan is envisaged to be 8.05% ( Compounded Annual Growth Rate) as against the actual growth of 4.61% in the 11th Plan. Further, while the consumers including power utilities are importing coal to meet the estimated gap between demand and indigenous availability. CIL has also written letters to power companies during September 2012, seeking their consent for supply of imported coal on cost plus basis under the modified FSA. CARBON EMISSION FROM COAL PLANTS 27th November, 2012 LSQ 763 SHRI KALIKESH NARAYAN SINGH DEO Will the Minister of COAL be pleased to state:- (a) whether the Government has taken any initiatives for reduction of carbon emissions from coal plants by the year 2020; (b) if so, the details and the progress achieved so far in this regard; (c) whether the Government plans to make use of carbon capture technologies and clean coal to cut emissions; and (d) if so, the details thereof? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) & (b): Yes, Sir. Government of India is following a low carbon growth strategy for power sector development as per which all efforts are being made to minimize the carbon emission. The following initiatives have been taken to reduce the carbon emission from coal based power plants: 1. Priority has been accorded for developing cleaner resources like Hydro, nuclear and other renewable energy resources for power generation. 2. Supercritical technology has been adopted to enhance the efficiency of coal fired power generation and reduce coal consumption and carbon emission, with the adoption of supercritical parameters, efficiency gain of about 2% is possible over sub critical units leading to about 5% lower fuel consumption compared to typical 500 MW sub critical unit. All Ultra mega projects being implemented are necessarily required to adopt this technology. A capacity addition of 6080 MW has been generated from supercritical units during XI Plan.

3. Renovation and Modernization (R&M) and Life Extension (LE) of existing old power stations provided an opportunity to get additional generation at low cost in short gestation period, besides generation improvement, it results in improvement of efficiency thus reducing fossil fuel consumption. 4. Number of units is running on low efficiency and low Plant load factor in the country. These units are planned to be retired in a phased manner in case of which R&M is not feasible. A capacity of 2398 MW has already been retired during 11th Plan and about 4030 MW is planned to be retired during the 12th Plan. 5. Perform Achieve and Trade Scheme is a market based mechanism in National Mission on Enhanced Energy Efficiency (NMEEE) wherein 144 fossil fuel fired power generating plants are identified as Designated Consumers (DC). The reduction targets for each power plants is in terms specific percentage of their deviation of the operating Net heat rate from the design Net heat rate. (c) & (d): Yes, Sir. To make use of carbon capture technologies and clean coal to cut emission, the following initiatives have been taken: 1. For Carbon Capture Technology, during the Inter-Ministerial Meeting held on 23.3.2009 to finalize Government of India’s stand on Carbon Capture and Storage (CCS) under the Chairmanship of Secretary (Power), it was emerged that “India supports global efforts at R&D technologies aimed at reducing CO2 emissions from coal-based industries. In this regard India supports R&D into CCS technologies which, at this time, still remain unproven. Government has reservations as to its safety, cost and permanence of CO2 storage and consequence of leakages. However, India will continue to participate in Research and Development (R&D) activities and is willing to work on CCS technologies by deputing its scientists and engineers to sites in other countries where R&D into these technologies are being undertaken. Government also support R&D into activities that seek to fix CO2 convert it into productive uses”. 2. In respect of Clean Coal Technology, during 12th plan supercritical units are likely to constitute about 36% of the coal based capacity addition. Further, it has been decided that in 13th Plan, coal fired capacity addition shall be through supercritical units only. In this regard, a Memorandum of Understanding (MoU) has been signed between Indira Gandhi Centre for Atomic Research (IGCAR), National Thermal Power Corporation (NTPC) and Bharat Heavy Electricals Limited (BHEL) for development of Advanced Ultra Supercritical Technology with 700 C temperatures. However, the Government has taken the following steps to stop / curb illegal mining: (i) Based on the decisions taken in the meeting held on 17.05.2005 between Secretary (Coal) and Chief Secretary (Jharkhand), Central Coalfields Ltd. (CCL) and Bharat Coking Coal Ltd. (BCCL) have taken up action to check illegal mining. Joint action for prevention of illegal mining has been initiated by the management of coal companies and District Administration. Government of Jharkhand has constituted State as well as District level Task Forces for this purpose. (ii) Minister of State (I/C) for Coal also had meetings with the Chief Minister, West Bengal on 24.06.2009 and with His Excellency, the Governor of Jharkhand on 26.05.2009 to request the concerned State Governments to check/curb the illegal mining activities under their respective States. (iii) Chief Secretaries of Chhattisgarh, Jharkhand, Orissa, Madhya Pradesh, Maharashtra, Uttar Pradesh, and West Bengal were requested on 1.12.2011to frame rules and set up an Inter-State Joint Intelligence and Action force to combat the problem of illegal mining and for having better coordination. (iv) The Secretary (Coal) has written to the Chief Secretaries, Chairman, CIL and CMDs of all subsidiary companies vide letters dated 7.9.2009, 1.12.2011 & 11.9.2012 of the coal producing States requesting them to put in place effective mechanism to check illegal mining. The States were also asked to give appropriate direction to the concerned authorities to take effective steps to check such illegal activities at places where large scale illegal mining was believed to be taken place. The State Governments were also advised to consider framing of suitable Rules, if not already done under the provisions of the Mines and Minerals (Development and Regulation) Act, 1957 to strengthen the hands of District authorities in curbing such illegal activities. Mines Act, 1952 which deals with occupational safety, health and welfare of persons employed in mines is under amendment with more emphasis on accountability of top management including the owner and agent; and the penalties have been proposed to be enhanced for being more deterrent in case of non-compliance of safety, health and welfare provisions required to be provided in mines. # The Mines Amendment Bill, 2011 is under consideration of the Parliament. # Coal Mines Regulations, 1957 is being amended to update and upgrade the safety and health provisions. (e): Regular mine inspections by the competent mine officials is mandatory as per the provisions made under Coal Mines Regulation 1957. Similarly, mine inspections of Safety Committee Members and Workmen Inspectors of each mine have been stipulated under The Mine Rules 1955. (f): The amount of Compensation paid to the families of deceased persons along with the cases of compensation/employment pending, mine-wise, State wise and year wise are given in Annexure-2. 27th November, 2012 LSQ 880 SHRI PARTAP SINGH BAJWA Will the Minister of COAL be pleased to state:- (a) whether any technological agreements have been signed with other countries for bringing clean coal technologies to India to improve the efficiency in coal production; (b) if so, the details thereof; and (c) the other steps being taken up by the Government to promote clean coal technologies? MINISTER OF STATE FOR COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) & (b) : No technological agreement has been signed with other countries for bringing clean coal technologies to India. However, there exists Indo-US Coal Working Group, Indo-EU Working Group on Coal and Clean Coal and India-Japan Coal Working Group under Energy dialogue with these countries/unions which meets periodically to identify the areas of technical cooperation in coal mining, regarding the advanced coal mining technologies including clean coal technologies like washing of coal, Underground Coal Gasification (UCG), Coal Bed Methane (CBM)/Coal Mine Methane (CMM) etc. adopted by the countries. (c) : Government has taken various steps including notifying the activities under Coal Mines (Nationalisation) Act, 1974 to promote clean coal technologies like Underground Coal Gasification and surface gasification of coal, washing of coal, coal liquefaction or Coal to Liquid (CTL) as one of the end uses and to facilitate allotment of blocks to the potential entrepreneurs. Further, a separate policy for development of CBM/CMM has been put in place for extraction and exploitation of methane gas from coal seams. CLEARANCE TO COAL MINE PROJECTS 4th December 2012 LSQ 1670 SHRI TUFANI SAROJ SHRI P.L. PUNIA SHRI VISWANATHAN PERUMAL Will the Minister of COAL be pleased to state:- (a) the details of coal projects pending for want of clearance from the Ministry of Environment and Forests during each of the last three years and the current years, State-wise; (b) the reasons for such pendency, the time since when such projects have remained pending and the present status thereof, project-wise; (c) whether the pending projects have affected/are likely to affect power projects and coal production vis-a-vis the target fixed during the Twelfth Five Year Plan period; and (d) the steps taken/ being taken by the Government to expedite the clearance of such projects? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) & (b): As intimated by Coal India Limited, the details are enclosed as Annexure. (c): Delay in obtaining these clearances will result in possible drop in production planned from these projects. It is envisaged that the likely drop in production during the terminal year of XII Plan will be to the tune of about 59 Mt. (d): The following steps have been taken/being taken by Government/Coal India Limited:

i. Vigorous follow up action with land acquisition officials of State Govts. to expedite acquisition proceedings. ii. Regular meetings with State Authorities viz. Land Revenue Commissioner, LR Secretary are held to sort out acute problems. iii. Forest Officials are contacted on regular basis at District & Tehsil level to fulfil the requirement & queries. Periodical contacts are done with the Regional Office of MOEF/ MOEF, New Delhi for expediting clearance of the forestry proposals. iv. State & MoEF officials are regularly contacted & meetings held at all levels to expedite environmental clearance proposals specially for PH dates & proposals pending for final clearances. v. Discussions are held with the land owners/ villagers for selection of rehabilitation site and also to persuade them to shift to the rehabilitation site. vi. Ministry of Coal is addressing the issues by taking up the same with concerned authorities at State level and Central level on regular basis with a view to expedite pending clearances. (a) whether the Government has fixed any sustainable level mining in view of inter-generation equity and environment degradation in the country including Jharkhand;

(b) if so, the details thereof; (c) whether there is any report of illegal mining trade of coal from various States; (d) if so, the details thereof during each of the last three years and the current year, State-wise and subsidiary-wise; and (e) the action taken/being taken by the Government to check the trend of illegal mining and trade of coal?

MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) & (b): There is a robust environmental legislation in place which governs mining operation and obtaining clearance to Environmental Management Plans is mandatory before taking up mining operation. This ensures sustainability in the long run.Coal India Limited (CIL) is following sustainable mining practices in its mines/projects of all subsidiary companies including Jharkhand. Further, Corporate Environmental policy is being followed in all subsidiary companies of CIL including Subsidiaries located in Jharkhand. The various sub-systems of mining activities are in consonance with this policy to obviate environmental degradation due to mining operation and are as under:

1) Coal, being a non-renewal energy source, extraction is planned prudently to meet national requirement. The

projects are designed on the principle of Sustainable Development with due regard to safety, conservation and quality in eco-friendly manner at the planning stage itself.

2) Latest mining equipment with higher & optimum capacity and latest mining technologies are being adopted. 3) EIA and EMP for all mines and other industrial units are formulated to mitigate pollution on the sustainable mining

principles as per directives MoEF. 4) Detailed Mine Closure Plans are being prepared for all existing operating mines/new projects as per the MOC

(Ministry of Coal) guidelines for sustainable mining .Reclamation of mined out areas are being done as per the land-end-use-plan as stipulated in the approved Environment Management Plan and Mine Closure Plan by technical reclamation and biological reclamation. External dumps are also biologically reclaimed.

5) Extensive plantation is being carried out on abandoned / degraded land / mined out areas. The afforestation is being

preferably done by the local species which existed before mining. (c) & (d): As reported by CIL, illegal mining of coal is carried out stealthily and clandestinely. As such, it is not possible to specify the exact quantum of coal stolen and losses incurred on account of illegal mining of coal. However, as per raids conducted by security personnel as well as joint raids with the law and order authorities of the concerned State Government, the quantity of coal recovered and its approximate value during the last three years and the current year are as under: ILLEGAL MINING OF COAL SUBSIDIARYWISE AND STATE-WISE

(e): Law & Order is a matter of State Government, hence primarily; it is the responsibility of the State/District administration to take necessary deterrent action to stop/curb illegal mining. However, the steps taken by coal companies to prevent illegal mining are as under:

i. Rat holes created by illegal mining are being dozed off and filled up with stone and debris wherever possible. ii. Concrete walls have been erected on the mouth of the abandoned mines to prevent access and illegal activities in

these areas. iii. Regular raids/checks being conducted by security personnel and static security pickets including armed guards

during the night hours are being deployed at pithead depots. iv. Surprise raids/checks being conducted jointly by security personnel and law and order authorities of the concerned

State Government. v. Fencing is being constructed at the various illegal mining sites along with displaying of signboards mentioning

“Dangerous and Prohibited Place.” vi. Dumping of the overburden is being done on the outcrop zones, which are not required to be mined. vii. Collection of intelligence reports about illegal coal depots and illegal movement of coal and informing district

authorities of the same for taking preventive action. viii. Installation of check-posts at vulnerable points to check transport documents; ix. Training of existing security personnel, refresher training of CISF personnel and basic training of new recruits in

security discipline pfor strengthening the security setup; x. The coal companies maintain close liaison with the State authorities. xi. Committee/task force has been constituted at different level (block level, sub-divisional level, district level, state

level) at some subsidiaries of CIL to monitor different aspects of illegal mining. xii. In order to check the menace of illegal mining of coal the Central Government has constituted a committee

consisting of MOS (Coal) and others to look into the various aspects of illegal mining of coal.

GUIDELINES FOR USAGE OF COAL MINES 11th December, 2012 LSQ 2880 SHRIMATI HARSIMRAT KAUR BADAL SHRI ASHOK KUMAR RAWAT Will the Minister of COAL be pleased to state:-

(a) whether the Union Government has received any proposal from the States for allocation of coal blocks to meet the need for power generation;

(b) if so, the details thereof State-wise along with the time by which coal blocks are likely to be allocated;

(c) whether the Government proposes to relax the guidelines for usage of captive coal mines for power plants of States located far away from coal producing States; and

(d) if so, the details thereof and the reasons therefor? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASH BAPU PATIL) (a) & (b): Allocation of coal blocks is an on-going process. Requests from various State Governments are received for allocation of coal blocks from time to time. However, Government has not presently invited applications from the State Governments for allocation of coal blocks.

(c): No such proposal is under consideration of the Government. (d): Does not arise in view of reply given at (c) above. COAL BLOCKS IN `NO GO` AREAS 11th December, 2012 LSQ 2946 SHRI N CHELUVARAYA SWAMY SWAMYGOWDA Will the Minister of COAL be pleased to state:-

(a) whether the Government has given clearance to some of the coal blocks in ‘no go’ areas of the country;

(b) if so, the details thereof and the reasons therefor along with the names of such coal blocks and their locations;

(c) whether the Government has so far allocated these coal blocks;

(d) if so, the details thereof along with the names of the companies to whom these coal blocks have been allocated;

(e) whether the Ministry has approached the Ministry of Environment and Forests (MoEF) for clearance of other coal blocks in ‘no go’ areas; and

(f) if so, the reaction of the MoEF thereto? MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRATIK PRAKASHBAPU PATIL) (a) to (f): As informed by the Ministry of Environment & Forests (MoEF), it has asked the State Governments of Madhya Pradesh, Chhattisgarh, Jharkhand, Odisha and Maharashtra to process the proposals seeking prior approval of Central Government under the Forest (Conservation) Act, 1980 for diversion of forest land for coal mining projects and send to MoEF for its further necessary action to consider these proposals on case to case basis and on merit, in accordance with the decision of the Group of Ministers which decided that concept of ‘Go-No-Go’ for coal mining should be done away with and each of the proposal seeking diversion of forest land for coal mining be processed and considered by MoEF on its merits. The State Governments seek prior approval of the Central Government under Mines and Mineral (Development and Regulation) Act, 1957 before executing the Mining Lease. ADVERSE IMPACT OF COAL MINING 18th December, 2012 LSQ *350 SHRI DATTA RAGHOBAJI MEGHE SHRI WAKCHAURE BHAUSAHEB RAJARAM Will the Minister of COAL be pleased to state:-

(a) whether the Government has taken note of the adverse impact of coal mining on the social forestry, environment and health of the people living in and around the coal mining areas/belts;

(b) if so, the details thereof along with the corrective steps taken by the Government in this regard; (c) whether incidents of locals/tribals being evicted from their areas for coal mining operations have been reported; (d) if so, the details thereof including the locations of such coal blocks and the steps taken to prevent such incidents;

and (e) the details of the compensation paid/number of families rehabilitated in this regard during each of the last three

(a) to (e): A statement is laid on the Table of the House. Statement referred in parts (a) to (e) of the reply to Lok Sabha Starred Question No.350 for 18.12.2012 (a) & (b): Coal mining activities have some impact on social forestry, environment and health of people living in and around the local mining areas / belts. Before commencement/enhancement of production from coal mines, the impact on existing Social forestry and environment due to coal mining project are assessed by an Environment Impact Assessment (EIA) study for each project and based on the same Environmental Management Plans(EMP) are prepared. EMPs deal with the various pollution mitigation measures to be undertaken to mitigate the impact of pollution, in order to reduce any adverse effect on health of people in & around mine, as per requirement of the project. The EMPs are submitted to Ministry of Environment and Forests (MoEF) for obtaining Environmental Clearance (EC). The following corrective measures as per Environmental Management Plan (EMP’s) of the concerned coal project approved by MOEF as well as the EC conditions given by MoEF are taken up:- Air pollution control: Air pollution is being controlled by regular spraying of water on haul & coal transportation roads by fixed as well as portable water sprinklers, Coal Handling Plants, all coal transfer points, coal & overburden (OB) faces, coal stockpiles etc. Other steps include fitting drills with dust collection systems / wet drilling, black topping / concreting of coal transportation roads. Efforts are being made for use of more & more belt conveyors, rail etc. for coal transportation and minimize road transportation to reduce pollution, as per feasibility. Massive trees plantation in and around mines also minimises the impact of air pollution on neighboring areas. Water pollution control: Mine water is being passed through sedimentation pond to arrest sediments and clean runoff is being used for beneficial use such as domestic, industrial & agricultural purpose, after treatment to extent possible, before discharging into natural water courses. Effluents from workshops is passed through Oil & Grease Traps and recycled / reused for dust suppression and for cleaning purposes. In major Mines, Domestic effluents are being treated in Domestic Effluent Treatment Plants and in other mines in septic tanks. Noise pollution control: Noise pollution is controlled through the careful selection of equipment, proper maintenance and insulation. Persons exposed to high noise level are being provided with ear muffs. This is besides tree plantation between work places and residential areas. Ecological damage control: This is being controlled by plantation on physically & biologically reclaimed mined out areas & on the OB dump areas, plantation in & around mines, road sides, township / residential areas, available vacant spaces and implementation of conservation plan for protection of flora & fauna as per EC. This is apart from the payment made for compensatory afforestation to Forest departments. In addition the environmental protection measures are taken in compliance to condition of consent to operate from respective State Pollution Control Boards. Regular monitoring of various environmental attributes are carried out as per Environment (Protection) Act, 1986 to assess the efficacy of environmental protection measures taken and if required additional measures are taken to keep the various environmental attributes within the prescribed limits of the Regulatory Agencies. Health protection Coal India Limited has specific Schemes to protect the health of the people living in and around the coal mining areas/belts. As per the Corporate Social Responsibility Scheme of CIL there is a separate fund allocated @ Rs.5/- per tonne of coal production of last year and the said entire fund is year-marked for expenses towards well being of the people living in and around he coal mining areas/belts and in the state in which projects are situated. From the said fund a lumsum provision is made for project/schemes for the benefit of Tribal Population in the CSR Policy of Coal India Limited. As per Policy out of total CSR Budget, 8% of the Budget is allocated separately and exclusively in the Annual Plan for undertaking welfare activities for the development of Scheduled Tribes Population. (c) & (d): Displacement of locals/ tribals is avoided by exploring alternate Plans for the Projects but in unavoidable circumstances due to geological reasons, locals/ tribals people have to be displaced and resettled in some of the areas of the Subsidiary Companies. The same has been done in conformity with the various extant laws of the land.

Since inception in Eastern Coalfields Limited (ECL) tribal people have been displaced in Rajmahal, SP

Mines, Mugma, Sonepur Bazari, Pandaveswar and Kajora as laso for South Eastern Coalfields Limited (SECL) in Gevra OCP Expansion and in Central Coalfields Limited (CCL) for areas like Piparwar, NK Dakra, Argada, Barkasayal, Rajrappa, Dhori, B&K, Kathara, Kuju, Hazaribagh (Charhi), Rajhara. Mahanadi Coalfields Limited (MCL) has acquired land belonging to Tribals in Sundargarh, Jharsuguda and Angul districts of Orissa In coal projects of Western Coalfields Limited (WCL) people residing in Gaonthan areas, Betul Tahsil, Tamla & Jamal Tribal Blocks, Seergaon Khurd, Kirwani of Patwari Circle, Chhindwara, Rajura Tahasil tribals are resettled after providing compensation of land/houses and other Rehabilitation & Resettlement (R&R) benefits as per provisions of R&R Policy of Coal India Limited (CIL). (e): The details of the compensation package to the tribal Project Affected Persons and others as per the revised R&R Policy, 2012 is as follows :- In case of displacement of tribal people in addition to offering Land compensation as per State notified rate, Interest as per Rule, Escalation , Solatium at the rate of 30% of the land Compensation, employment to the Land loser at the rate of one employment in two acres of land ,there is Additional Special provisions for tribals in the R&R Policy of CIL,2012 and additional compensation to the tribal people who are dependant on forest produce and provisions to ensure Cultural and Economical Sustainability of the displaced Tribal community. In addition to this at the rehabilitation site all amenities like school, road, street light, pacca drain, pond, dug well/tube well for drinking water supply, community centre, place of worship, dispensaries, grazing land for cattle and play ground etc are provided to have better life than earlier. Monitory compensation in lieu of house plots and shifting & resettlement allowance @ Rs.3 lacs per family as per heir choice according to CIL R&R Policy, 2012. There is a Special Training Scheme for Scheduled Caste and Scheduled Tribe Project Affected Persons in which they are being given training in the Technical Trade and Statutory jobs to make them employable during outside recruitment to fill up the vacancies of the Subsidiary Companies. During the training period there is provision of stipend and accommodation. The details of the compensation paid/number of families rehabilitated to the locals/ tribals during each of the last three years and the current year is given below:-

(a) whether the Coal India Limited (CIL) is yet to take a final decision on its continuance in the International Coal Ventures Limited (ICVL) ;

(b) if so, the details thereof; (c) whether the CIL Board which met recently elaborated on this issue in detail and various resolutions were adopted in

this regard; and (d) if so, the details thereof ?

MINISTER OF STATE FOR COAL (SHRI PRATIK PRAKASH BAPU PATIL) (a) to (d) Since the International Coal Ventures Limited (ICVL) is primarily focussed to secure metallurgical coal assets abroad and the interest of Coal India Ltd. (CIL) . The Chief executive officer of ICVL had made a presentation in the meeting of Board Directors of CIL on 09/11/2012 but no decision has been taken by CIL in this regard.
