1. Introduction This minor Traffic Impact Study (TIS) has been prepared as part of a Preliminary Plat application for the proposed Cutthroat Creek Subdivision in Teton County, Idaho. The Cutthroat Creek Subdivision is a proposed 24 lot, conservation-based subdivision located along County Road E5000N, approximately 2.25 miles east of State Highway 33 (SH-33) and a quarter mile west of State Line Road in Teton County, Idaho (Figure 1). The development will incorporate continued agricultural activities, as well as open space easements that protect natural resources and provide opportunities for passive recreation.

A minor TIS is required for developments that generate between 10 and 24 new units per Teton County Code, Amended Title 9-3-2(C-3-d-4). The objective of this study is to identify traffic impacts and recommend necessary improvements to the surrounding county roads as a result of this project. This study investigates the potential traffic impacts to County Road (CR) E5000N, CR N2250E, State Highway 33 (SH-33), and Stateline Road within one mile of the development. Supporting data for this study has been obtained from the Teton County, Idaho Transportation Plan 2020 (W&H Pacific & KMP Planning, 2002); Teton County, Idaho traffic studies from 2004 and 2011; and the Idaho Transportation Department (ITD) website. Additionally, the Institute of Transportation Engineers (ITE) manual, Trip Generation, 7th Edition was used to forecast future traffic volumes. The study horizon is 20-years, which is the expected time for full build-out of the development.

2. Existing Conditions

2.1.1 Land Use The proposed Cutthroat Creek Subdivision is located on a 241-acre property that lies along the south bank of South Leigh Creek in Teton County, Idaho, approximately one quarter mile west of the Wyoming state line. The property is situated in a rural community of vacation homes, single family residential homes, farms, and ranches. The current zoning in this area is A/AR2.5, residential agricultural (Teton County, ID, 2010). There is one existing residence on the property, and the majority of the property is currently being used for agricultural purposes.

2.1.2 Roadways The primary access road for the project site is County Road (CR) E5000N, which runs east and west along the southern border of the property. CR E5000N is a rural, gravel road classified as a “local” road by the Teton County, Idaho Transportation Plan 2020 (W&H Pacific & KMP Planning, 2002). CR E5000N intersects State Highway 33 (SH-33), which is a paved minor arterial, approximately 2.25 miles to the west at SH-33 mile post (MP) 136.29. CR N2250E, which is classified as a local road, runs north and south through the property and does not meet current county standards due to inadequate width. The intersection of CR E5000N and CR N2250E does not meet county design standards and is an unsafe intersection. The two roads meet at an acute angle where CR E2250N merges into CR E5000N, rather than intersecting at a right angle. Additionally, the Hog Canal crosses under CR E5000N at this intersection, greatly complicating the intersection (Figure 2 and Figure 3). There is also a non-compliant vertical curve just east of this intersection that does not provide adequate stopping sight distance for west bound traffic.

2.1.3 Traffic CR E5000N has a total of 15 existing platted subdivisions with a total of 242 lots that use it for primary access. Additionally, there are 56 privately held, non-subdivided, parcels that rely on CR E5000N for primary access for a combined total of 298 dwelling units (DU). Of this total, there are 63 lots or parcels that have been developed. Of the 15 existing subdivisions, eight were platted between 2002 and 2006. According to Teton County traffic studies from 2004 and 2011, the highest Average Daily Traffic (ADT) count on CR E5000N was 287 trips, recorded in 2004. In 2010, traffic data was collected for CR E5000N that showed an ADT count of 192. Data from 2015 shows a maximum ADT of 194 (see Table 1 and Appendix A). The W&H Pacific study from 2004 did not include CR E5000N in its level of service (LOS) calculations. SH-33 is the main north-south arterial road in Teton County and had a 2015 Annual Average Daily Traffic (AADT) of 4300 trips according to data obtained from Idaho Transportation Department (ITD) at their traffic counter #63 (see Appendix B). A 2004 W&H Pacific Teton County, Idaho, transportation study reports a LOS on SH-33 between MP 135.75 and MP 137.266 as LOS B with a capacity of 2800 Passenger Car Per Hour (PCPH) and volume of 358 PCPH (W&H Pacific & KMP Planning, 2002). Table 1 and Figures 4 and 5 summarize historical traffic data on SH-33 and CR E5000N, as well as the total population of Teton County, Idaho. Note that SH-33 AADT data is repeated for previous years when no new data was collected. The AADT on SH-33 has increased approximately 4.7% per year between 1990 and 2015 and has generally followed increases in population in Teton County between those years. Teton County is a rapidly growing county with an average increase in population of 10% per year between 1990 and 2015. However, between 2010 and 2015, Teton County experienced a population increase of 3.9%, just under the national average of 4.1% during this same period (US Census). In the State of Idaho, the population grew at rates ranging from less than 1% to 3% annually between 1990 and 2010 with the 20-year average population growth at 2.09%. Nationally, the U.S. population grew at 1.07% per year during this same period (Idaho Department of Labor, 2013) (see Appendix D). Traffic on CR E5000N experienced a significant increase in ADT in 2004 and 2005 likely due to increased construction traffic during these years. Fitting a trendline to the data shows that on average, traffic has increased approximately 0.5% per year from 2001 until 2015 (Figure 5). ITD has provided a growth projection report for SH-33 that predicts a 1.06% annual increase in AADT between 2015 and 2035 (Appendix C). Based on historic traffic data and population trends, a conservative predicted annual increase in ADT of 3% per year due to population growth was used for CR E5000N.

3. Proposed Conditions The Cutthroat Creek Subdivision will be constructed in phases with full build-out completed in approximately 20-years. There are currently 242 total existing lots that are accessed primarily by CR E5000N. Additionally, there are 56 lots along State Line Road between E4000N and E6000N that will impact traffic usage on E5000N. This results in an estimated 298 existing lots, 63 of which have already been developed, that will use E5000N for primary access. Cutthroat Creek Subdivision will add 24 lots to the existing 298 lots, which is an 8.7% increase.

3.1.1 Trip Generation Projected Average Daily Traffic (ADT) volumes were calculated for the 24 lot Cutthroat Creek Subdivision using the ITE Trip Generation manual. Because the development will be marketed as a high end, environmentally responsible, and sustainable community of vacation homes, it was assumed that the mix of home types in the development will consist of 75% vacation homes, classified as Recreational Homes (ITE Code 260), and 25% single family year-round homes, classified as Single-Family Detached Housing (ITE Code 210). Calculations for weekday projected ADT for the Cutthroat Creek Subdivision are included in Table 2.

Assuming that the increases in ADT due to the Cutthroat Creek Subdivision will be evenly distributed over the 20-year build out period, the weekday ADT of 135 calculated in Table 2 results in 6.75 average daily trips being added each year. Other lot development and population increase will result in an additional 3% increase each year in the background traffic as discussed in the previous section. Figure 6 shows the projected increase in ADT for CR E5000N with and without the addition of the Cutthroat Creek Subdivision traffic. In 2037, the projected ADT on CR E5000N will be 372 due to background traffic and 507 with the addition of the Cutthroat Creek Subdivision generated traffic.

3.1.2 Trip Distribution

The proposed Cutthroat Creek Subdivision will distribute traffic onto CR E5000N either westbound towards SH-33 or eastbound towards Stateline Road (Figure 9). At both SH-33 and Stateline Road vehicles can turn north or south. However, the bridge on Stateline Road over South Leigh Creek, approximately ½ mile north of the CR E5000N and Stateline Road intersection, was washed out in 1994 and has not been replaced. As of the date of this report, this bridge is not scheduled to be replaced. Due to this obstruction and the fact that there are no lots with access only from Stateline Road, it is assumed no vehicle trips will turn north onto Stateline Road from E5000N. Based on the gravity model assumptions described in the next section, it is also assumed that vehicle trips turning south onto Stateline Road from E5000N (Figure 10) will be destined for Grand Targhee Resort. Most vehicles traveling west on E5000N from Cutthroat Creek Subdivision to the intersection with SH-33 will turn south to Driggs, while a minority will turn north toward Rexburg, Idaho, and other destinations to the west or north (Figure 11). The distribution of these vehicle trips has been approximated using a gravity model as defined by the ITE Traffic Impact Analysis for Site Development report (ITE, 2005). The gravity model is based on the premise that trips generated from a development will be distributed to the nearest destination with the most attractions. The equation for the traffic distribution gravity model is shown below:

Inputs for the attractions component of this equation, Aj, were developed using the ITE Trip Generation Report, 7th Edition (ITE, 2003) and a traffic analysis for the Driggs LDS church (AW Engineering, 2011). Inputs for the travel time friction factor, Fi,j were measured from the Teton County Idaho GIS website, and inputs for the socioeconomic friction factors, Ki,j were approximated from local observations. Table 3 shows the input values and source derivation for the attractions component for Driggs, Idaho, destinations. Driggs, Idaho, is the population center closest to the Cutthroat Creek development and will attract the most vehicle trips for grocery shopping, entertainment, and daily business trips. For that reason, major trip attractions were identified and quantified (i.e. Schools, Hospitals, Grocery Stores) and an approximation was made for several other attractions (i.e. office buildings, restaurants). Development of a complete and detailed inventory of trip attractions in Driggs is beyond the scope of this minor traffic study. This estimate was then used in combination with a population ratio to estimate trip attractions in Rexburg, Idaho, which is the nearest substantial population center to the north or west of the development. The transportation study for the Grand Targhee Resort Master Plan was consulted to determine trip attractions to Grand Targhee. The gravity model calculations and results are shown in Tables 4 and 5. Resulting traffic distribution diagrams for the three intersections directly impacted by this development are shown in Figures 9, 10, and 11.

4. Traffic Analysis The Transportation Research Board’s Highway Capacity Manual does not consider Levels of Service (LOS) for low volume, gravel, local roads. According to the American Association of State Highway and Transportation Official’s (AASHTO) Guidelines for Geometric Design of Very Low-Volume Local Roads, “there are no specific guidelines that indicate the maximum traffic volume level for which unpaved surfaces are appropriate.” However, the U.S. Department of Transportation Federal Highway Administration’s Gravel Roads: Maintenance and Design Manual developed by the South Dakota Local Transportation Assistance Program assigns gravel roads a grade from A to E based on physical features such as road width, surface type, clear zone, speed of comfortable travel, and road drainage (Federal Highway Administration, 2000). Each road grade is then associated with acceptable traffic volumes as shown in Table 6. The physical features used to determine road grade are each assigned a score from 1 to 3 with the scores determined as follows:

1) Width 1=average width less than 18 feet 2=average width is 18 to 24 feet 3=average width is greater than 24 feet

Source: Planning & Zoning Center, Inc. Based on these grading parameters, geometric measurements obtained from aerial photos, and on-site observations, CR E5000N was given the scores in Table 7. The speed score is based on the average of vehicle speeds measured during the 2014 and 2015 traffic counts collected by Teton County (see Appendix A). Total 12 SH-33 is classified as a Minor Arterial road by ITD and has a current base traffic volume of 4,300 AADT with an ideal capacity of 33,600 AADT. This equates to a volume to capacity (v/c) ratio of 0.128. According to the ITE Highway Capacity Manual, this v/c ratio correlates to an LOS B rating (W&H Pacific & KMP Planning, 2002). A twenty-year traffic volume projection report was generated by ITD and is included in Appendix B. This report projects SH-33 traffic volumes will be 5,220 AADT by year 2035, taking local population and development into account. Adding the Cutthroat Creek generated traffic projection of approximately 127 ADT to the SH-33 projected volume results in a predicted total traffic volume of 5,347 AADT. A v/c ratio based on this volume and the ideal capacity of 33,600 is 0.159. This v/c ratio correlates to a LOS B rating as shown in Table 8.

5. Conclusions & Recommendations It is recommended that the intersection of CR E5000N and CR N2250E be improved in order to meet county standards and improve the safety of this intersection. The Cutthroat Creek Subdivision development plans include realigning N2250E so that it intersects CR E5000N at a 90-degree angle and replacing the culvert for Hog Canal with a wider and longer box culvert. The projected ADT for CR E5000N with the Cutthroat Creek Subdivision is 595 at the end of the 20-year subdivision build-out period, which is less than the range of acceptable traffic volumes of 600-800 ADT for a Grade B gravel road. Thus, this subdivision will not significantly impact CR E5000N to the point that would require any additional upgrades. Similarly, the addition of Cutthroat Creek traffic to SH-33 does not change the level of service for SH-33, and thus no improvements are recommended for SH-33 due to the Cutthroat Creek Subdivision.
