In 2017, Lyon ranked once again among Europe’s most attractive cities. Today, our economic development strategy is paying off in terms of generating wealth, encouraging new companies to set up in Lyon and thus creating more jobs. In particular, we have welcomed an increasing number of foreign industrial activities and implantations. This was also the year Lyon showed the strongest

growth of any European metropolis (+2.7%).

This success was made possible by the 2016-2017 Economic Development Program,an ambitious roadmap created in partnership with council chambers, professional organizations and the University of Lyon.

We seek to remain the leading industrial city in France and support companies with their digital transition and energy transition, while preparing the industry of the future. Our strength resides in industries with strong added value and a young, highly skilled population. Our ability to compete is based on our exceptional know-howin areas like industrial engineering, clean tech, life sciences and digital technology, as well as on our outstanding ability to initiate and innovate. These strengths also encourage the development of new industries in our area, such as cybersecurity, insurance and e-health. Our dynamic economy, based on the tertiary sector and industry in Lyon, contributes to our attractiveness and marketing our expertise abroad in countries such as China.

We have also made a major step forward with respect to the impact of our universities; our research and training entities participate fully in the economic growth of our city. Lyon was France’s leading city for students in 2017. Lyon attracts young people through its outstanding offer of training possibilities and the high quality of student life.

The city’s attractiveness and economic vigour bring benefit to all. This is the goal of the metropolitan work placement program (know as PMI-e) that aims to enable everyone to find a job, in particular by matching job supply with the demand for skills.

On the strength of Lyon’s economic drive and the diversification of high-value-added activities, the city is a breeding ground for the continued growth of employment! Together, we must continue our efforts and write the next chapter in the wonderful story of Lyon.

Over the past eighteen months, and following a favorable vote by the Metropolitan Council in favor of our program, Lyon Métropole has shown impressive dynamism: all indicators are “go” for company creation, implanting international subsidiaries, the number of tourist stays, traffic at our airport and sales of office and industrial real estate.

This energy is, of course, characteristic of entrepreneurs who take risks, innovate and export, but it is also characteristic of those who support them, in particular the partners who make up the enterprising heart of Greater Lyon: the University, the council chambers and the employer federations. Together, we carry out actions such as investing in new sectors (engineering, insurance, security, etc.) setting new goals for the industry of tomorrow and committing to a pro-business policy.

But many challenges must still be met, including support for those who have the greatest difficulty in finding a job. This is why we are carrying out actions within the framework of our metropolitan social insertion

For almost fifteen years, Lyon has invested heavily in supporting companies by relying on the network “Lyon Ville de l'entrepreneuriat” (business city network).This partnership has strongly contributed

to the growth of business in Lyon.

Long a pioneer, Lyon Métropole has renewed its ambitions. Metropolitan strategy is to support entrepreneurs throughout business development

and be the place where companies grow and create jobs.This evolution depends on extensive support and easy access to :– a personalized and innovative digital offer

With an innovative approach that calls on intuitive, pioneering technologies, it will allow individuals to find a personalized solution throughout project and company life.It also proposes a broad community aspect to encourage discussions among entrepreneurs and interaction with all players

in Lyon entrepreneurship (both public and private).

Super-fast broadband for the industrial base

After observing that the specific super-fast broadband offer for economic players would be insufficient, Lyon Métropole chose to deploy the “Greater Lyon Fiber” Public Initiative Network. This network will meet company expectations over the long term for super-fast broadband, secure connections, an availability rate near 100%, varied offers and competitive rates.

“Greater Lyon Fiber” was created in thecontext of a Delegation of Public Service. COVAGE / Grand Lyon THD, the delegated company, is in charge of designing, building, operating and marketing the network. Operationally, this will represent a network of nearly 1,000 km of dedicated optical fiber.

The “Greater Lyon Fiber” network is uniquely positioned because of its geographical coverage, density and conditions of technical access and rates. In priority, it targets :– all Economic Activity Zones (93),– main activity buildings (165),– tourist hotels (249),– public service sites (1,600),– over 30,000 companies with one or more employees eligible for the access package at very attractive rates.

This is the local adaptation of a national system. The goal is to reinforce relations between SMEs and large accounts and promote growth. Since being created in 2015, it has resulted in :

Large companies in the territory are ready to consider SMEs and ISEs in the following areas : – Purchasing : presentation of market opportunities and adaptation of practices to SMEs and ISEs,– Open innovation : organization of creative sessions between start-ups / SMEs / ISEs / large accounts,– International : identification of sites where large accounts could provide support for local SMEs,– Human resources : orienting of work-study candidates trained at large accounts toward SMEs and development of skill transfer, with the assignment of tutors.

Enterprise-Employment Liaison Officers : a winning advantage for Lyon Métropole

Since January 1, 2015, Lyon Métroplehas taken charge of social insertionand economic development. The city uses this powerful tool to drive an ambitious policy that combines economic and social performance to bring about the balanced development of the territory.

Concretely, a tandem composed of an economic developer and an Enterprise-Employment is present in each Mayors Territorial Conference,

close to both companies and job seekers.

The EE Liaison Officer is responsible for implementing concrete actions with respect to corporate social responsibility and encourage the employment of those who are undergoing social insertion, in particular people who receive a social welfare allotment (the RSA). The Officer can also provide services in human resources that are developed by local players.

In 2017, the EE Liaison Officers met with 519 companies and processed 305 job offers. To facilitate contact between job seekers and companies, Lyon Métropole also relies on digital platforms that can be used to identify personal skills and company expectations through a simple skill referential.

The Recettes et Cabas company in Dardilly has already taken advantage of this new metropolitan service : “The Enterprise-Employment Liaison Officer and the economic developer suggested I participate in ESSpresso (a B to B gathering of purchasing managers). Since I am very keen on the notion of nearby contacts, I used this event to enlarge my selection of local suppliers and meet with a social insertion organization. In this way, I was able to recruit two people for jobs that are difficult to fill. In addition, the EE Liaison Officer sent me targeted résumés that were up to my expectations. This experience led me to sign the Charter of the 1,000. It’s very nice to be able to count on a responsive local team that can answer my questions on very diverse topics tied to the development of my activity.”

development potential in their hyper-growth phase, with the goal of helping them become ISEs.

– Personalized support and made-to-measure expertise for two years that has a significant impact on company growth,– A community of growth entrepreneurs.

After two years of support, companies have the possibility of joining the Circle to continue sharing experience and mutual assistance among leaders.

PLU-H, a tool to consolidate productive activities To protect active entities and guarantee the maintenance of their productive mission over time in sectors under pressure, particular in the urban environment, new zoning has been included in the revised PLU-H (urban, planning and housing

directive) that will be implemented early in 2019.

“UEi1” zoningaims to limit the transformation of productive areas by prohibiting expansion of the tertiary sector in zones that are well-connected or near central hubs. Retail trade, the tertiary sector (except where it is part

of an industrial project), activities and services, hotels and training centers will not be allowed there.

On the 6,800 haof economic zones, the PLU-H will ensure that1,760 ha of land is set aside for production, trades and industry.

With four major industrial sites labeled “Industry of the Future Showcase” in the area (SNCF, GRAVOTECH, AIR LIQUIDE, AREVA), capitalizing on

the industrial base and supporting the growth of companies is a key priority of

the Fabricating Metropolis and part of Lyon’s economic strategy. Lyon Métropole and its economic governance partners (CCI, MEDEF Lyon Rhône, CPME, CMA, University of Lyon) have joined together to support the industrial transformation of local companies and build French Fab in Lyon.

Industrial development over the territory implies guaranteeing the proper implantation and development conditions at production and R&D sites through a real estate and land offer that meets company expectations.With this in mind, Lyon Métropole calls on various resources to carry out urban planning, land use planning, development and requalification in a way that enhances the quality of business zones and boosts their competitiveness.

Nearly fifteen million euros have been dedicated to this mandate to modernize business zones and support private players in renewing the existing real estate offer. In addition, nearly 880 ha to be developed have been listed in the PLU-H to ensure economic and industrial success in the short, mid and long

term, representing nearly 22 years of development. Lyon Métropole teams are currently working on several projects in new business zones to welcome the industry of tomorrow to the area.

Two innovative approaches to be presented are the creation of an Industry of the Future campus in Vénissieux and the Appel des 30! initiative at Chemical Valley.

The “Industry of the Future” campus in Vénissieux

Lyon Métropole created its first Industry of the Future campus in Vénissieux in partnership with Bosch. Close to sites like Renault Trucks, Iveco, Aldes, Naya and, soon the SNCF Technicenter, this campus aims to support the transition of start-ups and SMEs to the industry of tomorrow. Sixty thousand square meters will be developed on an 11-ha site, creating 1,000 new jobs in the long run. Lyon Métropole organizes and promotes the support chain for these first industries by activating

its industrial ecosystem and deploying a technological demonstrator to carry out “proofs of concept” or pre-series.

Finally, a group of industrial companies has created the Industrial Hive, a service to promote innovation and the transition to the industry of the future that will be implanted on the campus. Bosch will participate in this project by detaching personnel and investing in the demonstrator.

Le MOOVE : a tool to promotethe territory MOOVE is a showroom for promoting the Lyon area that was developed at the 2018 Enterprise of the Future convention by Visiativ, the event organizer, and Capsa Containers. This new showroom has been very successful in presenting various types of Lyon industrial know-how, such as the augmented reality demonstrator that displays a Renault Trucks motor. MOOVE ONLYLYON is destined to become a mobile spotlight on Lyon

industry. By taking charge of one of the containers in this showroom, Lyon Métropole has included the territorial point of view. The other containers tell about oneor more industrial projects.

The Industrial Hive : serving companies As a support structure implanted on the industrial campus, the Industrial Hive is :– A place for business life, where services and attractive programming ensure a daily flow of employees, start-up founders, research workers, experts and academics ;– Support and services for companies to meet specific needs that are filled by inspiring work areas, busy workshops and team training ;

– A program of innovation for the industry of tomorrow that is designed to generate and drive innovative projects by activating synergies among Hive occupants ;– Availability of shared resources that allow quick testing of concrete, viable solutions.

Lyon’s Chemical Valley is a reference ecosystem for innovation and industrial production in the chemical-energy-environment and cleantech sectors. Lyon Métropole is backing an ambitious development project in this area. The Appel des 30! (Call of 30!) is the first concrete project action and aims to promote the use of vacant industrial land for welcoming new activities, with the goal of economic

and land renewal tending toward the development of an industrial platform. This call for innovative projects in partnership with industrial companies in the Valley was launched in September 2014 and renewed in September 2016. A third edition is planned for late 2018. This Appel des 30! resulted in 26 winners and the concretizing of three operational projects.

BoostHEAT, a first successful implantation project for the Vénissieux industrial campus

Supported by ADERLY, boostHEAT, is an innovative start-up on the market for heating solutions

that take the energy transition into account. It is the first example of a successful implantation on the Vénissieux industrial campus. It illustrates both cleantech know-how in Lyon, through the use of breakthrough technologies, and the evolution of a start-up into

an SME. Thanks to win-win cooperation between Lyon Métropole, Bosch and the other associated industrial partners, the start-up benefited from high-level support for its first industrialization, ensuring a strong productivity level for competitive positioning. Today, the

site has 70 employees, and the goal is to reach 300 employees by 2021.

Axel’One, an innovation platform serving industry

Axel’One is an innovation platform that encourages collaboration in the areas of clean processing and innovative materials. It brings together industrial players and academics to carry out collaborative research and innovation projects with their teams using dedicated and shared equipment.

Three dedicated sites have been established : the Innovative Processes and Innovative Materials platforms in Chemical Valley, which focus on specialization at the demonstrator level, and the Axel’One platform for laboratory R&D. Delivered in December 2017, Axel’One was inaugurated by President David Kimelfeld in April 2018.

The Axel’One platform contributes to consolidating the local industrial base and the cleantech industry by proposing tools, equipment and skills that encourage :1. transitioning to the industry of the future. With the Axel’One Analysis offer, industries, from the smallest company to the largest group, have access to the industrial analysis tools and expertise needed to implement smart processes. 2. structuring, supporting and sustaining the ecological transition of industrial processes.

The Axel’One building was created under public contract by Lyon Métropole, with an investment of € 4.4 M on a total budget of € 6.15 M.

Winner of the call for expression of interest from innovative territories with major ambitions

Make Lyonthe European hub for internal security and cybersecurity in industrial andurban systems Cybersecurity in industrial and urban systems is the key element in an overall security strategy that aims to protect infrastructures, equipment and people in industrial and urban environments. To meet cybersecurity challenges in industrial and urban systems (connected industry, transport systems, smart buildings, etc.),

Lyon Métropole joined forces with the leading names in industry, SMEs and technological start-ups.In July 2017, IU Cyber, the only European cluster dedicated to the cybersecurity of industrial and urban systems was created.

Over 250 participants met on February 8, 2018, to discuss this topic during the first edition of SCADAYS.

Lyon Métropole won the TIGA (innovative territory with major ambitions) call for expression of interest with an application entitled : “Industry that is integral to

and (re)connected with the area and local residents”. Lyon Métropole proposed a unique positioning that reconciles industrial performance and outstanding quality of living for local residents.To reach this ambitious goal and create the conditions for successful transformation, several strategic lines will be explored :– Evolution of the industrial tool : connection to urban networks (energy, data, etc.) and ecosystem renewal ;– Systems modeling to help integrate industry into the urban area, management of

skills and the evaluation of well-being in residents ;– Cybersecurity of industrial and urban systems ;– Citizen involvement as an employee, actor in industrial innovation, resident, etc.

The consortium behind the initiative includes over 30 public and private partners, including Focity, Tubà, Lyon Confluence, Véolia Campus, the University of Lyon and Axelera.

This selection, which is currently in the call for expression of interest phase, opens a €400,000 financial envelope for engineering. This first step will help define this ambitious project along the lines of maintaining and developing the industrial present in the urban environment.

Late in 2017, Lyon Métropole launched the elaboration of a food strategy with the ambitious goal of providing everyone with high-quality food. Collaboration between metropolitan services and local players (residents, farmers, companies, logistics specialists, retail, etc.) should, by mid-2019, lead to the adoption of a metropolitan food project focusing on the territory and local residents.

A new insurance cluster : AURA

As a new sector of excellence targeted by the 2016/2021 economic development program, the insurance sector benefits from a favorable ecosystem and strong local roots. Lyon Métropole supports the creation of the “AURA Cluster”, which brings together key players in insurance (Alptis, Apicil, April, Auxiliaire, CFDP, Groupama and Sham), training centers in Lyon (l’IFSA, IAL and IFPASS) and intermediary entities (AGEA Rhône, CSCA, Planète Courtiers and Sycra).

Make living in good health a source of added value

Joining public policy to health and economic development, Lyon Métropole invests in innovation for nutrition and health and,more generally, in the food-health sector. In particular, it supports the Foodtech approach, which was initiated in Lyon in 2017 to innovate “from pitchfork to fork” and is led by ISARA. The International City of Gastronomy in Lyon will promote

the close links between food and health through exhibits and workshops.

Laying the cornerstone of the CENS-ELI center for expertise and research (with metropolitan financial support) on the site of the Lyon Sud Hospital Center in 2017 is yet another example of collaboration between academic and industrial players.

movement. This event promotes open innovation and cross-collaboration with digital and creative communities to address the issues of health industry players. Lyon Métropole is also building a living lab for health to enable companies to confront their solutions with health environments and validate their economic model.

EXPERIMENTATIONUsing urban transformation to innovate and develop new services and activities is fundamental.In 2017, the experimentation offer and processes for supporting companies were formalized and include a sole contact point for experimentation, mapping the territorial offer and establishing key principles.

The smart city : promoting innovation that serves local residents

FORCITY : a new partnership has been established to develop an open and collaborativemodeling platform

that aims to optimize the planning and management of waste collection over the metropolitan area (Next Road project).The Confluence district is an

emblem of the experimental approach to the smart city and

user services. In the fall of 2017, the experimental phase of the

Franco-Japanese Lyon Smart Community project ended. This

enabled testing an integrated approach to energy management

at the district level.

This experimentation continues in a more operational phase with

the European project known as Horizon 2020 Smarter Together

(2016-2021). For two years, 14 partners of the Eurêka Confluence

consortium (including 12 private partners) have been experimenting

with new solutions for health and well-being services in the city.

By INNOVATING in our way of building,a smart city, we renew the way in which the metropolis acts. The ERASME public innovation laboratory carries out annual research and action programs and explores topics such as how to use artificial intelligence for public actions (2018), virtual reality (2017) or the use of public playgrounds to create a social bond (2016). Reinventing ways to use public areas by combining ideas from professionals, designers and users is the basis of the Remixmethod. During a Remix in October 2016, participants from the Student Center, students, professionals and institutional representatives reinvented this student center in an open an collaborative way and designed new areas.

By OPENING territorial data, Lyon Métropole aims to use data in a way that facilitates and organizes its communication and use over the area, with the goal of creating economic and societal value. Today, more than 1,000 data sets are available. Enabling the open data platform to handle public and private data from the

territory aims to improve services and make it easier for the public at large to access this data (mapping, display, ergonomics).

By DRIVING the smart city ecosystem,Lyon Métropole plays a role in promoting smart city topics in a way that encourages the implementation of innovative projects and partnerships. In 2016, the Smart City Encounters provided an opportunity for over 500 players from the Lyon smart city ecosystem to discuss their shared vision and plan projects for tomorrow. Next, a one-day Thématix meeting focused on the smart city approach at the LyonTech – la Doua campus, which is an exemplary experimental site.

The third edition of the biennial Smart City Encounters will be held in June 2018.

In 2017, Lyon Métropole collaborated with ten partners on the city’s stand at the Smart City Expo World Congress in Barcelona to promote the solutions and visions of Smart City Lyon.

Connected objects and new servicesbeing deployed The bIoTope project (Building an Internet of Things Open Innovation Ecosystem for connected smart objects), aims to

facilitate innovation and the generation of new categories of services in the Internet of Things area.

Like Helsinki and Brussels, Lyon Métropole deploys new services over the

urban territory based on connected objects, such as :– a natural air conditioning system for the urban area based on sensors placed in the trees on Rue Garibaldi to lower the city temperature and create cool spots ;

– a system to optimize glass recycling based on sensors placed inside collection bins. Currently, 150 sensors report the level of filling in the bins, and 300 are planned for 2018.

French Tech : digital technology at the core of urban transformation

As the second leading center for digital technology in France and labeled French Tech since 2013, Lyon Métropole places this technology at the core of its strategy. The technology is used as a vector of economic, social and societal innovation with added value for all territorial players, whether

they are entrepreneurs, research workers, residents or cultural players or associations.

Lyon Métropole’s digital strategy aims to :1. Affirm Lyon as the reference city for innovation in digital technology based ona rich and completeecosystem, cutting-edge training, internationally recognized R&D labs andsuccessful start-ups ;

2. Break down barriers between research and the economy as a way to drive company growth and innovation ;

3. To consolidate Lyon’s positioning in this new area and promote the French Tech approach, a new totem site for digital innovation (Halle Girard) will soon be opened, numerous accelerators and start-up incubators will be created and support programs will be developed.

SILK MARKET (14th Edition in 2018) : This event is open to the general public and promotes the Lyon silk industry, which is the undisputed source of international impact.

La Commune Opened in March, this “Third Place” is an incubator dedicated to gastronomy that welcomes artists and chefs-in-residence and puts shared facilities at their disposal(collaborative kitchen, concert stage, etc.).The idea is to provide a simple, flexible and shared turnkey offer with high-quality support for all project leaders wanting to develop culinary entrepreneurship.

With the opening of the “Hotel 71” creative hub followed by the creation of a traditional incubator, this new 1,200-square-meter center initiated by the Arty Farty association aims to encourage new social and societal practices. It will bring together cultural entrepreneurs at various stages of developmentfrom the media, culture and art worlds. A co-working area designed for the artistic and cultural ecosystem has also been planned to offer a place where new arrival in Lyon can establish themselves.

1Support the

international excellence of

the University of Lyon

A new design for higher education To consolidate the gains made with the University Development Program initiated in 2010, Lyon Métropole aims to bring a new prospective vision to metropolitan campuses by 2020, to be met by 2030.

In June 2018, the University Development Plan meeting will be held. This meeting brings together local players, the Comue (community of universities and institutions) and partners from higher education

and research partners, including some private establishments.

This event will assess the program, which is scheduled to end in 2020, and draw up a report by the partners on the future design for higher education.

The “LyonTech – la Doua 2025: Territory of Innovation” project is organized along three lines:– Consolidate innovation and reinforce economic positioning with a strategy built on a new real estate offer (100,000 sqm in the immediate vicinity of the campus),

the implantation of 200 companies by 2025 and the creation of flagship projects like the pre-Innovation Factory or the Axel’One technological platform;

– Build an urban identity with a broad rehabilitation and construction program (23 rehabilitations and 9 constructions) that is rounded out with an ambitious redevelopment program for the main roadways under project management by Lyon Métropole (deadline 2021);

– Develop a high-quality service offer. The operators’ club, where leading campus innovators meet every three months, embodies the collaborative work dynamic currently found on this campus.

The pre-innovation Factory at LyonTech – la Doua opened its doors in September 2017. On 350 sqm located at the entrance to the campus, the Factory houses a technological fab lab managed by a student association and a creative co-working area. This temporary locale was launched

as a prelude to the Innovation Factory, which is a University of Lyon cross-project to be housed in four buildings to be built between 2019 and 2021: – the D-Factory in Saint Etienne,– the E-Factory at the Manufacture des Tabacs in Lyon,– the I-Factory on the LyonTech – la Doua campus,– the Public Factory at the Blandan site.

This project reinforces the University of Lyon’s ability to innovate and carry out projects that will benefit the area by mobilizing students, research workers and scientific and technological resources. The various Innovation Factory sites will feature new areas for incubation, co-working and creativity, along with new fab labs, while making it easier to access the University’s scientific and technical platforms and enabling project leaders to manufacture, test and experiment with their innovations. The Innovation Factory is a place for cross-fertilization, which is open to everyone: students, researchers, companies and, in particular, SMEs. With an overall cost of 16 million euros, this project was initiated by the University of Lyon and is supported by the French government, the Auvergne-Rhône-Alpes region, Lyon Métropole and Saint-Etienne Métropole.

ULYS: a center to welcome foreign scientists An initiative of the University of Lyon, the ULYS center, was set up by the Foundation for the University of Lyon and created in January 2014.

This project develops the offer of support services from the University of Lyon for foreign scientists and is in line with the goal of making the Lyon

Saint-Etienne site a leading player in research and higher education in Europe and worldwide.

A partnership with ONLYLYON will reinforce the attractiveness of the university site with activities such as the organization of events in the Skyroom or targeted communication campaigns. To open the world of research to the socio-economic environment, a program

of company visits has been created in partnership with Lyon Métropole.

From 2015 to 2017, over 100 international scientists were able to visit 11 companies and socio-economic structures in the area.

IDEX: a label to support innovation The University of Lyon obtained the IDEX label on February 24, 2017, in the context of the Investments of the Future program. This label recognizes the work carried out to give a new image to the University of Lyon that reflects excellence in research and stricter

governance. The label is associated to a budget envelope of €25M / year.

For our area, this represents a unique opportunity to:– Take advantage of new drivers for an ambitious policy of international attractiveness (recruitment of international scientists, territorial

attractiveness for major scientific installations, etc.);

– Strengthen the ties between knowledge and industry as the trademark of Lyon Métropole for key strategies (industry of the future, etc.);

– Create initiatives and support the development of the University of Lyonin an innovative way.

In partnership with the University of Lyon, Lyon Métropole awards the Young Research Worker Prize. The goal is to put the spotlight on outstanding science students, whose potential was confirmed after their thesis.

These winners contribute to the scientific reputation of Lyon Métropole with research topics that fully reflect the research strategy adopted by the University of Lyon within the IDEX framework.

Outstanding young researchers

A trained physicist, Anne-Laure Bulin is currently working on photodynamic therapy, which is used in the treatment of certain cancers.

Although she is very pleased to have received the Young Research Worker Prize in Lyon for work in progress, Anne-Laure is nevertheless conscious of future goals:

“We were given this award as an encouragement. People are betting on our future career.”

Since receiving the prize, this young woman from Lyon has used it as a springboard to continue at Harvard.

The Lyon Métropole Economic Development Program wants to help RSA beneficiaries to get a job by encouraging projects of “social insertion, training and entrepreneurship” through an innovative and dynamic pathway. To help achieve this goal, CPME, in collaboration with Lyon Métropole, WAOUP and AG2R, organized the “Révél&vous” event designed to join the job market and social insertion, going beyond common assumptions and showing the potential for collaboration that exists among individuals.

This first edition mobilized 150 participants, who were RSA beneficiaries, social workers or heads of small companies and start-ups,

for a creative work session. Participants were divided into mixed groups of ten, with their goal being to co-build viable economic solutions in an open manner using contributions by everyone on topics such as digital technology, training or users and the city. Teams were supervised by coaches who guided them in the creative process. After the session, four pitches presented the solutions built by the teams for each of the challenges. This first action will be followed by workshops throughout the year 2018 to continue work begun.

More than 22,000 training program starts for job seekers in 2016

In the Rhône department, the number of training program starts for job seekers nearly doubled between 2015 and 2016, rising from less than 12,000 to 22,180. This strong growth can be explained primarily by the impact of the national “500 Extra Training Courses” plan.

The proportion of training program starts for long-term or non-qualified job seekers also increased: +2 points for job seekers who had been out of work for 12 months or more; +3 points for non-qualified workers.

During 2016, training concerned mainly the areas of exchange and management (19%), languages and personal development (19%) and personal services (18%).

“Talent developers” to train for the digital professions

The Lyon area is the second leading French site for digital technology. Since this fast-growing sector of activity has difficulty recruiting, Lyon Métropole and its partners have created a job and training program for web developers entitled “Talent Developers”. In December 2017, a first class of trainees successfully finished the program.

These trainees are all beneficiaries of the RSA minimum revenue and were chosen for their technical skills and motivation.

“Home” training, a key strategy for companies: extension of the RTE campus at the Gaulnes business park Like a growing number of companies, Veolia and RTE have developed their own training programs and opened national training centers in the Gaulnes business park at Jonage in 2012-2013.

By 2020, RTE will expand from 14,000 to 30,000 sqm and open a large technological campus for testing and company training, that

combines electrical and digital technology. Known as “Transfo”, this project will include all RTE platforms in the Paris region, CEA-Tech teams and start-ups, working together in an “open innovation” environment. Over 600 participants will be welcomed.

This investment, for a total of 70 million euros, will enable RTE to create a European showcase for the company’s new technologies and take advantage of strong synergy between R&D and training platforms.

After a period of restoration work, the Maison des Etudiants located in the 7th arrondissement of Lyon opened its doors with a new look in the fall of 2017.

This redevelopment is the result of the collaborative work of some forty participants from various backgrounds (students, designers, institutional representatives, experts on the student world, etc.). They redesigned the offer of services and the positioning of the center based on student expectations and lifestyles.

The center now proposes:– A student resource area;– 450 sqm of co-working areas,including 200 sqm for events;– An association “breeder”, with 58 associations for students in residence that will focus on developing projects on topics such as entrepreneurship, international horizons, sustainable development and solidarity.

The Sergent Blandan Residence to improve student housing

Ranked as the number one student city in France, with continuing growth in the number of students each year (nearly 30,000 additional students in ten years), Lyon in the undisputed leader in high-quality education and pleasant living. To maintain this impetus, major efforts have been made in the area of social housing, with the ambitious goal of creating 6,000 units by 2020.

Opened in the fall of 2017, the new Blandan Residence embodies a dynamic approach based on a Lyon Métropole initiative. An innovative program includes tutorial services and cultural openings, as well as artistic activities and sports.

Located in an urban park, this new residence has 257 units and is conveniently located near a number of university institutions (Sciences Po Lyon, University of Lyon 2, IUT Lyon 3, ENS Lyon, etc.).

These elements reflect an effective partnership that is encouraging for future operations.

Developing student entrepreneurship

Young Entrepreneur of the YearJEA (“Young Entrepreneur of the Year”) is a start-up acceleration contest. This contest is designed for innovative start-ups that are being created or have been created within the last two years by entrepreneurs who are under 35, still students or recent graduates. In addition to the contest prize, candidates benefit from training and contact with experts to work on their project and develop their network. Each year, the contest welcomes 170 project leaders.

Campus CreationCampus Creation is open to undergraduate and graduate students from the Auvergne-Rhône-Alpes region who want to join multidisciplinary and multi-school teams to invent a company project. The most promising project is selected by a jury of business people and experts. Nearly 800 students participate each year.

BeelysImplemented in 2014, the Beelys program (Boosting Enterprising Enthusiasm at Lyon -Saint-Etienne) is designed to deploy student-entrepreneur status. Backed by the Foundation for the University of Lyon and supported by Lyon Métropole, Beelys is the biggest of France’s 29 “Pépites” (student hub for innovation, transfer and entrepreneurship). These hubs support the process of thinking and design, all the way to company creation. As a complement to a training offer that leads to the student entrepreneur degree (D2E), Beelys organizes three entrepreneurial contests on the Lyon-Saint-Etienne university site that go from first idea to final creation. “The Idea Challenge” is a contest of ideas for students starting at the undergraduate level that aims to stimulate creativity. Nearly 300 students participate in the contest each year.

Creation of an aid fund for prototypingLyon Métropole wants to support student-entrepreneurs in the project feasibility phase and for the initial technical development of their project. The goal is to make it easier to go from idea to creation through the use of an aid fund for prototyping.

An attractive city for the tertiary sector

The Lyon Métropole office real estate offer reached the threshold of 6.3 million square meters in 2018, making it the strong second-ranked leader in France. Lyon Métropole has reaffirmed the basis of its real estate strategy:– Multi-center development sustained by large urban projects,– Regular, controlled development,– A diversified offer to meet all company needs.

This strategy has already resulted in the delivery of buildings over the past two years for four urban projects and their corresponding office space:– Part-Dieu, the Lyon Métropole offices hub, is developing a real estate offer to meet various user needs (107, Terralta, SILEX1 with the implantation of the Nextdoor co-working area), to be rounded out by Sky 56 in 2018-2022, and two towers: To-Lyon and Silex 2. – Gerland confirms its importance as the second-leading metropolitan office district. To the north, delivery of the RTE building, SEPTEN and the Green Office Link will be followed by Brickwall, planned for 2019. To the south, the Biodistrict will be home to the headquarters of the Boehringer Ingelheim company and is awaiting office space offers such as Urban Garden, Eklaa and Les Jardins du Lou.

– The Confluence district is finalizing the ZAC 1 business park with delivery of the King Charles and Chamber of Trades operations. ZAC 2 is being started on the basis of mixed islands with flagship projects like the delivery in early 2018 of the Ynfluences Square operation, followed by the creation of the A1/A2 island, with 13,000 sqm of office space. Finally, Confluence will sign off on projects blending innovation and entrepreneurship with the delivery of Halle French Tech late in 2018 and the Lumen Cluster in 2019.– Carré de Soie confirms its place as an independent office real estate hub through its success with larger users (Veolia, Adecco, Alstom, Technip) and the commitment of promoters to new speculative operations (View One, Organdi and Karré) that appeal to users. – Among other hubs: in the west, Techlid is now home to the headquarters of Bledina (which received a 2017 Simi Award) and the SOPRA and LOLC developments; SADENA was delivered to GrandClément. In the east, office development at Grand Stade and Grand Parilly has begun.

This reflects a sustained pace of delivery of 125,000 sqm per year.

Relying on international conventions to develop business tourism

International association meetings, which are sources of scientific reputation and economic benefits,

are among the events targeted for hosting.

In a context of strong competition between host cities, the number of hosting submissions made by the Convention Bureau between 2016 and 2017 increased by 17%, which generated a 30% increase over the same period in the number of convention days won.

These meetings enhance the area’s reputation in direct proportion to the Lyon Métropole priority

areas they target. Over the past six months, Lyon has been chosen to host several major meetings, including an international meeting on security, another on the health products and a particularly important meeting on electro-mobility.

The University of Lyon and University hospitals also play a key role by maintaining a pool of internationally known research workers and doctors who are able to back meeting projects. For the first time, and with the support of the tourism unit, the Convention Bureau grouped all of its prospects together in June to give them a new impetus. This event relaunched a meeting project in the geochemistry sector for 4,000 international participants that has now been won.

Strong growth in hotel occupation:

With nearly 4.75 million overnight stays in 2016,

hotels in Lyon Métropole showed a notable increase

of 8 % as compared to 2015. This performance is particularly remarkable in light of the fact that the

hotel industry in France had a difficult year in 2016,

with the strongest drop in activity since 2009. The

return of the Festival of Lights and hosting the

Euro 2016 championship are undoubtedly factors behind this good result.

Applying to host major events

HOSTING LARGE SPORTS EVENTS IS PART OF THE LYON METROPOLE STRATEGY TO REINFORCE THE AREA’S REPUTATION.

With the UEFA Euro 2016 event, Lyon Métropole confirmed its attractiveness as a site for major sports events in the context of tandem applications made by the City of Lyon and its sports partners. The city will successively host the UEFA Europa League final and the semi-finals of the rugby Top 14 in May 2018, the semi-finals and the FIFA Women’s Soccer World Cup final in July 2019 and the Rugby World Cup in 2023. In addition to creating economic, tourist and media benefits, these major events are also key occasions for participating in the development of sports activities. They support the policy of developing sports-health programs and school sports.

Company prospection and implantation results are on the rise

ADERLY is an agency for the international promotion of the Lyon region and is in charge of prospecting for new companies. ADERLY is highly qualified to explore the potential of countries and industries and, during the past few years, has developed a differentiating approach based on crossed prospection.

With each passing year, the number of implantations supported by ADERLY increases. Although the long-term target (2010-2015) is an average of 74 implantations per year, the economic program set in 2016 aims to secure 100 implantations annually and create 2,000 jobs within

three years. In 2017, this goal was reached with 103 implantations, which will create 2,160 jobs within three years. The agency has also been able to put the brakes on a trend toward a decrease in the number of jobs created per implantation (21 in 2017, as compared to 19 in 2016) through sharper prospect targeting.

Making it easier to welcome foreign executives The prefectural facilities for welcoming foreign executives are currently saturated. The time it takes to renew a residence permit sometimes extends beyond the legal deadline and makes it difficult to attract strategic workers to Lyon. In collaboration with the Rhône Prefecture

and with the support of ADERLY, Lyon Métropole has started work on reducing delays. The new approach is based on two special procedures: the implementation of an accelerated circuit for holders of a “talent” passport and the creation of an alert process for the most urgent situations. These procedures have been undergoing testing since the spring of 2018.

Hubmet clarifies the offer of international support The Hubmet project aims to clarify the offer of international support for companies, which is currently very dense and scattered. A survey has been undertaken to enable implementing a platform that presents the existing offer. This platform will make it easier for companies

to find the type of support that best fits their needs.

Hubmet will provide a new tool that serves the Lyon Métropole economic strategy and the international development of companies.

Implanted in Lyon since 1972, the CIRC is an international institution specialized in research on the causes of cancer. It currently houses over 200 research workers from 50 countries.

Lyon Métropole has committed to supporting the institution’s relocation to the Biodistrict by assuming project management for the construction of a new headquarters building on a site covering nearly 11,600 sqm.

In late 2017, following a consultation launched in May 2016, Lyon Métropole chose the Demathieu Bard /Art&build Architectes / Unanime Architectes / WSP / Indiggo Group to build the new center. Project funding in the amount of €51.6M is ensured by the French government (€17M), the Auvergne-Rhône-Alpes region (€13M), the CIRC and Lyon

Métropole. The City of Lyon has provided land and is funding demolition costs and depollution of the site, which was formerly occupied by EFS.

In 2018, studies will be finalized, and a early in 2019, a building permit will be secured for the start of two years of work.

The President of Lyon Métropole and the Mayor of Lyon led an official mission to Germany for the Frankfurt Book Fair. In addition to steengthening cultural cooperation, strategic economic partnerships were considerably reinforced during this visit.

In the biotechnology sector, there were very high-level meetings with the directors of the Boehringer Ingelheim, Bayer and Merck groups, which have major activity centers in Lyon.

In the real estate and finance sectors, meetings were held to support German real estate investment projects in Lyon and the organization of the Oddo BHF Forum, one of the most important business conventions in Europe, which is held each year in Lyon for institutional investors and listed companies.

Adhering and committing to the Metropolis network With 137 members, Metropolis is the world’s leading network for big cities. On the one hand, the network backs the interests of cities through urban diplomacy and, on the other, the development of urban governance capacities through knowledge sharing.

As the place where world expertise on urban government converges, Metropolis is the metropolitan section of Local Cities

and Governments United (an international organization to promote local democracy that is the main voice of cities at the United Nations).

Lyon Métropole joined Metropolis during the 2017 worldwide meeting and the city’s membership will become effective in 2018. Lyon already participates in two pilot projects related to its urban strategy: “Metropolis Energy Governance”, with Barcelona and Montevideo, and “Innovating and Dynamizing Strategies through Urban Projects”, with Brussels, Montreal and the Paris region.

International missions that promote economic development

Official foreign missions to partner or strategic areas are among the most effective of Lyon

Métropole’s international actions. On the one hand, they reinforce the international reputation of Lyon and of local players; on the other, they enhance metropolitan attractiveness for foreign investors.

These missions focus on high-potential partner regions, such as North America (Boston, Montreal), the United Arab Emirates, Asia (China, Japan), Europe (Frankfurt, Milan, Barcelona) and North Africa (Algeria, Morocco).

They mobilize local economic, cultural, university and institutional players who are committed to international development.

Depending on the destination, they are used to implement various actions:– promotion of our areas of excellence in the leading professional trade shows, such as BIO US or Arab Health;– promotion of local specialties (lighting, gastronomy);– support of international development of our leading professional events (Pollutec, SIRHA, etc.);– forums at major international conferences;– meetings with foreign investors to consolidate foreign implantations and attract new investors;– support for exporting our know-how and allowing local players (companies, start-ups, universities, artists) to access international markets.

Lyon Airport develops its international coverage Although traffic does not yet fully reflect the Lyon area’s economic strength, Lyon airports have shown record growth in recent years.

Following exceptional results in 2016 (+9.6% increase in passenger traffic, 30 new lines), growth in 2017 confirms

this positive dynamic. Lyon is one of the top-performing large French airports (after Toulouse), with a 7.6% increase in passenger traffic and the opening of 10 new connections (for a total of 120 destinations). Above all, the airport has reached a symbolic height with 10.3 million passengers, which makes it a Category 2 airport according to the European airport classification. Supported

by the Aéroports de Lyon investment strategy, with Lyon Métropole as a shareholder (notably for the opening of the new Terminal 1), this dynamic will be ensured for the coming years.

The Forum focuses on four main areas: economy, university, culture and tourism.– Economy: a real driver of attractiveness for Chinese companies;– University: an exchange platform to promote Lyon universities in China and recognize degrees that are equivalent in French and Chinese universities;– Culture: to promote diversity and cultural exchange between our two countries;– Tourism: a key advantage for the

development of Chinese tourism in Lyon.

The 2017 Franco-Chinese Forum is a concrete example of joint initiatives between Lyon Métropole teams and those of the New Franco-Chinese Institute that reinforce our relations with China. This high-level multidisciplinary forum was attended by more than 800 participants over

three days in Lyon. It revolved around discussions that are very promising for Franco-Chinese relations and the enhancement of the territory’s reputation. The Forum also reinforced the area’s attractiveness for Chinese decision-makers and investors by encouraging new partnerships and consolidating our position as a local leader in France as concerns cooperation with China.

On the strength of the 2017 edition, the Franco-Chinese Confluences Forum will be held in Lyon in 2018. As part of the Pollutec show and focusing on the topics of the city of tomorrow and the circular economy, the event will aim to promote metropolitan know-how and the Smart City of Lyon, while highlighting local implantation opportunities. The Forum will help turn Pollutec into an international show by establishing stronger strategic links with Chinese economic and institutional players.

Lyon affirms its positioning with respect to European funding Lyon Métropole continues its commitment to the European scene by reinforcing funds for the development of the city’s public policies. Increasingly, Lyon diversifies applications to the various European

programs in order to adapt funding to projects being developed. In 2017, nearly €4M in European funding was obtained from the European Investment Bank within the framework of the ERDF cohesion policy. These loans have a real impact on the metropolitan economic structure. Currently, the Eco-rénov’ platform is supported

by Europe; this will have a stimulating effect on future projects in the construction sector.

In a similar manner, the launch of construction on the Givors entrepreneurial hub, which is co-funded by the European Union, will reinforce local development by encouraging company creation.

In 2017, Lyon also welcomed 80 representatives from 26 European cities to discuss the Smart City strategy at a “Knowledge Society Forum” sponsored by the European Eurocities network.

Exporting Lyon’s know-how internationally

For several years, Lyon’s expertise in lighting has been exported to various cities worldwide to develop lighting design and assist with the organization of lighting events, as well as to implement the lighting of historical architecture. A number of artists, light designers and lighting companies from the area are active participants in lighting

operations around the world. In 2017, for instance, several lighted works were installed in Hong Kong for Lumieres Hong Kong and in Frankfurt for the Book Fair. In Ho Chi Minh City, several public buildings (museum, opera, city hall) were lighted with the help of local professionals.

A renowned world venue for gastronomy,Lyon relies on this area of excellence to promote its know-how internationally by supporting and encouraging local chefs, producers and cooking schools.

In 2007, the city created the “Délice” network, which currently includes 23 cities on four continents. They have chosen gastronomy and good eating as a strategic focus for developing their economy and tourism. During the 2017 Montreal Light Festival, which paid tribute to Lyon, 14 chefs from Lyon went to Montreal to promote Lyon cuisine.

Metropolitan expertise in urban initiatives is also recognized and regularly called on in the context of partnership agreements with seven African capitals. Lyon Métropole supports the governance and urban development of these cities, which are confronted with the challenges of exponential urban growth, through technical assistance missions that rely on Lyon’s solid background in urban engineering. In the area of urban mobility, Lyon provides support for the new tramway in Rabat and the urban travel strategy in Ouagadougou, with the creation of a mobility observatory.

The International City of Gastronomy

Located in an exceptional setting at the Grand Hôtel Dieu and covering more than 3,900 sqm, the International City of Gastronomy will propose permanent and temporary exhibitions, along with taste workshops and demonstrations. A themed circuit will guide visitors along the pathway to good eating for better health. At the end of the circuit, visitors

will know why Lyon is called the “capital of gastronomy”. The rich surrounding land and abundant local products, simple recipes, and the area’s past and future history (represented by the participation of innovative industries related to these topics) will all be highlighted. In July 2019, the City of Gastronomy will be opened to the public.

A tribute to gastronomy With the planned opening in Lyon of the International City of Gastronomy, which reflects an exceptional dynamic focusing on gastronomy, Lyon Métropole aims to provide the Lyon area with a strategy based on the gastronomy industry. Preliminary work on this industry has been started and the main goals have been listed.

In parallel, Lyon Métropole supports several actions to promote gastronomy, including SIRHA, BIG, SIRHA Green, the Bocuse d’Or culinary awards and Délice network meetings.

Lyon Métropole also promotes new events in the area, such as the Baguettes Magiques, Attable, and Grand Cuisine Cinéma Club festivals and shows like Go Healthy and the gastronomy show.

ONLYLYON, ten years already…

The ONLYLYON approach was an initiative of the territorial economic governing entity, known as Grand Lyon L’Esprit d’Entreprise (GLEE). ONLY LYON currently includes 28 public and private partners. They are all committed to reinforcing the reputation and competitiveness of Lyon in a context of increased competition among European and world cities to attract talents, projects, investors and tourists. Ten years after it was launched, ONLYLYON is now recognized as exemplary and a reference in territorial marketing. However, it has developed a new positioning to renew its message. This message is expressed in a brief reference manifesto that describes Lyon’s character and values.

The manifesto proposes positioning Lyon and the surrounding area as a territory where it isn’t necessary to compromise on expectations, projects and dreams, as a territory where making a choice without having to renounce is possible, since the best concession is not having to make one, and, above all, not having to settle for half measures.

Lyon Métropole works with territories belonging to the metropolitan hub (Pôle métropolitain) on topics related to innovation, including:

As a continuation ofthe partnerships established in 2016-2017 with ENE and Coboteam (€ 39,500),Cité du Design (€ 39,500) and Astus (€ 34,500), the metropolitan hub launched a call for applications in 2018. The objective is for SMEs to better understand design, building innovation, robotics and connected objects so that they can take advantage of opportunities and economic models. In this way, they will be better positioned in these areas and more able to reinforce competitiveness. In addition, the launch of

contests will encourage inter-disciplinary collaboration for training the young. With this in mind, Pôle métropolitan representatives have decided to award grants to ENE, Coboteam andLa Cité du Design for programs implemented over 2017-2018, for €30K, €18K and €31K, respectively.

A number of recent diagnostic reports at the national level have underlined the growing difficulty of city centers to revitalize local business.

Lyon Métropole bases its commercial strategy on the commercial master plan, and one of the plan’s major goals is to maintain and reinforce neighborhood business in urban centers.

The proposals listed in the Metropolitan Pact will impact three key areas:– Economy: around 16,000 businesses located in the urban agglomeration, including 6,500 neighborhood businesses;– Society: consumer trends that are evolving in favor of a return to neighborhood businesses;– Urban development: local businesses stimulate urban activity and residential attractiveness.

Concretely, Lyon Métropole supports municipalities in developing neighborhood business by:– Elaborating commercial projects that are tied to urban development projects (surface area, number of premises, etc.) at sites like Oullins La Saulaie, Saint-Fons Center, Chassieu Center and Dardilly Esplanade;– Drawing up territorial action plans: since 2016, municipalities in the Val de Saône area have committed to an inter-community approach to an action plan for neighborhood businesses;– Using SEM Patrimoniale to carry out real estate operations in sectors that are losing commercial vitality;– Assisting with the implantation and marketing of businesses in collaboration with council chambers;– Supporting center-city management at Neuville, Oullins, Villeurbanne Gratte-ciel, Presqu’île and Lyon 7.

Finally, Lyon Métropole and its partners are currently working on a guideto neighborhood businesses forthe various municipalities. This guide will include the tools, best practicesand competent entities that can be called on to support a business project.

Created by the metropolitan employment insertion program that was adopted late in 2015, the Charter of 1,000 aims to position companies as places that encourage social insertion. Over 500 companies have adhered to the charter and act in favor of more inclusive territorial development. Their action has benefited more that 4,000 job seekers.

For companies, this means:– Recruiting in a new way (with local employment agencies, without résumés, with an apprenticeship contract, etc.);– Facilitating access to employment (sponsor job seekers, carry out interview rehearsals, provide job seekers with internships, etc.);– Advertising the company’s business (participate in trade meetings or organize visits to the company site);– Supporting social insertion (making socially responsible purchases, in particular through the insertion clause, etc.);– Becoming involved in the local employment dynamic (develop actions to promote diversity, talk about company experience, etc.).

The Charter of 1,000

A new plan for balanced commercial development To reinforce the security and attractiveness thatcharacterizes the Lyon area,Lyon Métropole has a Company Welcome Blueprint designed to regulate the land and economic real estate offer, in particular with respect to business under the Urban Commerce Master Plan.The new Blueprint adopted in March 2017 was drawn up in collaboration with the CCI, the Chamber of Trades and Crafts and SCOT and is coordinated with local municipalities

and businesses. When the economic context is less favorable, special attention must be paid to the intensity of commercial development. Here, the goal is to reinforce the area’s attractiveness while guaranteeing a balanced territorial offer that is located near residents, sustainable, economically long-lasting and a generator of added value. Its implementation combines complementaryactions: commercial project arbitration, support of center-city management, territorial promotion, dynamizing the business framework and tracking the offer and purchasing behavior.

The example of the AUTOCARS PLANCHE – PROMOTRANS company is significant. This subsidiary of the Keolis Group operates public transportation lines for interurban travelers and counts over 400 employees at ten operating sites. The

company joined the signers of the “Charter of 1,000”. Through the CLEE, 25 job insertion candidates were proposed to the company by insertion workers. Seven candidates were chosen and are currently being trained.

Players in SSE and social innovation come up with new ideas daily to meet the social, demographic and environmental challenges that concern both citizens and companies. Indicators point to a real enthusiasm for the creation of socially useful projects (+15% in one year), in particular among the youngest. This is a consequence of the development of higher-level training in SSE. Fifty-three percent of students plan to work in the area’s Social and Solidarity Economy (SSE), and the Lyonterritory is especially fertile. The University of Lyon 2 was a pioneer in this field and has been joined by business schools like 3A and EM Lyon, as well as by IAE.

Another way to do businessLyon Métropole encourages the creation of socially-oriented companies through a supportive ecosystem that encouraged over 1,300 entrepreneurs in 2017. As an example, the Activity and Employment Cooperatives (AECs) that provide an answer to the uberization of work through a protective status for salaried entrepreneurs generated €15.3M in turnover (+13% as compared to 2016) for nearly 300

salaried entrepreneurs. For each euro of public subsidies, the AECs generate an average of nine euros of income in terms of social charges and VAT

ESSpresso: business meetings to develop economic and social valueIn collaboration with the CRESS, Lyon Métropole organizes meetings between traditional companies and AEC companies to connect supply and demand through a responsible purchasing approach. The goal of these meetings is to develop turnover for AEC businesses and make it easier to supply companies committed to Corporate Social Responsibility. To achieve this, “ESSpresso” meetings were organized in 2017 for more than 180 participants and resulted in over 800 qualified meetings.

EmerJeanIn November 2016, Villeurbanne was chosen as the experimental site forthe “Zero Long-Term Job Seekers Territory” project initiated by ATD Quart-Monde. Over the Villeurbanne Saint-Jean area, the experiment aims to test long-term contracts at a minimum wage over a four-year period for chronic job seekers who have been signed up with the employment agency for more than one year.

They will be employed at an employment-goal company, known as EmerJean. These jobs are partly financed by money saved, in particular on unemployment allocations.

The EmerJean company currently counts 49 employees. In the Saint-Jean neighborhood in Villeurbanne, the company has opened the “Comptoir” to propose services – at very reasonable rates – to local residents.

The Hévéa center covering 2,500 sqm, is home to social innovation entrepreneurs and the 107 accelerator.

EticEtic is a solidarity real estate agency that, through agility and the innovative talent of SSE players, has reopened the Halles de la Martinière, which proposes an organic food offer from short circuits.

The “Autre Soie” project, which is a demonstrator of the inclusive city, aims to combat geographical and social segregation through the creation of new synergies between public policies concerning housing, social action, economic development and culture through:– A diversified and complete housing offer for all segments of the population, including the most vulnerable;– Reinforcement of the economic framework by including companies from the social and solidarity economy sector;– A link to artistic creation, culture and popular education to strengthen

the ability to speak up and act and stimulate the emergence of group projects. Another original aspect is the launch of a call for an expression of interest in a temporary occupation that received nearly 80 applications for project design. After work is completed, the project will cover more than 20,000 sqm dedicated to social innovation.

SSE players: circular economy pioneersTwelve donation sites, including three that have been opened since October 2017, are found at several metropolitan waste collection centers. The goal is to reduce waste

and limit the production of waste by giving a second life to everyday objects. All items left at the donation sites are given to social and solidarity economy companies, and in particular to social structures that promote insertion through activity. After repair, if necessary, these structures make the items available to persons in difficulty or sell them to private individuals, which brings them financial resources for the development of their activity.

Messidor, which supports the physically and mentally disabled in participating in the work environment;

GRAP, which has as its mission to develop sustainable food and create a framework that encourages business projects;

Envie, which proposes recycling, renovating and reusing material for technical assistance to create a virtuous model of a circular economy;

Lyon Métropole depends heavily on insertion clauses for public contracts, giving these contracts an economic impact through purchases generated and making them a social investment as well. In this way, socially responsible public purchasing creates economic development opportunities for companies and jobs for those who encounter difficulty in social insertion. Companies become true partners of insertion by fulfilling their social responsibility at the side of municipalities.

Lyon Métropole: sole administrator of ESF

In 2017, over 250,000 hours were worked by social insertion recruits (minimum income recipients, unqualified younger workers, residents of public policy priority neighborhoods in the city, etc.) In all sectors of activity, including new areas like digital technology, communication or urban planning.

“ We now have a sole contact for all our files, a contact that knows

our structure well. Our discussions are more constructive, and Lyon

Métropole provides consistent advice. We make only one application that covers our three areas of

intervention, as compared to three applications formerly. We hope to

continue this simplification and this feeling of mutual trust.”

United for employment

After taking over responsibility for social insertion, Lyon Métropole is now the sole administrator of ESF. Starting in 2017 for a four-year period, administration will be

carried out through existing programs, primarily the three PLIEs in the territory. Lyon Métropole manages a multi-year budget of nearly €22.3M and, since 2017, organizes an annual call for ESF projects that has already provided €6.2M in funds for 93 projects from some fifty applicants.

Agro-ecology: a driver of local development

In 2016, Lyon Métropole adopted the Agro-Environmental and Climate Project for the territory. With a budget of 4.7 million euros over seven years, it aims to make agro-ecology a driver of local development, with an innovative involvement of agricultural economic operators that is designed to sustain momentum when the project ends.

One of the main tools implements agro-environmental and climate measures through annual financial compensations for agricultural operators in exchange for a five-year commitment to practices that are more protective of the environment. In addition, an annual program supports farmers through individual diagnostics and an annual follow-up, awareness and

communication actions (through the use of digital tools on the www.agri-lyonnais.top partner website), and group events. In 2017, 69 farming operations committed to reducing the use of phytosanitary products, developing leguminous plants, implanting ground covers that are favorable to the environment, managing prairies and maintaining agro-ecological infrastructures (hedges, riparian forests and ponds), for a total of 1.3 million euros.

The 5th Energy Climate Conference is a source of hope On November 23, 2017, the Fifth Energy Climate Conference was held atthe Confluences Museum with 300 participants. During the meeting, an update was presented on

the implementation of the Air Energy Climate Plan. Greenhouse gas emissions dropped by 16% from 2000 to 2015 over the territory. Energy consumption dropped by 9.5%, even though the population had increased by 13% over the same period. In addition, renewable and recycled

energy produced over the territory covered 7% of consumption. In addition to these overall indicators, other actions have moved forward, as shown by 5,400 eco-renewed housing units and +28% greater use of public transportation since 2006, with 40,000 regular car sharers.

The Energy Master Plan: toward a final scenario

What’s the best way to support renovationand energy efficiency in the tertiary sector sector? How can industrial heat be recovered to warm housing and offices? What is the goal for biogas production, and how will it affect mobility? These and other questions are at the core of the metropolitan energy strategy for construction that extends from now to the year 2030 that is found in the Energy Master Plan. This pioneering energy planning approach for France focuses on multi-energies and multi-partners. It began with a phase of territorial diagnosis. Among the observations presented early in 2017, 47% of energy consumption in the area stems from tertiary sector and industrial activities, which reflects the scope of these economic activities in the metropolis.

On the basis of this full assessment, contrasting scenarios have been elaborated. Designed as tools to assist in decision-making, they weigh possible future development in terms of the energy

transition. They are built on knowledge of the territory, feedback from various projects and the expertise of local players. When called upon to contribute, 53 local players enriched the metropolitan vision by proposing innovative energy solutions (local and renewable production, mobility, flexibility and energy efficiency). This partnership dynamic was continued through three groups dedicated to technical work and including local experts. For each action, these groups calculated scenario goals by looking for a balance between ambition and realism and by providing expertise on drivers and obstacles.

Through this innovative territorial collaboration, Lyon Métropole will be able to define a definitive scenario and associated action plan that is in line with the expectations of territorial players and present it late in 2018. Defining the priority areas and the goals for each sector in the metropolitan strategy will provide strong economic development opportunities.

Launch of a call for an expression of interest in the “Circular Economy” The circular economy is based on producing and consuming in a different way. Concretely, this means creating new activities. For example, the Mineka association launched the collection of over 100 tons of building materials that had been discarded from worksites and sold it. It is also an opportunity for diversifying activity: Envie Rhône- Alpes, which is well-known for repairing

and reusing household appliances, is testing the repair and reuse of paramedical material. Twelve experimental projects are being supported by Lyon Métropole. From food to textiles, by way of gardening, all activities are concerned. These new models preserve the environment while creating jobs and generating savings. The two projects mentioned above have created ten jobs and 20% savings in construction company waste (Mineka) and up to 70% savings on product price (Envie).

[R] Challenge: an open approach to innovation for better air quality

Since air as a common good is a major factor in public health, Lyon Métropole initiated the “Oxygen Plan” in 2016 focusing on the voluntary acceleration of a decrease in polluting emissions to preserve the health of local residents. This plan is part of the

future Territorial Climate Air Energy Plan. In this context, Lyon Métropole has decided to take advantage of digital technology as a key innovation element in the development of the smart city that takes health into account.

In close collaboration with Atmo Auvergne- Rhône-Alpes, the Caisse des Dépôts and its partners, Lyon Métropole has undertaken an innovative digital approach that covers the territory and is known as the [R] Challenge. The goal is to support digital projects that present a truly innovative approach to maintaining proper air quality Through a program including a call for projects, prototyping and experimentation, the [R] Challenge encourages the development of innovative solutions

Lyon Éco Énergie for reducing your energy consumption The Lyon Eco Énergie program makes it possible for companies with less than 250 employees to benefit from free support to reduce their energy consumption and improve their competitiveness. Since 2014, nearly 200 companies have received a visit. They represent a consumption of 47 MWh / year and a €4.8M energy bill. Three-fourths of the companies visited launched at least one action, with estimated electricity benefit of 4 MWh/ year and savings of €426K / year.
