NES How to Write an NES Specification December 2019 How to Write an NES Specification, BSRIA BG 56 Based Format Page | 1 How to Write an NES Specification BSRIA BG 56 Based Format Introduction NES can now produce specifications following BSRIA’s model specification format (BG 56/2016) which was produced in consultation with BESA and CIBSE to meet the needs of “users” of specifications. This NES specification structure is arranged into five parts following the principles in the BSRIA guide and explained in more detail below. At the end of each section, in each part of the specification, a BS Appendix can be included if required that contains a list of all the British and European Standards referred to in the particular section. The majority of the clauses in the BSRIA BG 56 based master specification are the same clauses as those contained in the CAWS based master specification (with the exception of Part B sections B1-B7 – see notes in Table 1). They retain the same NES Part 1, Part 2, Part 3 or Y reference clause number as used in the CAWS master content and have been rearranged to suit the BG 56 structure. Typically, for each work section: Part 1 clauses in CAWS become B8 clauses in BG 56 Part 2 clauses in CAWS become Part C clauses in BG 56 and the Y references in these clauses in CAWS are changed to Part D references in BG 56 (e.g. Y10.2010A HEAVY BLACK STEEL PIPES TO BS EN 10255 becomes D1.8.10.2010A in the BG 56 specification). Part 3 clauses in CAWS become either Part C or Part D clauses in BG 56 and the Y Ref’ clauses become Part D clauses in BG 56. None of the self-contained specifications in NES are included in the BG 56 master. These are still available to use via the CAWS based master specification. Table 1 indicates how the NES BG 56 master specification differs from the example index in the BSRIA Guide and gives some comparison with the CAWS based master specification for each main section. It also describes the section structure, gives the source of clauses and indicates how to use the section. Appendix 1 gives the complete structure and listing of all sections in the BSRIA BG 56 based master specification. How to Write an NES Specification BSRIA BG 56 Based Format

Introduction

NES can now produce specifications following BSRIA’s model specification format (BG 56/2016) which

was produced in consultation with BESA and CIBSE to meet the needs of “users” of specifications. This NES specification structure is arranged into five parts following the principles in the BSRIA guide

and explained in more detail below.

At the end of each section, in each part of the specification, a BS Appendix can be included if required that contains a list of all the British and European Standards referred to in the particular section.

The majority of the clauses in the BSRIA BG 56 based master specification are the same clauses as

those contained in the CAWS based master specification (with the exception of Part B sections B1-B7

– see notes in Table 1). They retain the same NES Part 1, Part 2, Part 3 or Y reference clause number as used in the CAWS master content and have been rearranged to suit the BG 56 structure.

Typically, for each work section:

Part 1 clauses in CAWS become B8 clauses in BG 56 Part 2 clauses in CAWS become Part C clauses in BG 56 and the Y references in these clauses in

CAWS are changed to Part D references in BG 56 (e.g. Y10.2010A HEAVY BLACK STEEL PIPES TO BS EN 10255 becomes D1.8.10.2010A in the BG 56 specification).

Part 3 clauses in CAWS become either Part C or Part D clauses in BG 56 and the Y Ref’ clauses

become Part D clauses in BG 56.

None of the self-contained specifications in NES are included in the BG 56 master. These are still available to use via the CAWS based master specification.

Table 1 indicates how the NES BG 56 master specification differs from the example index in the

BSRIA Guide and gives some comparison with the CAWS based master specification for each main section. It also describes the section structure, gives the source of clauses and indicates how to use

the section.

Appendix 1 gives the complete structure and listing of all sections in the BSRIA BG 56 based master specification.

PART A – PRELIMINARIES / GENERAL CONDITIONS

The “Preliminaries” clauses are those that relate to the engineering works in particular and must be

read in conjunction with the "Preliminaries" of the "Main Contract". These sections are the equivalent

of CAWS sections A10 – A55. The self-contained specification A64 is only available via the CAWS master.

PART B - PROJECT PARTICULAR SCOPE OF WORKS

This part should include general information about the project to enable the reader to quickly understand the scale and nature of the project and should be completely project specific. It will

typically include: project team, programme, energy and other strategies, details of tender drawings,

contractor design requirements, surveys and investigations, any strip out works, builders work, design criteria, testing, commissioning, handover and aftercare, detailed services systems descriptions,

control strategies and operating regimes.

PART C - PROJECT SPECIFIC (PARTICULAR) MATERIALS / SCHEDULES AND REQUIREMENTS

This is where project specific plant / equipment and their duties together with some processes such

as pipework cleaning and chemical treatment should be specified. It is divided into five main sections: C1 – Mechanical, C2 – Electrical, C3 - Transport Systems, C4 - General (M&E) (such as off-site pre-

fabrication), C5 - Equipment.

At the end of PART C a list of schedules referenced from the clauses can be included. This includes both NES schedules and any other schedules referenced from clauses in Part C.

When setting up a specification or inserting a section into an existing specification, and a Part C

section(s) are included that contain references to Part D clauses, the wizard will automatically load the corresponding Part D section / clauses (these sections relate to the CAWS Y reference

specification sections/clauses). To show this process.

However, if a Part C section is included in the specification that does not have any Part D references,

then the corresponding Part D section will need to be added manually (these sections relate to the CAWS work sections i.e. R – X. See Note 1 at end of Part D description).

When all editing of the Part C clauses is complete the Mark Unreferenced Clauses as Deleted routine

(see below) should be run using the button to the left of the Publish Specification button located in the Specification Operations tab. Running this will ensure that all unwanted clauses in PART D, where

the reference to them in PART C clauses have been set to strike through, are also marked as deleted. Therefore these clauses will not appear in the published specification. A prompt has been built into

the software to remind users to do this before publishing when Publish Specification has been

selected.

SCHEDULES (Referenced from PART C)

When either NES schedules (MS Excel spreadsheet format) or a user’s own schedules are referenced

from PART C of a specification, a listing of all these schedules can be produced in the published document by checking the Include Referenced Equipment Schedules box on the Extra Page Options page in the publication wizard. The listing will be included in the published document at the end of PART C and will incorporate the schedule title, the section where the schedules is located and the

clause reference.

The NES schedules associated with a specification will be stored in the particular specification folder within the Specifications folder in MS Excel spreadsheet format, either on the server or on the Local

Disk (C) and will need to be printed or saved to a .ZIP file separately from the published specification.

A PDF document which gives a listing of all NES schedules and an image of the content of each, is

available from Other Resources under the Guidance tab.

PART D – WORKMANSHIP, MATERIALS AND TESTING AND GENERAL REQUIREMENTS (could be applicable to multiple projects)

This is where general standards and materials / workmanship clauses, generally associated with the plant, equipment and processes specified in PART C, are located. The sections are typically not

project specific, but rather represent general industry good practice for generic applications. These

sections may be used on a number of projects, without any editing directly from the “NES master

specification” or can be freely edited / adapted as part of a “corporate master specification”. Part D is

divided into five main sections generally in line with PART C (with a few exceptions) using the same

numbering e.g. for Natural Gas the section number is C1.3.10 in Part C and the section number is D1.3.10 in Part D.

Part D has been structured / numbered to mirror, as far as possible, PART C and includes both CAWS

Y ref’ clauses and CAWS Part 3 clauses that have been deemed to be workmanship and standards / materials requirements.

The Part D clauses once edited for a “corporate master specification” should need minimal or no

editing for project specific specifications. Some sections could be for plant and equipment that are common to several systems (for example pipework, ductwork and cabling).

Where choices are required (e.g. pipes / cables), they are made with in the PART C clauses or

schedules and only those Part D, clauses relating to the type selected will be included in the

published Part D provided the Mark Unreferenced Clauses as Deleted routine has been run (described below).

When all editing of the Part C clauses is complete the Mark Unreferenced Clauses as Deleted routine

should be run using the button to the left of the Publish Specification button located in the Specification Operations tab. Running this will ensure that all unwanted clauses in PART D, where the

reference to them in PART C clauses have been set to strike through, are also marked as deleted. Therefore these clauses will not appear in the published specification. A prompt has been built into

This part of the specification is where NES differs most from the example contents list given in

Appendix D in the BSRIA Guide. The example in the BSRIA Guide only includes sections that are common to more than one system, such as pipework, pumps, ductwork, cables, etc. (i.e. the CAWS Y

sections) whereas Part D in the NES BG 56 based master specification includes all sections.

Note 1: Part D sections that are not referenced from Part C clauses These sections relate to the CAWS work sections R - X and need to be added manually. For example:

If Section C1.4.10 LOW TEMPERATURE HOT WATER HEATING is added – Section D1.4.10 has to

be manually included. However: If Section C1.8.40 PUMPS is added - Section D1.8.40 will be bought into the specification

automatically.

PART E - TENDER DELIVERABLES

This is where all deliverables required as part of the tender should be defined including: pricing

documents, programme, organisation charts, operating procedures / method statements, details of manufacturers / specialists and BIM.
