Collections Disposal Plan Stage 1 Background The RAAHC Collection consists of uniforms/embellishments, print, digital and materiel items. It is held mainly in two locations: AAHU, Bandiana and North Fort, Sydney, with a few items on long term loan to other organisations. This Plan addresses only the initial disposal process for a small part of the Collection and only that at North Fort. It sets out a protocol for future disposal action. The procedure for the Board to dispose of items is proscribed in the Constitution and the By-Laws (Annex B). Objective Dispose of an initial cross-section of items of the RAAHC, consistent with the guidance of the By-Laws, that are redundant to the RAAHC and not required by either the AAHU nor other recognised Trusts or Associations (including SHFT). Collections Disposal Plan – Stage 1

Background

The RAAHC Collection consists of uniforms/embellishments, print, digital and materiel items. It is held

mainly in two locations: AAHU, Bandiana and North Fort, Sydney, with a few items on long term loan to

other organisations. This Plan addresses only the initial disposal process for a small part of the Collection

and only that at North Fort. It sets out a protocol for future disposal action. The procedure for the Board to

dispose of items is proscribed in the Constitution and the By-Laws (Annex B).

Objective

Dispose of an initial cross-section of items of the RAAHC, consistent with the guidance of the By-Laws,

The Blitz Chevrolet Truck, Searchlights and Generators, a selection of embellishments and uniforms and

books will be disposed of as follows:

1. A summary of the items together with a photograph will be advised to all members, with an

information email to HOR/AAHU, using the RAAHC periodical e-letter ‘Airburst’. Expressions of

interest will be taken.

2. Any expression will be consisted by the Finance and Governance Committee and if compliant with

the By-Laws and considered a reasonable offer will be sold using PayPal invoice system.

3. Remaining items will be placed for sale as follows:

a. Auction using Vickers and Hoad for general non-military items uniforms and

embellishments;

b. Direct marketing for Blitz, and then Carsales.com;

c. Rare Book dealer for surplus rare editions of library books; and

d. Licenced Weapons Dealer for military equipment.

Annex B - Extract from RAAHC Constitution and By-Laws

Extract from RAAHC Constitution 8. USE OF ASSETS

8.1. Assets of the company are divided into two categories, Financial Assets, representing cash, investments, shares, deposits and other financial products, and Non-Financial Assets being all other assets.

8.2. The Financial assets of the Company shall be managed by the Honorary Treasurer and the Board in accordance with the relevant sections of this Constitution.

8.3. The Non-Financial Assets of the Company, regardless of whether they were acquired by purchase from Company funds or received by way of Donation from another party shall, once received be valued and recorded in the records of the Company in accordance with the By-Laws relating to the management and control of assets.

8.4. Disposal of assets procedures as set down by the Board in the By-Laws are not to contradict the following limitations without approval of the Members. The limitation is that members are to be given prior notice of the disposal of any collection/historical asset with a value greater than that set by the Board from time to time and any Donated Asset.

8.5. Paragraph 8.4 does not apply to any asset acquired by the company for the specific purpose of gifting where the members are already aware of that intention.

8.6. All of the income and property of the Company shall be used solely in accordance with the objects of the Company.

8.7. None of the Company's assets shall be paid or transferred, directly or indirectly, by way of dividend or on the winding up of the Company, to the members of the Company.

Extract from RAAHC By-Laws

Disposal 8.7 The Board shall have the power to dispose of Assets as necessary but within the limitations for

set for each category of assets as set out below.

Historical Memorabilia:

Assets may not be disposed of to fund on going operational costs.

Duplicates and multiples may be combined or disposed of by unanimous

agreement of the Board.

Disposal of individual assets may be done after circulation of the

reasoning to of the Members,

Disposal of entire groups of assets are to only be done by resolution of

the Members.

Operational Assets:

For individual assets with a cost exceeding $10,000 in value, not before

notifying members of the intent to dispose.

For all other items as the Board considers appropriate.

In accordance with paragraph 8.4, above.

RAAHC Library Acquisition and Retention Policy

8.8 Within the guidance of Paragraphs 8.1 to 8.7 the order of preference for material being acquired

and retained for the Library is:

a. Any original material that refers to, or was used by, Australian artillery in general,

units or equipment of the RAA, AIF, AMF and pre-federation artillery,

b. Personnel records,

c. Organisation and Unit Histories,

d. Organisation and Unit Newsletters and Magazines,

e. Official Histories,

f. National Histories (eg, ‘Bean’s’)

g. Tactical references and manuals,

h. Technical references and manuals,

i. Operational references and manuals,

j. Developmental, trial or experimental records,

k. Maps,

l. Photographs,

m. Films

n. DVDs

o. Diaries,

p. Drawings,

q. Newspaper/journal/reviews/public reports, and

r. Commercially produced publications.

s. Facsimiles or second copies of the above.

t. Bequeathed material that has been accepted by the RAAHC.

u. General historical information on the defence of Australia’s coast.

v. General historical international information on artillery relevant to the RAA.

8.9 Material that should not be retained:

a. Triplicate copies of commonly available books.

b. General articles, journals, reviews and newspapers that are not germane to

Australian Artillery.

c. Non artillery material that has no direct or peripheral relevance to the RAA.
