This refresh helps sites that have already cleaned up the web spam signals discovered in the previous Penguin iteration, and demotes sites with newly-discovered spam.” The post further confirmed that “It’s a slow worldwide rollout, so you may notice it settling down over the next few weeks.” Based on the Google+ post, the Penguin 3.0 roll out can be summarized in some simple points.
