Before we start – Housekeeping rules…

• Cell phones – policy / courteous

• Food and drink, trash, etc.

• Egress if needed …

~ Assembly is …

• Restrooms-located …

GHS• The approach of GHS:

– Defining Health, Physical & Environmental hazards (Classification system Physical or Health

or Asphixsyants, Combustible dust, Pyrophoric gas or any not otherwise classified)

– Uses hazard criteria to classify chemicals based on hazardous effects (Physical or Health)

– Communication of hazard information through labels and Safety Data Sheets (SDS)

Physical Hazards

• Physical hazards are chemicals that can cause:

– Fire

– Explosion

– Violent reaction

Page 5: Globally Harmonized System - VA AWWA Operations... · Globally Harmonized System of Classification and Labeling of Chemicals and the Hazard Communications Standard ... •All affected

Health Hazards

• Health hazards are chemicals that are harmful to your health and cancause:

– Short-term (acute)health problems

– Long term (chronic)health problems

Page 6: Globally Harmonized System - VA AWWA Operations... · Globally Harmonized System of Classification and Labeling of Chemicals and the Hazard Communications Standard ... •All affected

Health Hazards, continued…

• OSHA considers a health hazard to be any chemical which:

– toxic

– corrosive to the skin or eyes

– respiratory sensitizer

– May cause cancer, birth defects or reproductive issues

– Attacks specific organs

– harmful or deadly when inhaled

GHS is

• International approach to HAZCOM

• UN generated (~1983 to 1992, most work done in early

2000)

• USA one of last to comply (2013), - Compliance info later -

• Greater communications on chemical hazards

• Info is standardized some is detailed

• Enhances efficiency and comprehension

• For DOT, EPA/DEQ, Manufacturers and Shippers, OSHA and us.

GHS

• New SDS’ (vice MSDS) beginning Dec 2013

(many chemical providers doing it now) see handout

• All affected need training by Dec 2013 to include labeling & new SDS format, and the Hazard class system.

• Training includes:

- SDS

- Labels

- Pictograms, Precaution Statements and Signal words.

(see slides/handout 10 to 12)

GHS

•You have the Right to Know and Understand.

GHSBy 2015 (June):•Comply with all Modified provisions

•Distributors must ship using proper labeling

•Additional training, SDS’, Labels in place

By June 2016Additional training, check SDS & Labels

During whole transition period - must comply with 1910.1200 or the new or combination of both.

GHS

• Still good, a caution but in house only

PURPOSE & APPLICABILITY

- To safeguard the Health and Safety of our staff, vendors, contractors

-Critical Infrastructure

-International use/alignment

GHS

• Employers need to do the following:

~ Create a chemical inventory

~ Ensure each chemical has the SDS

formatted sheet [(16) see handout] don’t forget-available 24/7

~ Assure each container is properly labeled

~ Have a training program in place

~ Develop a written HazCom program

GHS

SCOPE

- GHS affects your Municipality your Community,VENDORS/CONTRACTORS, us.

- Each city/department will need to revise their P&P to have correct terminology but it doesn’t actually change the HAZCOM

Policy you have in effect

GHS

We’re affected due exposure:

• Normal handling

• Spills

• Errant mixing/misuse
