2 CITY OF RYDE PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).

Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

4 2016 NATIONAL GENERAL ASSEMBLY OF LOCAL GOVERNMENT - Invitation and Call for Motions

Invitation to Councillors Councillors are advised that the National General Assembly of Local Government will be held in Canberra on 19 to 22 June 2016. This national event is hosted by the Australian Local Government Association. The theme of the Assembly this year is “Partners in an Innovative and Prosperous Future”. With more than 800 Mayors, Councillors and Council Officers expected to be in attendance; the Assembly will develop local government policy ideas, meet with key federal politicians and hear from experts on key issues affecting local government in Australia. Previously, the Mayor (or his nominee) and the General Manager (or her nominee) have attended the Assembly. In 2015, Councillor Pickering as the Mayor, Councillor Maggio and Gail Connolly (General Manager) attended the Assembly. As information regarding the 2016 National General Assembly of Local Government has just been received and due to Council’s current meeting cycle, a late report will be submitted to Council on Tuesday, 15 March 2016 for consideration of Councillor/s attendance and for Council to nominate a voting delegate on motions presented to the Assembly. Councillors interested in attending this Conference should inform the Councillor HelpDesk by Wednesday, 9 March 2016. Information on the event program and keynote speakers is available at: http://alga.asn.au/?ID=13020 Motions for Debate At the Assembly, Council has an opportunity to contribute to the development of national local government policy. The Australian Local Government Association is calling for motions relevant to the theme. Councillors and the Executive Team are invited to prepare motions for Council’s consideration to submit to the Association. Draft motions received from Councillors and the Executive Team will be presented to Council on 15 March 2016 for consideration. Councillors are requested to provide draft Motions for Council’s consideration to the HelpDesk by Wednesday, 9 March 2016. The deadline to submit Motions to the Association is 22 April 2015. To assist Council in preparing motions, a Discussion Paper has been prepared and is available at www.alga.asn.au. A copy of the Paper is also ATTACHED. Motions for inclusion on the NGA business paper must be relevant to the theme. All motions must be endorsed by Council prior to it being submitted to the Association. The motions will then be reviewed by a Committee of the ALGA Board and State and Territory Government Associations to determine their eligibility for inclusion on the Business Paper.

5 2015 CITY OF RYDE (EAST WARD) BY-ELECTION REPORT

The NSW Electoral Commission report on the conduct of the East Ward by-election on 21 February 2015, has recently been published, and is ATTACHED for Councillors information. Copies of this report are also available from the NSWEC's website at www.elections.nsw.gov.au . The report contains a variety of both statistical and descriptive information on topics such as:

the electors; the methods they used to vote; the number and types of votes; the number of polling places; election staff numbers; and advertising.

NSWEC conducts elections on a full cost recovery basis, and their charge to Council was $118,875.50 pls GST. If Councillors wish to provide feedback on the report, please do so via the Councillor Helpdesk by Friday, 11 March 2016. This feedback may then be consolidated and provided to the NSWEC, with a copy to all Councillors.

6 HAZMAT Remedial Works

Councillors are advised that essential Hazardous Materials (Hazmat) remedial works are scheduled to be undertaken at the Eastwood Community Hall (159-61 Shaftsbury Road, Eastwood) on the weekend of Saturday 12 March 2016 and Sunday 13 March 2016. This work is part of a larger “Hazmat” remediation project being undertaken across Council buildings and involves asbestos removal. The scheduled works are being undertaken over the weekend so as to minimise disruptions during the week to essential services, such as the Christian Community Aid (CCA) Meals on Wheels program, that operates out of the Eastwood Community Hall and the adjacent Eastwood Occasional Childcare Centre on 55 Hillview Lane. It is envisaged that the Hall will reopen on the morning of Monday 14 March 2016, though there may be some minor repair and painting works that may continue through to Friday 18 March 2016, noting these minor repair and painting works will not disrupt the Hall operating. All users of the Eastwood Community Hall during the period have been advised of the planned works and will be credited for any cancelled bookings over the weekend. The neighbouring properties’ tenants/owners are also being notified of the timing and details of the works being undertaken.

7 TERRYS CREEK – WATER QUALITY AND RIPARIAN RESTORATION WORKS

Several years ago the City of Ryde engaged consultants to review the current status of the riparian condition within our creeks. This study was in conjunction with Council having previously completed over seven years of water quality monitoring for five of its major creeks. Council applied these studies in a grant application in late 2014 to the Office of Environment & Heritage to seeking to implement recommendations to improve water quality, riparian areas and restore several sections within Terry’s creek until 2016. The outcomes of the proposed works of the grant would assist Council in meeting its waterway improvement works as recognised under the Lane Cove River Coastal Zone Management group. A group for which the City of Ryde is a contributing member for improvement works to our waterways over the future years. Terrys creek is a sensitive site for both Hornsby Shire and the City of Ryde Councils. It forms the boundary between the two Councils but also shares the Sydney Turpentine Forest and Blue Gum High Forest communities. Ecological communities for which are endangered and provide an important biodiversity and wildlife corridor connection to the upper and lower catchment areas for both Councils. Council was awarded the grant and contacted Hornsby Council to partner to address these issues from both sides of the creek for water quality, erosion, bank slumping and overall creek degradation resulting from urban encroachment influence. Works utilised natural geomorphology engineering and restoration method to ensure sensitivity protection and for the preservation of the natural area. In January the council partnership was pleased to announce successful completion of the works areas from both sides of the creek within the Forresters Park. Community feedback from Environmental groups and local residents from both councils has been very positive. Council looks forward to continuing similar works into the future. 8 RETURN OF IT EQUIPMENT BY COUNCILLORS

This update is provided to advise Councillors on the process that will be undertaken if Councillors cease to hold office as a result of the proposed merger.

In accordance with Section 8 of Council’s Policy on Expenses and Facilities for the Mayor and Councillors, Councillors are advised that:

(1) Prior to the conclusion of the Council term, or in the case where the City of Ryde Council is merged with Hunter’s Hill and Lane Cove Councils, all Councillors will be invited to indicate if they wish to purchase their Council laptops, printers and/or mobile phones. It should be noted that as the software installed on Councillors’ laptops is part of a corporate software licencing arrangement, Councillors will need to agree to remove all associated software with the exception of the Windows operating system, if they purchase the IPAD.

Additionally, while the Councillor Expenses and Facilities Policy also includes the option of purchasing their iPADs, Councillors are advised that due to the current arrangements of iPADs being leased under a corporate managed service contract, it is not possible to purchase these items.

(2) Councillors will be advised of the written down value of each item, ie purchase price, prior to seeking each Councillor to confirm their proposed action in respect of their IT issued equipment.

(3) Where possible, payment for any items to be purchased by a Councillor will be deducted from their Councillor fees. Where this is not possible, an invoice will be prepared for the Councillor to make the appropriate payment.

(4) Councillors no longer holding a position as a Councillor, will be required to return all equipment not purchased within one week of the declaration of the polls or the date of the commencement of a newly merged Council, to the Manager, Governance Risk & Audit at Council’s Civic Centre.

Councillors are also advised that as outlined in Section 6.1.1 of the Policy, where their allocated equipment is damaged, lost or stolen, it must be reported to Council as a matter of urgency. If there are repeated instances requiring the equipment to be repaired or replaced, this may be at the Councillors cost.

9 DEVLIN STREET PEDESTRIAN BRIDGE - STATUS UPDATE - DECEMBER 2015 AND JANUARY 2016

The following information is provided for December 2015 and January 2016 in regards to the Devlin Street Pedestrian Bridges – Lift Status.

Monitoring

Top Ryde City security monitor the lifts three times per day – 9am, 3pm and 9pm. They report lift faults back to Top Ryde City who in turn notify ThyssenKrupp Elevators in the case of breakdowns who respond accordingly.

There were six (6) occasions over the two months period requiring reactive maintenance response to be undertaken by Top Ryde City contractors for December 2015 and January 2016 as follows:

Response time to the six occasions requiring reactive maintenance varied on occasions due to the impact of the number of public holidays during this period. Lift 8 suffered substantial damage following the severe storms on the 3rd and 30th January when the lift was out of service for an extended period whist major repairs were undertaken.

Council officers are meeting with Top Ryde City management to discuss the critical nature of some of the issues experienced over this period.

10 UPDATE - ROWE STREET EAST - TOWN CENTRE UPGRADE

The Town Centre Upgrade Project at Rowe Street East, Eastwood was awarded to CA&I Pty Ltd. The scope of works includes undergrounding of existing overhead electrical services, supply and installation of multifunction poles, upgrade of footpaths, installation of traffic island/medians, trees and public art.

Council’s contractor CA&I Pty Ltd has continued with construction works on the northern side of Rowe Street between Blaxland Road and Railway Parade.

The works have a revised completion date of August 2016 (originally June 2016) due to:

Council approved tender 24 November 2015

Works commencing in December 2015 during the Christmas/New Year’s period

Wet weather during January 2016

13 INSTALLATION OF SYNTHETIC SPORTS SURFACES

Following the Council resolution from the meeting on 15 December 2015 in relation to the Synthetic Surface Action Plan an internal staff working group has been established to progress the project. The group has focused on ensuring the necessary information is available to allow for the tender documentation to be completed. For the information of Councillors the following dates are the estimated dates for regarding the status of the tender;

Tender to be advertised Tuesday, 22 March 2016 Tender Close Tuesday, 26 April 2016 Tender Assessment to be completed by 10 May 2016 Tender report to be presented either to Finance and Governance Committee Meeting

on 17 May 2016 or Council Meeting on the 24 May 2016. It should be noted the tender will be advertised with 2 components;

1. Construction of ELS Hall Park Field #1 2. Design and Construct of 2 Fields at Christie Park

The tender will be developed in a flexible manner to allow Council to accept all or specific components. Due to previous planning that has been completed, specifications for a synthetic surface at ELS Hall Park are available. Additional preliminary information is required for the project at Christie Park to enable the preparation of a design and construct tender. This work is being finalised to allow for the Tender documentation to be completed to meet the timeframes indicated above.

14 ANZAC PARK SIGNAGE: "DON'T FEED THE BIRDS"

For a long period, residents adjacent to Anzac Park have raised concerns in relation to park users feeding birds in the park. The concerns relate to the damage and mess caused by the birds and the inherent public health risks associated with this activity.

To manage this situation signs are to be installed in the park to discourage bird feeding. The signs will say “Don’t feed the birds” in four languages. The signs are similar to those placed in other locations within the City of Ryde.
