What Is JARC?

Grants to improve transportation to: Jobs – especially in suburban or rural locations Employment support Job-specific training programs Can help fund bus shelters in low income

neighborhoods

Targets welfare recipients and eligible low income individuals

Available Funds Federal Fiscal Years 2012 = $392,098

What is New Freedom?

Targets individuals with disabilities Grants for transportation enhancements beyond

requirements of the ADA Goal: connect people with disabilities to the community

and employment If project is for service, it must be “new” (not

operational on or before August 10, 2005) Can help fund infrastructure improvements that

improve access to transit for people w/disabilities Available Funds

Federal Fiscal Year 2012 = $251,172

Competitive Selection Process

Application Due Thursday, October 11, 2012, 1:00 PM Applications which are mailed must meet the same deadline.

Postmark date will not be considered.

Project must meet a need identified in the Public Transit-Human Services Transportation Coordination Plan: http://docs.mvrpc.org/hstc/FinalRegionalActionPlan.pdf and/or in the 2012 Plan Update: http://www.mvrpc.org/sites/default/files/HSTCUpdateFullReport.pdf

Coordination among agencies will be a major consideration

Identify source of non-DOT match (20% for Capital projects, 50% for Operational Projects)

Tips for Successful Applications

Look for partners: these programs reward coordination/collaboration

Become active in your county’s coordination efforts

Identify the specific page number(s) in the Coordination Plan and/or Update that best justify your project

Do not propose projects that duplicate existing service; fill a unique unmet need

Recommended Update Priorities transportation for dialysis and other repetitive medical

treatments; the growing transportation needs of seniors trips for people with disabilities, the elderly and low-income

residents who need to cross jurisdictional boundaries; completing essential pedestrian infrastructure, especially to

improve access to transit for people with disabilities; the growing need for transportation to jobs, medical and

shopping for low-income residents; an overarching emphasis on coordination of the Region’s

limited transportation resources.
