VICTORIA – The B.C. government’s negotiator admitted in court his strategy in 2012 negotiations with the B.C. Teachers’ Federation was to pro-voke a full-scale strike.

NDP critics launched their return to the B.C.

legislature Wednesday with questions about a transcript from the most recent BCTF court challenge over con-trol of class size and support staff. It shows government negotia-tor Paul Straszak said provoking a full-scale strike was designed to move the union from

its months-long ban on extra-curricular activi-ties that started in the fall of 2011.

Asked by the BCTF lawyer if the strategy was to close schools with a full-scale walk-out, which had been authorized by the Labour Relations Board to last up to a week, Straszak replied “I’ll say yes.”

“So what we’re talk-

ing about here is cabi-net is going to be in an awkward situation in the context of a low scale strike, meaning it’s going to want to put an end to it but the public won’t necessar-ily see the need for the legislation because the kids are still in school,” Straszak told the court.

Straszak said the teachers’ work-to-rule action “was having a really signifi cant impact on education” and the increase in pressure was part of the “political dynamic” of the long-running dispute.

In the legislature Wednesday, NDP lead-er Adrian Dix called on Clark to explain the strategy and release cabinet documents that were tabled in court but not made public.

Attorney General Suzanne Anton said the Jan. 27 decision of B.C. Supreme Court is being appealed, and refused to comment further.

NDP education critic Rob Fleming said the premier and Education Minister Peter Fassbender have commented publicly on the decision in media interviews, and in let-ters sent to all teachers.

In her ruling, Justice Susan Griffi n conclud-ed that the B.C. govern-ment did not bargain in good faith with the BCTF. She struck down legislation restricting teacher bargaining of classroom conditions and imposed a $2 mil-lion penalty on the gov-ernment.

Pacific Western Brewing (PWB) Hometown Hero can-didates have registered in all regions of BC as the brewery prepares to award bursaries to the first four heroes to be named later this month.

Kazuko Komatsu, owner and CEO of PWB, says: “We are very pleased with the province-wide response to our Hometown Heroes program. As the Official Sponsor of the 2015 Canada Winter Games we plan to award bursaries to 16 heroes between now and the start of the Games in Prince George a year from now.

and mentors who have shown the potential to become Canada’s future ambassadors.”

At least 16 heroes will be selected from all regions of BC in four rounds leading up to the Games in February 2015, Ms. Komatsu says.

“Our heroes will be sharing a minimum of $32,000 representing

a portion of PWB pro-ceeds from the sale of our Cariboo Genuine Draft 20 packs. We start-ed this program in 2002 and we have supported many young athletes and other community heroes whose extraordi-nary endeavours inspire us all.”

Ms. Komatsu added that candidates not picked in the current round will continue to be valid contenders in subsequent rounds.

Application to the Hometown Heroes pro-gram is open to any BC resident currently engaged in sports as an athlete or coach,

or otherwise excel-ling in a community mentoring activity. Applicants must be at least 19 years old.

Canada’s recovery from the recent glob-al recession has been among the strongest in the world with over 1 million more Canadians now working than at the worst of the reces-sion – the best job cre-ation record among all G-7 countries, includ-ing Germany. We’re mov-ing forward with a pos-itive plan that will help create jobs and grow our economy, all while keeping taxes low and remaining on track for balanced budgets in 2015.

Since 2006, the Conservative Government has been

keeping Canada on the right path for eco-nomic growth. This includes lowering taxes over 160 times, which will save the aver-age Canadian family nearly $3,400 on their tax bill in 2014. We’ve also cut taxes for job-creating businesses, allowing them to hire more workers, and have opened up new markets for Canadian goods and services, most recently through the historic Canada-European Union Trade Agreement.

The recent budget from Ottawa was unbe-lievably good news for Kootenay-Columbia.

The Federal govern-ment allocated 391 million dollars for road, bridge and other repairs with in Parks Canada and a signifi-cant amount of that will go specifically to improvements to Glacier Nat’l Park. I will work with Parks Canada, and local gov-ernment to ensure that we can get the best

improvements pos-sible on this stretch of important highway.

The Search and Rescue volunteer tax credit will provide up to a $3,000 dollar credit for those who perform 200 hours of volunteer duty. This can be com-bined with hours accu-mulated with volunteer firefighter hours as well. These hard work-ing men and women deserve this credit for all they do for their respective communi-ties.

Unjustified cross border price discrimi-nation is particularly important for com-munities like Creston, Fernie and Cranbrook. This legislation is sig-nificant as we must ensure that prices for goods are fair on both sides of the border.

Interest free loans for those people who enter a Red Seal Trades apprentice program. On top of the credits already available this is a great opportunity for those who want to enter the trades.

The government allo-cated $305 million to enhance high speed broadband networks to a target speed of five megabits per second in Rural and Northern Communities. I will work to have this established in the areas in Kootenay Columbia that are lacking in this area, such as Meadow Creek, Trout Lake and other areas.

Basin Trust’s Summer Works Program. Application forms

are available starting February 21, 2014, at cbt.org/summerworks. Because the program is popular, you’re encouraged to submit your application form as soon as possible.

Fernie’s Giv’er Shirtworks was one of the businesses that benefited from the pro-gram last year.

“The Summer Works Program gave my busi-ness an opportunity we wouldn’t have been able to take on oth-erwise,” said owner Erin Summers. “The program administrators are extremely helpful, which makes it simple for businesses to par-ticipate. I would rec-ommend the program to any business owner looking to add value to their business. Libby was a great addition to our team.”

Summer Works also helped Giv’er Shirtworks’ sum-mer student, Libby Vanderschuit: “I found working at Giv’er Shirtworks to be very helpful. It is liberat-

ing to be in a work-place where you are surrounded by great people who encourage you to progress in your work. I had the free-dom to create, which is essential for me. I am very thankful for the experience.”

To help businesses offer summer jobs to high school and post-secondary students, the program provides a wage subsidy of up to $8 per hour for entry-level or career related positions. Since 2010, Summer Works has helped create up to 150 student jobs each sum-mer in the Columbia Basin.

“Businesses benefit from the extra staff support and students earn money for school plus get valuable job experience – it’s positive for everyone involved,” said Sabrina Curtis, Director, Sector Initiatives at Columbia Basin Trust.

College of the Rockies administers the Summer Works Program. “Delivering

this program for the Trust is an excellent way for us to help students throughout the Basin, plus affect the development of local economies,” said Tracey Whiting, Manager, Continuing Education and Contract Training, College of the Rockies.

tor or renovator should be based solely on a quote, you might want to rethink your strategy.

Janice and Eddy want a bath-room and two bedrooms in their basement and Janice sketches a layout of what they think would work for their family, along with notes on fixtures and finishes. Eddy calls five different com-panies to get three responses; confirming the notion that some Kootenay companies have yet to buy into the concept of calling back potential customers!

Handy Handyman arrives twen-ty minutes late, takes a brief look at the sketch, notes and basement, and when Janice (who thrives on details) starts to explain to Handy what she envisions, Handy tells her to stop worrying, this isn’t his first reno. He gives them a verbal quote and says he can start to-morrow.

Rob Reno pulls up just on time and while Janice and Eddy take a look at Rob’s portfolio, Rob walks the basement adding accurate measurements to Janice’s layout. When Janice asks Rob his opin-ion on the layout and choice of fixtures and finishes, he is quick to agree that her sketch and choices were fine and he can have a quote to them in a few days.

Carl Carpenter arrives ten min-utes early and patiently waits in his truck for the appointed time.

It is immediately clear to Carl that Janice is not totally confident with her layout. He starts asking ques-tions and as the discussion contin-ues, Janice relaxes and asks him what he thinks of her ideas. Carl points out a more efficient use of space, explains the options for insulating and heating basement living space, and gives them ideas on ways to save money on fixtures and finishing without compromis-ing quality. An hour later Janice and Eddy have a revised sketch. A “to scale” drawing will be ready for them in a few days and once insulation, heating, fixtures and finishing is finalized a quote will follow in a week.

Handy’s quote was never consid-ered; in fact Janice and Eddy can’t believe anyone would ever hire him. Rob, while having an exten-sive portfolio, asked few questions and didn’t seem to be interested in whether the finished product would truly meet their needs. In the end, Janice and Eddy chose to hire someone they felt had their best interests at heart; they want-ed a relationship and a finished basement, not just a quote. Janice made the call to Carl.

with the Chamber

In the spirit of getting to know who is behind the Cranbrook and District Chamber of Commerce, we present a speech on the coming year by newly elected President Dave Butler.

First, for those who don’t know me, I’m on the senior leader-ship team of Canadian Mountain Holidays, the world’s first and largest helicopter ski-

ing company. The head office for the company is Banff, but I choose to have my office here, and I’ve lived here with my family for nearly 26 years. You already met my wife Heather. We raised our two daughters here and we love this place.

Before I talk about the coming year, I want to take a moment to express thanks – on behalf of the Chamber Board and staff, the business community,

and the community more broadly – to Mike Adams, for his lead-ership this past year. Mike took us in some exciting new directions in the areas of gov-ernance of our orga-nization, in connecting with our membership, and in advocating for the needs of business. He spent hundreds and hundreds of hours working on behalf of the business commu-nity and often ended up on the pointy end

of the stick … while at the same time build-ing a house, renovating a building and mov-ing his business to new premises, along with being a husband and a father to four young daughters.

I learned a lot from Mike in 2013, and despite what Jason Wheeldon might say, Mike’s shoes are big shoes to fill. A heartfelt thank you, Mike.

It’s my sincere honour to lead the Chamber in

2014. I see MLA Bill Bennett here tonight; I believe it was Bill who talked me into being part of the Chamber’s tourism committee when he was President, so you can all blame this on Bill.

I am a firm believer that this City and this part of the Kootenay region is on the cusp of something very excit-ing … but we’re going to have to work very hard, together, to make that happen.

I believe that a thriv-ing business sector leads to a wide range of economic, social, cultural and environ-mental benefits in our community. I found a quote that I thought was appropriate.

“If one looks far enough back into a city’s reason to be, it’s quite likely an entre-preneur was involved. People undertaking business ventures, taking advantage of the area’s land fea-tures, natural resource endowments or place-ment on travel routes were the first residents. So too, when small communities grow into larger towns and then into cities, it is entrepreneurial activ-ity that makes it hap-pen. The growth and development of cities, therefore, can never be taken for granted, for it is the individual deci-sions of entrepreneurs to start up, hire, invest and grow that translate into a city’s economic and social progres-sion.”

While acknowledg-ing the Ktunaxa peo-ples, who were here for thousands of years before Europeans arrived, we know that Cranbrook is here as a city because our very first entrepreneur - Colonel James Baker – persuaded the CPR to build its Crowsnest Pass line through here more than 100 years ago.

Without that first determined and vision-ary entrepreneur, we could just as easily be the Fort Steele and District Chamber of Commerce, meeting tonight in a very differ-ent location.

And of course, 125 Rocky Mountain Avenue, Fort Steele … does not have the same ring to it.

I can tell you that our new Board met

two weeks ago for its annual two-day strat-egy session, and – using the results from the survey that many of you completed for us - we agreed to focus on three key areas for the coming year:

Creating value and relevance for our members;

Advocating to gov-ernments for the inter-ests of business;

Growing the local economy … build-ing a clearer plan for our economic future around which we can all rally, and through that, building a strong sense of optimism about that future.

With that direc-tion firmly in place, my goals as President this year will be two-fold: (1.) ensur-ing that the Chamber becomes more relevant to more businesses; and (2.) working col-laboratively with the City (through Mayor Stetski, Council and staff), the RDEK, the Province, the College, the DBA, the Columbia Basin Trust and other key agencies and orga-nizations to continue to improve the climate for business and grow our local economy.

Because there will be a municipal election in November, it will be an interesting year for the Chamber, as it always is at this time in the political cycle.

I can confirm for you that none of the Directors on the Chamber Board will run for office this year … that’s critical to keep things clean.

People will try to pull the Chamber in a number of directions, and it will be our chal-lenge – as a Board and staff - to remain com-pletely apolitical … to keep our eye firmly on the ball … providing value to our members, and growing our local economy.

I want to take a moment to thank you

– our members – for being part of this great organization. As the year unfolds, I encour-age you to attend our luncheons … and get involved in network-ing opportunities, in special events and on Task Forces when we engage on specific business policy issues. Along the way, we’ll ask you how we are doing, and I want you to tell us.

To wrap-up, I look forward to working with our new Board, with our Chamber staff, and with all of you, in tackling our challenges and our opportunities in 2014.

A: The wildest thing that has happened in my 30 years here has to be the arson to the office and the rebuild-ing around 1995.

Activists set fire to the building and a local taxidermy shop. Years later the RCMP called and they said they knew it was arson, but could not identify the perpe-trators. They could say however, that it was an animal rights group as they hit a number of

places in the province.It was devastating,

but lots of good things happened afterwards. We have a beauti-ful office with a mil-lion dollar view and a training room that sees plenty of use.

Another wild thing happened in 1986. Cranbrook was the smallest community to host the BC Summer Games.

The Chamber made the application to host the games and my job was to gather letters of support. From the MlA at the time, Terry Segarty to the Mayor, Rick Jensen and Chair Ron Tarr, we went to everyone for support. The groups, organiza-tions, arts and culture, all supported the bid and we got it. It was great.

Q: What has made you most proud of the Chamber over the years?

A: It has to be the membership here and the growth of the chamber. Our first gen-eral luncheon had five of us, and one of them was the guest speaker.

Laura Kennedy, who was there then and still here, has got to see the membership grow as well and it makes us very proud.

We’ve always had an excellent staff and president and board members—that includ-ed Bill Bennett as a president at one time.

Another thing that I am happy about was when Phillip Elchitz, with the airport at the time, asked if we would mentor the JCI (Junior Chamber International). We are lucky now to have had quite a few come through the ranks of the Chamber. They did it on their own, but I have to say it has been a pleasure to have the younger leadership on the board.

Rockstar farmer Jean-Martin Fortier does all of these things - and he is coming to Kimberley and Cranbrook in March on a Rockstar Farmer tour with The Young Agrarians to share his story and his secrets for small scale farming suc-cess.

Cranbrook, Jean-Martin will lead Six Figure Farming for Small Lots, a full day work-shop teaching his smart, intensive farming tech-niques married with smart business sense. And on March 11th at Centre 64 in Kimberley, Jean-Martin will give an evening presenta-tion sharing the ten-year story of his micro-farm

and explaining intensive growing techniques.

It’s great that people can choose between an all-day, in-depth workshop to real-ly get into the details of professional farming or an inspiring shorter evening

shop, Six Figure Farming for Small Lots: how you can start a market garden and make it both productive and profitable—with-out a large acreage or big capital outlay, fol-lows on the success of Jean-Martin’s book The Market Gardener, which sold more than 15,000 copies in French and is now available in English. know there is a huge appetite out there for local food and local farming. Jean-Martin’s workshops will be a per-fect kickoff to another productive year for food in the area - a year in which Wildsight will launch a public produce garden and a farmer’s market in Kimberley.”

The Rockstar Farmer tour is a series of five workshops across BC, put on by the Young Agrarians. Wildsight and the Cranbrook Food Action Committee are co-hosting the local events. Tickets for the March 12th full day workshop in Cranbrook are available on a sliding scale from $45-$75 in advance, while admis-sion to the March 11th evening presentation at Centre 64 in Kimberley

In 2009 John and Corrine Przeczek spent almost six weeks in Africa. The first 10 days were in Tanzania on safari with some friends from Cranbrook. The final 4 weeks were on their own in South Africa where they rented a car and travelled from Johannesburg to Cape Town. They had a num-

ber of stops and adven-tures along the way.

Last week I wrote about how wheat can make sen-sitive children depressed, over active, unable to concentrate, moody and angry, leading to diagno-ses of depression, anxiety, ADHD and the needless use of drugs to treat the symptoms. Reactions to wheat occur on a spec-trum from mild to severe. On one extreme is celiac disease where the immune system is triggered by sticky proteins called glu-ten. Over time this reac-tion in the small intestine causes inflammatory dam-age that prevents the body from being able to absorb nutrients leading to weight loss and fatigue. Celiac disease is diagnosed by doing a biopsy of the tis-sue in the bowel however there are also blood and saliva tests that can help with the diagnosis. On the other end of the wheat reaction spectrum is a mild intolerance where wheat causes a wide vari-ety of symptoms including those listed for so-called “troubled” kids and mild digestive issues. The vast majority of people who react to wheat do not have

celiac disease. Rather, they have a wheat intoler-ance that does not involve the immune system. This presents a problem in terms of diagnosis, as there are very few ways to identify this type of reaction. The common tests used to diagnose an allergy to wheat will be negative for people with wheat intolerance. There simply are no common tests available that are sen-sitive enough to identify food reactions that do not involve the immune sys-tem. Applied kinesiology and electro dermal testing are two methods that are commonly used in naturo-pathic medicine to identify these illusive food reac-tions. If you suspect that you are reacting to wheat and all the conventional tests are normal, consider having yourself tested using applied kinesiology or electro dermal testing. These tests will identify whether or not you are reacting to a food, regard-less of whether the reac-tion is a mild intolerance or a severe immune-based reaction.

Yoho National Park’s 505-million-year-old Burgess Shale – home to some of the plan-et’s earliest animals, including a very primi-tive human relative – is one of the world’s most important fos-sil sites. Now, more than a century after its discovery, a compel-ling sequel has been unearthed: 42 kilome-tres away in Kootenay National Park, a new

Burgess Shale fossil site has been located that appears to equal the importance of the original discovery, and may one day even sur-pass it.

“This new discovery is an epic sequel to a research story that began at the turn of the previous century, and there is no doubt in my mind that this new material will sig-nificantly increase our understanding of early animal evolution. The

rate at which we are finding animals – many of which are new – is astonishing, and there is a high possibility that we’ll eventually find more species here than at the original Yoho National Park site, and potentially more than from anywhere else in the world. We are very excited to go back to the field this sum-mer, during the ROM’s Centennial year, with one of our main goals being to increase the number of new species discovered,” said Dr. Jean-Bernard Caron, Curator of Invertebrate Paleontology at the Royal Ontario Museum, Associate Professor at the University of Toronto and the study’s lead author.

The find was made in the summer of 2012 by a team from the Royal Ontario Museum (ROM, Jean-Bernard Caron), Pomona College (Robert Gaines), the University of Toronto (Jean-Bernard Caron, Cédric Aria), the University of Saskatchewan (Gabriela Mángano) and Uppsala University (Michael Streng).

“We were already aware of the presence of some Burgess Shale fossils in Kootenay National Park. We had a hunch that if we fol-lowed the formation along the mountain topography into new areas with the right rock types, maybe, just maybe, we would get lucky – though we never in our wildest dreams thought we’d

track down a mother-load like this. It didn’t take us very long at all to realize that we had dug up some-thing special. To me, the Burgess Shale is a grand tale in every way imaginable, and we are incredibly proud to be part of this new chapter and to keep the story alive and thriving in everyone’s imagina-tion,” said Dr. Robert Gaines Geologist, Pomona College.

A paper published today in the prestigious scientific journal Nature C o m m u n i c a t i o n s describes Kootenay National Park’s new ‘Marble Canyon’ fos-sil beds for the first time. The authors sug-gest that the area and its extraordinary fossils will greatly further our understanding of the sudden explosion of animal life during the Cambrian Period.

The new fossil site is protected by Parks Canada, with the exact location remaining confidential to protect its integrity, though future visitor oppor-tunities have not been ruled out. The ROM is especially proud of this discovery as it comes in a year the organi-zation celebrates its 100th anniversary.

“The Burgess Shale is a tremendously rich resource important to our understanding of the development of life on this planet. Parks Canada is immensely proud to provide access to the fossils for cutting edge research such as this, for our award-win-

ning guided hikes, and to protect forever these fossils in a national park and UNESCO World Heritage Site,” said Melanie Kwong, Parks Canada’s Superintendent respon-sible for the Burgess Shale.

Quick Facts: This new finding is

the latest in a recent string of Burgess Shale discoveries, includ-ing confirmation that Pikaia, found only in Yoho National Park, is the most primitive known vertebrate and therefore the ances-tor of all descendant vertebrates, including humans.

In over 100 years of research, approxi-mately 200 animal spe-cies have been iden-tified at the original Burgess Shale discov-ery in Yoho National Park in over 600 field days. In just 15 days of field collecting, 50 animal species have already been unearthed at the new Kootenay National Park site.

Some species found at the new Kootenay site are also found in China’s famous Chengjiang fossil beds, which are 10 million years older. This con-tributes to the pool of evidence suggest-ing that the local and worldwide distribution of Cambrian animals, as well as their longev-ity, might have been underestimated.

Seniors and people with disabilities in Creston celebrated the one-year anniversary of Crestbrook Gardens, a 24-unit affordable housing development funded by the govern-ments of Canada and British Columbia along with community part-ners.

“Through Canada’s Economic Action Plan, our Government is tak-ing concrete action to help ensure economic recovery and cre-ate the conditions for long-term growth,” said David Wilks, Member of Parliament for Kootenay-Columbia, on behalf of the Honourable Candice Bergen, Minister of State for Social Development. “Funding projects like Crestbrook Gardens will not only improve the overall housing conditions for seniors and persons with dis-abilities in Creston, but also help stimulate the local economy and cre-ate jobs.”

“Developments like Crestbrook Gardens make a real difference in the quality of life for seniors in the commu-nity,” said Bill Bennett, MLA for Kootenay East. “Affordable hous-ing is a fundamental part of a sustainable, healthy community and I want to thank all our partners in this devel-opment.”

Through an amend-ment to the Canada-British Columbia Affordable Housing Agreement, the fed-eral and provincial

governments contrib-uted a combined total of approximately $3.6 million for the con-struction of 24 Seniors’ Rental Housing apart-ments in Creston. The Town of Creston pro-vided the land, valued at $48,500 and waived municipal equity val-ued at $89,000.

Columbia Basin Trust has committed $425,000 to the overall capital costs of eight sites in the Columbia Basin region for a total of 116 units under the Seniors’ Rental Housing initiative. This includes projects that have been built in Cranbrook, Kimberley, Creston, Baynes Lake, Golden, Revelstoke and Valemount.

“The Town of Creston identified the need to alleviate the growing demand for affordable housing for our seniors and persons with dis-abilities,” said Mayor Ron Toyota, Town of Creston. “We’ve already witnessed the positive impact these apartments have had in our community, con-necting our seniors with affordable housing, allowing our disabled and seniors to remain independent and close to family and friends.”

“A one-year anni-versary is a wonderful way to celebrate a proj-ect that not only was intended to make a dif-ference in the lives of seniors, but has already made a difference in the lives of seniors,” said Neil Muth, Columbia Basin Trust president and CEO. “Credit goes to the community for all its work and we’re

pleased to partner with government and local organizations who want to improve well-being for Basin residents.”

Canadian Mental Health Association - Kootenays manages and operates the build-ing.

“Safe and comfortable housing is a fundamen-tal need for good men-tal health and we are delighted to celebrate the continued success of Crestbrook Gardens today,” said Janice Ivan, executive direc-tor, Canadian Mental Health Association - Kootenays. “I’d like to thank all levels of gov-ernment and commu-nity partners for their support and we look forward to celebrating many more milestones ahead with our resi-dents.”

The Seniors’ Rental Housing initiative was a result of a $365-mil-lion joint investment under an amendment to the Canada-British Columbia Affordable Housing Agreement, which included fund-ing through Canada’s Economic Action Plan and by the government of British Columbia. This initiative, first announced by the two levels of government

on April 8, 2009, pro-vided $123.6 million, including $104 million for seniors and $19.6 million for persons with disabilities, to develop approximately 1,300 new affordable rental housing units, which has helped to stimu-late local economies in smaller communities across B.C. Under terms of the agreement, the provincial and federal governments provided matching contributions of $61.8 million.

The Canada - British Columbia Agreement for Investment in Affordable Housing 2011 - 2014, signed in July 2011, confirms the remaining three years of B.C.’s five-year alloca-tion of the Government of Canada’s 2008 com-mitment of more than $1.9 billion to improve and build new afford-able housing and help the homeless. This means a further $90 million in feder-al funding for British Columbians in housing need. With matching provincial contributions of $90 million, a total combined investment of $180 million helps to support affordable housing programs for B.C. residents.

Annually, the

Government of Canada, through Canada Mortgage and Housing Corporation (CMHC), will invest approximately $2 bil-lion in housing. Of this amount, $1.7 billion will be spent in sup-port of close to 600,000 households living in existing social housing. In British Columbia, this represents an esti-mated 68,050 house-holds. The remaining funding supports hous-ing-related activities and affordable hous-ing programs, includ-ing the Investment in Affordable Housing. These investments are improving the quality of life for low-income Canadians and house-holds living in existing social housing, includ-ing individuals who are homeless or at-risk of homelessness, seniors, persons with disabili-ties, recent immigrants and Aboriginal people.

The Ministry of Forests, Lands and Natural Resource Operations is clos-ing the cougar hunt-ing season in the East Kootenay, effective midnight on Saturday, Feb. 15, 2014.

The closure covers the Columbia River valley from Mica Creek in the north,east to the Alberta border and south to the U.S. border. The following Wildlife Management Units are affected: 4-01 to 4-04, 4-21 to 4-26, 4-34 to 4-37 and 4-40.

The closure is guided by the regional cou-gar management pro-gram to reduce the potential for overhar-

vesting of the cougar population in the area. The closure is a rou-tine action detailed on page 50 of the 2012-14 Hunting and Trapping Regulations Synopsis and is undertaken to ensure harvest levels remain sustainable.

Roguish luxury at an economy priceMont Tremblant, Quebec – The 2014 Nissan Rogue is the newest entry to the fastest growing segment in Ca-nadian auto market – the compact SUV. The sales leaders are the Ford Escape, Honda CR-V, Toyota RV4 and many, many others. There is no mistaking why these products have become so popular. They offer room for a family of four, with a high seating position that drivers and passengers like, plus plenty of room for cargo and a price that’s not too outlandish. The fact that these station wagon-re-placements have become so popular is also the dramatic improvement in fuel economy these companies have been able to achieve. No longer does a family have to give up huge dollars on fuel to drive a small SUV. And what makes this new Nissan Rogue so interesting is the level of refinement and capability for up to seven passengers over three rows of seats.To test this new entry, Nissan held its launch event in and around Mont Tremblant, Que., getting a real taste of sub-zero, winter, Canadian driving.

Looks Last year, Nissan intro-duced the bigger mid-sized Pathfinder SUV and this smaller Rogue shares many styling cues from its bigger brother. This, in my opinion, is a good idea. It has a sense of purpose, sophis-tication and commonality that helps define Nissan’s brand. Nissan wants to portray “everyday premium” with this new Rogue, including such nice touches as LED daytime running lights, wheel arch extensions, integrated mirror turn

signals, plus available power lift gate and an optional panoramic moon roof. The dimensions of this new Rogue are a bit of an optical allusion, as it looks much bigger than the outgoing model but, in fact, is 25mm shorter. Yes, the width and height have increased but this small SUV looks longer because the wheelbase has been stretched to make rom for an optional third row of seats.

InsideNissan has done a good job of delivering a pleasant looking dash with the fea-tures people really want. Just because this isn’t a mid-sized SUV, doesn’t mean

that Canadians don’t want the finer things. The middle SV trim will be the most popular due to 17-inch alloy wheels, fog lights, heated seats, power driver’s seat and a huge panoramic moon roof for $26,748 in FWD and $2,000 more in AWD. To get the three-row version the SV needs to be equipped with the $2,050 Family Tech Package which might be worth the stretch because it really does amp up the goodies. They include the third row of seats that makes this a 7-passenger SUV. Grant-ed, the third row is tight

but perfect for those occasional times when extra family members are in town. In addition, this package includes navigation, a 7-inch touch screen moni-tor, power lift gate, blind-spot detection system, and lane departure warning system. These really are premium features found only in luxury SUVs just a few short years ago. Unfortunately, the top SL trim is only available in a two-row 5-seat configuration because

it was felt the price would be too high for compact SUV buyers.

DriveAs hard as it might be to believe, this new, larger and slightly heavier (49kg) Rogue is actually more fuel-efficient than the last model. They were able to improve the economy by 18 per cent through the introduction of a new con-tinuously variable transmission (CVT), aerodynamic tricks, and letting the carried-over engine breathe a bit better. Still rated at 170hp, the 2.5L 4-cylinder engine does a good job in city driving, thanks to the gearing of the new CVT but can seam a bit underpowered for higher, passing manouevre on the highway. Overall, the person filling the new Rogue up with fuel will welcome this balance of efficiency and everyday drivability. As part of the winter driving experience, I drove on an ice course in Macaglisse, Que., to highlight the vehicle’s stability system and the Active Trace Control fea-ture. On the first run, through the twisty, sheer ice roads the entire system was shut off. As I crested a hill, then made a hard right turn, the Rogue slid all

the way out to the edges of the corner, almost hitting the opposing snow bank. On the second run, with the advanced systems on, the same road was almost uneventful. The stability and traction control kept the wheels from spinning but the Trace Control System provides just a slight amount of brake force to the inside wheels to help the Rogue navigate the sheet ice with confidence.

VerdictThe objective with this new Rogue was to be noticed and provide a level of refinement and creature comforts that the competition isn’t providing. The pricing is fantastic, especially the middle SV models. The larger interior dimensions will always be welcome, as buyers like to get more for their money, but it is still small and efficient enough for city buyers.

Nissan Juke 2011 to 2013If you’re looking for some-

thing a little out of the ordi-nary, then check out a Nissan Juke.

It was described by Nissan as a sport cross-utility vehicle, when introduced for the 2011 model year. The Juke is not big or pricey; it has (let’s say) distinctive styling lines and it packs a hot little engine under hood that also provides excel-lent fuel economy.

It is short in length yet tall in stature and has a wide stance with short front/rear body overhangs. The round head-lights were rally car-inspired and are topped by distinctive “crocodile eye” light combi-nations. From a side view, the Juke has a two-door coupe look with “hidden” rear door handles.

Even a base SV trim level of Juke comes surprisingly well equipped with alloy wheels, keyless entry, air conditioning, 4-wheel disc brakes, stability control, steering wheel audio controls, heated side mirrors, a security system, Bluetooth and audio connectivity.

The sweetest part of the package is the turbocharged (with intercooler) 1.6-litre di-rect injection, 16-valve engine. Power peeks at an impres-sively high 188 horsepower and 177 lb-ft of torque. While its fuel economy ratings are

a super-frugal 7.3/6.1 L/100 km (city/highway), this engine does prefer pricier premium fuel.

An optional all-wheel-drive (AWD) system comes with a torque-vectoring feature on the rear axle. Under normal driving conditions, it directs all drive power to the front wheels for best fuel economy. It can (automatically) vary drive up to an equal split be-tween the front and rear axles.

An I-Con display with a drive mode selector, which offers different throttle/transmission/steering response settings, comes with the higher SL trim level. This trim also includes fog lights, a power moonroof, push-button start and climate control air conditioning. A 6-speed manual transmission was standard with the front-drive models and the auto-matic is a CVT type.

Despite Juke’s compact exterior dimensions, there’s seating space (with a bit of a squeeze) for five adults on the inside. The rear seat is a handy fold-down 60/40-split bench that folds flat to provide an extended cargo floor. Juke’s centre console is a motorcy-cle-inspired design that has a high-gloss (colour-matched) painted finish. The design and slope of the roof at the back, however, does limit rear vision from a driver perspective.

Juke carried-over into the 2012 model year virtually unchanged and had only mi-nor alterations for 2013. The Navigation package includes a rear view monitor and a stereo upgrade (that was standard on Juke SL).

The NHTSA overall crash test safety rating (front/side/rollover) for Juke was 4 out of 5 stars, with a 3 out of 5 stars in its frontal impact test. It received a coveted “recom-mended” buy rating from Con-sumer Reports and an overall “average” rating for reliability.

Daring to be different, the Nissan Juke is a fun vehicle to drive and an interesting vehi-cle option for those bored with conformist compact sedans.

Infiniti is celebrating a re-markable double 2014 AJAC New Technology Award win, as both of these ground break-ing new technologies are available on its exceptional new Q50 sports sedan.

Direct Adaptive Steering, which is the first production auto use of a steer-by-wire sys-tem, won the Best New Inno-vation Technology Award. And a Predictive Forward Collision Warning Technology won the Best New Safety Technology Award.

This is the first year that AJAC (Automobile Journal-ists Association of Canada) has presented a second “Best New Technology” award. It was done to resolve a recur-ring decision dilemma that we (I’m one of the 12) face on the judging panel: No matter how a smart or innovative a new technology entry may be, how do you choose it over an en-try that could potentially save lives or reduce the severity of injuries in a collision.

In addition, dual awards also helps spread the love around as we get some terrific entries that deserve more exposure. This year was no exception and we had some brilliant entries from Honda, Ford, General Motors Toyota and Mercedes-Benz. The quality of the powertrain, braking, steer-ing and active safety systems entries made the decision pro-cess very difficult.

Driving enthusiasts, almost universally, have a negative knee-jerk reaction to severing that mechanical link between the steering wheel and road wheels. Direct Adaptive Steer-ing (DAS) is a bold move by Infiniti and it had the guile, and the racing connections, to involve the best driver in the world (four-time F1 Cham-pion) Sebastian Vettel in the development of Q50.

On the plus side, DAS elimi-

nates the mechanical losses that can dull and delay steer-ing response to driver inputs in a mechanical/hydraulic steer-ing system. Harsh unwanted vibrations at the steering wheel are eliminated and the driver can choose, using a four-mode selector, the amount of steering effort and response that he or she prefers. DAS can also interact with other han-dling systems such as Infiniti’s Active Lane Control system, which makes the Q50 feel like it is “magnetized” within a traffic lane.

An electronic actuator moves the steering rack, in response to steering wheel inputs by the driver, and turns the front wheels, during nor-mal operational. It provides a faster and more precise steer-ing response. DAS also has a triple-mode (three control units) clutch feature that in-stantly defaults it to a fail-safe mechanical steering linkage, if electrical power is cut.

The Best New Safety Tech-nology award went to Infiniti’s Predictive Forward Collision Warning (PFCW) technology. This system can warn a driver of a potential collision risk that actually lies beyond a driver’s normal field of view. PFCW not only monitors movement of a vehicle that’s directly ahead in the same traffic lane, it can also (mystically) monitor a ve-hicle (two cars ahead) in front of the vehicle directly ahead.

PFCW can be particularly useful when following a large vehicle that obstructs forward vision like a delivery truck or a bus. Distance Control Assist sensors warn the driver to be-gin braking when it detects ei-ther one of the vehicles ahead are decelerating or braking at a rate beyond a certain thresh-old. The warnings consist of a visual alert in the Q50’s instru-ment cluster, an audible warn-ing, and what’s call a “haptic” feedback warning, by tighten-ing the seatbelt. If the driver ignores all of those warnings a collision intervention system kicks-in and applies the brakes.

The maximum range of the PFCW system is about 250 meters, but there are a lot of variables that might reduce its effectiveness. An important one is the amount of ground clearance offered by the ve-hicle directly ahead, as the low-mounted PFCW radar unit has to be able to see under it.

The six coolest car names ever

Shakespeare famously asked, “What’s in a name?” 

Frankly, in the automo-tive world, a hell of a lot. It’s difficult to imagine a  Cor-vette  called anything else. Yet, it’s not on my list of cool names because prior to its application to America’s sports car, a corvette was a not-quite-a-destroyer type of small anti-submarine boat. The name only became cool after the Corvette became a success (which didn’t exactly happen overnight). These six car names are just cool.

1. Mercury Marauder: The name conjures up bands of roving barbarians. In addition to providing basic transporta-

tion, who wouldn’t want a car that’s also proficient at looting and pillaging?

2. Ferrari 500 Superfast: Even in the early 1960s, us-ing this name took cojones —something that Enzo Ferrari never lacked. It’s almost over-the-top comical, not unlike Wile E. Coyote’s business card, which listed his occupation as “Super Genius.” One can only imagine the response of to-day’s product liability lawyers to this one.

3. Ford Mustang: While the association with the car doesn’t hurt, the name Mus-tang was cool long before the car debuted in April 1964. Whether it’s the war-winning

fighter plane the P-51 Mus-tang or the wild horse (the car was actually named for the former), it’s just plain cool.  

4. Shelby Cobra: As ven-omous snakes go, Cobras are wicked cool. The whole hood thing, their exotic origins and their highly concentrated ven-om make your ordinary rattlers and water moccasins seem, well, ordinary. It makes for one of the all-time great hood badges, too.

5. Plymouth Barracuda: As fish go, after the shark, the barracuda is arguably the most badass. Beautifully stream-lined, highly aggressive and possessing a mouthful of pira-nha-like teeth, it’s possibly one

of the most evocative names for a performance car ever. And while Mopar fans worship the way later cars were simply

called the  ’Cuda, we remain fans of the full name.

6. Aston Martin Van-quish: Vanquish is generally

defined as follows: To utterly defeat; soundly thrash or beat; to overpower, subjugate or subdue. Enough said.

There have been very few times that I have gone four wheeling and not run into a situation where a winch is required.

A winch can be an impor-tant tool in safely plucking a vehicle from an impossible situation, or righting a truck after a rollover. It can also be used to clear properties of logs or rocks. If you travel the back-roads of British Co-lumbia, you should never be without a winch.

There are a few things to know before you oper-ate your winch for the first time. What appears to be a simple operation can quickly turn dangerous if basic safe winching practices are not used. Most are equipped with a varying length of wire rope and the length of the rope is determined by the winch’s load capacity. The wire rope should be inspect-ed regularly to ensure that it has not become crushed, pinched, frayed, or kinked at any point. Should the rope be damaged, it should be replaced before use to avoid injury.

All winch owners should have a winch accessory kit to recover a vehicle properly and safely. The average kit in-cludes a three-metre chocker chain, a clevis, snatch block, five-centimetre tree trunk protector, gloves, and a car-rying case.

tween $250 and $375 de-pending upon the manu-facturer. Most winches are offered with a winch hook strap to ensure that opera-tors do not put hands and fingers in harm’s way. Always wear gloves when operat-ing a winch or handling wire rope.

A single line pull is one of the most basic winching op-erations. It involves rigging the wire rope to a stable anchoring point and spool-ing it in to pull the vehicle toward the anchor point. This type of pull can also be used to extract a truck without a winch; the winch equipped truck becomes the anchor point and the stuck vehicle is pulled toward it. It is a good idea to throw a jacket or blanket over the wire rope midway between the winch and the anchor point. This will prevent the cable from whipping back to the truck in the event of breakage. A tree can serve as an excellent an-chor point, but never attempt to wrap a wire rope or chain around it. In addition to be-ing extremely dangerous, this improper winching practice can damage or kill the tree. Use a tree saver strap, along with a clevis.

When a truck is seriously stuck, more winching power can be achieved through a double line pull. To do so, un-spool a length of a line from the drum and thread it through a snatch block. The cable’s hook can then be fas-tened to an anchor point on the trucks frame or tow hook, and the snatch block will secure to an anchor point toward the direction of the pull. This method decreases the number of layers of wire rope on the drum and greatly increases pulling power.

A snatch block can also be used to change the direction of the pull, without the wire rope collecting on one side of the drum. If you have fol-lowed the basic principle of four-wheeling and brought a buddy or a second vehicle,

then chances are you will have some assistance in the recovery.

Sometimes all a stuck ve-

hicle needs is a little moti-vation. In those instances, a quality recovery strap ($53) will work fine. Know-

ing how to operate a winch correctly is as important as knowing how to drive the 4x4 it is mounted to. Misuse

can result in injury or even death, so it is a good idea to familiarize yourself with your winch before reaching

a situation where you need to use it.

I felt like it was speaking di-rectly to me as I had suffered anxiety ever since Driveway editor Keith Morgan climbed into the Jeep Cherokee and we left downtown Detroit, heading north to Toronto.

North, ahem, yes. The tun-nel to Canada was a stone’s throw away from our launch point.

I was thinking it would route me the same way I got down to Motown, via Wind-sor and through the tunnel.

Why the GPS didn’t? – I’m not sure. Clearly it knew something we didn’t.

Needless to say, the me-chanical woman’s voice echoing through the pre-mium speakers certainly did give us a scenic tour of the area. And by scenic I mean, she guided us through some rather dodgy areas, charac-terized by poorly maintained roads, broken down buildings

and dejected looking people.After the excitement of the

2014 North American Inter-national Auto Show, I was looking forward to the long and painfully boring drive back. (That’s before Keith hitched a ride, honest.) My wish was not yet coming true.

Finally, we were on some sort of highway. But no signs to a border popped up for miles and miles. We even pulled over a couple of times in the all-new 2014 Jeep Cherokee Limited to check our smartphones to see if we were heading in the right di-rection.

We were, but I guess I was just looking for a sign. A sign that said “Canada” on it.

But no, we got this instead: “State Prison Nearby. Do NOT Pick Up Hitchhikers.”

Gulp.Keith and I looked over at

each other and laughed ner-vously.

Oh gosh, what have we got-ten ourselves into? – Regard-less, we were in it together so it was bound to be eventful.

I forgot to mention, my fuel was getting low, too, and I had a flight to catch out of Pearson. No need to panic, I think.

When you’re in these kinds of situations, you say things that you normally wouldn’t say.

“I will be so happy when we are back in Ontario,” is a phrase not often uttered by a B.C. resident. But it fell from my lips.

Desperate times call for desperate measures, right?

The one thing that re-mained steadfast and calm throughout the craziness was the Jeep Cherokee.

The leather-trimmed seats were plush and comfortable to sit in for hours on end.

And since it was frigid out-side – Ontario and Michigan in January is anything but tropical – features like a re-mote starter, heated seats, a heated steering wheel and dual climate zone controls keep occupants toasty warm.

Not to mention there was a generous amount of power being delivered from its 3.2L, Pentastar V6 engine, which is rated at 271 horsepower and 239 lb-ft of torque. It’s then linked to a 9-speed automatic transmission.

And with 4x4 capabilities, I was ready to brave the win-ter conditions, on bare roads or not.

Luckily, it was a beautiful day, with few clouds in the sky and clear roads.

Things were looking good.Then it happened. A sign. A

sign to Canada nonetheless. Looks like we’d been routed through Sarnia. I was doing a little happy dance on the

inside. Did I doubt the GPS’s abil-

ity to lead? I sure did. Then again, it’s not out of my char-acter to question authority. As we handed the CBSA our passports, all I could think about was finding a fuel sta-tion before we got stranded.

And yes, I was very happy to be in Ontario. But I’d be happier when I knew I was on a plane to Vancouver. Yet, I was thoroughly enjoying my time in the Cherokee, quirky styling and anxiety aside.

It had an ability to some-what calm my woes due to its temperate nature. The quiet cabin allowed for wonderful conversations, whether it was with myself, with the GPS or with Keith.

In addition, I managed to learn a lot from road signs. I will not wholeheartedly rely on the GPS and will not pick up hitchhikers in Michigan.

1915 - 2014Elizabeth passed away peacefully early Thursday morning, at 98 years of age, on Thursday February 6, 2014 at the Kimberley Special Care Home "The Pines".Elizabeth was born on November 4, 1915 in Novgorodskii, Eastern Siberia, Russia. She moved from Edmonton to Kimberley in 2002 to be nearer to her son. She resided at the Lions Manor

until October 2013 when she moved to The Pines.A special thank you to the staff and residents at the Lions Manor, the wonderful staff at The Pines, and to Judy and Marv Stanyer for their friendship over the years.
