Footscray RSL president Long Viet Nguyen told Star Weekly the theſt was devastating for the families of the fallen soldiers, who had sacrificed their lives for Australia. “I came to take a look and see if it is true; it’s very disappointing,” he said. “It is very bad, this vandalism.” e $380,000 memorial garden, unveiled to coincide with Anzac Day in 2013, honours the memories of more than 200 Footscray area servicemen and servicewomen who died in the two world wars. At the same time, the council relocated about 200 plaques to the new garden in Footscray Park from the Geelong Road avenue of honour, where they had been laid in 1947 but had fallen into a state of neglect.     Police are hunting callous thieves who stole more than 100 plaques from the Footscray Memorial Garden on the eve of Remembrance Day.

    About 80 of the bronze memorial plaques, paid for by the families of soldiers lost in world wars I and II, were forcibly prised from their concrete settings last weekend.

    On Monday, a further 30 were discovered to have been stolen.

    Maribyrnong council works crews removed the surviving plaques and they will be stored osite for safekeeping.

    An environmental group has called on Victorian Premier Daniel Andrews to stop Altona Memorial Park being extended on to Crown land of Aboriginal signicance in Altona North.

    Friends of Lower Kororoit Creek president Geo Mitchelmore said the Greater Metropolitan Cemeteries Trust planned to extend its existing cemetery on to land bounded by Dohertys Road, Grieve Parade and Kororoit Creek.

    Mr Mitchelmore said the land was, in part, an undisturbed Aboriginal heritage site and home to many species of birds and other wildlife. It would be criminal for us to lose that land that was of great signicance to the Aborigines thousands of years ago, he said.

    In 2009, the group commissioned Biosis Research archaeologists to investigate the site. In an hour they discovered a large number of Aboriginal artefacts. e archaeologists had the land declared a site of cultural importance.

    A spokesman for Altona MP Jill Hennessy said aer receiving the Friends submission that the government had raised the concerns with the Greater Metropolitan Cemeteries Trust.

    e trust has assured the government that it recognised the site for its cultural signicance and that there were currently no plans to develop this land for burial purposes, she said.

    e trust has given assurances it will work with local Aboriginal people and other stakeholders on future planning for the site.

    e community has rallied to support an Altona bottle shop robbed at knifepoint on Friday night.

    A man walked into Savvy Cellars in Civic Parade about 8pm as a female attendant was preparing to close. He produced a knife and demanded cash and its believed he was given some before he ed.

    e pizza shop next door was bustling with customers, but one worker said nobody realised there had been a robbery.

    Savvy Cellars owner Jenny Hu said the bottle shop attendant was too shaken to return to work at the weekend.

    She said that following Star Weeklys report on Facebook, the community had rallied to support the family business she took on three years ago. One customer brought in pink roses on Saturday, while other customers had bought double their usual amount.

    A lot of customers have come here and asked me things, Ms Hu said. One customer

    said, I hope it doesnt happen again. Im very thankful for that.

    e robbery shocked shopkeepers in the tiny strip near the corner of Millers Road.

    A milkbar owner, who did not want to be named, said shopkeepers were always wary of being robbed, but Friday nights hold-up was unusual for the strip.

    It happened here once before, about 20 years ago, he said.

    No one was injured in Fridays robbery and the oender is still at large.

    Police detected more than 90 oences in a recent blitz on Maribyrnong and Hobsons Bay roads.

    Operation Furlong ran across the state for ve days over the pre-Melbourne Cup weekend.

    More than 154,000 breath tests and more than 2200 roadside drug tests were conducted as part of the blitz between Friday, October 30 and midnight on Melbourne Cup day.

    In Maribyrnong, 64 oences were detected including 17 unregistered vehicles and 13 unlicensed or disqualied drivers, as well as 10 mobile phone oences and two cases of drink-driving.

    In Hobsons Bay, police detected 28 oences including 11 unlicensed or disqualied drivers, four unregistered vehicles and one drink driver.

    Across the state police detected 1057 unregistered vehicles, 2969 speeding oences and 381 mobile phone oences.

    Drivers still out the law

    Elderly residents in a Yarraville street say they are too scared to leave their homes because of the danger posed by debris from street trees.

    e large white cedar (melia azedarach) trees in Castle Street drop hundreds of hard, marble-sized fruit on the footpath, which the residents say are a slipping hazard.

    Mena Cassetta said her 95-year-old mother Antonia was one of a number of residents in their 90s terried of slipping on the fruit.

    Ms Cassetta said Maribyrnong council had been negligent in its upkeep of the street trees and failed to deal with the debris, without constant pestering.

    Ms Cassetta said one elderly resident was taken to hospital by ambulance in recent years with broken teeth, a broken jaw and cuts to her lip and cheek, and died in hospital from her injuries.

    She said the fruit dropped for about two months every year, leaving elderly residents feeling under siege throughout spring.

    Ms Cassetta said her mother, a proud gardener, was also distressed at the mess the trees caused on her property.

    Another resident, who has been complaining to council about the same issue, said she had yet to hear back about her concerns.

    cedar trees had been planted in streets and open spaces across Maribyrnong as they were appealing in ower, performed well in nature strips and responded well to maintenance and pruning.

    Council runs a cyclical maintenance program where all street trees across our city are maintained and pruned regularly to reduce the amount of debris generated, he said.

    Mr Butterworth said the council responded to requests from residents about footpath debris from street trees that create obstacles.

    In every instance, council removes the debris from the footpath at the relevant location as soon as possible, frequently within a 24-hour period, he said, adding the council was considering a footpath maintenance schedule based on seasonal tree debris.

    A Williamstown resident has lost his bid to preserve his city skyline views aer the states planning tribunal ruled views in the area are not protected.

    Two objectors appealed to the Victorian Civil and Administrative Tribunal to reverse Hobsons Bay councils decision to grant a permit for a double-storey addition to a house on the east side of Federal Street.

    One objector, the owner of a double- storey house opposite, argued that he would lose his city views. e tribunal heard the proposed second-storey addition would sit in line with the view from his rst-oor balcony and living room.

    VCAT senior member Jeanette Richards agreed that he would lose some of the view he currently enjoys.

    However, under the Hobsons Bay planning scheme, views in this location are not protected, or form part of the consideration, as to the impact on the amenity of the neighbourhood, she said. e view [he] currently obtains is fortuitous and, whilst it is enjoyable, it is not considered sucient to warrant refusal of the permit application. I expect there will still be some ability to enjoy a portion of the city skyline.

    e other objector raised concerns about overlooking, and VCAT made some amendments to the plans.

    Resident takes a dim view

    Williamstown RSL has scrapped plans to develop the club into a ve-storey apartment block in a bid to ght its way out of debt, opting instead to continue making the club more community based.

    RSL Victoria had given the sub-branch the option of redeveloping or closing as the latter struggles to repay a reported $2.6 million debt.

    Williamstown RSLs new president, Bruce OBrien, a Vietnam veteran and former bank manager, said that thanks to community and member support and a new committee, the nancial decline had been arrested.

    e new committees most important aim is to save the Williamstown RSL site from redevelopment, he said.

    e club has been on its current site for almost 100 years and is looking forward to celebrating its centenary.

    e club cant achieve this milestone without patrons using its facilities and becoming nancial members, costing only $30.

    He said the clubs gaming room patronage had increased 30 per cent in the past two months and several local clubs had approached the RSL about entering into shared membership arrangements.

    Williamstown RSL currently hosts Timeball Club, Way Out West, and the Williamstown Jazz Club, and its looking at extending its involvement with other community and sports groups.

    e new committee has identied sponsorship opportunities, which will provide a winning scenario, Mr OBrien said.

    From next year, social memberships will be available to local sports, social and benevolent clubs.

    Mr OBrien said that in the past 20 years the club had been transforming from an organisation of mainly retired veterans to a social club for the community.

    Take a journey to Afghanistan via a mobile exhibition, titled A Candle in the Dark, at Braybrook library.

    e exhibition includes photos tracing Save the Childrens Children of Uruzgan program in one of Afghanistans most conservative and insecure provinces.

    Every year in Uruzgan, about 300 mothers and more than 3000 children under the age of ve die.

    Less than half of children under the age of two have received basic immunisations, while one-third of the population lacks access to any health services.

    Children have had few opportunities to access formal education for decades, with only one in ve children aged between seven and 13 attending school. Less than 10 per cent of these are girls.

    In A Candle in the Dark, evocative images

    by Elissa Bogos Mirzaei and Mats Lignell introduce the people who are changing Uruzgans future for the better through the Children of Uruzgan program, a partnership between the Australian government and Save the Children Australia.

    e four-year program aims to improve access to basic health and education for children and their families. It is training about 300 community health workers, as well as 50 midwives to ensure women have access to skilled birth attendants during childbirth.

    e program will improve basic education for children by building community schools and training 1000 teachers, including females, to encourage more girls to attend school.

    A Williamstown urban designer says removing a level crossing at Williamstown North train station and building a yover will physically divide the community and destroy its village feel.

    Philip Ward, who consulted for Hobsons Bay council aer the Newport community was bisected by a yover, said there were many alternative trac-calming measures that could improve pedestrian safety.

    Labor made a pre-election promise to remove the crossing in Ferguson Street, Williamstown,

    Mr Ward agreed with fellow Williamstown resident Jason Bryce, who last month told Star

    Mr Ward noted that the two children killed and the cyclist injured were as a result of trains, not vehicles.

    Pedestrian safety is paramount, but there are myriad solutions for it, he said. Grade separation is cracking a walnut with a sledgehammer.

    Mr Ward said the yover built at Newport meant the only way to get from the Hall Street shopping strip to e Substation arts precinct was via the black tube of death.

    Weekly a yover would increase trac speeds and cause more motorists to pass through Williamstown.

    Grade separation has a history of higher speed limits and increased trac all over North America, Mr Ward said.

    Williamstown MP Wade Noonan said the design of the yover would be subject to consultation with council and the community.

    VicRoads has not reported any casualty crashes involving drivers, cyclists and pedestrians at the Kororoit Creek Road/Champion Road/Railway Avenue intersection in the ve years ending June 30, 2015.

    Pressuring the state and federal governments on matters important to the area are some of the biggest challenges Maribyrnongs new mayor expects to face.

    Cameron McDonald fended o a challenge from ALP councillors last week to become the fourth consecutive independent to don the mayoral robes.

    e River ward councillor was elected over ALP councillor Sarah Carter four votes to two at a special council meeting last Wednesday.

    Former mayor Catherine Cumming was elected deputy mayor.

    Its a spectacular time, theres so much happening, Cr McDonald told Star Weekly.

    Cr McDonald cited construction in the Joseph Road precinct and the rst steps in the Footscray education precinct as two of the

    major local changes under way. And he said he expected residents to keep a close eye on the councils performance in the lead-up to next Novembers election.

    Hobsons Bays new mayor has made history a major theme of his year in oce. Peter Hemphill was elected to the role by councillors last Friday, with Cr Sandra Wilson his deputy.

    Cr Hemphill, a long-time Newport resident who was rst elected to the council in 1999 and previously served as mayor in 2008-09, outlined his interest in Hobsons Bays history.

    I particularly want to pursue recognising Hobsons Bays heritage through street signs who the particular streets were named aer, he said. Another area I want to pursue in the history theme relates to the original Anzacs.

    We have a project in Williamstown called the Sons of Williamstown and I want to make sure thats taken to the next level.

    For those that dont know this project, its an honour board with the photos of 265 World War I men who died in that war.

    e project involves researching the stories of these soldiers, among them a great uncle of Cr Hemphill who served in the 22nd Battalion.

    Cr Hemphill said another focus would be better planning for sports clubs.

    Our city is expanding, but Im not convinced were keeping pace with the requirements for sports facilities or their needs, he said.

    Williamstown will host its second Macedonian Cultural Festival this month.

    Festival committee member Sam Sekulovski said it would feature four Macedonian dance troupes, singers, musicians, traditional cuisine and food demonstrations.

    Mr Sekulovski said the festival aimed to showcase Macedonian culture to the broader community.

    Its not a Macedonian festival for Macedonians its a Macedonian festival for everyone, including the local Macedonian community, he said.

    Were a fairly large community in Melbourne.

    Its one of the principal ways of demonstrating to the broader community who we are, our culture, food, music, dance. Also, its a way of connecting some of our

    younger kids to understand where their heritage lies, Mr Sekulovski said.

    Last years inaugural festival attracted about 8000 people.

    A woman has been jailed for a year and placed on the sex oenders register for life aer pleading guilty in the County Court to two counts of sexual penetration of a child under 16.

    e court heard the woman was 26 and the boy 15 when they had sex at Altona beach and a hotel between September and November last year.

    e woman also pleaded guilty to persistent contravention of an intervention order.

    Judge Johann Patrick, in sentencing, said the woman knew the boys age and was aware of his vulnerabilities.

    Spotswood cra brewery Two Birds Brewing has been awarded the best beer gong at the Wetherspoons Real Ale festival in Britain.

    e brewerys Sunset Ale was selected by judges ahead of more than 50 other entries from around the world, including the Netherlands, Canada, New Zealand, the US and Guam.

    Yarravilles Jayne Lewis and Danielle Allen are the two birds behind Two Birds Brewing, Australias rst female-owned brewery.

    To take part in the competition, the pair ew to London to brew a batch of their beer with a local brewer.

    Sunset Ale had already taken out a swag of awards in Australia. e red ale has what Lewis describes as a toee and biscuit avour, with the hops used giving it a tropical and citrus note.

    Our beer was rated best because it was the one the judges said they would go back for another of, Lewis said.

    But she hesitated to call Sunset Ale the best beer in the world, saying it was the best of those at the festival.

    Lewis and Allen have been friends for 15 years and started Two Birds Brewing four years ago aer a trip to the US, where they explored cra breweries.

    We decided we were keen to team up and do our own thing, Lewis says.

    e pair had to take out personal loans and mortgage the business against their homes to launch their venture.

    ey began contract brewing, where Two Birds beers were made to their recipe in someone elses brewery, until they opened their own brewery in Spotswood in June last year.

    Lewis described opening their own brewery as a turning point in the growth of Two

    Birds business, which now turns over between $3 million and $5 million a year.

    Two Birds has doubled its brewing capacity in 2015 and now produces 500,000 litres a year.

    Lewis said that being two women in a male-dominated industry had not held back Two Birds.

    We have no end of support, she said. Its a wonderful, warm, welcoming industry.

    She said the growing interest in cra beer meant it was an incredibly exciting time to be in business.

    She said cra beer had the potential to be like boutique wine and artisan food, but it had been languishing until now.

    Braybrook students are shedding light on growing up in a world shaped by advanced technology.

    e Caroline Chisholm Catholic College year 10 media students have been working with acclaimed 3D artist Justin Dwyer on producing and showcasing their own 3D projection mapping works.

    e students have spent recent weeks with Dwyer using state-of-the-art technology to create visual stories exploring themes of communication and identity.

    Teacher Claire Virgona said the project, in collaboration with the Australian Centre for the Moving Image, had been an exciting way for the students to gain creative skills while working on a range of subjects.

    Its been a long process, but this project has bridged a lot of dierent areas it has been amazing, she said.

    Student Joel Knight said the project was a chance to imaginatively explore topical issues faced by young people every day.

    Weve been working with dierent textures and possibilities video and images and some lm as well, he said.

    Jihad Barbar said the project had been a great learning experience. We really learnt how to work as a team, how to commit to working together on something.

    e nal works were revealed in a showcase at the school last ursday night.

    Residents living in and around Brooklyn are still victims of pollution despite 10 years of complaining, according to Hobsons Bay council. e council said in a submission to a ministerial advisory committee set up to ensure the EPA can protect public health, that the Brooklyn industrial estate attracted most complaints.

    ere are about 60 businesses operating in the Brooklyn triangle, which include quarrying, shipping container and demolition yards, recycling depots, transport logistics, abattoirs, tallow producers and hide processors, the council submission stated.

    It went on to say the EPA should be better resourced to keep ghting pollution.

    Council is concerned that, despite the best eorts from all concerned, dust, odour and noise issues continue to adversely impact on residents in Brooklyn, Altona North, Laverton,

    South Kingsville and Newport, the submission stated.

    Council seeks stronger involvement of the EPA in community engagement, data collection, enforcement activities and the implementation of strategies to reduce odour, dust and noise impacting the health and wellbeing of residents.

    But the council had one cause to celebrate last week when the largest source of dust in the industrial estate was eradicated with the sealing of Jones and Bunting roads.

    e roads, combined, produced at least 31 per cent of road dust emissions in the precinct, according to a 2011 EPA study.

    Brimbank council footed $750,000 of the cost of the sealing project, with the state government contributing $1.85 million.

    Brooklyn still polluted

    More than $300 million in benets could be delivered to Brooklyn industries and the community in the next 30 years through a new plan for the Brooklyn Industrial Precinct, Victoria University believes.

    e plan, Living Brooklyn, was bankrolled through a $405,000 state government grant and set up to create a business case and vision to manage future pollution problems in the precinct.

    Victoria Institute of Strategic Economic Studies research fellow Roger Jones said that

    as the environment becomes cleaner and the area loses its stigma, he said.

    e wellbeing of adjacent populations increases, cases of asthma and other respiratory diseases reduces.

    Land prices in the industrial area would increase.

    with recommended investments into the precinct, including up to $6 million for dust control, there would be big benets for the community.

    As part of the Growing Brimbank program, the plan seeks to create a world-class industrial eco-park that is the pride of place for the people working and living in Brooklyn, Dr Jones said.

    Dr Jones said the precinct, on about 330 hectares of industrial-zoned land that hosts more than 60 industries, created more than 110 tonnes of pollutants each year into Kororoit and Stony creeks.

    He said air quality standards remained a big concern.

    e air quality is also the poorest in Melbourne, Dr Jones said in a recent presentation.

    He said Living Brooklyn, led by Brimbank council, did not have the total support of businesses to clean up the precinct.

    Lions Club of Altona is 50 years old this year and 97 past and present members and friends marked the occasion with a dinner recently. President Maurie Tanian said there were 25 members of the volunteer organisation, which is involved in numerous community service projects. Its most popular is the Sunday night soup van for people in need.

    Lions also runs the Cherry Lake market on the rst Sunday of every month.

    He said there were two main reasons people joined the Lions.

    You know youre mixing with good people, people who care, he said. Even though youre

    helping others, youre actually helping yourself become a better person and a better citizen.

    On my rst night as president, I posed a question to the club members: Why did you join? I got them to write down replies on sticky notes and I got the two same answers from everyone . . . to help others and to meet other people in the community.

    Among the guests at the celebration dinner was charter president Les Russell, 87.

    Bill and Jean Nicol celebrated their 70th wedding anniversary on Saturday. Mrs Nicol, 88, met her husband at a dance in England. Mr Nicol, 93, was a bomber pilot with the Royal Australian Air Force. They married in England after a whirlwind courtship of about eight weeks. When Mr Nicol was sent home, his wife followed six months later on the bride (war brides) ship SS Wairangi. They settled in Spotswood in 1957.     Save Williamstown has been lobbying against high-rise development on the former Port Phillip Woollen Mill site, near Mobils Gellibrand tank farm.

    SW spokesman Godfrey Moase said the lack of rules put at risk the lives of people living and working in Williamstown.

    What would happen if everyone in Williamstown was trying to evacuate at the same time? he asked.

    Why have no measures been taken to ensure everyone would be able to make it to safety.

    Planning Minister Richard Wynne has appointed a committee to advise on buers and land use between major hazard sites and residential development.

    Hobsons Bay council, residents and Mobil have welcomed the announcement.

    Victoria has 45 major hazard sites, eight of them in Hobsons Bay.

    Williamstown MP Wade Noonan said that, as suburbs continued to change, it was essential that planning regulations keep pace.

    If anyone knows the secrets to festival success, its Hai Pham.

    Director of Footscrays annual East Meets West Lunar New Year Festival since 2007, Mr Pham also manages the Philippines esta at the Melbourne Showgrounds, the Diwali and Holi Indian festivals at Sandown, the Springvale and Sandown night markets and the Footscray and Sunshine lantern festivals.

    His marquee and staging company provides infrastructure to more than 50 festivals a year, and he criss-crosses the state to ensure they all run as smoothly as possible.

    Later this month, Mr Pham will be part of a panel, including leading creative thinkers behind Victorias premier festivals, discussing the future of festivals in Footscray.

    He said most people didnt realise the amount of work that went on behind the scenes to get a festival up and running.

    We put hundreds of hours into these events and Im always looking for ways to improve the enjoyment of everyone involved.

    Mr Pham rst became involved with the colourful East Meets West Lunar New Year Festival as a volunteer.

    e Footscray Asian Business Association was so impressed by his enthusiasm and dedication that he was ultimately handed the reins to run the event, which now attracts more than 60,000 people into the heart of Footscray each year.

    Festivals are a real passion of mine, Mr Pham said.

    I love the Lunar Festival as its a very spiritual day for the Vietnamese community. e kids enjoy it and pick up a lot about an important part of their ancestors and parents culture.
