I think it is obvious, but I am happy to announce the first ever stop lights in Tiffin are working to keep traffic moving smoothly through the intersecon of Highway 6 and Roberts Ferry Road. I hesitate to state the obvious again but the Roberts Ferry Road project is substanally complete and open, thereby ending maybe the longest running detour in the history (I did not fact check that) of Tiffin. Soon the new railroad crossing at the new Mehmen Avenue extension off of Kimberlite (next to the dog park) will be open. This will allow our Tiffin Public Works Department to close the dangerous Brown Street railroad cross- ing. More good news, Park Road is now paved from Highway north to Oakdale Blvd. This is very important for parents geng to the CCA Elemen- tary Schools. As you are all aware the construcon on Highway 6 at Park Road is obstrucng traffic flows at this intersecon. The Oakdale Blvd. to Park Road route to the schools now provides a smooth and safe route for parents and buses. However, for the next couple of months please slow down and be careful driving on Highway 6 near the Park Road intersecon. As I have menoned previously, the Forevergreen Road connecon over to North Libertys road connues to be one of the highest priories for the City Council. This connecon will provide a highly important second east/west arterial route for Tiffin residents and will provide a sorely needed direct connecon to Interstate 380. Paving is nearly complete on this secon of Forevergreen Road including the new Park Road intersecon. We expect the traffic will be flowing on this road within me for school opening later this month. We are happy to report the eyesore of the Deer View Pond rehabilitaon We expect this pond will soon be a working detenon pond that is also esthecally pleasing. Significant progress is being made on planning for a future Recreaon Center as well as plans for the compleon of the Orginal Town Urbaniza- on. This is a very busy me of year and many, many other projects are in some phase of compleon. A Note From The Mayor Like my comments last month, I have good news. I think it is obvious, but I am happy to announce the first ever stop lights in Tiffin are working to keep traffic moving smoothly through the intersection of Highway 6 and Roberts Ferry Road. I hesitate to state the obvious again but the Roberts Ferry Road project is substantially complete and open, thereby ending maybe the longest running detour in the history (I did not fact check that) of Tiffin. Soon the new railroad crossing at the new Mehmen Avenue extension off of

Kimberlite (next to the dog park) will be open. This will allow our Tiffin Public Works Department to close the dangerous Brown Street railroad cross-ing. More good news, Park Road is now paved from Highway north to Oakdale Blvd. This is very important for parents getting to the CCA Elemen-tary Schools. As you are all aware the construction on Highway 6 at Park Road is obstructing traffic flows at this intersection. The Oakdale Blvd. to Park Road route to the schools now provides a smooth and safe route for parents and buses. However, for the next couple of months please slow down and be careful driving on Highway 6 near the Park Road intersection.

As I have mentioned previously, the Forevergreen Road connection over to North Liberty’s road continues to be one of the highest priorities for the City Council. This connection will provide a highly important second east/west arterial route for Tiffin residents and will provide a sorely

needed direct connection to Interstate 380. Paving is nearly complete on this section of Forevergreen Road including the new Park Road

intersection. We expect the traffic will be flowing on this road within time for school opening later this month.

We are happy to report the eyesore of the Deer View Pond rehabilitation

We expect this pond will soon be a working detention pond that is also

esthetically pleasing.

Significant progress is being made on planning for a future Recreation

Center as well as plans for the completion of the Orginal Town Urbaniza-

tion. This is a very busy time of year and many, many other projects are

for a pack of 5. Residents can set them out with garbage & recycling.

Tiffin Fire Association

The Tiffin Community has been named one of the fastest growing areas in Iowa, and the local fire department is in

immediate need of Volunteer Fire Fighters and Medical First Responders to answer the call. No prior experience is

necessary to apply and volunteer participation doesn’t require a large time commitment. We train monthly to gain

skills beneficial in responding quickly and professionally to many different emergency situations. Motivated

individuals should live or work in the Tiffin area, and are encouraged to find us online at www.tiffinfiredept.com or

TIFFIN VOLUNTEER FIRE DEPARTMENT & FIRST RESPONDERS Note from the Fire Chief

I would like to thank everyone for your past and continuous support of the Tiffin Volunteer Fire Department and First

Responders. It is exciting to be part of the rapidly growing City of Tiffin, and 2018 was a big year for the department. Our fire

station recently grew in size to house two new fire trucks, and we continue to plan station expansions and equipment

upgrades to better serve the growing community.

The Tiffin Volunteer Fire Department was established in 1954 and serves approximately 58 square miles including the City of

Tiffin and surrounding Union and Clear Creek Townships. Our devoted members respond to an average of three hundred fire,

rescue, and medical calls per year in addition to participating in many community events and fundraisers.

The department and I greatly appreciate the generous support of our community and are currently in need of motivated

individuals to join the team. If interested, please find us on online or email me directly at [email protected] for

South Slope Launches Fiber Network Build in Tiffin

South Slope Cooperative Communications is bringing fiber optic technology to homes and

businesses in Tiffin with construction of the network beginning in September. Tiffin residents and

business owners are encouraged to visit southslopefiber.com to sign up and learn more about fiber

internet, phone and television.

“South Slope is excited to bring fiber to Tiffin as part of our ongoing commitment to provide our

cooperative members the best way to stay connected,” said Chuck Deisbeck, CEO at South

Slope.

Fiber optic technology will enable South Slope customers to access ultra-fast internet with speeds

up to one Gigabit (1,000 Megabits per second), which is 50 times faster than the average

residential internet connection. Fast, reliable internet speeds enable customers to download

content faster, stream 4K video effortlessly and connect multiple devices - all without sacrificing

performance.

For businesses, a fiber connection brings the ability to leverage essential applications such as Voice

-over-IP (VoIP), point-of-sale transactions and high-speed file transfers. “South Slope is committed to

enabling businesses to work more efficiently by providing a reliable, fast connection on our vast

fiber network,” said Deisbeck.

During the fiber installation process, South Slope will replace its current network of copper cables

with a network of fiber optic cables, which use light instead of electricity to carry a digital data

signal. The entire project is projected to be complete by early 2020.

“Fiber offers important advantages,” said Deisbeck. “At the top of the list is fiber’s ability to provide

virtually unlimited bandwidth capacity and internet speed, enabling our customers to have a

better experience with data-intensive applications such as streaming, online gaming, cloud

storage, and working from home.”

A fiber network also comes with increased service reliability and stability. “We bury the fiber optic

cables to ensure they will endure harsh environmental factors such as sunlight, storms, snow, and

high winds,” said Deisbeck. “It provides a much more reliable network for our customers.”

South Slope staff will be at Tiffun Creek Fest on August 10th to answer questions and help people

sign up for fiber services. Look for their tent at the Tiffin ballfields from 3:30 to 5:00 pm. For more

New Traffic Signals on Roberts Ferry Road and Highway 6

School will be starting on August 26th and as a reminder the “No Right Turn” arrow sign panel is lit

(ON) when pedestrians are using the crosswalk. This means right turns are not permitted when the

sign is lit (ON).

Thank you to all who came out and supported Tiffin’s first National Night Out on August 6th. It was wonderful seeing so

many community members and it was a fun night for all involved.

We would like to thank all of the business who supported our event. Without their support National Night Out would not

have been such a success.

2019 School Board Elections - Clear Creek Amana Community School District

Oxford, IA – The Iowa Association of School Boards and the Clear Creek Amana Community School District urges community members of the CCA Community School District to consider running in the November 5 school board election. Public schools need strong leadership and governance to ensure a bright future for all children and communities across the state.

School board members play significant roles in their communities - they must have leadership, vision and dedication. They are charged with accountability for student learning, determining educational goals, setting policy, overseeing school finances and more. At CCA it is also important that we have leaders managing our growth.

Qualifications: Any person who is a United States citizen, 18 years of age or older, a resident of the school district (and director district) and is eligible to register to vote may become a candidate for the school board.

School board members are elected to serve four-year terms, with elections taking place in odd-numbered years. Those elected receive no pay. Experienced school board members say the rewards of service lie in meeting the needs of the children and communities.

The Clear Creek Amana Community School District has 4 seats up for election on November 5. Nominations for open seats can be filed between August 26 and September 19.

FAMILY RESOURCE CENTER/COMMUNITY FOOD PANTRY

The Family Resource Center/Community Food Pantry is located in the grey building between the CCA Middle School

and CCA High School and is accessible from the CCA Middle School parking lot.

The Mission of the Center is to involve the community in reaching and providing assistance to help feed or neighbors.

Volunteers are always welcome. Please note there is construction going on at the schools, the pantry will be closed

Tiffin Community Fund. We meet about every two months for approximately 90 minutes. The goal of the Fund is to

take donations to our endowment fund and provide to nonprofit organizations for community projects.

If you don’t want to join but still want to help, make a tax deductible, that at times qualifies you for the Iowa Endowment

Credit, donation to the Tiffin Community Fund. Your dollars will stay in the community and benefit a program you may

already be using/involved in. Come help us build and improve Tiffin!

Work Session 6:02 PM July 2, 2019

The City of Tiffin City Council held a work session Tuesday, July 2, 2019 at the City Hall Council Chambers. Mayor Berner called the

meeting to order at 6:02 PM. Upon roll being called the following members were present: Jim Bartels, Al Havens, Eric Schnedler,

Peggy Upton, Mike Ryan. Others present City Administrator Doug Boldt, City Clerk Ashley Platz, City Engineer Ben Carhoff & others

present.

Agenda Additions/Agenda Approval

Motion to approve the agenda by Bartels. Second by Ryan. All ayes, motion carried.

Discussion and Review of General Obligation Bond for Street Improvements

Discussion: City Administrator Doug Boldt presented a review of the General Obligation Bond for Street Improvements. Council

discussed the priority of projects to include in this bond issue and can push some off to the next issuance.

Discussion of Original Town Urbanization Project – Sidewalk on East Side of College Street

Discussion: Council discussed that there will be a sidewalk installed and the discussion is that we will move the sidewalk to the east

of the trees.

Discussion of Trail Detour during Construction of the I-80/I-380 Interchange

Discussion: Council discussion using a limestone type milling as a temporary trail for next spring so that bike traffic can connect to

Coralville’s trail system while the 80/380 interchange is under construction. Council consensus is to install the trail as soon as

possible.

Discussion and Review of IT Support Services Proposal – Brad Miller – Access Systems

Johnson County Deputy – Leut. Adolph- Extra patrol on Highway 6 due to the construction on HWY 6. The posted speed limit of 35

MPH is valid and will be enforced by Johnson County Sheriff. Also check on Redbird Run & Nightengale. Has been seen increased

speed but the opening of Goldfinch intersection may have fixed this.

Dick Huff- Deerview & Jackson intersection is a problem with people not stopping. Also wanted to ask the Council & Mayor monies

has been collected from the contractor.

Chris Aswegan – 242 Rolling Hills Drive – moved to Tiffin in February 2014. Woodfield Pond Project – requested to have a solution to

the pond and not just a quick fix. Discussion on dredging should fix the issue.

Mayor’s Report – Downtown Planning kickoff meeting with Property owners, Martin Gardener Arch, Mayor, City Engineer and Chad

Sands with ECICOG met to discuss how to move forward. Discussion about the Federal and State monies and the strings that come

may come with.

City Council Reports – public has requested more information on reasoning on delays on City Projects.

Director of Public Work’s Report – Well is not giving the capacity they expected but discussing solutions with contractor.

Building Official’s Report – Nothing to report.

City Engineer’s Report – opened the realignment for Kansas Avenue this week. Discussion on posting caution signs for the curve.

Round-about Contractors requested to have the park mowing stop removing the flags or mowing over them. Just refrain from

mowing or mow around. Seeding on Roberts Ferry Rd will be August 10th. Sidewalk on the east side is being redesigned to fix. Fire

Station Permeable Parking Lot project has been push back due to Downtown Planning Kickoff meeting to determine that scope.

City Attorney’s Report – Nothing to report.

City Administrator’s Report – City Clerk position posting at $50k. Iowa Development Board approval of Annexation of Pirkl Property.

Park Place City Center Part One, Lot 7 – OPD Presentation – Scott Andersen

Discussion: Developer Scott Andersen, present and explained that Lot 7 will be a mirror image of Lot 1’s building which council has already approved. Developer provided rendering of the elevations and look of the building. Developer fielded questions from Building Official and Council. Discussions on not doing Lot 1 yet since the tenants wanted to be in Lot 7. Discussions on finishing in 2021.

Discussion and Review of FY 18 City of Tiffin Audit

Discussion: City Administrator Doug Boldt discussed the FY 18 Audit. Discussed the findings from the state auditor’s office and

discussion on the improvements the City has made.

Discussion and Review of General Obligation Bond for Street Improvements

Discussion: Heidi Kuhl, Northland Securities presented the Debt Book for Tiffin. Discussion on debt the City has outstanding and

discussions on the debt limit. Discussions on a conservative 5% growth rate the City will not have to raise the debt service levy.

Discussion of Additional No Parking in Tiffin Heights East

Discussion: Eric Holzhueter 572 Dakota. Presented that in the Tiffin Heights East covenants have stated that there is no overnight

parking allowed. However, this is stricter than the City’s current Ordinance. City Administrator will have Public Works assess and

recommend the placement of no parking signs in the development.

John Conner, 10 Ridge Dr. – Discussion on requesting the flashing lights on the water tower. Request that the lights stop flashing

because it causes distraction and is discomfort.

Dale McKeag , 302 W Goldfinch – speed limit on HWY 6. Request to have the flashing Stop Signs to place them at Roberts Ferry Rd

and Goldfinch. Traffic Lights scheduled to be operational July 30th. August 10th for seeding on Roberts Ferry Rd.

Billie McKeag – fears of head-on collision on HWY 6. Requested paint or reflective marker and barriers.

Eileen Schmidt, 506 Redbird Run. – Sidewalks not complete on Roberts Ferry Road will they be ready by school start? Should be

completed and opened before school at least on the west side.

Dick Huff – Ask questions regarding why waiting until August to seed, the DOT regulates this. But there will be temporary seeding

soon to help with runoff.

5. City Engineer’s Report – 7/30 Traffic lights should be operational. We will have signage before starting. Original Town Urbani-

zation project is moving forward. Park Rd paving will have asphalt done next week. Soil issues on Roberts Ferry Road. Round-

about going well. Soccer fields parking lot expansion should start next week. Railroad Crossing still needs pavement before

opening. Portzen is working on cleaning the tanks and may not be able to reuse parts from the old tanks to the new tanks like

thought and may cause $12k change order at Wastewater Treatment Plan Project.

7. City Administrator’s Report – Jason Dumont – Park Place Pt 3 – Final Plat wanted to be on this agenda and wanted to ask if

Council would entertain a special meeting. July 23 at 6:00 PM as a special council meeting. City Engineer advised that Dumont

is mostly done except for some minor items that are going to be addressed this week.
