About this Report
Card...
Under the No Child Left Behind Act of 2001 (NCLB), school districts, nation-wide, are required to provide parents and community members with an overviewof the performance of students on their states standardized test series. In Penn-sylvania, this series is referred to as the Pennsylvania System of School Assess-ment (PSSA). The following information is a representation of what grades areassessed using the PSSA and in what subject areas:
Mathematicsgrades 3, 4, 5, 6, 7, 8, and 11Readinggrades 3, 4, 5, 6, 7, 8, and 11Writinggrades 5, 8, and 11Sciencegrades 4, 8, and 11
Historical results of our students performance from 2004 to 2008 are provided inthis report to give a complete picture of the progress we have made as a SchoolDistrict since the inception of the PSSA test in 2003.
Because the ultimate goal of NCLB is to ensure that every child is achieving at or
above proficiency by 2014, regardless of his or her background, student achieve-ment data is provided by race, ethnicity, gender, English language proficiency(students whose native language is not English), migrant status, disability status,and low-income status. The report also contains information about students ingrades Kindergarten through 8th and the graduation rate of high school students.
It is our hope that the following information will provide our constituency, theparents and community members of the Northwestern Lehigh School District,with an overview of our students performance on the PSSA, the Districts finan-cial position, and other meaningful information.
We look forward to working as a team for the continued success of our North-western Lehigh students.

Adequate Yearly Progress Adequate yearly Progress (AYP) is a measure of yearly progresstoward achieving State academic standards. AYP is the minimumlevel of improvement that a school district must achieve.
The chart below illustrates the state pathway to proficiency by year.

Each year, schools are expected to make Adequate Yearly Progress(AYP) toward this goal.
AYP Targets 2005-2007 Pennsylvania established the following AYP targets for 2007-2010:
Non-Compliance Process If a school or district does not meet its AYP thresholds in the firstyear, it is given a warning status. Warning status means that the
school fell short of the AYP targets but has another year to achievethem. If a school does not met AYP for two consecutive years, it isdesignated as needing improvement and is placed in the SchoolImprovement I category. With each year that follows, if the schooldoes not meet AYP, it moves through a progression of categoriesSchool Improvement II, Corrective Action I and CorrectiveAction II. Each of these categories requires action on the part of theschool district and communication to the parents and community.
A single test cannot provide a fair picture of whether or not a schoolis in need of improvement. Our District Report Card provides other
required indicators of student achievement as well as District demographics.
Proficient and The Pennsylvania Academic Standards define what each studentAdvanced Levels should know and should be able to do in a core set of subjects.
These Standards were used to establish the Proficient and AdvancedLevels of achievement for the PSSA test.

PSSA Testing Data Comparison
Spring 2004 through Spring 2008
These percentages are reflective of the combined number of students performing in the Advanced and Profi-cient levels as designated by the Commonwealth. Target proficiency thresholds for 2004-2007 PSSA tests formath are 45% and reading 54%. Target proficiency thresholds for2008-2010 PSSA tests for math are 56%and 63% for reading.
07 08 was the first year that AYP calculations were determined based on the assessment results of students in all grades 3 through8, and grade 11. There was no grade 3 PSSA given prior to 2004. There was no grades 4, 6, and 7 PSSA given prior to 2006.
Writing was introduced to grades 5, 8, and 11 in 2006. Science was introduced in 2007 as a field test for grades 4, 8, and 11. Nei-ther count for AYP at this time.
Students in Grades 3-8, and 11 all took the reading and math PSSA tests in the Spring of 2008.
Students in Grades 5, 8, and 11 all took the writing PSSA test in the Spring of 2008.
Students in Grades 4, 8, and 11 all took the Science PSSA test in the Spring of 2008.

SAT/PSAT/NMSQT/AP
College entrance exams give an indication of the degree to which students are preparing for college. Notall students participate in college entrance exams, so scores should always be viewed in combination withparticipation rates.
SATScholastic Aptitude Test (SAT) recorded combined scores of verbal and mathematics. District ver-
sus State scores are shown below.
PSAT/NMSQTPreliminary Scholastic Aptitude Test (PSAT/National Merit Scholarship QualifyingTest NMSQT) is a standardized test that provides firsthand practice for the SAT Reasoning Test. It alsogives you a chance to enter the National Merit Scholarship Corporation (NMSC) scholarship programs.Average District versus State scores are listed below.
APAdvanced Placement (AP) exam scores are based off of a numerical value of 1 through 5; five beingthe highest score possible. Students who earn AP Exam grades of 3 or above are generally considered tobe qualified to receive college credit and/or placement into advanced courses due to the fact that their APExam grades are equivalent to a college course grade of middle C or above. However, the awarding of
credit and placement is determined by each college or university and students should check with the insti-tution to verify its AP credit and placement policies.

College Entrance Exam Information
Scholastic Aptitude Test (SAT) is a standardized test for college admissions. It is owned, published, and de-veloped by the College Board. The Writing portion of the SAT was introduced in 2006. The National scorewas not recorded until 2008. Pennsylvania ranks 45th out of all States on the SAT.

Average scores are based upon the most recent SAT scores of all students of a particular graduating class.
