Terms of Reference of the CCFH (a) to draft basic provisions on food hygiene applicable to all food*; (b) to consider, amend if necessary and endorse provisions on hygiene

prepared by Codex commodity committees and contained in Codex commodity standards, and

Background and purpose of LMF CoHP

The water activity (aw) of low-moisture foods is often well below 0.85 and foodborne pathogens such as Salmonella cannot multiply under these conditions.

Even though pathogen growth is prevented in these products, the cells can remain viable for extended periods of time. For Salmonella spp., the infectious dose is thought to be very low, as demonstrated by the small numbers of cells per serving recovered from low-moisture foods implicated in outbreaks.

Furthermore, there is evidence that the composition of a food (especially, high fat content) may protect Salmonella against the acidic conditions of the stomach, potentially increasing the likelihood of illness from consuming low numbers of the organism.

Pathogens such as Salmonella can be difficult to control in a low-moisture food operation environment, because they can persist for prolonged periods of time in the dry state and in in low-moisture products. Microorganisms are more heat tolerant in food matrices at reduced water activity.

This Code addresses Good Manufacturing Practices (GMPs) and Good Hygienic Practices (GHPs) that will help control microbial hazards (special attention to Salmonella spp.) associated with all stages of the manufacturing of low-moisture foods.

New Work

In response to the above mentioned Circular Letter, proposals were submitted by Egypt and by Finland. Egypt :Codex Standard for Frozen and Chilled Meat Finland, with input from New Zealand and the United States of America: a discussion paper and project document on the need to revise the General Principles of Food Hygiene (CAC/RCP 1-1969, hereafter the GPFH text) and its Annex: Hazard Analysis and Critical Control Point (HACCP) System and Guidelines for its Application (hereafter the HACCP Annex.

Revision of the GPFH and HACCP Annex

CCFH agreed to establish an EWG, led by France and Thailand, working in English only with the following Terms of Reference:

Review the General Principles of Food Hygiene (GPFH) and identify any need for updating (e.g. clarification on the use of potable water vs clean water);

Review its Annex on HACCP and recommend updates, as necessary;

In doing so, consideration should be given to the appropriateness and possibility of combining the GPFH and its HACCP Annex into one document;

In addition, to look at current food hygiene texts (e.g. the validation, micro-criteria, MRM documents) and their relationship to the above, and recommend appropriate references to relevant adopted texts; and

Prepare a proposal for consideration by CCFH47.

Background and purpose of RM document on Salmonella in pork and beef

Purpose: to provide information to governments and industry on the control of nontyphoidal Salmonella in beef and pork meat that aim to reduce foodborne disease whilst ensuring fair practices in the international food trade. The Guidelines provide a scientifically sound international tool for robust application of GHP- and hazard-based approaches for control of Salmonella in beef and pork meat according to national risk management decisions.

Apply a risk management framework (RMF) approach

The Guidelines are presented in a flow diagram format so as to enhance practical application of a primary production-to-consumption approach to food safety.

Potential control measures for application at single or multiple steps of the food chain are presented in the following categories: Good hygienic practice (GHP) – based Hazard based

The control measures that are selected can vary between countries and production systems.

These hazard based control measure demonstrated to reduce the prevalence

and/or pathogens on carcasses. After chilling、the use of a decontamination treatment, individually or in combinations,

such as 2-4% acetic acid, 2-4% lactic acid, 1000-1200 ppm acidified sodium chlorite,

0.02% peroxyacetic acid, 2% malic acid, 0.04% octanoic acid, 2% potassium

lactate, etc were found to reduce Salmonella。
