Note From The Mayor

Normally April, combined with Springtime, brings excitement for the upcoming construction season but 2020 has very different so far.

These are very trying times for many in our community and state. I could write on and on about the difficulties affecting people from

the Covid-19 virus, but I will defer to the great coverage by the local news media, the continued updates from Johnson County

Emergency Management and the Governor’s office. I have a strong belief that the knowledge and strength being provided by Iowans

will push us all through this situation quickly and successfully to get back to normal was soon as possible. We can all make this happen

by following the directions from the healthcare professionals.

I assure all Tiffin residents that city services will continue to the best of our ability within City Staff, Public Works and City

Council Members. In an effort to limit the spread, some areas like the parks and city hall are affected by social distancing however,

most services provided by the City will appear unaffected. As always, traffic flows through Tiffin are a high priority. The Highway 6/

Park Road Roundabout project will be making progress within a week or two. This project is scheduled to be substantially complete at

the end of this summer. In addition, I expect several other projects such as Phase 2 of the Original Town Urbanization Project, trail

improvements and the drilling a new well will begin soon as well.

Everyone please complete your census! Accurate population numbers are extremely important to Tiffin. Let’s make sure to

‘Be Counted’. As always, watch our City website and Facebook page for more information.

With positive cases of coronavirus, or COVID-19, detected in Johnson County, the City of Tiffin

encourages residents to stay home for services they can access remotely. We are encouraging our

residents to practice social distancing. Here is what that looks like from our point of view.

**This is particularly true if you have traveled outside of the US in the past 14 days or are currently

experiencing any flu like symptoms including fever, cough or difficulty breathing.**

Utility Payments: Payments can be made through our IVR (automated phone payment system by calling 1-877-690-3729), online payments (https://ubi.gworks.com/tiffinia/), the payment drop box in the parking lot of City Hall, or set up ACH.

New Residents or move outs: We can email over any information needed ([email protected])

Why is it important?

• The goal of the U.S. Census is to count every

person living in the U.S. once, only once, and

in the right place.

• It’s your civic duty: a way to participate in our

democracy and say “I count.”

• Businesses use Census Bureau data to decide

where to build offices, stores and factories, and

these create jobs.

• Census data impacts our daily lives, informing

important decisions about funding for services

and infrastructure in our community.

• Local government officials use the census to

ensure public safety and to plan new schools

and hospitals.

• It impacts our community. The distribution of

more than $675 billion in federal funds, grants

& support to states, counties & communities are

based on the census data. That money is spent

on schools, hospitals, roads, public works and

other vital programs.

• Every 10 years, the results of the census are used

to reapportion the House of Representatives,

determining how many seats each state gets.

How do I respond?

• In March of 2020, you can expect to receive

an invitation in the mail to go online and

complete the census questionnaire.

• For the first time, you can choose to complete

the census online, by phone, or by mail.

City Clean Up Day

City Clean-Up day will be on Saturday, May 16th from 8:00AM—11:00AM. Checks only, payable to Tiffin Fire Department. Remit payment to Tiffin City Hall

You will be required to bring your items down to the Public Works Facility. If you are unable to bring your items to the Public Works Building on May 16th, you can schedule a pick- up

with the Tiffin Fire Department. There is a fee of $25/truckload. They will only accept checks. Make your checks payable to Tiffin Fire Department. Payment must be received

prior to Friday, May 15th to be on the pick-up schedule. Please submit your payments to Tiffin City Hall. They will not be taking payments on Clean Up Day.

Remember: Please do not dispose of Batteries, Paint, Tires, or any other Hazardous Materials. If you have a question about disposable items please contact Johnson County

Refuse at 319-665-4498 prior to the day of clean-up.

TV’s and Computer Monitors will NOT be accepted.

Spring is finally here which means the Community Garden Plots will be available soon!

Plots are available in 10’ x 30

Prices are as follows:

10’ x 30’ (300 sq. feet) - $35 resident /$40 non-resident

Please call City Hall and an application can be emailed to you.

Once the plots are ready City Hall will notify applicants via email.

City Ordinance requires animals in the city limits to be licensed every calendar year. Cost is $10.00

per year. When applying, you must provide current vaccination records for your pet.

TIFFIN COMMUNITY FUND

Tiffin Community Fund is still working to improve our community. The Tiffin Community Fund is a fun organization dedicated to serving the community of Tiffin. We meet every couple months for about one to two hours. Our mission is to benefit our

community by granting money to non-profit organizations for projects that improve Tiffin. Sound like something you would be interested in? Come on and join, we would love to have you.

If your non-profit organization has a project that needs funds and would like to know how to apply, feel free to contact Tim Orris at 319-461-1660, [email protected].

Your contribution will be tax deductible and possibly qualify for the Iowa Endowment Credit. You may also join the Tiffin Fund and help us to keep improving our beautiful community.

From Tiffin Community Club Member:

As you all may know the Coronavirus is shutting everything down and stopping most activities. But not the Tiffin Community

Fund. We are still going strong. We may not be planning any large gatherings but what we are doing is looking for donations,

looking for new members and providing funds to non-profit organizations to benefit the town of Tiffin.

If your non-profit organization has a project that needs funds, the Tiffin Community Fund is always looking for new ways to

make Tiffin better. If you would like to know how to apply for the funds, feel free to contact Tim Orris at 319-461-1660,

FAMILY RESOURCE CENTER/COMMUNITY FOOD PANTRY The Family Resource Center/Community Food Pantry is located in the grey building between the CCA Middle School

and CCA High School and is accessible from the CCA Middle School parking lot.

The Mission of the Center is to involve the community in reaching and providing assistance to help feed our neighbors.

WORK SESSION 6:00 PM MARCH 10, 2020

The City of Tiffin City Council held a work session Tuesday, March 10, 2020, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 6:00 PM. Upon roll being called the following members were present: Jim Bartels, Eric Schnedler, Rodney Walls, Christine Olney arrives at 6:40 PM, Al Havens. Others present City Administrator Doug Boldt, City Clerk Abigail Hora, and others present.

DISCUSSION AND REVIEW OF THE ORIGINAL TOWN URBANIZATION PROJECT—PHASE TWO

Discussion: Roundabout start date will be delayed due to timing of when school is let out. Signals to begin on Deerview and Hwy 6 soon, signs will be put up to let residents know when the signals will be up and running. Design Engineer would like ideas for center of the roundabout.

DISCUSSION AND REVIEW OF POTENTIAL NO PARKING ON THE WEST SIDE OF NORTH CROELL AVENUE FROM LILAC STREET TO GOLDFINCH DRIVE

REVIEW OF TRAP-NEUTER-RETURN 2019 ANNUAL REPORT—COMMUNITY CAT LEAGUE

Discussion: Trap-Neuter-Return would like to host a workshop in Tiffin. Community Cat League is seeking a space to house the cats in Tiffin during their time with TNR program. They would also like to be more involved in community events to help inform residents about their program. A 2020 proposal of work will be at the next council meeting.

WORK SESSION 6:30 PM MARCH 24th, 2020

The City of Tiffin City Council held a work session Tuesday, March 10, 2020, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 6:30 PM. Upon roll being called the following members were present: Jim Bartels present via phone, Eric Schnedler, Rodney Walls, Christine Olney, Al Havens. Others present City Administrator Doug Boldt, City Clerk Abigail Hora, and others present.

DISCUSSION AND REVIEW OF RECREATION FACILITY

Discussion: Council would like to know cost with no pool for the recreation center, like the Wellman facility. Obtain more operational expenses from other recreation centers with a pool.

DISCUSSION AND REVIEW CONQUER THE CREEK SPECIAL EVENTS APPLICATION

Discussion: Council would like to see Tiffun Creekfest and Conquer the Creek work together along side the Recreation Director and Deputy Clerk.

REVIEW OF CITY OF TIFFIN CAPITAL IMPROVEMENTS PLAN

Discussion: Council would like to review the timing of the Recreation Center and Kimberlite turn lanes.
