THE Executive Committee (Exco) has called for an immediateestablishmentof thestreetnamingandgeographicnamescommittee.

This committeewill ensure that street naming andhouse number-ing is undertaken, especially in the Edendale area.

“Itbecomeshardat timestorecoverourservices,chargesandcostswhen we do not have a physical address to send the bills. Given thefact that this is the requirement of the geographic street naming act,allplacesandpropertiesmustbenamedwherenecessary,”saiddeputymunicipal manager Dr Ray Ngcobo.

Exco member Bill Lambert said that street naming and housenumberingneededimmediateprogressasthishasbeenraisedbefore.

“Thishasbeenraisedyearinandyearoutbutwehavedonenothing.This is something we must progress,” said Lambert.

Ngcobosaid that it is compulsory foranypropertyowner todisplaythehousenumbers,notonlyforprivateandpublicusebutalsoforlegalpurposes. This will also help meter readers to identify houses forrecord keeping when reading meters.

A GEOTECHNICAL study by SRKConsulting Engineers shows that manyhouses in Caluza have cracks because

there were no proper building plans, and thatthe soil is not durable for accommodatingbuilding structures.

This research included ground movementsexperienced in the area, the total extentof the affected area, technical findings ofunderlying soils, total number of housesdamaged and their condition, total number ofhouseholds affected and their details and arecommended solution to the problem withcost estimates.

It is stated that such findings from thereportwillbecommunicatedtothecommunity.

Building structures found to be dangerousto life will be vacated with immediate effect,

and such structures will not be furtherinhabited.

Some of the findings by the infrastructureunit show that the informal area of Caluza islocated within a valley, or natural water shed,which carries a large volume of storm waterthan the surrounding areas.

The buildings that lie within this area havebeen severely damaged. The slumping of thesoil is gathered to be due to poor surface andsubsurface drainage, saturated soils and theshallow water table which exists with poorstorm water management.

Deputy municipal manager for economicdevelopmentDrRayNgcobo told theExecutiveCommittee (Exco) that it will be a challenge toattendtomatters thatoccuronprivatelyownedland.

“Those sites are privately owned andunfortunately some of them [houses] do nothave approved plans. So the houses would not

have been built through the buildingregulations.

“Because there was no geotechnicalanalysis, which is a requirement beforeyou build a house, the houses have startedcracking. Some of them are on a flood plainand the land is wet.

“At times we are limited on what we can dobecause it is privately owned land, however asa government obligation we will engage themtosupportwherepossibletoavoiddisruptions,”said Ngcobo.

MayorChrisNdlela said that the situation inCaluza needs intervention.

“It’s a combination of proper and improperhouses. The situation is very bad. I know ofone house that collapsed as a result ofthe movement of the foundation.

“Unfortunately the owners rebuilt a newstructure on the same site. The situation is notvery good,” he said.

PARENTS are urged to be part and parcelof their children’s education by teachingthem the basics at home, said Pastor

Sthembiso Zondo at the annual prize givingceremony for the Grade R’s at SilwanetshePrimarySchoolinWillowfontainlastThursday.

Zondo, who is well known for hismotivational talks, was a guest speaker at theeventwhichwas attended by different officialsfrom theDepartment of Education.Among theguests invited was Dr May Mashego, the wifeof former premier Dr Zweli Mkhize who iscurrently the national treasurer of the ANC.

Teachers fromlocalschoolsalsocameout innumbers to witness the ceremony, whichincluded a graduation for the Grade R’s pupilswho will be entering their primary educationphase next year.

School principal Siyabonga Ngcobo said

thatas teachers, their vision is to see theschoolproducing the best youngsters.

“Wewant the school to portray the image ofasocalledmulti racialschool.Weare luckythatwehavededicatedstaffmemberswhosedreamis to see the school performing at its best,” saidNgcobo.

Zondo said it’s every parent’s duty to offerconcrete support at home. Giving somescenarios about his childhood life, he urgedparents not to be selfish by throwing the taskof educating their children to the teachers atschool.

“There are things that should be avoidedand not be voiced out in the presence ofchildren. At their age, their minds are able toabsorbanything,especiallywhenit isnegative.Be that kind of a parent who continuouslyencourages his or her child, even on smallthings.Thosecomplimentscouldgoa longwayinmaking your child the best person he or shecould be in future,” said Zondo.

The tournament, called theMabhuti Khenyeza 2014 festivesoccer tournament, isorganisedby his foundation and isscheduled to take place on 23,24, 26 and 31 December.

It will be played at Wadleystadium in Edendale andmatches will run from 8am to5pm every day.

One of the organisers,Sbonga Shelembe, urged soccerteams to register.

“The tournament isorganised to promote soccer asa sport which has the power totake the youth off the streetsduring this season,” he said.

Hesaid theplan is tohave theeventonanannualbasis,addingthat they are hopeful that it willgrow from strength to strength.
