About the New Hampshire StateCouncil on the Arts

The State Arts Council was establishedby legislation in 1965. It receives fundingfrom appropriations from the Governorand Legislature of New Hampshire andgrants from the National Endowment forthe Arts. Since 1985, it has been a Divisionof the Department of Cultural Resources.

Fifteen Arts Councilors set policy, approvegrants, and advise the DepartmentCommissioner on all matters concerningthe arts. In FY03-04, Division of the Artsstaff included a Director, five programcoordinators, and three support staff.

On The Cover Edwin and Mary Scheier were awarded the 2003 Lotte JacobiLiving Treasure Award at the Governors’ Arts Awards ceremonyin Concord. To mark the occasion, Currier Museum of Artdirector Susan Strickler presented this Stoneware Vase, created by the Scheiers in 1966, to the State of NewHampshire’s permanent art collection. During the many productive years that the Scheiers lived in New Hampshire(1941-1960), they helped shape the revival of the Americanstudio pottery movement. They arrived to teach in Durhamin 1941 and soon thereafter achieved national and international recognition for theirceramic art. Although they now live in Arizona, the Scheiers left behind an indeliblelegacy on the Granite State through their influence on former students, and throughthe significant presence of their artworks in New Hampshire collections. TheScheiers continue to participate in the state’s artistic community via the Internet.

The focus of my first year as Chair of theState Arts Council has been planning forchange. As a science fiction writer, I spendevery day thinking about the changes thatthe future might bring. But, as AlvinToffler predicted in his classic FutureShock, the pace of change is accelerating.What was cutting edge in the 90’s canseem as quaint as buggy whips or eighttrack tape players as we hurtle throughthe 21st century.

In order to understand the changes weface, in 2004 the Council underwent ayear-long planning process, gatheringinput from people in communitiesaround the state to learn how we canleverage our limited resources to helppromote the arts in a challenging environment. While we certainly don’thave all the answers, I believe we haveasked the right questions. For half of thisbiennium, Chris Dwyer served as Chair;she gave wise counsel and ably guidedus through some difficult times. DirectorBecky Lawrence, who has a perceptiveunderstanding of the state’s arts community, has provided continuitythrough the transition.

While we hope to understand and managechange to the best of our ability, we alsohonor past achievement. The 2003Governors’ Arts Awards and the ceremonyhonoring the first class of Lifetime Fellowsin 2004 are two events that refuted thecommon and unfortunate perception thatif artists are any good, they work in

Boston, New York or Paris. In fact, world-class artists have been making theirhomes in our state for over three centuries.During the biennium, the State ArtsCouncil strove to get the message outthat New Hampshire is a great place tomake art. That effort will continue.

And, what of the next generation of artists?This past March, I saw a marvelous production of Shakespeare’s The Tempestat the Barnstormers Theatre in Tamworth,which featured both professional andamateur actors recreating Prospero’senchanted island. Several young castmembers were longtime participants inthe ArtLinks Program, which funds community and arts partnerships thatprovide arts education for middle andhigh school students in under-servedcommunities. One of the leads, anEquity actor, was an ArtLinks graduate.The production deftly made use of theentire theater space; actors occasionallydescended from the stage to speak their lines among the audience. It wascommunity theater in the truest sense ofthe word: both audience and cast shareda magical moment. One of the challengeswe face is assessing the impact of theArts Council’s programs. I wouldn’t besurprised if, whether or not they pursuecareers in theatre, the ArtLinks studentsalways remember that evening as one ofthe highlights of their young lives. ArtLinksis helping mold New Hampshire’s futureartists and art lovers. At the end of TheTempest, Prospero’s daughter Miranda,who has just learned that there are landsand cultures beyond her father’s tinyisland, marvels at her discovery. “Oh brave new world, that has such people in’t!”

Crossing through fiscal 2003-2004 waslike trying to balance on a rickety foot-bridge swaying over a spring-floodedriver. Gusts of change swirled all around.Sometimes dancing in rhythm with thewind, sometimes clinging on for dear life,the State Arts Council inched along thebridge to the other side. Here are somethings that happened along the way.

Change came in many forms. When thestate’s granite-browed Old Man sliddown Cannon Mountain into fragmentsof memory and myth, many looked tothe arts as plans to commemorate New Hampshire’s icon pressed forward.

Pictures of a moose allowed the StateArts Council to award its first CulturalConservation Grants to conserve publiclyowned artworks and cultural facilities.The Department of Cultural Resourcesprovided the funds from its share ofsales of Conservation License Plates,popularly known as “moose” plates.

Changes in state government led theState Arts Council to move from its MainStreet headquarters of 30 years, historicPhenix Hall, into a less centrally locatedbuilding that once served as a workhouse for the first state prison. While the move caused some upheaval, thebenefits of improved wheelchair accessand parking more than compensated.

The 2003 Governors’ Arts Awards celebration experimented with manychanges. The State Arts Council part-nered with NH Citizens for the Arts togive a first time award for GovernmentLeadership in the Arts. It went to Sen.Judd Gregg. About 350 people bravedfrigid January winds to applaud theaward winners and enjoy performancesby professional and student artists at the Concord City Auditorium. CulturalResources Commissioner Van McLeodlent his theatre expertise to direct the show.

New leaders emerged at both the nationaland state arts agencies. Both inheritedagencies that had been strengthened bythe leadership of their predecessors, BillIvey and Chris Dwyer, respectively. Bothwere involved immediately in findingways to expand upon that legacy.

President Bush named poet Dana Gioiaas the new Chairman of the NationalEndowment for the Arts. Among otherinitiatives, Gioia launched OperationHomecoming, a series of workshops with noted authors, to help U.S. troopsand their families write about theirwartime experiences.

Governor Benson appointed science fiction writer Jim Kelly to be the newChairman of the New Hampshire StateCouncil on the Arts early in FY04. Using

his well honed abilities for exploring thefuture, Kelly opened the yearlongprocess of developing the agency’sstrategic plan for 2005-10 by havingstaff and Arts Councilors imagine howthey each would spend $1 million moreto improve the arts in New Hampshire.

In FY03, the agency engaged in a realworld exercise to keep its $50,000Cultural Facilities program from beingcut from the 2004-05 biennium budget,but the results made dreaming possible.A revitalized New Hampshire Citizens forthe Arts mounted a very successful public arts awareness campaign in April,2003 to save the program in the FY04-05budget that Governor Benson finallysigned into law two months into FY04.As state funds came and went in a rollercoaster of political decisions, the State ArtsCouncil managed to retain all of its grantprograms. But it was an unsettling ride.

Throughout the 2003-2004 biennium,collaborating with other state agenciesand nonprofit organizations helped theState Arts Council not only maintain itscore programs, but also engage in special projects, including:

� An exhibition at the State Library featuring the 1930s WPA works ofNathaniel Burwash and Herbert Waters

� Promoting and supporting internationalexchange opportunities, particularlythe dance exchange between theRedfern Art Center at Keene StateCollege and Tangente, a contemporarydance presenter in Montreal

� Participation in Crafts in the DigitalAge, a symposium organized with theLeague of NH Craftsmen and RhodeIsland School of Design

� Production of a compact disc of traditional music, Songs of theSeasons, with partial funding from the NH State Lottery

� Launching the Creative Economy NH Network in partnership with theNH Business Committee for the Arts

Partnerships made up the links that heldthe creaking 2003-2004 bridge togetheras the State Arts Council, clutching itsbundle of tiny grant programs, crossedfrom one fiscal year into the next.Buffeted by winds of change, but stillpushing forward.

As the State Arts Council enters its 40thanniversary year officially on June 28,2005, it’s time to dream again. Statefunds will always be scarce, but creativityand collaboration are plentiful in the arts.So, let’s dream the possible dream, thenmake a plan to build a really strong bridge.

Changing Places: The State Arts Council has moved four times in its history.Its first office was on Elm St. in Manchester. It then moved to Concord nearthe State House. In 1974, it moved into Phenix Hall on Main St. where itremained until 2004, when it moved to its current Beacon St. location.

CanaanThis one is for the lakewith the kids and families swimmingat nine-o’clock, last light in the sky,

its blues and whites growing thoughtful,not yet dark, but patched with meaning...Night is meaning, wants to be truth,

will cover the strip of beachending in grass, the painted floatsmarking off a square for the swimmers,

away from the boat landingwhere a girl in a blue tanksuitstands in water to her knees, thinking.

The bathhouse is open, catching dark;the swimmers can still see themselvesand one another: clear, simple shapes

except for the blind-folded onespinning, crying, “Marco! Marco!”and the answers soft, elusive: “Polo.”

Soon they will all be blind,but they’ll come in before that. Fold up towelsand beach chairs, get into their cars and drive off.

This is for the lake, which keeps ontaking darkness into itself, beginningwith the mountains, their shadows diving in,

reflections that try to touch bottombut float to the surface. For the lake,whose water is warm, moving against

the whole shore of itself, that smallimpulse from the center. For the shorewhere boats are tied, where paths come down

between pines, the bank crowded with trees.For the lake, its water, a surface reflectingmotion, quiet below. For how it is always here.

Through summers. January ice. With beachesor overgrown. Once not discovered. Then settlementsbeside it, farms. War on the radio. Still, it gives up

its surface to the sky; by nightit is night, and by day night lies hidden in it,under boats, under rocks, under roots, in the still

darkness at the center, sparklingand throwing back light as the lake looks upthrough itself into the world. Clouds, mountains, trees

— the cool of eveningsettling down to touch, just touchthe calm skin of the water, trembling inside.

This report reflects on how the StateArts Council fulfilled the mission andgoals defined in its 2000-2005 Arts Planduring the 2003-2004 Biennium. Thatmission was “to enrich New Hampshire’squality of life through the arts.”

In spite of fiscal uncertainties, the StateArts Council pursued its vision that “thecitizens of New Hampshire participate inand support the arts as part of theireveryday lives.”

Publicly funded arts activities reachedpeople in every region of the state. Thatbroad impact is testament to the StateArts Council’s administration and fundingof inclusive programs and services.

The financial accounting and detailedgrants listing breaks down the State’ssupport into the dollars and cents thathave been disbursed during the Biennium.However, as important as those numbersare, especially in showing the level ofsupport that each county received, theydon’t really tell how the arts have enrichedquality of life for New Hampshire’s citizens.The following 18 stories, selected fromnearly 400 funded projects, illustrate thereal and lasting effect that reach has hadin building better communities, conserv-ing our living cultural heritage, buildingresources for artists and art organiza-tions, promoting lifelong learning in thearts, and celebrating the excellence ofNew Hampshire arts.

The first poet laureate, appointed in1968, was Paul Scott Mowrer. In1998, Governor Jeanne Shaheenappointed the state’s first ArtistLaureate, Studio potter GerryWilliams of Dunbarton. SubsequentArtist Laureates include JamesBolle of Francestown and currentArtist Laureate Marguerite Mathewsof Durham. While many states havepoet laureates, New Hampshire isunique in having an artist laureate.

Extend Capacity through Partnership InitiativesIn addition to the grants and services offered by the NH State Council onthe Arts, special initiatives are undertaken that are designed to broadenthe reach of the State Arts Council through the development of programsthat meet the missions of two or more partners.

Exploring the Future of Fine Craft inthe Digital Age

The League of New Hampshire Craftsmen,in partnership with the State Arts Council,presented a one-day conference entitledCraft in the Digital Age: ExploringTechnology’s Role in Fine Craft. The event,which was held at the New HampshireInstitute of Art in Manchester, was opento individual craft artisans, art teachersand instructors, art museum and gallerycurators, art association administrators,government officials, and businessesthat sponsor the arts.

The conference featured craftspeopleand vendors who use technology skills intheir work. In addition, participants wereable to view the League’s exhibitionHigh Tech • Hand Made, which exploredthe connection between high technology

and handcraft. The League traveled theexhibit from their Gallery 205 inConcord, to the conference site.

Joanne Wise, Executive Director ofNorth Country Studio Workshops, andformer board member of the League ofNew Hampshire Craftsmen’s HanoverCraft Council, coordinated the effort withvolunteers from each of the collaboratinginstitutions.

The Craft in the Digital Age Conferencewas held at the NH Institute of Art inManchester. The State Arts Councilpartnered with The League of NHCraftsmen and contributed $2,500toward the conference as a specialpartnership initiative.

Bringing the World’s Artists to New Hampshire

The State Arts Council supported theContinental Journeys initiative, to presentthe traditional Japanese drumming ofinternationally acclaimed taiko drummerKenny Endo. Endo performed for sixschools and two community settings inthe North Country, a predominantly ruraland underserved region of the state.Artist fees were shared by local sponsorsand the State Arts Council.

Thanks to this program, the students,teachers and community members whoparticipated encountered the tradition of Japanese drumming for the first time.Endo traveled with a collection of tradi-tional Japanese barrel drums (taiko) aswell as a variety of other percussioninstruments, including some that areused for Japanese classical performances.His presentation also included the per-formance of both traditional and originalcompositions.

The State Arts Council contributed$1,500 toward this FY04 TraditionalArts partnership initiative entitled,“Continental Journeys: InternationalCultural Programs for New HampshireCommunities.” The program wasorganized in partnership with the ArtsAlliance of Northern New Hampshire.

Providing Tools to Advance Arts Education

Each year the State Arts Council worksin collaboration with the Arts Alliance ofNorthern New Hampshire, the Departmentof Education, plus various organizationsand other partners to produce the Arts in Education Conference. This annualconvening of teachers, parents and artistsis devoted to continuing professionaldevelopment and renewal and offers the opportunity for teachers to acquaintthemselves with artists and to learnabout best practices in arts education,artist residency projects, and new ideasto bring into their classrooms to transformtheir students’ learning experiencesthrough the arts.

In 2003, the AIE conference entitled“Creativity and Collaboration,” was heldup north at the Eagle Mountain House inscenic Jackson. In that relaxed and ruralsetting, participants got together bothindoors and out to share ideas, networkand gather inspiration.

For a complete change of scenery, the2004 AIE conference was held in theurban setting of Manchester. “The Cityas Canvas,” which convened atSouthern NH University and traveled to various cultural venues throughout thecity, showed how to use the city ofManchester as an arts classroom.

Partners were integral to the success ofboth conferences and they included theArts Alliance of Northern New Hampshire,the Department of Education, AmericanInstitute of Architects - NH Chapter, the NH Alliance for Arts Education, the Mt. Washington Valley Arts partners,the National Endowment for the Arts,the Town of Jackson, the City ofManchester, the Manchester SchoolDistrict, the Currier Museum of Art andmany other civic, cultural, community andeducational organizations in Manchesterthat provided support in organizing theconference and/or opened their doors toprovide venues for workshop participants.Additional funding for “The City asCanvas” was provided by the GruberFoundation, with in-kind donations fromarea businesses.

The State Arts Council contributed$15,000 to these two Arts inEducation conferences through thePartnership Initiative Grant category.

Joining in New England Partnerships:Arts Education

“Widening the Circle” is an annual regionalprofessional development conference forartist-educators. The 2004 gatheringtook place in Holyoke, MA.

Nationally known arts education advocateEric Booth was the keynote speaker.Artists received samples of rubrics and skill sets developed by YoungAudiences, Inc. and a panel of NewEngland teaching artists responded toquestions about topics ranging fromassessment to partnerships with teachers.Workshops and seminars in a variety oftopics were offered.

The New England Consortium of Artist-Educator Professionals (NECAP) is dedicated to the support and developmentof teaching artists across New England.The Consortium collaborates with theNew England State Arts Agencies, otherorganizations and individuals for the purpose of advancing the field of theartist-educator by maintaining a regionalnetwork that provides access to qualityprofessional development, and supportsthe community of artist-educators.

For this special initiative, the NewHampshire State Council on the Artsparticipated in collaboration with theother New England State Arts Councils,teaching artists, the Arts Alliance ofNorthern NH, and the New EnglandConsortium of Artist-EducatorProfessionals.

Other sponsors included Open SquareMill in Holyoke, MA, Enchanted CircleTheatre, Holyoke, MA, and the NewEngland Foundation for the Arts as fiscal agent.

A Legacy of Leadership: From the first Arts in Education Conference held in 1975 to the one beingplanned for 2005, the State Arts Council has led the waybringing together educators and arts educators, arts andeducation administrators, professional and traditionalartists, all of the arts disciplines, and all grade levels forthe common purpose of increasing opportunities for New Hampshire’s children to participate in all forms of arts learning.

Build Better CommunitiesOpening Doors with Music

The Concord Community Music School,one of the few music schools in thestate, reaches out into the Lakes Regionand Manchester public schools, public

housing programs, early childhood programs, mental health facilities, seniorsites, and other agencies as part of theirMusic in the Community Initiative. Theyprovide once-in-a-lifetime experiences tothose unable to travel to the school’sfacility in Concord.

In speaking of the Initiative’s impact onstudents, the principal of Beech StreetSchool in Manchester said, “The MusicSchool has worked very hard to bringprograms to disadvantaged children andchildren at risk. Eighty-six percent (86%)of the children enrolled in this school live below the poverty level, thus musicprograms are not a high priority for families... Students who are just learningEnglish and are struggling with readingwere able to be stars … in front of theentire school community.”

The Music School also made theirresources and faculty available to adultswith disabilities, teaching them to playand sing the blues. These individuals areenriched by a quality music learningexperience in a safe and accessible envi-ronment that is welcoming to this groupfor whom many doors are often closed.

During 2002-2003, CCMS sent 15 facultymembers on 529 visits to variousschools and communities. Within thefirst six months of 2003, music teachersdelivered services to 4,500 individuals ofall ages, backgrounds, and abilities.

A Project grant in the amount of$3,500, through the State ArtsCouncil’s Community Arts Program,contributed to this ongoing Music inthe Community initiative. A number of partners have been involved sincethe project’s inception six years ago,and some were also multi-year part-ners. True partnerships—cooperativeplanning, sharing of resources, commongoals and shared responsibility forachieving them—were evident inongoing collaborations with severalschools, Head Start programs, and day care centers.

Improving Life Skills through the Arts

The Seacoast Repertory Theatre’s (SRT)Senior Moments theatre troupe, in part-nership with the NH Falls Risk ReductionTask Force, received support to rehearseand tour Help Me, I’m Falling, a theatrepiece dealing with the issue of falling as faced by senior citizens. Under thedirection of SRT Artistic Director EileenRogosin, the ten-member volunteertroupe of seniors learned theatrical skillsover a two-month period. The original

Canadian script, introduced by the FallsRisk Reduction Task Force, was revisedto reflect New Hampshire culture. TheTask Force supports a multifacetedapproach to reduce the risk of falling.

Two important aspects of this play arethat it dramatizes the issue of falling andseniors deliver the message to seniors.The latter is significant because the TaskForce conducted focus groups and foundthat New Hampshire seniors are morereceptive to information that is presentedby people their own age.

The Task Force created and distributed a poster and playbill and secured 11sites including senior centers, medicalcenters, and retirement centers inExeter, Littleton, Laconia, Salem,Franklin, Lebanon, Manchester, Concord,Keene, and Rochester. A culminatingperformance took place at the SeacoastRepertory Theatre’s facility in Portsmouthand was taped and shared with localcable access stations throughout thestate. Copies were also made and sentto senior centers statewide.

In total, the play and the messagereached approximately 885 audiencemembers, a much larger audience thanoriginally projected, with individual performances often playing to more than50 seniors. Lively discussions and questionand answer sessions followed each performance, enabling the Task Force todistribute relevant resource materials totheir targeted audience.

The Senior Moments troupe has beenasked to perform the play in additionalvenues and has worked with other fledgingsenior acting troupes in Laconia,Franklin and Manchester. As a result ofthis project, many people have visitedtheir local senior centers for the firsttime and taken advantage of falls risk

screening. One of the most importantside benefits has been providing the elderly with the tools to enable them tomake necessary changes in their lives. A new production is planned in 2005.

The Seacoast Repertory Theatrereceived a Community Arts Projectgrant in the amount of $2,400 to workwith the Falls Risk Task Force indeveloping the Senior Moments theatre troupe and to present Help Me, I’m Falling.

cut old woolen cloth into strips. They would

then hook the strips through a backing fabric

or oftentimes a burlap grain bag.

Helping Communities Tell their Stories

MainStreet Warner, Inc. is a nonprofitcommunity center that promotes therevitalization of traditional communitylife in the town of Warner. They do thisby increasing opportunities for people toparticipate in arts programs, education,local culture and history.

Warner community members met regularly over the course of severalmonths to work with playwright LeahBurdick and advisor Kevin Gardner tocollaboratively produce Burdick’s playMinta, loosely based on the life ofCaroline Gardner Bartlett. The Warnerparticipants also designed and built the stage sets, sold raffle tickets andperformance admissions and raisedadditional funds to compensate the playwright, producer and director.

The play Minta explores some of thecontradictions in Bartlett’s life, a Warnerresident who was an opera singer at theturn-of-the-century. She is depicted as aspirited woman who was also celebratedas a national war heroine because of hervolunteer work nursing soldiers in Franceand raising money at home for the warrelief effort during WWI. She was also ateacher and a nun, but then stoodaccused of spying for the German Reich.She lived a long life and died in Warnerwhere she lies buried on the grounds ofher former property.

Working together on this project significantly built a sense of communityamong the more than 50 individuals whoworked for many hours on the play asvolunteers. But, beyond its success as acommunity arts project, the play was apopular success. Minta played four performances to capacity audiences atthe Warner Town Hall in early Novemberof 2004. In all, more than 700 peoplewent to see it.

Once the people of Warner finished celebrating their triumph, they put theirre-energized sense of community towork and have begun planning their nexttheatre project.

Conserve New Hampshire’s Living Cultural HeritageLearning from a Master: TheTraditional Art of Rug Hooking

Hooking fabric strips through a backingis a very ancient technique with earliestexamples found in ancient Egyptian tombs.However, the technique of rug hookingthat we know today gained popularity inEngland over 400 years ago and wasbrought to North America by earlycolonists. It was a popular home craft formany and provided a use for fabric scrapsand usable bits of worn out clothing.

Before the mid-1800s, many NewHampshire women made clothing andrugs from wool they spun themselves.Later, through the early 1900s, textilemills supported a thriving woolen industryand rug makers were able to buy “endrolls” or “end cuts” of fabric woven forthe clothing industry. Because few millsor sheep farms remain, access to affordable woven wool is a challenge for today’s rug makers.

“Dot” Towle is a master rug hooker andquilter. She has been active in these traditions for over 50 years and is amember of various craft groups in theNorth Country. Mary Jo Landry, fromBerlin, apprenticed with Dot during 2003and 2004 to develop herskills and understandingof the tradition of rughooking. Their workincluded basic techniquesof hooking, dying fabric,and creating shading.During the second year,they focused more onshading and design.

Towle observes, “In myarea there are not too many people whohook. I think it is a tradition that shouldremain with us. A lot of work goes intohooking, planning colors and findingfabric. A wool source is not availablearound me. I have to travel four hoursjust to get to the Dorr Woolen Mill in Guild.”

On the benefits of working with Towle,Landry comments “This program reallyaccomplishes what it sets out to do. I feel very grounded in a tradition that isactually alive in very small pockets inthe area.” She learned far more thantechnique, but also, “To appreciate simplethings for their inherent value. To try to seethe exquisite in the ordinary, to work andproduce so my teacher will be pleased.”

An Apprenticeship grant enabledDorothy Towle of Intervale to pass onthe traditional art of rug hooking toher apprentice Mary Jo Landry ofBerlin. Their combined grant amountfor FY03 and FY04 was $6,000.Traditional Arts Apprenticeship grantssupport the preservation of NewHampshire’s living cultural heritageby funding a master traditional artistto work in one-to-one sessions with anexperienced apprentice.

In 1980, thanks to federal funding, the Folk Arts Program was begun in partnership with New England College. However, unable to attract state fundingin 1984, the program lost its coordinator, Linda Morley. The Folk Arts TaskForce was formed in 1989 to help revive the Folk Arts Program. They succeededand in 1993 the State Arts Council partnered with the Fish and Game Departmentto design an apprenticeship program for traditional arts associated with hunting,fishing and outdoor recreational activities. In 1999, a much-revitalized state-funded Traditional Arts Program is invited to highlight New Hampshire’straditions at the Smithsonian Folklife Festival in Washington, DC.

Showcasing Traditional Crafts andBuilding Arts

Special projects support research on traditional arts in NH and the developmentof educational publications and events.One example of this kind of special project was the traditional arts showcasesponsored by the State Arts Council atthe 2003 Old House and Barn Expositionof the NH Preservation Alliance. The goalsof this partnership were to provide anopportunity for the public to learn moreabout the traditional crafts and buildingarts related to historic restoration and topromote the State Arts Council’s work ofdocumenting and supporting traditionalarts in New Hampshire.

Over 2,500 people attended theExposition and had a chance to seeseven demonstrations by traditionalartists that included timber framing,cooperage (barrel making), Windsorchair making, stone work, blacksmithing,stenciling and rug braiding. Attendeeswere receptive to the traditional arts thatwere being showcased and found themto be a valuable and engaging aspect of the event.

Because of it participation in theExposition, the State Arts Council wassuccessful in promoting its work to anew constituency. The showcasesparked the interest of many attendeeswho had been unaware of the StateArts Council’s work and its role in preserving the state’s cultural heritage.

Sharing Native Traditions

This grant supported the Mt. KearsargeIndian Museum’s (MKIM) fourth annualpowwow and an exhibit entitled “ArtFollows Function,” which was installedin conjunction with the powwow. Thepowwow was held in the summer of 2003on the museum grounds overlooking the surrounding mountains of Warner,providing an inspirational setting.Featured performers were Walking BearSingers, an intertribal group based inSouthern New Hampshire; 101 Singersbased in Maine; an Aztec dance troupefrom Mexico City; and flutist BarryHiggins-White Crow. The exhibit, “ArtFollows Function?”, was on view in themuseum and featured traditional worksby Native American artists from the central US and Southwest.

A Museum staff member commented onthe project’s success, “The powwow wasa wonderful community event that

brought attendees into contact with therich cultural heritage of participatingNative Americans, as well as thosegroups representing the Museum’s collections.” She went on to commentthat response to the exhibit was alsovery positive, saying that, “people leftthe Museum with a broader sense ofNative American culture and its ongoingstrength and artistic vitality.”

The Mt Kearsarge Indian Museum inWarner received a Traditional ArtsProject Grant for $1000 to present theirAnnual Powwow and “Art FollowsFunction exhibit” Traditional ArtsProject Grants support NewHampshire’s cultural heritage.

Strengthen NH’s Artists and Arts OrganizationsHelping Arts Organizations Build Capacity

A newly revitalized Arts Rochesterreceived assistance to engage an advisorto guide their new board through astrategic planning process. Concernedover waning attendance at their events,the Director and board determined that adifferent approach was needed to fulfillthe organization’s mission to promotethe arts to the local community.

The State Arts Council referred them toa peer advisor who recommended firsttalking to community members toassess their perceptions and needs. Theboard solicited local input by invitingcommunity members to a coffee hourheld at the Rochester Public Library. Toget additional feedback, they also creat-ed a short questionnaire and ran it in thelocal newspaper inviting readers torespond by mail. With valuable inputfrom the community, Arts Rochester wasready to sit down and begin their plan-ning process. Those focus groups gavethem the substantive information theyneeded to create a plan that would moreeffectively reach their target audience.

Sessions with their peer advisor helpedthe board to clarify their vision statementand goals and create a five-year plan todefine the organization’s future direction.As a result they have moved into a larg-er space in the Gonic Mill and increasedtheir board membership. In addition,board members from Arts Rochesterhave joined with Rochester’s civic, busi-ness and cultural leaders, who are allworking together to create the town’sfirst cultural plan.

As a service to emerging arts organiza-tions and nonprofit arts organizations,with budgets under $100,000 in needof capacity building assistance, theState Arts Council maintains a rosterof experienced arts administrators whoare trained to serve as peer advisors.Advisor referrals are made to eligibleorganizations based on the area ofexpertise they need. In FY03, ArtsRochester received a Peer Mentorshipgrant of $500 to engage an advisorwho specialized in strategic planning.

Creating a New Position

The Nashua Symphony Association(NSA) needed to hire and retain an edu-cation coordinator who would reorganizeexisting programs and expand the orga-nization’s educational initiatives. A grantof $2,450, combined with an equal

matching amount, enabled them to hirean Education Coordinator who scheduled,organized and oversaw educational programs and enabled the organization toinitiate their first annual NH Young ArtistsConcerto Competition — a program forgifted young NH musicians. She alsocoordinated the schedules for Concertsin Our Schools, helped teach the NSA’sLet’s Go to the Symphony program and supervised and provided guidanceto volunteers.

The Education Coordinator also spenttime researching new sources of supportand networked with the NH MusicEducators Association to encourage NH music teachers to bring their studentsinto the NSA’s programs. Her networkingon a regional and national level, throughconferences and education seminars,brought the organization up to speedwith new ideas and techniques for educational presentations.

She organized and oversaw the work ofcollege and graduate student interns andBoard of Trustee volunteers. In all, anestimated 16,000 students from 97 communities benefited from programsshe organized. As a result of the NSA’scontribution to the community’s musiceducation at all age levels, the City ofNashua granted the organization $17,500.

When programs were not fully subscribed,the NSA partnered with a variety of serviceorganizations, including Big Brothers,Big Sisters, Nashua Children’s Home,Adult Learning Center, and Girls Inc., to invite student groups from low incomeneighborhoods to participate for free.

The Nashua Symphony Associationreceived an FY04 Annual AdvancementGrant of $2,450 through theOrganizational Support Program toestablish the position of a part-timeEducation Coordinator. AnnualAdvancement Grants support bothongoing and new projects that providehigh quality arts services for the publicand strengthen the arts organizationsthat provide those services.

Rewarding Quality Organizationsover Time

The New Hampshire Music Festival(NHMF) has grown since 1952 from itsorigins as a small summer music campon Lake Winnipesaukee’s Melody Island.They now bring professional culturalopportunities to rural New Hampshirethat are normally associated with largeurban areas.

During 2003, NHMF’s 51st season, theEmmy Award winning orchestra presentedfifteen orchestra performances and onepre-season pops concert at SilverCultural Arts Center at Plymouth StateUniversity. Under the leadership of PaulPolivnick, the Festival’s music director,

artistic quality has risen dramatically.The Boston Globe listed the Festivalamong a small group of “undiscoveredpleasures” and praised the Festival’s“splendid new music director, theAmerican conductor Paul Polivnick.”These concerts featured the FestivalOrchestra comprised of professionalmusicians from throughout the UnitedStates along with seven internationalguest artists.

In addition, The Festival presented children’s orchestra and chamber musicconcerts to over 1,500 individuals. Theypresented the NH Music Festival Chorusof over 100 singers from surroundingcommunities in three performances ofCarl Orff’s Carmina Burana. They alsopresented an adult educational seriesentitled “Words on Music.” This seriesinvolved lectures and informal discussions between host DavidUnderwood, III and featured speakersincluding the conductor and professionalmusicians from the orchestra. Over

2,000 audience members participated inthe series. The Festival presented 29Fleet Bank Music-in-the-Schools programsin 15 communities statewide, reachingover 10,000 elementary school studentsand presented 45 Mostly Music Seriesevents in nine communities, playing toalmost 7,000 schoolchildren K-12 and adults.

All in all, the NH Music Festival broughtmusic of exceptional quality and musicenrichment experiences to adults andyouth in 33 New Hampshire communities.Through skillful management, the NHMFhas achieved substantial audiencegrowth and augmented its strong financial position.

Two-year Operating Grants are awardedto organizations on the basis of thestability of the organization and onhow well it has planned for the future.The New Hampshire Music Festivalreceived a two-year $10,000 FY02-03Operating Grant.

Promote Lifelong Learning in the ArtsCreating Outdoor Classrooms

Epping Elementary School worked on asustained Artist in Residence initiativefor four years that involved students inthe planning and creation of four“Gardens of Learning” that wrap aroundtheir school building. The gardens eachhave a theme that ties in with the studyof colonial, state and world history.Teachers also planned science, socialstudies, language arts and creative writinglessons around the gardens. These outdoor“classrooms” give teachers the ability totake their classes outside and makelearning more tangible for the students.

In the first year, students in Kindergartenthrough Grade Five worked with landscapedesign artist Laura Campbell to designand create the gardens. During the second school year, sculptor Emile Birchguided the students in the design of

garden sculptures to complement eachgarden’s theme. In year three, ceramicsand pottery artist Rob Rossell helped thestudents make tiles to add to the gardens.

Students, parents, and staff also collabo-rated in constructing a fitness/wellnesspath that connects the gardens andextends around the perimeter of the schoolproperty. The Epping garden club andthe Epping Historical Society both lentexpertise to the planting of the gardens.

Epping Elementary School art teacherColleen Schmidt pointed out that, becauseof the recession and recent cuts in statefunding, the rural school has been affectedfinancially by loss of staff and fundingfor enrichment programs. Nevertheless,the staff, parents and community haverallied together and worked hard to fundand maintain high quality, long-termArtist in Residence programs.

An ArtLinks grant enabled The Moving Company of Keene to provide

classes and outreach in the arts through a year-long program to

students in Keene and surrounding underserved communities.

Here, students perform in the musical “Guys and Dolls.” One student

commented that, as a result of participating in the program, “I feel more

confident. I appreciate what I can do now."

The rewards have been priceless. AsSchmidt noted, “When an artist comesin and shares his/her craft with us, thestudents, staff, parents and entire com-munity all gain the opportunity to learn,grow and interact on new levels...”

The work of the artists in residency atEpping Elementary School was madepossible by an Artist in Residencegrant in the amount of $2,194. Thisproject also included participation byPTO Parent Volunteers, the EppingGarden Club, Epping CommunityCable TV, Health Source and theEpping Historical Society.

Empowering Youth through the Arts

The Moving Company of Keene providesdance, theater and movement arts classesand outreach programs to Keene andthe surrounding community. They wereawarded $10,000 as the first part of athree-year cycle of ArtLinks grants towork with community partners andenhance their existing out-of-school programs for youth ages 11 to 18 and to provide them with year-round, quality,multi-arts education opportunities.Offerings include classes in creative writing, art, music, dance and theatre,and build on an earlier grant the MovingCompany received from the NationalEndowment for the Arts.

Keene’s surrounding region has thehighest percentage of people livingbelow poverty and one of the highestrates of single-parent families in the state.The program serves a diverse cross-section of middle and high school youthwho do not participate in mainstreampublic school academics, athletics orsocial life. In addition, over 40% of thestudents qualify for tuition assistancebased on poverty level guidelines.

This innovative project set out to providea year-long program that would enablestudents to use the arts to understandthemselves and their environment;reduce their sense of isolation; provide aframework for youth service organizationsto pool resources and transportation;bridge the gap between the arts andother disciplines and, for the long term,build a rural after-school model that provides youth with the opportunity touse the fine and performing arts todevelop life skills.

Building Resources for Arts in Education: From the early 1960s pioneeringefforts of Dorothy Bartholomew, an artist who negotiated with the state boardof education to allow artists to teach in schools without formal teacher certifi-cation, to the Arts Commission’s establishment of the first artists in the schoolsprogram in 1971, finding ways to engage the arts in the education of NewHampshire students has been a priority. Over the years, there have beendebates about how students can most benefit from studying the arts, either asseparate disciplines or integrated into other areas of the curriculum. What isless debatable is that the arts are basic to a well rounded education. In the past10 years, the State Arts Council’s investment in arts education grants andservices has more than tripled.

Changing Names:

June 28, 1965: The State of New Hampshire establishes an Arts Commission,predating the National Endowment for the Arts by three months. The commissionwas made up of nine citizens appointed by the Governor.

July 1, 1985: The New Hampshire Arts Commission is merged with the StateLibrary and the State Historic Preservation Office into a new cultural department.To reflect its new position in state government as advisor to the department’scommissioner, its name is changed to the New Hampshire State Council on theArts. The Council is made up of 15 citizens appointed by the Governor.

Students are recruited through partnerorganizations, school guidance and artdepartments and enrolled on a first-come,first-served basis. Financial and trans-portation assistance are provided, basedon poverty level guidelines and familysituations. After-school classes meet atvenues in Keene where students workwith arts teachers on developing exhibitsand performances.

According to Moving Company’s directorCarol Batchelder, “The region’s smallerrural towns depend almost entirely onKeene for extra-curricular activities...Alternative after-school enrichment programs are viewed as significant financial and logistical burdens to familiescoping with the stresses of life.” She addedthat “many youth return … because theyfeel they belong, they are understood,they can be successful in ways the restof their education does not allow.”

One parent of a student with academicstruggles commented, “…this is the bestthing that has ever happened for mychild. She is confident and doing betterin school. She is happy.”

In their own evaluations, students commented, “I feel more confident. I appreciate what I can do now.” “I’velearned to accept my body and who I am.”“I feel stronger and more self assured.”

The ArtLinks grant program requiresstrong partnerships with at least twocommunity organizations. The MovingCompany’s partners include: theConsortium of Alternative andPrevention Programs (CAPP) underMonadnock Family Services; the LifeArt Community Resource Center; and the Monadnock Area Networkwith Youth, division of City of KeeneYouth Services.

During the biennium, the State ArtsCouncil awarded eleven Individual ArtistFellowships in the amount of $5,000.Fellowships are awarded to professionalNH artists and are based on the artisticexcellence of their work and their profes-sional commitment, as judged by theirpeers. Among the eleven artists whoreceived them are writer Katherine Towlerin FY03 and guitarist and composerJose Lezcano in FY04, who are brieflyprofiled below. The other nine artistswho received Fellowships include: in FY 2003, Caran D’ache artist RichardHaynes Jr. of Portsmouth, jazz pianistand composer Ryan Parker of Dover,painter Craig Stockwell of Keene, poetLisa Bourbeau of Francestown, conceptualeco-artist Tim Gaudreau of Portsmouth.FY2004 Fellows include photographerKathy Seward MacKay of Nashua, poetKristin Fogdall of Exeter, writer KatherineK. Making Music with Honors

Jose Lezcano of Keene was born inCuba and spent his early years in Miami,Florida. He holds a Bachelor of Musicfrom the Peabody Conservatory, aMaster of Music from the University ofSouth Carolina and a Ph.D. from FloridaState University. His dissertation, entitled“Afro-Cuban Rhythmic and MetricElements in the Published Choral andSolo Vocal Works of Alejandro GarciaCaturla and Amedeo Roldan,” informsthe focus on indigenous instruments andmulti-culturalism in his teaching at KeeneState College. He has been AssociateProfessor of Music there since 1991.

Native Tongues, Passports, is his mostrecent compact disc and highlights hiscollaboration with Bonnie Insull, a foundingmember of the Apple Hill Chamber Players.The recordings celebrate traditionalParaguayan and Colombian music andfeatures Lezcano’s own compositionSonatina Tropical. “The intent of mycompositional work is to create worksthat are fresh, interesting, and challengingfor both performers and audiences, andthat are in a musical language that takesinto account my background in LatinAmerican Music and classical music,”explains Lezcano.

The Fellowship from the New HampshireState Council on the Arts allowedLezcano time to write a new guitar concerto and perform the new work with the Keene Chamber Orchestra inFebruary of 2004. He also performed atnumerous concerts throughout the yearat Keene State College, the PortsmouthAthenaeum, and the Taft School nearHartford, Connecticut.

Supporting the Writing Life

Katherine Towler of Portsmouth, grew upin New York City and during the summersspent time in Rhode Island with her family. She returned to Rhode Island asan adult in the spring of 1988 and tookup residence on a small island inNarragansett Bay with, what shedescribes as, “a year-round population of125 people and 300 deer” for neighbors.It was the perfect setting for Towler tofocus on her writing.

Her first novel Snow Island, grew out ofthe time she spent on the island. “I livedthere for a month in the spring and spenttime writing, reading, and travelingaround the island by bicycle,” sherecalls. “I did not intend to write a novelset during World War II, though this is

the shape the story eventually took.”She describes her work as “an explorationof the territory of what it means to be human.”

Snow Island, the first volume of a trilogy,was selected as a Barnes and NobleDiscover Great New Writers Title, aBorders Books Original Voices Title, and a Book Sense 76 Pick, the list of recommended titles from independentbooksellers across the country.

Towler’s Fellowship from the State ArtsCouncil enabled her to continue workingon her second novel, Evening Ferry, asequel that will become a part of theSnow Island trilogy, which will be published in July of 2005 byMacAdam/Cage.

The Ups and Downs of Individual Artists Grants: In 1980, the State Arts Councilawarded its first Fellowship grants at $500 each. The next year, none wereawarded due to a plummet in state funding. By 1986, each grant grew to $2,000,then, in 1991, $3,000. There was a dip to $2,500 in 1997 following a plunge infederal funding due to the Mapplethorpe and Serrano controversies. Three yearslater, for FY 2000, the grants increased to their current level of $5,000 each.

Giving New Hampshire’s HighestHonors in the Arts

The 2003 Governors’ Arts Awards, apartnership between the State ArtsCouncil, the Office of the Governor, VSAarts of New Hampshire, and NH Citizensfor the Arts, were presented to sevenrecipients in seven categories. Outside,it was a cold January evening but insidethe Concord City Auditorium warm spiritsprevailed as over 350 people gatheredto celebrate the excellence of the arts inNew Hampshire.

The 2003 New Hampshire Governors’ ArtsAwards categories and recipients were:

The awards were unique commissionedworks of art created by professional New Hampshire artists, including: studiopotter Kathy Hanson, blacksmith GarryKalajian, theatre artist Greg Gathers,sculptor Robert Hughes, visual artist Gail Smuda, conceptual eco-artist TimGaudreau, and metal artist Joy Raskin.

United States Senator Judd Greggreceived special recognition for his lead-ership in government support of the arts.The State Arts Council, together with NHCitizens for the Arts, a private nonprofitorganization, presented Senator Greggwith an award designed by Concord calligrapher R.P. Hale.

The gala event was emceed by puppeteerand theatre artist Andrew Periale andfeatured performances by the RandyArmstrong Trio, The Pontine MovementTheatre, and baritone Rawn Spearman.Also featured were outstanding studentperformances by the Timberlane HighSchool Jazz Combo and the AangikamDancers under the direction of Indiandancer Jasmine Shah.

Over the years the economicimpact of the nonprofit cultural sectorhas grown steadily. With statisticsreported from the state’s 1,175 culturalorganizations, the FY03 study measuresthe total economic impact to be$189,506,483 in New Hampshire.

In 1978, Representative Elaine Kraskerof Portsmouth, sponsored House Bill430, which passed and gave birth tothe Percent for Art program. Due to the1980s real estate development boom,the state invests in new buildings thatcreate opportunities for many Percentfor Art projects. The expansion of the1980s was followed by a drop in projectsin the early 1990s due to recession. At the beginning of the 21st century,the building of several County DistrictCourthouses accounts for most of thestate’s current investment in public art projects.

Giving Grants: In 1966, the Arts Commissionawarded its first grants. Federal funds werematched by private contributions. The grantswent to 5 nonprofit organizations, 3 collegebased arts organizations, and as scholarshipsto individual students to train at four summertheatres. Although the number of grants wassmall, they were distributed throughout thestate in Manchester, Concord, Hanover,Lincoln, Nashua, Peterborough, Laconia, andMeredith. (Three of the funded organizationsare no longer in existence.) The State ArtsCouncil now averages about 200 grants ayear given to a wide variety of schools, community organizations, municipalities, arts organizations, and artists to support artsactivity in nearly 200 communities.

Getting Grants: In 1967, the Arts Commissionreceived its first state appropriation ($7,500)to meet its required match for federal fundingfrom the National Endowment for the Arts(NEA). In 1997, the State, for the first time,appropriated slightly more to the State ArtsCouncil than it received from the NEA as itsbasic state grant. The additional state fundingallowed the State Arts Council to compete forfederal grants in other categories, includingfolk arts. When new federal funding becameavailable as part of the NEA’s ChallengeAmerica Initiative, the State responded with amatching FY02-03 appropriation of $80,000to establish ArtLinks, a program for youth inunder-served areas of New Hampshire.

Engaging the Public: New Hampshire created a non-lapsing State Art Fund in1979 to purchase or commission art for state buildings. Popularly known asPercent for Art, the program generates 1/2 of one percent of the bid contractprice for the construction or major renovation of certain buildings into theFund. Since its inception, the State Arts Council has facilitated a public processto select over 500 works of art which may be viewed in public spaces at over40 state buildings, including courthouses, technical institutes, the Veteran’sHospital, Glencliff Home for the Elderly, and the McAuliffe Planetarium.
