Dear Board of Directors:
James Kouzes & Barry Posner in their book The Leadership Challenge state; “Leaders Get People Moving, They energize and mobilize, They take people and organizations to places they have never been before.” During a recent visit to Palm Coast I learned of the Superintendent of School positing. As I visited with
individuals in the community and discovered more about the culture of Flagler Public Schools, I knew I was
uniquely qualified to do exactly what Kouzes & Posner were speaking of..Energize, Mobilize, & Take Flagler
Public Schools to the next level.
I’ve had the pleasure of being a leader most of my life. My first memory is when I was elected as president
of my 4-H Club when I was 10 years old. I held leadership roles throughout my public education years and
into college. When entering the teaching profession it became clear that my leadership skills would continue
to direct my path.
As a teacher I continued to lead both in my school and at the district level. I helped develop, execute and
communicate progress on school and district strategic plans. I worked with the Texas University System as
a student teacher mentor, and was selected to be part of a newly created position which is now known as an
Instructional/Technology Coach.
At the district level, I reported to the CIO and then to the Superintendent. By leading an Instructional
Coaching Team of Technology Integration Specialist we supported 26 K-6 Elementary Schools, 3 Middle
Schools & 3 High Schools. I designed, implemented and managed programs that have had a direct impact
on school improvement and school improvement initiatives. I have designed, executed and completed large
implementations ranging from Student Information Systems, Emergency Calling Systems, Phone Systems,
Computer Operating Systems and Microsoft Office upgrades along with a number of curriculum systems
throughout my career.
I worked extensively with developing, designing, and implementing professional learning communities. I
provided comprehensive training and leadership for teams using Marzano’s and DuFour’s strategies for
school improvement and student achievement. I successfully implemented Professional Learning
Communities to support our districts guaranteed and viable curriculum aligned with standards, along with
data based decision making using our district data warehouse.
In 2012 I determined that the next step in my career was to venture into the private sector. It was in this
arena that I learned the ‘business’ side of the educational world. My background of 31 years’ experience is
rich with educational expertise and I found myself working with our nation's most innovative and largest
districts. I’ve been successful in selling, consulting, facilitating the design and execution of strategic plans for
these districts. I have enjoyed working and learning extensively from district leaders across the US in many
of our nation's top 100 schools.
I have a deep desire to serve others and leave the world a better place. I earned a Presidential Volunteer
Service Award from President Obama for my work within the educational community. I served as an
Executive Committee member on the Board of Directors for the International Society of Technology
Educators (ISTE). I have been published in magazines and on leadership blogs and have spoken at a
number of conferences regarding my ideas surrounding leadership, assessment, innovation and change.
I believe I am uniquely qualified to be the Superintendent of Flagler County Schools because I have:

Evidence of Impact on Student achievement
Marzano Research states, Effective teaching is essential to student achievement, and appropriate evaluation and coaching can increase teacher effectiveness. Teachers who set pedagogical growth goals and work to achieve them, either alone or with a coach or administrator, improve their expertise and instructional skill.
This project began in 2006 under my leadership. I led the team of Executive Leaders,
Principals, Teachers, and Instructional Coaches to write and validate questions in alignment
with the IC3 Standards. The IC3 standards are aligned with today's most current technologies
and relevant digital literacy requirements and received the ISTE Seal of Alignment in regard to
the Administration and Teacher Standards. The results from this assessment were used to
support the district and school strategic plans. (Exhibit A) Placing purposeful steps inside of
each school's strategic plans helped to create a culture that allowed teachers to grow their
technological capacity, build goals into their individual professional development plans and
support transformational learning that is necessary for students to compete in our global
economy.
We began our data project with these guiding statements:
● Nationwide, the number of jobs requiring technical training is growing at five times the
rate of other occupations.
● Workers who are not adequately prepared to compete are in danger of seeing their jobs
shifted to countries whose citizens are stronger in scientific literacy.
● Teachers need to be able to educate our next generation of students so they can
compete in the global society that they will be living in.
We created 3 types of assessment questions. Knowledge Based Questions, Performance
Based Questions, and Short Answer questions. The assessment consisted of 3 modules similar
to the IC3 model: Key Applications, Computing Fundamentals and Living Online. (Exhibit B) The
assessment was administered to all district employees in the fall with a 98% participation rate
from the certified staff. Proficiency was set at 80% and any individual that scored under the
80% mark was required to retest in the spring. The final data analysis was reviewed by the
Superintendent's Cabinet before sending aggregated Essential Skills data to the individual
Building Principals & Instructional/Technology Coaches. (Exhibit C)
All district level staff development was designed to support growth in these Essential Skills and I
worked with building principals and their Instructional Coach to design the professional
development that would be held during the school year in their respective buildings. Individual
Letters were sent to each participant so they could select personal growth goals.
We saw growth yearly across the district year due to targeted professional development.
(Exhibit D) The assessment was administered yearly until 2010 and it was at that time we
finished the remodel of all of the classrooms to support a more digital learning space. At that
time we transitioned our thinking from a technology literacy to a technology integration model.
