Mall parking tariffs soarJAMEY GORDON
Undercover parking tariffs at Som-erset Mall have been restructured.According to Retha Muller, mar-
keting manager for Somerset Mall,693 undercover parking bays are of-fered to shoppers at market-relatedtariffs.She says considering the average
time spent at the mall by shoppers, itwas decided bymanagement to of-fer shoppers a flat rate of R8 for upto four hours parked in the under-cover parking area. A further R25willbechargedbetweenfourandsixhours.Previously, the tariff for parking
in the undercover area was R9 forthree hours, R12 for four hours andR14 for six hours. When the DistrictMail asked
Muller why R25 was charged forwhat was previously R14 for park-ing in the undercover parking areabetween four and six hours, she re-sponded in saying that on averagemost of the shoppers visit the mallfor about two to four hours, and al-most never for longer than fourhours.Muller further said that Somerset
Mall also offers shoppers a free 15minute drop-and-go service in theundercover parking area.“Parking is part of the business
of any property owner who lets outspace. It costs to develop parking, run the facilities and maintainequipment,” explains Muller.Furthermore, Muller says 3 200
free parking bays providing con-venient access to all main mall en-trances are also available. On DistrictMail’s Facebook-page
many readers expressed their con-cerns about the new undercoverparkingtariffhike.Someof thecom-ments are:
Lisa-Marie Bodington: I don’tmind the R8 for four hours, but R25for four to six hours is ridiculous!

Elizabeth Margaret Groves: IthinkR8 for 4hours is very reasona-ble but the jump to R25 for 4 hoursor more is a bit steep.
NicoleNeethling:Why are theychanging it? Could they say why? Ifeel the current rates are just fine.Youpay for theamountofhoursyoupark. For R25 they can add a carwash.
RosemaryMontgomery:That isridiculous. I will never pay that.
Llowellyn Jon Gelandt: Whatyou can do is, if you see you’re nearthe four hour time period, leave theparking area and park for anotherfour hours. Then, it would cost youR16foreighthours?Problemsolved.
Karen Kilian: Make the firsthour free. Sorry I won’t pay R25 ei-ther. Get real people, and stop thiscraziness with such high parkingfees. You want to attract people notchase them away.

for drugaddicts to sacrifice their timeandresponsibilities – such as earning a livingandcaring fora family – for treatmentandit is also embarrassing for thepatient. “Byattending the treatment in the clinic as anout-patient no onewill knowwhat you arethere for – it could be for any illness.”Also, the move to the clinic means that
patients will not only receive supportfrom Helderberg Cares, but may be treat-
ed for bothmedical issues andmental dis-orders.“This is an immensely positive develop-
mentandhasanumberofbenefits forsoci-ety as awhole,” said councillor BenedictavanMinnen, mayoral committeememberfor Health.Fisher says that this innovate form of
treatment – community health out-pa-tient treatment at a public health clinic– is considered “best practice,” and thatthe rest of the world is “looking to us asan example”. Only the City of Cape Townis currently advocating these shifts, shesaid. However, providing free treatment and

HOUSING: A total of 150 homes have been erected for some of the Lwandle evictees.According to Ward 85 Councillor Mbuyiselo Matha 200 homes were already to havebeen erected, but due to a shortage of material this could not be done. Matha says thematerial for the erection of a further 50 homes were delivered on Tuesday (1 July).Concrete mixture for the flooring will be provided later this week. Once the floors havebeen laid and dried, residents will be able to occupy the homes. The erection of a fur-ther 649 homes will be done as soon as the rest of the Asanda Village land belongingto Sanral (South African National Roads Agency Limited) is levelled and prepared.

ROAD REPAIR: Temporary remedialwork will be done on a part of Bizwe-ni Avenue where the road surface wasdamaged after the recent heavy rains.Brett Herron, Mayoral Committee Mem-ber for Transport says a combinationof silt, sand and gravel from the Fair-view development entering the storm-water system in this road caused thedamage. According to Herron severaldamaged water channels prevents wa-ter from being conveyed away, result-ing in water surcharge which erodesthe lower road layers. He says thework will be done after all the chan-nels have been cleared and that ameeting will be set up with the devel-oper and the consulting engineer to tryand find a solution.

How to spot the fake coinCASSY VAN EEDEN
Following two articles in the DistrictMailabout residents who were victims of conscams, local business Strand Gold and Sil-ver has offered some information aboutidentifying a false Kruger Rand.Strand business owner Sonja le Roux was
conned out of more than R15 000 when shewas sold fake Nelson Mandela coins.Helderberg resident Trevor Bailey was
scammed out of R8 000 by Jacques Gerber –who isnow inpolice custody – whenhepur-chased a Kruger Rand that he suspects isfake.Strand Gold and Silver said that the fol-
lowing should be taken into account beforepurchasing a Kruger Rand:
A fakeKrugerRandwill look like a “pol-ished coin”.
A fakeKruger Rand has a yellowish col-
our, while a real Kruger Rand has a red-goldcolour.
More recent and current Kruger Randshave this red-gold colour, however, in the1970s and 1980s certain Kruger Rands hada yellowish colour. It is therefore advisedthat buyers exercise cautionwhen purchas-ing Kruger Rands.
The forgeries that have been noted aredated 1978, 1984 and 1988.
) The eye of Paul Kruger, who is picturedon a Kruger Rand, appears to be closed ona fake Kruger Rand, however, on the au-thentic coin his eyes are open.
) A fake Kruger Rand does not show thedetail etched into the cheek of the face ofPaul Kruger as well as the details of thebeard, lapel and shoulder.
) The image of Paul Kruger appearssmaller on a fake Kruger Rand than on aauthentic one.
Strand Gold and Silver have offered DistrictMail readers some information about identifyingfake Kruger Rands. This is in light of two previous articles published by the DistrictMail aboutcoin scams. On the left is a fake Kruger Rand and on the right is an authentic Kruger Rand.

City to clear last pines inHelderbergReserveDALEENFOUCHEANDCASSYVANEEDEN
TwentyhectaresofpineplantationsontheHelderberg Nature Reserve are currentlybeing felled.
This is not part of an alien vegetation clear-ingprogramme, said thereserve’snaturecon-servationist Owen Wittridge. Instead, theclearingispartofafirehazardandpublicsafe-ty programme for the benefit of reserve visi-tors and adjacent landowners.
The pines are being harvested by forestrycompany Arabest, who have over 20 years’ ex-perience in tree-felling, said Wittridge.
Hesaid that thereare twomencuttingdownthe trees in such a way that they fall parallelto one another. Another team then cuts thetrunks into logs of about 2,8 – 3 metres long.
The selling of the pine timber will generaterevenue of over R6 million, all of which willbe poured back into the nature reserve, saidWittridge.
He said that a major portion of this revenuewill be spent on the development of a desper-ately needed education centre for children inthe nature reserve.
The felling programme was tabled duringthepublic participationprocess in 2009,whiledeveloping the Integrated Reserve Manage-ment Plan (IRMP). The sections to be clearedare found along the lower slopes of the re-serve, adjacent to the residential area.
The decision to remove the remaining plan-tationshasbeenonthecardsforseveralyears.
Public safety is of paramount importanceas many of the older trees are showing signsof dying off, while some have already toppledover. There are also concerns that ageing willrender the trees susceptible to infestation bySirex wood wasps (Sirex noctilio), an invasivewood wasp or horntail from Europe and Asia, which is a known economic pest in pine plan-tations.
There are also very real fire-risk concernsassociated with such large stands of pines.
The largercompartmentbordersonaresiden-tial neighbourhood, where the potential forrunaway fires exists. The harvesting processwill take about one year and will have verylittle impact on visitors.
A considerable amount of the clearing willtake place during the winter months, whenvisitor numbers are lower. Although no pub-lic roads are affected by the harvesting, thereserve’s management has indicated thatsome of the walking trails may be closed forshortperiodswhenthecut timber isextractedand loaded.
The pine compartments on the reserve arenot natural forests but commercial planta-tions, which were established during the1960s.
Part of the original plantation has al-readybeenremovedandrehabilitated to itsnatural condition.
Reserve management has drawn up a res-toration plan, which includes using fire asa mechanism to stimulate seed germina-tion; the collection of protea cones to dis-tribute throughout the burn site after theecological burn, as well as other factorssuch as soil erosion and emergent-weedcontrol programmes – all of which will bemonitored on a continual basis by the re-serve staff.

Licensed informal trading inSomersetWest’s CBDAnotice of the city of Cape Town’sintention to repeal theMunicipali-ty of Somerset West’s proclama-tion No. 4834 dated 24 December1993, was published in theDistrict-Mail on Thursday 26 June.In effect the proclamation an-
nounced that on 29 May 2014 theCape Town City Council repealedlaws passed on 24 December 1993by the Town Council of SomersetWest, designed to control areas inwhich informal trading might bepermitted under licence. The new “informal trading
plan” proposes to permit licensedinformal trading in the centralbusiness area bordered by MainRoad,VictoriaStreet,AndriesPre-torius Street, Church Street and
Lourens Road and laudably, pro-hibits informal trading in the re-mainder of the town. The new area proposed approxi-
mately doubles the area where in-formal traders currently ply theirtrades, sell their goods and, lauda-bly prohibits informal tradinganywhere else.FewusersoftheCBDwouldwish

Clearingupmisunderstandingsabout vetsandemergencies
In response to the allegationsmade in a letter in last week’sDis-trict Mail, 26 June (Animals areas important to us as children), Iwould like to clear up any misun-derstanding that the publicmighthave with regards to the veteri-nary profession’s responsibilitieswhen it comes to attending toemergencies:• Vets are mandated by the SouthAfrican Veterinary Council to at-tend to a genuine emergency. Aveterinarypractice is requiredbythe SA Veterinary Council for avet on call at all times to attendto genuine emergencies, but it ispermissible to refer the public inthe event of a genuine emergencyto an afterhours veterinary prac-tice.• In the Helderberg, the followingpractices participate in an after-hours rotaduring theweekandonweekends: Country Animal Clin-ic, Helderberg Animal Hospital,HillbrookVeterinaryClinic,TevaVeterinaryClinic, StrandAnimalHospital, Somerstrand Veteri-nary Clinic (Formerly AltenaClinic), Gordon’s Bay AnimalHospital.• Each practice has an allocatedday/weekend to take after hourscalls.• Phone your veterinary practice
to obtain the telephone number ofthe on-call vet.• There is an after-hours sur-charge applicable to see an emer-gency.• In the event of a veterinariannotbeing able to attend to an emer-gency for whatever reason, thepublicmay be referred to an after-hours clinic outside of theHelder-berg.• Thereare threeafter-hoursprac-tices within half an hour’s drivefrom the Helderberg – The CapeAnimalMedicalCentre inKennil-worth, Tygerberg Animal Hospi-tal in Bellville and PanoramaVet-erinary Clinic, just off the N1.• TheHelderberg veterinaryprac-tices not listed here have theirown arrangements in place, andclients of those practices shouldenquire as to what are the after-hours arrangements.• During office hours, i.e. 08:00 to18:00, each veterinary practice inthe Helderberg has the responsi-bility to treat a genuine emergen-cy. However, if a genuine emer-gency is brought in consultinghours, thepatientwill beattendedto immediately without the needfor an appointment.• Between consultation hours, veterinarians attend to hospitalpatients and perform surgery and
small procedures.• Vets do not work exclusively intheir consulting hours.• As most vets are short of time intheir personal lives, when veteri-narianshave completed their pro-cedures, they will then generallyattend to personal matters.• If a genuine emergency doesarise and a client brings in an ani-mal that needs immediate atten-tion, a vet is only a phone callaway – the vets in the Helderberglive in theareaandcanget to theirpractice in a matter of minutes.• In the case where a veterinarianis not able to be available in be-tween consulting hours, an ar-rangementwill be inplace to refera genuine emergency to anotherpractice in the Helderberg.I hope that this clears up any
misunderstanding regarding vet-erinary after-hours emergencies.Despite the perception that
some people have of vets, vets areindeed animal lovers themselves, and do have the best interests ofanimals at heart. Veterinarianswork long hours, it is a lonely pro-fession, emotionally draining andit is extremely hard work.

Thankyou forcontributionof ‘oldunwanted ties’
I would like to thank the residents ofSomersetWest fortheirgenerouscontri-butions of hundreds of “old andunwant-ed ties” donated to “Save the tie, savea child” campaign. When you are partof a community that does not just “talkthe talk, but walk the walk,” the walkis extremely rewarding. The donation of a tie from the two
homeless gentlemen, who would noteven take money for a cup of coffee, al-ways gives me a warm feeling and willbe amemory that Iwill treasure forever.I’ve received ties from the richest of
the rich, and from poorest of the poor.I’ve met people that I would never havemet andhavebecomeaware that it is thelittle things in life thatare themostvalu-able. A smile, a wink, a wave, the soundof laughter andmost of all thehappinesson a child’s face. The funds raised willenable the charity to bring happiness tomany little faces. I am privileged andproud to be a part of this campaign.

City fights for infoonN2 tollWhether Helderberg residentswill be kept in the dark regard-ing essential informationabout the proposed tolling oftheN1 andN2highways or not, remains to be decided.
It has come to light that theSouth African National RoadsAgency Limited (Sanral) alleged-ly tried to keep information of“great public importance” re-garding the multi-billion randproject confidential.Councillor Brett Herron, the
City of Cape Town’s MayoralCommittee Member for Trans-port, believes thatSanralwants tokeep secret:
The real facts and figuresabouthowmuchitwill cost tocon-vert the N1 andN2 into toll roads;
The proposed toll fees and
how these compare to the e-tollspaid by motorists in Gauteng;
The toll revenue that the pre-ferred bidder expects from the N1and N2 toll project; and
How much of every rand col-lected in toll fees will be spent onthe toll project infrastructure andoperations as opposed to otherthings that will provide roadusers with benefits, such as roadimprovements, maintenance andoperational work.Herron says the City called for
a directions hearing with theWestern CapeHigh Court’s Depu-ty Judge President, Judge Jean-ette Traverso, for the permissionto file its papers as part of thepublic record.According to Herron the City
obtained all the documentsrequested from Sanral in order to
formulate thesupplementarydoc-umentation.This is after the City gained an
interdict against Sanral in Maylastyear,notonlypreventingSan-ral fromtakinganysteps to imple-ment the toll roads pending the fi-nal determination of theCity’s re-view application, but alsocompelling Sanral to providethemwithanumberofdocumentsthat had formed part of its deci-sion-making process.Whether the City may file its
papers as a public record orwhether all or part should be keptsecret (asSanral contends)will beargued in camera (behind closeddoors) in the High Court on 4August.Herron expects the review of
the application to be argued laterthis year.
MyCiti route on the cards forthe HelderbergAlong termvision to improve trans-port in the City of Cape Town thatincludes a MyCiti route for the Hel-derberg was approved by full coun-cil on Wednesday 25 June. The new Integrated Public Trans-

run from Gordon’s Bay, throughStrand, Khayelitsha, MitchellsPlain,Strandfontien,SteenbergandRetreat.Herron says the operational de-
tail about the level of service, fleettype, fare design, frequency andtimetables on the identified routeswill be submitted to Council by theend of 2014.

Small RoomSunday toperformatMelt’sTheband,SmallRoomSunday, will beperforming at Melt’s Tavern in Gor-don’s Bay on Saturday 12 July, from21:00 till late.
The lead singer Neill Burger, guitaristNiel Rossouw and drummer PJ Franzsenwere members of the Drostdy TechnicalHigh School band in Worcester during2006, where they played together for thefirst time. The band members went theirseparate ways after finishing highschool. In July 2009 Neil Burger and Niel Ros-
souw reunited in Stellenbosch, wherethey started a project known as Niell-ville. This acoustic cover band was verypopular, performing liveeveryThursdaynight for two years ongoing at De Akker,a popular student hangout in Stellen-bosch. The performance started 08:00 inthe eveningandusually endedduring theearly morning hours. In June 2010, both Neils asked PJ
Franzsen and his brother, RossouwFranzsen, to join the band with PJ ondrums and Rossouw on bass for a projectknown as Tuesday’s Gone. After two
years, Rossouw had to leave the band be-cause of averygoodwork/studyopportu-nity and the band had no choice but toget a new bass player.PJ Franzsen recommended one of his
friends,DeonKnipe, who joined the bandand met Niel and Neill with a 30 min re-hearsal just before a 4 hour long gig. Theband didn’t know what to expect for theevening, but the immediate unexpectedconnection between four brilliant downto earth musicians can never be ex-plained and resulted in another very suc-cessful show. After twoyears, theyhad enough songs
of their own and changed the name toSmall Room Sunday in remembrance oftheir first band practice in a little roomon a Sunday afternoon, in Robertson. They have performedwith artists such
as Anton Goosen, Gian Groen, Ollie Vil-joen, Gerald Clark, Albert Frost andAkkedis and have opened for bands likeDie Heuwels Fantasties, Karin Zoid andAKING. They regularly play at annualfestivals like Breedekloof Wine Festival,Wacky Wine Festival, KKNK and BigBlues Festival.

Be clever—buy low, sell high!Having just returned fromaholiday inEurope, I am again reminded of theconcept of price vs value.
South African travellers need to bracethemselves regarding price and value, and value in particular. Our weak rand means that
everythingfromacupofcoffeeto a T-shirt is expensive. Thisis fine, assuming that youhave budgeted adequately;travel is, after-all, an enrich-ing experience, which isworth every cent. It is the con-cept of value formoney that isthe hardest to digest.I use the word “digest” for
a reason, because the conceptof value is nevermore evidentthan when eating out. A basicmeal, whichmay include a jugof house wine, will set youback around 40 to 50 Euro forthe night, which at current exchangerates is R600 to R750.It is not the price that leaves you with
indigestion, but rather the comparison ofwhat you could have enjoyed at home forthe same value. As human beings we arevery good at spotting value; everybodyloves a sale and most are happy to eat outon Monday nights for a cheaper special. However, whenit comes to investingwe
continually get it wrong. Our instinctive valuation skills seem-
ingly fail us, acting in reverse as fear andgreed lead us to buy expensive assets attop-of- the-market prices and then to sellcheap assets at the bottom of the marketfor a loss.Value investing is about determining
the underlying intrinsic val-ue of a business, which mayvarymaterially from the cur-rent tradingprice, dependingon market sentiment.A good example would be
the value of platinum shares. The intrinsic value of theminewouldbedeterminedbythe amount of platinum re-serves in the ground and rea-sonable assumptions aroundnormalised earnings, where-as current market pricestradewell below the intrinsicvalue of these businesses es-pecially due to the economiceffects of the recent strike ac-
tion. Unfortunately average investorsvery seldom show the ability to overcometheir instinctivebehaviour toexploitmis-pricing opportunities. This iswhy I firmlybelieve in thevalue-
add fromactivemanagementandongoingadvice.

RUGBYPREMIERA LEAGUE: KRAAIFONTEIN SHOCK THENAVY TRAIN
Sir Lowrians slipdown the logSir Lowrians suffered a shock 21-19defeatat thehandsofKraaifontein ina Premier A League match played inappalling conditions at Sir Lowry’sPark on Saturday.
This completely unexpected resultwas also the Navy Train’s first loss todate this season.
After five days of rain before the gamethe field looked like a mud bath whichmade handling difficult. Sir Lowrianshowever seemed to adapt to the condi-tions well and ran in three tries in thefirst half to lead 19-7 at half time.
A few minutes into the second half SirLowrians key play-maker Earl Rose (No10) was red carded and sent off the fieldreducing the team to 14 men for the re-mainder of the game.
Sir Lowrians had to then move one oftheir centres into the flyhalf positionwhich exposed a gap in their backline.
Kraaifonteintookfulladvantageofthesituation and attacked with everythingthey had to eventually win the match 21-19.
A spokesperson for Sir Lowriaans, Su-laimaan Moller, said after Rose was sentoff the field they fell apart.
He added that in the second half theymissed four penalty attempts as well asthree try-scoring opportunities.
“In the second half the field was a com-plete mess and both packs of forwardswere unable to scrum properly and keptslipping in the mud.
“The lineouts were also a big mess andnothing seemed to work for us.
“The players also tried to run the balland made too many wrong options withthe ball in hand which ultimately led tous losing the match.”
Moller said that this game was a bigwake-up call for Sir Lowrians and someharsh words were spoken to the playersat practise on Monday night and they allnow know what is expected of them forthe remaining seven games this season.
“We have a two-week lay off nowwhich will be good to clear up nigglinginjuries and focus on the games ahead.
“We’re definitely still in with a goodchance to win the league and I believewe can still do it,” he said.
