Executive Summary

Parks in the Interstate Corridor will be safe places that provide residents with quality outdoor areas for relaxation and play in spaces that are separate and apart from the built environment. Interstate CAC Vision Statement

From July 2002 to July 2003 staff from Portland Parks & Recreation (PP&R) collaborated with the Interstate ParksCitizen Advisory Committee (CAC) to produce a Parks Needs Assessment. This project was funded through the PortlandDevelopment Commission (PDC). The Needs Assessment provides a prioritized list of the more pressing capital projectsfor the 12 parks in the Interstate Corridor Urban Renewal Area (ICURA).

Each year the CAC will make recommendations to PDC about allocating urban renewal funds for parks. The NeedsAssessment provides background and direction for those choices. It provides a flexible 5 year capital improvementscenario with a more defined look at the next two years. The CAC can use the Needs Assessment each time it revisits itsshort and long term strategies for improving parks, trails and open spaces in the Interstate Corridor URA.

When assessing the 12 parks in ICURA only the “out of door” park space was considered. Pools and community centerssited in several parks were excluded from review, as were school properties. In addition, the project looked at theNEEDS of existing parks and did not address deficiencies in recreational resources, population growth or changingrecreational trends. Recreational facility and acreage needs were discussed but it was agreed that they are elements of afuture CAC work plan.

Since the allocation of urban remewal funding will be low in the first 5 years, this initial CAC planning effort focused onshort term goals (2003-2008) and smaller scale projects. Over the long term the ambitions for parks and open spacesare more visionary. As funding increases over 20 years the CAC efforts will work to fully realize their vision statement.

i. Purpose of the ParksNeeds Assessment

This document summarizes theprocess and reports therecommendations from the recentlycompleted Needs Assessment forthe 12 parks in the InterstateCorridor Urban Renewal Area(ICURA). The project was funded byPDC and endorsed by theCommunity Livability Committee.

The purpose of the Parks NeedsAssessment was to produce aninitial list of capital projects thatthe Citizens Advisory Committee(CAC) would choose from each yearwhen recommending how PDCshould allocate urban renewalfunds slated for parks & openspace investments.

This document consists of sixsections and an appendix ofmaterials pertinent to the project.

Project Background describes therationale for doing a NeedsAssessment as a planning tool toguide capital improvements.

Interstate Corridor Parks provides abrief summary of the 12 parks andtheir general condition.

Citizen Advisory Committee Processsummarizes the 12 month workplan of the Needs Assessment.

2003-05 Project Recommendationsoutlines the methodology forproject ranking. The CAC sortedprojects using three key criteriawhile also considering district wideequity in their selection.

Trail and Open Space Accessprovides a condensed list ofassorted opportunity projects thatwill enhance connections tonatural areas or complete trailloops in or near the district.

I. Project Background

The expansive boundaries ofInterstate Corridor Urban RenewalArea (ICURA) provide 120 acres ofparkland within 12 parks.

The north & northeast sections ofthe city also offer splendid naturalresource areas connected byplanned trail systems alongColumbia Slough, Marine Drive,across the peninsula andtraversing the Willamette Bluffdown to Swan Island.

Among the 12 Interstate parks -which span both North andNortheast Portland - there is agreat diversity in park access,physical condition and recreationalresources. The geographicaldistribution of parks is also noteven. Bridgeton and Humboldtneighborhoods lack parks andBoise, Eliot and even Kenton areunder-served.

Finishing the gaps in the trailsystems and providing betteraccess to natural areas presentsignificant challenges. Yet, whencompleted, this system promises tobe the most comprehensive localtrail network in the city.

Given the bounty of opportunityand challenges, the CommunityLivability Committee produced afinely tuned strategy for improvingparks and trails in the district.

The Parks and Open Space elementof the Community LivabilityImplementation Strategyaddressed these needs for bothcurrent and future residents. Thisstrategy, approved by Portland CityCouncil in 2001, sets out both longand short term priorities for parkimprovements.

Long Term Strategies: 1. Protect and enhance the 120

acres of existing parks.

2. Develop new parks and openspaces to address currentdeficiencies and meet futurepopulation needs.

3. Provide new and improvedaccess to natural areas andwaterways from the districtneighborhoods.

Short Term Strategies:1. Conduct a Needs Assessment of

the existing parks and trailssystem.

2. Fund small scale projects.

3. Develop a strategy for siteacquisition of new park land.

Dawson Park

In order to determine what parkprojects and problems needed to beaddressed first, the Community

Livability Committee, along withPDC, endorsed a 12 park NeedsAssessment proposed by PortlandParks & Recreation. This includeda study of trail and open spaceaccess opportunities. The projectwas planned as a joint effort ofParks staff and a newly formedcitizens advisory committee.

This document summarizes theInterstate Parks NeedsAssessment, its process andfindings. However the bestdocumentation of park needs arethe parks themselves.

The Needs Assessment provides thebackground, the CAC the decisionmaking, and this document lays

the groundwork for futuredirection. A wide-range of parkimprovements are proposed. Thesewill elevate basic service levels andadd new amenities to the district’s12 parks. The continuing role ofthe CAC will guide changes to theparks over the life of the district.

II. Interstate Parks

Interstate Urban Renewal Areacontains two of Portland’s oldestand most beautiful parks –Columbia and Peninsula. Thesehistorical landscapes also functionas City community parks.

Overlook, Northgate, Farragut,Kenton and University Parks arealso community parks. Theselarger parks range from 10 to 33acres. They provide a wide varietyof activities, like soccer andsoftball, which attract leaguemembers from outside theneighborhood. Community parks

usually offer basketball, larger playstructures, picnic areas andsometimes tennis. Whilecommunity parks have morediverse uses they also bring greaternoise and traffic impacts toneighbors.

Community parks (114 acres)comprise the majority ofInterstate’s 125 total park acres.As a result, Interstate has anotable lack of neighborhood parkacreage – just 10.6 acres.Neighborhood parks are smallerand ideally located to serveresidents within a quarter milewalking distance of the park.

Interstate has five neighborhoodparks: Dawson, Patton, TrentonDenorval Unthank and one acre ofMadrona Park (mostly a naturalarea). In addition to a lack ofacreage the Interstate districtneighborhood parks are quite small

and in much poorer condition thanthe community parks.

General Condition Assessment

In total Interstate has 12 parksserving 10 neighborhoods. No parkin this district has been fullyrestored, although Peninsula andColumbia are definitely in aboveaverage condition. All the parksneed work and some – like Patton,Trenton & University - are in needof serious renovation and masterplanning. The deterioration of theparks in Interstate has occurred forseveral reasons:

! The average age of these 12parks is 74 years.

! They suffer from lack ofconsistent & adequate capitalfunding for major maintenanceover the years.

! Only 5 of the 12 parks receivedrenovation funding from the1990’s park general obligationbond (GOBI).

! Distribution of funding for allthese parks has been uneven tothe point where some, likePatton, University and Trenton,have been virtually forgotten.

At a simplistic level the condition ofthese 12 parks can be divided intothree categories: ! Adequate park services:

Columbia, Farragut, Madrona,Northgate, Peninsula, Kenton.

! Missing key park services:Overlook, Unthank, & Dawson.

! Below minimum park services: Trenton, University and Patton.

The Needs Assessment addresses, at amore detailed level, individualimprovements for each park.

III. Interstate ParksCitizen AdvisoryCommittee Process

The Interstate parks citizenadvisory committee (CAC) consistsof representatives from eightneighborhoods: Bridgeton, Boise,Eliot, Humboldt, Kenton, Overlook,Piedmont and Portsmouth. Thetwelve month Parks NeedsAssessment process was dividedinto 6 phases.

1. July to September 2002! CAC was formed. ! Initial public outreach was done

using a survey.! Over 300 surveys were collected

asking users about theirrespective parks.

2. October to December 2002! CAC visits all parks and meets

with Operations staff.! CAC reviews background

material on all parks. ! CAC creates early individual

park project lists.! Survey results collated and

made available.

The first park capital improvementproject in Interstate was completedin June 2003. PDC and BESprovided matching funds forconstruction of 23 new gardenplots at Beach Community Garden.Parks and Water Bureau were alsofunding partners.

IV. Interstate ParksCapital ImprovementRecommendations

Over 100 improvements wereidentified during the NeedsAssessment. Some are obviousfixes and less expensive, some willrequire additional planning andsome are simply big projects.

Project Ranking CriteriaAs it evaluated and sorted all theidentified park projects the CACused the following criteria todevelop the HIGH project category.

1. SafetySafety was the highest concern forCAC members. Projects that wouldcontribute to park security, likemore lighting, better street visibility,or improved playground securitywere given first priority.

2. Working OrderSatisfactory working condition offacilities was the second priority forthe CAC. Projects that addressedbroken facilities, sanitation issues,drainage problems, wading poolclosures, unhealthy trees, orpreservation of historic resourcesranked more highly than others.

3. Expansion of ServiceAdding new facilities and parkamenities to encourage greater use,like basketball courts, chess tables,more landscaping, covered sheltersand picnic tables was the thirdpriority for the CAC.

Additional project criteria theCAC considered were:

V. Trail and Open SpaceAccess

Trail connectivity is a key categoryof improvements that the CAC willpursue more specifically in thecoming years.Committee membersfrom Bridgeton, Kenton,Portsmouth & Overlook, inparticular, all the potential forexpanding recreationalopportunities for cycling, boatingand hiking through new andimproved trail development.

As a part of the Needs Assessment,Parks staff summarized trailimprovement opportunities in theInterstate district. The generaloverview of trail and natural areaconnections provides a broad list ofpotential projects that are asdiverse in geography as scope.

Successful implementation of mostof these projects will depend upontiming, partnerships and findingmatching funds.

VI. ResourceDevelopment

The ICURA revitalization strategycalls for an investment of taxincrement funds to improve parksand open spaces. The CAC hasapproached this opportunity bychoosing projects and prioritiesthat reasonably match expectedfunding levels. That is why smallscale projects to improve existingparks are the focus for the first 5years of our investments. Parks infull working order will better servearea residents now and help meetthe increasing need in future yearsfor outdoor places for relaxationand play.

The High Priority Project List isexpected to grow however. Planningefforts scheduled for some of theICURA parks will certainly identifyother priority needs that the CACwill consider adding to their list.

How Can ICURA FundsLeverage Other Resources?

A coordinated and cooperativeapproach to resource developmentis needed to realize the mostsuccess in raising funds fromsources other than the InterstateCorridor Urban Renewal Area. Thisapproach requires a partnership ofPortland Parks & Recreation, PDC,the Parks CAC and their respectiveneighborhood associations. TheCAC will take a leadership role tofacilitate this partnership in orderto develop the most competitiveproposals possible.

Sources of other funds includelocal foundations, corporations andgovernment grant programs thatwill consider requests for capitalprojects on publicly-ownedproperty. A preliminary list ofpotential funders and prospectivepartners has been compiled.
