A MESSAGE FROM THE FREEHOLDER PRESIDENT

Once again, as President of the Essex County Board of Chosen Freeholders, it is a privilege to write to you, the wonderful residents our the great County and to offer greetings on behalf of this esteemed board: Vice President Brendan W. Gill, Rolando Bobadilla, Rufus I. Johnson, Lebby C. Jones, Leonard M. Luciano, Wayne L. Richardson, Patricia Sebold, and Cynthia D. Toro.

Together, we are working hard performing our legislative and budgetary duties putting the matters of the people before our own.

As we transition to the last quarter of the calendar year and experience the evidence of the seasonal changes, we look forward to the many activities that warm our hearts and help to make the seasons so special. The fall colors and ultimate winter snow, allow our families to forge traditions and customs that create memories to last a lifetime.

Essex County offers many opportunities for individuals and families alike to participate in our very own traditions that we look forward to on an annual basis, including, but not limited to events such as: Safe Halloween, Strut your Mutt, the Historic Holiday House Tour, Holiday Lights Spectacular, special events and more. Whatever your predilection, there is something here in Essex County to entertain that interest. Additionally, there are many venues throughout the County offering free admission and easy accessibility to entertainment in the various parks, the Presby Memorial Iris Gardens and the Turtle Back Zoo, to name a few.

The legislative branch is glad to partner with County Executive Joseph DiVincenzo, Jr., and all departments to celebrate this 2016 fall and winter season, a personal favorite of mine celebrating holidays such as Thanksgiving and Christmas that mean so much to me, as well as many of the citizens of this great County. We encourage each of you to take advantage of the numerous opportunities to experience Essex County on a different level.

MEMORIES GROW HERE!

A MESSAGE FROM THE COUNTY EXECUTIVE

Soon, the summer of 2016 will be a memory, children will return to their classrooms and the leaves will liven up the landscape with vibrant colors of the rainbow. But this doesn’t mean our parks will go dormant! We’re already revving up for Halloween and the Winter Holiday Season!

Halloween is an opportunity to show off your creativity and artistic ability. Students from around our County will artistically carve jack-o-lanterns and put them on display for Gardens Aglow at the Presby Memorial Iris Gardens. The competition for best costumed canines gets more difficult every fall at our Strut Your Mutt Canine Costume Parades in the Brookdale Dog Park and South Mountain Dog Park. And children can come decked out in their best Halloween costume and visit dozens of candy stations at our Safe Hal-loween Celebration at Turtle Back Zoo.

The same level of excitement builds for the winter holidays. Display your building talents using cookies, gum drops, sprinkles and icing to create a holiday house for our Sustainable Homes and Habitat Gingerbread House Contest at the Environmental Center. Experience how holidays of past were celebrated by going on our winter house tour and visiting historic homes throughout Essex, all dressed for the holidays. And be a part of our fast-growing winter tradition by strolling through Turtle Back Zoo and witnessing the Holiday Lights Spectacular, where over 50 winter and holiday themed figures will be lit up every night.

We look forward to seeing in our historic parks. Together we will continue Putting Essex County First.

The Essex County canine costume parades have grown into a favorite Halloween celebration for the community to enjoy. Bring your pet or just come to see the creative costumes on display. Same day registration and free to enter! Prizes!

Residents are invited to tour Essex County’s most famed historical homes and structures during the annual Historic Holiday House Tour. During one spectacular weekend, 15 homes and historic sites will be dressed for the holiday season while offering entertainment, refreshments, or educational opportunities. Essex County Riker Hill Art Park is a former United States Army Nike Missile Tracking Base. The 42-acre complex was purchased from the federal government for one dollar in 1974. The buildings, which once housed army facilities, have been transformed into 38 artist studios. Artists-in-residence work in various disciplines such as painting, fine metal jewelry, ceramics, pottery, glass-blowing, fine prints, photography, and sculpture.

Hours of OperationThe grounds at Riker Hill Art Park are open from dawn to dusk seven days a week. There are winding trails, outstanding views of West Essex and outdoor sculptures for the public’s enjoyment. Artists’ studios are open twice a year, on the first weekends in June and November, for an Open House and Art Sale. During this semi-annual event, visitors can watch artists at work and purchase art work in the gallery.

Studio RentalsRates are set annually by county ordinance. In County residents may rent studio space on an annual basis for $6.00 per square foot. Out-of-county residents may rent studio space on an annual basis for $7.50 per square foot. To receive an application, please contact the Essex County Division of Cultural and Historic Affairs at 973.239.7056.

Open House and Art SaleSaturday, November 5 & Sunday, November 612 noon – 5pmFree admissionGet an inside glimpse of the art world by attending the Essex County Riker Hill Art Park Open House. While visiting a variety of different art studios, you will have the opportunity to talk to the artists, purchase art work, and stop by the gallery to view a compilation exhibition. Artists in residence work in a variety of disciplines, including clay, jewelry, glass blowing, painting, sculpture, printmaking and photography.

The arena is open to the public for ice skating, Learn to Skate group lessons, private skating parties, along with figure skating and ice hockey camps. The New Jersey State High School hockey state tournament, the Essex County Winter Holiday Hockey Tournament and many non-ice events are also hosted at the arena. Some non-ice events the arena hosts include the Essex County High School Wrestling Tournament, ESPN Friday Night Fights, the ATU National Taekwondo Championship along with high school graduations and special corporate events.

Fall Mini Camps Join us at the Zoo on a day off from school at one of our mini-camps. Each camp features science-based activities, crafts, projects, animal

presentations, and investigations that feature Zoo animals and support our mission of conservation and stewardship. Camps are for ages 5-10 and require advanced registration and payment.

Essex County’s Weequahic Park Golf Course is set on a beautifully rolling property. New bunkers have been added to the course through our renovations process that have greatly enhanced its strategic and visual appeal. Tucked in the corner of Newark’s historic Essex County Weequahic Park, this is the oldest public course in New Jersey, having been designed by Baltusrol Golf Club professional George Low in 1913.

While Weequahic measures slightly less than 6,000 yards, the course offers an ideal golfing landscape and its small greens make low scoring difficult. Among the best holes on this lovely course are the uphill par five 3rd with two large bunkers carved in the hillside, as well as the long par four 16th that plays to the crest of this same hill and down to the green that is set in the base of its long slope.

Francis Byrne Golf CoursePleasant Valley WayWest Orange973.736.2306www.golfessexcountynj.com

Essex County’s Francis Byrne Golf Course dates back to 1926, when it was designed as a private country club course by noted golf architect Charles Banks. Through our renovation project, many of the course features have been restored to their classic roots, making Byrne one of the premiere public golf destinations in the state. A number of holes are based on famous courses from Scotland, including the par five 1st hole that is modeled after the Road Hole at St. Andrews.

Among other classic holes on the Byrne Golf Course are the long par three Biarritz 2nd hole that measures well over 200 yards from the championship tee and the short 14th that is similar to the Eden hole that is also found at St. Andrews, as well as many of the best private clubs in the United States. The back nine at Byrne includes several long par four holes such as the 12th and 15th, the latter of which champion golfer Bobby Jones considered to be one of the most difficult holes in America.

This beautiful course in West Orange features deep bunkers, hilly topography and rolling greens that combine to create a wonderfully challenging layout that measures nearly 6,800 yards and offers public golfers the rare opportunity to play a course from golf ’s Golden Age of Design.

Designed by architect Charles Banks, Essex County’s Hendricks Field features well contoured putting surfaces and many interesting holes. Opened in 1929, renovations at Hendricks have included the reconstruction of tees and bunkers, as well as extensive upgrades in drainage that have significantly improved playing conditions.

Hendricks has a number of classically designed holes, such as the par four 4th hole that has a cluster of Principal’s Nose bunkers in the center of the fairway that present strategic decisions, and the exacting par three 6th with a green that is almost completely surrounded by bunkers. Among the best holes on the back nine is the par five 10th where golfers must negotiate a stream that crosses the fairway to reach the green.

Essex County GolfThe Department of Parks has long been at the forefront of efforts to provide exposure to, and broaden the understanding and enjoyment of the sport of golf. We provide unique opportunities for both male and female golfers of all ages and abilities. Our mission is to make golf an affordable and accessible sport to anyone who wishes to play.

Our golf schedule introduces anyone and everyone to the sport of golf in an educational, recreational, instructional and competitive environment, or any combination of these formats. All the participant need bring is an interest in the sport of golf.

General Golf InformationThe County of Essex requires each golfer to enroll with the County prior to using the automated tee time system. You may enroll in person at all three golf courses Monday thru Friday from 8:30am to 4:00pm and on Saturday from 8:30pm to 12:00noon.

New registrations The County only will accept a valid New Jersey Driver’s License with current address and one current utility bill (Telephone, PSE&G or Cable only) with the applicant’s name on it. If bills are in a spouse’s name, the applicant must show a copy of a marriage certificate. We will also accept Passports with an Essex County address.

Renewals Golfers must provide proof of residency annually when renewing their Golf ID card. Proof of residency is a valid New Jersey Driver’s License and a current utility bill (Telephone, PSE&G or Cable only) with the applicant’s name on it. If bills are in a spouse’s name, the applicant must show a copy of a marriage certificate.

Group Golf The Group Golf program is for all groups interested in an 18-hole event with 20 golfers or more. Open to all organizations. Limited dates, courses and times available. Please call the Director of Golf Operations to schedule available times at select course.

Junior GolfEssex County Parks Department feels it is important to grow the game of golf and we believe there is no better place to start than with the Junior Golfers. We have special Junior golf rates and have developed a relationship with the First Tee program promoting leadership initiatives and positive life skills in our community’s youth. Children between 11 years of age and 16 years of age are required to have a parent or guardian supervisor over the age of 18 years.

USGA Handicap System The Department of Parks, in cooperation with the NJSGA, offers the USGA GHIN handicap program. Computers are available at all three golf courses. We encourage interested individuals to subscribe to the service for a nominal fee and receive handicap updates every two weeks.

The Essex County Environmental Center at Essex County West Essex Park is situated in a wooded wetland habitat with access to the Passaic River. This interesting and affordable education center offers naturalist-led field trips for school groups, scouts and community groups, as well as birthday parties for children and after school special interest clubs. The state-of-the-art facility also is available for booking community/family events and corporate business outings.

The Center’s environmental educational programs are carefully designed, with either a structured or unstructured format, to create opportunities for families to get outside and into the parks while having fun and learning in multiple subject areas. All Center programs encourage participants to think about environmental

stewardship and natural habitats and, with this in mind, foster an appreciation for the natural world — parks, outdoor recreation, and ecological conservation. The Center offers nature- and science-based programming for toddlers through senior citizens, school groups, scout organizations, and the general public.

Field trip opportunities for school groups are available year-round and programs are correlated to the State of New Jersey’s Core Curriculum Content Standards. The Essex County Presby Memorial Iris Gardens was established in 1927 to honor Frank H. Presby of Montclair, a leading horticulturalist and a founder of The American Iris Society. This living museum, listed on the State and National Registers of Historic Sites, offers a spectacular display of thousands of iris varieties to visitors from all over the world.

Hours of OperationThe Essex County Presby Memorial Iris Gardens are open from dawn to dusk 365 days a year. The peak bloom season is from mid-May to early June.

There are no admission fees. Donations are strongly encouraged during the peak bloom season.

Developing public parks involves a complex planning and construction process. The Archives of the Essex County Parks contain the Essex County Park Commission’s papers, some over 100 years old, documenting this process. A concerted effort to preserve the records began in the 1990s. Since then, much of the collection has been inventoried, indexed, and stored properly to preserve it for another 100 years. Several thousand maps and plans, as well as the Commission minutes and annual reports, are digitized and available for viewing on a public workstation at the Parks Administration building (115 Clifton Avenue, Newark).
