Are you going on vacation? Do you water your lawn?
To avoid unnecessary leaks be sure all faucets are turned off, toilets are not
running and your outside spigot is also off. A small leak can add up over time! Water can also be shut off at
individual water supply valves or at the main shut off in your home.
If you have an irrigation system, be sure to inspect your sprinkler heads. A broken one can waste up to
25,000 gallons of water in 6 months. Also be sure the head is pointed in the correct direction.

TIFFIN VOLUNTEER FIRE DEPARTMENT & FIRST RESPONDERS Note from the Fire Chief
I would like to thank everyone for your past and continuous support of the Tiffin Volunteer Fire Department and First Responders.
It is exciting to be part of the rapidly growing City of Tiffin, and 2018 was a big year for the department. Our fire station recently
grew in size to house two new fire trucks, and we continue to plan station expansions and equipment upgrades to better serve
the growing community.
The Tiffin Volunteer Fire Department was established in 1954 and serves approximately 58 square miles including the City of Tiffin
and surrounding Union and Clear Creek Townships. Our devoted members respond to an average of three hundred fire, rescue,
and medical calls per year in addition to participating in many community events and fundraisers.
The department and I greatly appreciate the generous support of our community and are currently in need of motivated
individuals to join the team. If interested, please find us on online or email me directly at [email protected] for more
information. Please consider serving the community as a volunteer with the Tiffin Fire Department. Thank you.

FAMILY RESOURCE CENTER/COMMUNITY FOOD PANTRY
The Family Resource Center/Community Food Pantry is located in the grey building between the CCA Middle School
and CCA High School and is accessible from the CCA Middle School parking lot.
The Mission of the Center is to involve the community in reaching and providing assistance to help feed or neighbors.
Volunteers are always welcome.
Would you like to help the Resource Center?
• Make a food donation: Non-perishable food items with dates that are not expired can be dropped off at Grace United Methodist Church, 300 W Marengo Road in Tiffin or the Family
Resource Center/Community Food Pantry during the hours listed.

Are you looking for a way to get involved in the Tiffin Community, but don’t know where to start? How about joining the Tiffin Community Fund. We meet about every two months for approximately 90 minutes. The goal of the Fund is to take donations to our endowment fund and provide to non profit organizations for community projects.
If you don’t want to join but still want to help, make a tax deductible, that at times qualifies you for the Iowa Endowment
Credit, donation to the Tiffin Community Fund. Your dollars will stay in the community and benefit a program you may already be using/involved in. Come help us build and improve Tiffin!

Work Session 5:48 PM May 7, 2019
The City of Tiffin City Council held a work session Tuesday, May 7, 2019 at the City Hall Council Chambers. Mayor Berner called the
meeting to order at 5:48 PM. Upon roll being called the following members were present: Jim Bartels, Al Havens, Eric Schnedler,
Peggy Upton. Absent: Mike Ryan (arrived at 5:50pm). Others present City Administrator Doug Boldt, City Clerk Ashley Platz, City
Engineer Ben Carhoff and others.
Agenda Additions/Agenda Approval
Motion to approve the agenda by Havens. Second by Bartels. All ayes, motion carried. Mike Ryan arrived at 5:50 PM.
Introduction & Presentation from Martin Gardner Architecture—Michael LeClere
Discussion: Michael LaClere, Martin Gardner Architecture presented to Council a Rec/Community Center development process and
how they can help throughout the entire project. Derek Powers presented the Rec Center and how they can help facilitate
community involvement. Communityvisioning.org is a great place to start to look into help with the Town Vision.
Discussion and Review of Buffalo Creek Development—Faselt Team
Discussion: Nick White, VSP Engineering presented a different layout of Forevergreen Road through the middle of the property as
apposed to the road crossing along the northern line of the property. Reason for moving the road was due to line of sight at the
intersection of James & Forevergreen Road and Ireland & Forevergreen Road along the northern property line. Council concerns
with Forevergreen Road getting too close to Oakdale Blvd towards the south.
Discussion and Consideration of Potential Financial Incentive for Redevelopment at 301 and 311 Main Street – Mitch King
Discussion: Mitch King, Owner/Developer came to Council to discuss the TIF Matrix that were presented to Council. Main discussion
on awarding an upfront Grant of $300k along with TIF Rebates of 100% for 10 years and 50% for 5 years. Council discussed the
perception of handing out Grant money for this development will set a precedent going forward. Discussions regarding the
perception of ignoring original part of town. Also discussion about the specific lot and the unique constraints with the Windstream,
density restriction among others.

Reports from City Personnel
1. City Council Reports – Denny Brown on College Street had some washout from the broken service line. Al Havens attended the
watershed meeting. Signs on pond that that state no swimming, boating and kayaking. Safety concerns for contractors doing work
on Railroad St not using ear protection when using concrete saw.
2. Director of Public Work’s Report – presented the quotes for Boreline close to $71,000 the VFD caused this quote to increase
over the rough estimate. Discussion on the resin in the water treatment plant water softeners. Light on water tower went bad,
company is sending replacements and will check into reimbursement of the labor of installation of the new lights.
3. Building Official’s Report – Hunt Club has started laying foundations. Fleet Farm is coming to town.
4. City Engineer’s Report – Storm Sewer on College. Summerhays Street gas main is finally getting moved. Mr. Carter’s driveway
on Main Street and his retaining wall, would like to remove it all and he will pay for his portion of the wall that is not disturbed with
this project. 3rd pole base was installed today for the Traffic Lights on Ireland. Price Electric offered to pay the line they disturbed for
the traffic lights. Deerview Signals are still in review for iDOT. Roberts Ferry Rd – stabilization was completed Friday but one spot
may need attention after the rainfall this weekend. May 20th start date for Roundabout is still correct weather permitting. Update
on railroad crossing.
5. City Attorney’s Report – Finishing up Fareway.
6. City Administrator’s Report – City Wide Clean-up this weekend. Intern Lucas Parker will be here May 13th. Bid from LL Pelling
for painting. Fareway VIP Reception on May 21st from 4:00-6:30pm. Alliant Energy will have an outage planned this Thursday for 6
hours. First hotel/motel tax check received. Letter from Property Owner on Goldfinch/Potter will discuss in work session.

The City of Tiffin City Council held a work session Tuesday, May 21, 2019 at the City Hall Council Chambers. Mayor Berner called
the meeting to order at 6:22 PM. Upon roll being called the following members were present: Jim Bartels, Al Havens, Eric
Schnedler, Peggy Upton. Absent: Mike Ryan. Others present City Administrator Doug Boldt, City Clerk Ashley Platz, City Engineer
Ben Carhoff and others.

Discussion of Original Town Urbanization Project – Sidewalk on East Side of College Street
Discussion: City Engineer wanted to discuss the sidewalk on east side of College Street. Due to trees, hedges and topography the
sidewalk may need to be moved or not be installed. Council discussed that sidewalks are not optional. The consensus of Council is
to make the sidewalk work, possibly by going behind the trees with a 4 ft sidewalk. The agreement was to have the vacant lot have
5 ft sidewalk to Sedlacek’s lot, then 4 ft behind the trees down to Upchurch’s which would change back to a 5 ft sidewalk and re-
moving hedges if necessary.

Also had discussion with similar issues for the 2nd St & Grant property with fencing in the ROW and directly where the sidewalk needs
to be installed. Council agrees the fence needs to be moved, have homeowner move it. If they do not move the fence, then the City
or City’s Contractor will have to move it. Discussions on if cost will be billed to homeowner. Building Official Brian Shay mentioned he
had a conversation with the homeowner and advised that they should not do anything with the fence due to the location in the city
ROW.
Discussion and Review of Gravel Driveway at 713 Potter Street
Discussion: Building Official Brian Shay, gave background on the driveway that was illegally installed on property. Council discussed
that the gravel will need to be removed from the curb to the sidewalk or it needs to be paved. And no gravel drives are allowed in
town.

poles have been installed for the Traffic Signals on Ireland Ave & HWY 6. Hopeful that July or August the signals will be active.
