As the Chairman of the GNCSC 2014 CoordinatingCommittee and Chairman of the Guyana National Council on Public Policy(“GNCPP”), I am humbled in my humanity and thankful for this opportunity to

lead such a diverse and dynamic Committee representing over 400 Guyanese nationaland international Civil Society Organizations and Non-Government Organizations(“CSOs” and “NGOs”) in coordinating this first Guyanese Civil Society Summit. OurCoordinating Committee for this Summit comprises of representatives from TradeUnions, various Religious Denominations, Cooperatives, Community Groups and Or-ganizations advocating on behalf of Women, Men, Youth, Gender and Children Rights,Private Sector Organization Members, and numerous others championing various causesand issues on behalf of a diverse cross-sector of Guyanese Society. The results of en-gaging in numerous consultations, outreaches and briefings with many CSOs and NGOsin Guyana and the international Diaspora, including locally based international and for-eign Missions, Groups and Organizations, catapulted into a rest assured determinationthat this Summit must and will have magnanimous support, as it will ideally be thechange catalyst that Guyana needs the most at this time in our Nation’s History. ing the period September 17, thru 19, 2014 to give effect to Civil Society Article 13 Con-stitutional Fiduciary Duties, Obligations and Responsibilities and elect a Guyana Na-tional Civil Society Council (GNCSC). This GNCSC will be democratically empoweredto bring about a paradigm shift in a new dispensation of a true Democratic Republicbased on ‘Ethics, Trust, Transparency, Equality and Liberation (ETTEL) for all Guyaneseas we speak truth to Power without favor or fear of discrimination, victimization or ret-ribution.

On behalf of the GNCSC 2014 Coordinating Committee, I speak of these endeav-ors with great pride and dignity, because I have watched, listened and learnt the advocacyof many Guyanese CSOs and NGOs at each and every step and stage of their growth. Ican attest that your missions of dedicating yourselves in advocating causes and identi-fying issues that affect us all, as you work harmoniously towards their resolution, willbe one to which you will profoundly and unreservedly commit yourselves in order tobring about the much-needed sustainable economic liberation and social justice on anequal basis for all Guyanese.

As your partner in this process of affirming our stake hold in Guyana’s democracy,we invite you to join us in holding onto the ‘Mantle and Baton’ that our founding leadersand elders have assiduously worked on pivoting in a solid foundation. We thank themfor the Independence they ushered in and the Republic for which we now stand. In givingservice, they have prepared us for further services to come. While I look at our strugglesahead, I am reminded of the words resonantly echoed in my faith which says that thesuffering of these present times cannot be compared with the glory that is to come. Fur-ther, let me remind you that this struggle may not involve a clash of arms or the unleash-ing of weapons, but it is one that continues to demand a doubling-up of our efforts toalleviate the cavernous historical vestiges that include poverty, unemployment, hunger,and exploitation, and we cannot afford the luxury of having uninvolved citizens, espe-cially the youth, who seek to get but not to give.

OBJECTIVES OF THE GUYANA NATIONAL CIVILOBJECTIVES OF THE GUYANA NATIONAL CIVILSOCIETY CONFERENCE (GNCSC) 2014:SOCIETY CONFERENCE (GNCSC) 2014:

The Objectives under these Terms of Reference are as Follows:(1) Bring together representatives from over 400 Guyanese national and Inter-national Civil Society Organizations and Non-Government Organizations andGroups (CSOs and NGOs) to convene the first Guyana National Civil SocietyConference and Summit;

(2) Select a Guyana National Civil Society Council (GNCSC); (3) Promulgate a Guyana National Civil Society Charter (GNCSC) of the Coop-

erative Republic of Guyana; (4) Develop and implement the policies and principles that will guide Civil Soci-

ety Actions in their new role of occupying, functioning and executing theirArticle 13, et al, Constitutional duties, obligations and responsibilities in theDemand Side Space versus the Political System in their role in the SupplySide Space of the Sovereign State of the Cooperative Republic of Guyana;

(5) Develop and execute a National Civic Education Campaign on the Constitu-tion and Elections Processes in relation to the Role of Civil Society;

(6) Discuss adjudicating the Proceedings before the Constitutional Court of theHigh Court of the Cooperative Republic of Guyana;

(7) Plan and develop the process to enable discourse and dialogue with the Po-litical System on Reform Processes and Behavior Culture;

(8) Plan and develop a process to advocate for and enable an Independent Judiciary.

Program Duration:Although the Guyana National Civil Society Conference (GNCSC) will be held

over a three day period from September 17 thru 19, 2014, the duration for the full exe-cution of all the Activities in this Project is 5 years, continuing through 2016. Pleasenote that we are in the 3rd year of this program.

Profile/Technical Specifications:Much of the Project Synopsis and Indicative Result Matrix data are outlined in our

Feasibility Study. Copies will be available as part of the GNCSC 2014 Documentation.

Cost and Disbursements:The Treasury Committee to the Conference will be responsible for accounting and

preparing a final report on all disbursement and costs that are within the budgetary pro-jections and estimates for the Guyana National Civil Society Conference 2014.Supervision:See status and roles of Advisors and Coordinating Committee previously outlined.

We in Civil Society have become enamored and enthralled into a perspective andrealization that we now need to be liberated from these entrenched doughty industrialera political behemoths. Civil Society through their Civil Society Organizations andNon-Government Organizations (CSOs and NGOs) recognizes that the time is ripe tomove the Country into this new dispensation of liberation from this stoic and unsustain-able system of governance of the State and management of the resources to provide foreconomic, social, cultural and equal justice that is befitting and representing a betterquality of life for all Guyanese.

The GNCPP completed a comprehensive Feasibility Study between May 2003through March 2010 that culminated into the development of a plan for efficiently and ef-fectively implementing Principles, Policies and Goals which created a paradigm shift intoa new dispensation of governance and management of a Society imbued with ethics, trust-worthiness, transparency, equality and liberation (ETTEL). In this regard, it is strategicallynecessary to fully establish a Forum that involves all of Guyana’s Civil Society who cantake ownership to the change process and ensure the implementation of the changes. ThisForum will be known as the Guyana National Civil Society Council (“GNCSC”).

BACKGROUND ON THE HISTORICAL ACTIVITIES THEGNCPP JOINTLY WITH OTHER CSOS AND NGOS.

2003 – PRESENT:2003–2010:

Feasibility Study that included Researchers conducted fact-finding research andsurveys on the socio-economic status and needs of citizens throughout Guyana’s Ad-ministrative Regions and International Diaspora. The database of findings informs theGNCPP’s Strategic Business Plan.

March, 2010:Board of Trustees established the GNCPP as a Non-Government Civil Society Or-

ganization which is registered under the Friendly Society Act and Laws of the Cooper-ative Republic of Guyana in March, 2010 under Reg. No.765839.

• On or around March 2010 the GNCPP together with several Civil SocietyGroups and individuals through GNCPP Civil Society Advocacy, Oversight andRepresentation Program Department collectively commenced and instituted aCourt Proceeding in the Constitutional Court of the High Court of the Cooper-ative Republic of Guyana in part to give effect to Civil Societies Role underArticle 13 of the Constitution. This matter was prosecuted all the way to theCaribbean Court of Justice (CCJ) and is now presently back before the HighCourt, Constitutional Law Division.

2010 – Present: • Conducted televised, radio and print media Civic Education Campaign and Forathat featured panel discussions to introduce the GNCPP, its policies and programsto the wider Guyanese public;• Conducted structured meetings with a wide cross-section of representatives ofGuyanese Trade Unions, Interfaith and Faith-Based Organizations and Groups andSpecial Needs organizations such as Guyana Relief Council, etc.;• Convened Outreaches and briefings with the Diplomatic Corps at their Missions in

International Development on 12 May 2003, following theresignation of Clare Short, she became the first black womanto sit in the Cabinet of the United Kingdom. Amos was bornin Guyana in South America.

5. LORI M. WALLACHT.

Lori M. Wallacht has been director of Public Citizen's GlobalTrade Watch division since 1995. Wallach, a graduate of

Wellesley College and Harvard Law School, previously workedon Capitol Hill, on electoral campaigns, and in television news.Wallach works closely with Congress and Civil Society, Scholars,and Activists in the U.S and developing countries to foster thegrowing debate about implications of different models of

globalization on jobs, off-shoring, wages, the environment, public health and foodsafety; equality and social justice and democratically accountable governance.

6. PROF. HELMUT K. ANHEIER, PHD. Professor Helmut K. Anheier is Professor of Sociology and Deanat the Hertie School of Governance. He also holds the Chair ofSociology at Heidelberg University and serves as Academic Di-rector of the Center for Social Investment. Professor Anheierfounded and directed the Centre for Civil Society at LSE and theCenter for Civil Society at UCLA. He is currently

researching the role of foundations in civil society and focuses on concepts and meth-ods in civil society and globalization studies. Prof. Anheier is the editor of the annualGlobal Civil Society Yearbook (with Mary Kaldor and Marlies Glasius) and the Cul-tures and Globalization Series (with Raj Isar).

Guyana is a country rich in tradition and steeped in history that has been in politicalfree fall since coming from under British rule in 1966. Since that time the government hasbeen a series of all inclusive political bodies that appear to possess the sole intention of pro-viding benefits, giving their indealisms to an exclusive segment of the population. Fromcorruption that runs rampant, to flawed policies and practices, to selfish ineptitudes in allsegments of what can be considered failed regimes, Guyana has been a nation that histori-cally struggles with having ethical, transparent, trustworthy, equitable and liberating gov-ernance and management.

JEFFREY C. ALEXANDEr is the Lillian Chavenson Saden Profes-sor of Sociology at Yale University, and an American sociolo-gist, one of the main proponents of Neofunctionalism, and acentral figure in contemporary Cultural Sociology.

2. DR. AISHA GHAUS PASHA

DR. AISHA GHAUS-PASHA is a member of the Provencal Par-liament of the Republic of Pakistan. She has over twenty-

three years of experience in teaching, undertaking research andconsulting assignments in social policy and development, gover-nance, public finance and urban and regional economics and inadvocacy work on social and economic issues.

She has undertaken consulting assignments for a number of international multilateraland bilateral agencies like UNICEF, UNDP, The World Bank, The Asian Develop-ment Bank, Canadian International Development Agency (CIDA) and the UnitedStates Agency for International Development (USAID). She has published over 75books, journal articles and reports.

3. COLIN LUTHER POWELL, GENERAL RET.

Colin Luther Powell is the Former U.S. Secretary of State,who rose to become a key player in global politics and war.

During his thirty-five year military career, Powell achieved therank of four-star general. He has been the president of "the prom-ise of America," an organization aimed at increasing investmentby the United States.

4. BARONESS VALERIE ANN AMOS, PC.

Baroness Valerie Ann Amos, PC is the eighth and current UNUnder-Secretary-General for Humanitarian Affairs and

Emergency Relief Coordinator. Before her appointment to theUN, she had been British High Commissioner to Australia. Shewas made a Labour life peer in 1997 and served as Leader of theHouse of Lords and Lord President of the Council.

When Baroness Amos was appointed Secretary of State for
