PHOTO:SUPPLIED T HE Jeffreys Bay Wind Farm is whirling up love for reading and maths among primary school learners in the area. They recently launched the Foundation Phase Reading Coaches Support Programme at twelve schools across the Kouga region as part of their ongoing commitment on early childhood development. The programme, at a cost of a windy R262 102 and funded for a three year period by the wind farm, aims to improve the litera- cy and numeracy skills of primary school learners through the introduction of Reading Coaches. Coaches run reading sessions with groups of up to 15 learners at a time, although most of these groups are smaller so that each child gets individual attention. The programme incorporates a number of elements: training, resources, employment, as well as creating work opportunities for twelve previously unemployed graduates. “Included in the payment is a monthly sti- pend for the reading coaches and a R7 000 do- nation of books to each school involved in the programme,” says Marion Green-Thompson, Economic Development Manager for Jeffreys Bay Wind Farm. “All the schools accepted the programme with enthusiasm, partly because they were in- volved in the recruitment and selection of the Reading Coaches. In addition to this, the level of support from the Uitenhage District Depart- ment of Education has been excellent, and we are thrilled that an official from the depart- ment was allocated to this project.” According to Green-Thompson, it is widely acknowledged that the biggest challenge to education outcomes is the lack of literacy and numeracy skills during the early childhood development stage. “Many schools, furthermore, do not have sufficient reading material, particularly not books designed to encourage reading for pleasure. Added to this is the fact that neither isiXhosa nor Afrikaans books are easily ac- cessible,” says Green-Thompson. “This lack of skills and sufficient material limit learners’ potential as they progress up the education chain and need to be addressed in or- der for them to have the right skills to take mathematics and science through to Grade 12.” .Participating schools are Chigwell Primary School, Gamtoosvalley Primary School, Gras- laagte Primary School, Kruisfontein Primary School, Masisebenze Primary School, Mzingi- si Primary School, Patensie Primary School, Quagga Primary School, St Patricks Primary School, Vukani Primary School, Weston Pri- mary School and Sea Vista Primary School. JEFFREYS Bay has done it again - DolphinBeach has for the 11th year in a row claimedthe prestigious status as an official Blue FlagBeach.

Not only does this ensure a safe beach forall locals and visitors to the area, but will alsoboost the economy and create job opportuni-ties.Proudly hoisting the blue flag at the main

beach last Thursday, Kouga’s Social Servicesportfolio councillor, Thandeka Maseti, cele-brated the sought-after status given to thetown’s beach for the 20145/2015 season.“We are also proud that Dolphin Beach was

rated number one among all coastal areas byThe Herald last year December,” saysMaseti.“Cape St Francis has furthermore been

awarded pilot status for this year. We hope toraise the blue flag at this beach in the nearfuture.”According to Maseti, in order to meet the

strict standards of Wildlife and EnvironmentSociety of South Africa (WESSA), themunici-pality upgraded the disabled facilities at thebeach at a cost of R120 000. The upgrade wasfunded by the Coast Care implementing agentappointed by the Department of Environmen-tal Affairs.According to municipal spokesperson,

Mfundo Sobele, the wheelchair ramp was up-graded to suite the needs of the disabled com-munity.“The ablution facilities for the disabled

were extended tomeet the required standardsand to make space for wheelchairs. Thesecomewithnewshowers -made to cater for andbe used exclusively by disabled people.”Mfundo says there are plans in the pipeline

for the upgrading of existing infrastructureat other beaches, which are expected to takeplace during this financial year.Mfundo says: “The Blue Flag status puts

Dolphin Beach among the elite league ofbeaches around the world, and this contrib-utes to attracting tourists - locally and fromafar. We can proudly assure beachgoers ofpristine waters, a clean beach and safe beachenvironment which is accessible and userfriendly to all.”According to Sobele, various temporary

jobs are created during the festive season di-rectly as a result of the Blue Flag. This in-clude life guards, a beach coordinator, law en-forcement officers and cleaners for pickingup litter, beach preparation and cleaning ofablution facilities.“These do not include jobs created in other

sectors as a result of the boom in tourism,”says Sobele. To ensure the safety of all beachgoers this

festive season, the municipality will work

closely with the local National Sea Rescue In-stitute, Private CareAmbulance Services andthe Department of Law Enforcement.According to Maseti a total of 41 life-

guards will be on duty this December: Dol-phinBeach (9), Kabeljous (4), AstonBay (4),Paradise Beach (4), Hobby Beach (4), StFrancis Bay (4), Cape St Francis (4), Oyster

Bay (4) and Pellsrus (4).“Lifeguards will be on duty at Dolphin

Beach from 09:00 to 18:00, and from 08:00 to17:00 at all other swimming beaches,” saysMaseti.Four lawenforcement officerswill be ondu-

ty at Dolphin Beach, to ensure the safety oflocals and visitors.

KOUGA Municipality is making good on itspromise to residents of informal areas at Jef-freys Bay.The Kouga Council on Friday (7 November

2014) approved an application for the subdivi-sion of the farm Klein Zeekoe River next toOcean View. The Council resolved that the land, owned

byaprivate developer, be subdivided into twoportions of 421,47 ha and 79,56ha respectively.

The latter portion is to be bought by the De-partment of Human Settlements in order tobuild homes for housing applicants who can-not be accommodated in the 1 720 houses al-ready approved for Jeffreys Bay .Kouga has the highest growth rate in the

Eastern Cape, explained Kouga Infrastruc-ture Portfolio Councillor Patrick Kota.“The 1 500 houses that have been approved

for Ocean View and 220 for Pellsrus are not

enough to meet the demand for housing be-cause of the influx of people to Jeffreys Bay,”he said.“The municipality and department have

been looking for land to build more houses. The subdivided land is ideal for this purpose.”Council’s approval of the subdivision is the

latest in a string of innovative moves to fast-track housing delivery to local communities.Three projects, which will put in place the

water and sanitation bulk infrastructure re-quired for the planned houses, are also under-way.Two sewerage pump stations are being up-

graded at a total cost of R20-million while anew water reservoir is being built at a costof R26-million.The upgrade of the Jeffreys Bay waste wa-

ter treatment works has already been com-pleted at a cost of R42-million.

HIS eyes are alive when he speaks and hiswhole face comes alive.

He talks of deserted roads and curious pas-sers-by, about endless mountain passes, ex-hilarating downhill stretches through emptylandscapes and cycling past wildlife in thebush. Keeping reality in mind, he also speaksabout thepossibility of heat exhaustion, nego-tiating dangerously busy roads, tackling longuphill challenges and the aching isolation onthe road.At the age of 66, Rob Lindegger is set to em-

bark on a solo cycle through Africa to pro-mote Rotary Jeffreys Bay, as well as to raisefunds for Pevensey Place in Underberg, CapeTown. Being an enthusiastic writer, he alsowants to expose underprivileged schools tocreative writing. But, more importantly, to illustrate that

there can be an active life after 60.Not only will he revisit some of his favour-

ite countries and small towns, but will for thefirst time explore North Africa - all from thecomfort of his red-and-white bicycle.Lindegger will be leaving Jeffreys Bay to-

day - a year after he originally wanted to em-bark on this journey of a lifetime.Lindegger first arrived in Jeffreys Bay in

April 2013 - planning to spend the six wintermonths before heading off to Cape Town.“After 18months, I reckon it is time tomove

on. One gets that feeling when the neigh-bour’s dogs stop barking and start waggingtheir tails when they see you,” says Lin-degger.According to Lindegger, part of those 18

months were spent in Australia with hisbrother and his family, as well as in Durban.

At the age of 66, Rob Lindegger is set to embark on a solo cycle through Africa to promoteRotary Jeffreys Bay. PHOTO:MONIQUE BASSON

Lindegger will be travelling along the coastto Cape own. From there he will cycle up thewest coast through Namibia, Zambia, Tanza-nia, Uganda, Ethiopia and Egypt, across intoEurope and to Spain. Once in Spain, he plansto look at the possibilities of cycling east. InTanzania, he will meet up with his wife, Jac-qui, whom he have not seen in months.According to Lindegger, his aim is to travel

between 30km - 40km a day. “But, I am in norush. I gave up rushing when I gave up work.I sold all my worldly possessions and this isnow my way of life - all 51kg of it.”He plans to reach the end of his journey in

2017/ 2018. “If my health does not keep, I willcomplete the journey by any othermeans nec-essary. Finishing the trip is the most impor-tant thing - no matter how long it takes orwhat mode of transport I must use.”Just how long did he train beforehand for

this epic cycle? “The ride is the training. Thetraining along the way is part of the experi-ence. Mentally, I am more than prepared forthis trip.”According to Lindegger, hewill be carrying

a weight of approximately 17kg daily, this isexcluding his four litres of water.“Food is limited to the basics: jungle oats

for four to five days, pasta, tea and coffee, andpackets of pasta sauce. I will buy fresh fruitand vegetables and occasionally treat myselfto a meal at a local Wimpy. One in Namibia,I will have to carry more food and water forthe longer distances between towns,” he says.“Apart from the food, I will be carrying my

clothes, cooking gear, camping gear, camera, toiletries, first aid kit and the necessary pa-perwork.”For more information and to follow Rob’s

cycling tour through Africa, visit his web-page at www.wobblingthroughafrica.com.

afforded the thrilling experience of seeing theworld’s best on the field, while off-field aworldofwonders awaits, as theNelsonMandela BayMetro and surrounds rise to the occasionwithits customary hospitality and an abundanceof spectacular sights and sounds to absorb.According to Port Elizabeth-born, veteran

Blitsbok-forward, Frankie Horne, he couldthink of no better venue to host the South Af-rican leg of the HSBC IRB Sevens. “PE isknown as the ‘Friendly City’ and this reallyis true. I may be slightly biased, but when itcomes to the beautiful beaches, the friendlypeople and the excellent facilities, I couldthink of no better place in the country to hostthis leg of the tournament.”Horne – who holds the world record for 60

consecutive World Series tournaments forthe Springbok Sevens – said apart from his

Horne’s sentiments by saying that the NelsonMandela Bay Metro and surrounds offer moretreasures than even most locals are aware of.“The allure of our attractions lies as much

in the ease of access as in the variety of whatis on offer.” According to Fourie the area

passion for the region, a bit of superstitionmay also form part of his preference for play-ing the SA leg at the world-class Nelson Man-dela Bay Stadium.“Last year we beat New Zealand in the final

at the Nelson Mandela Stadium just two daysafter the passing of our late former PresidentNelson Mandela. We played for Madiba onthat day.”According to Horne, the crowd support at

the Nelson Mandela Bay Stadium is anotherreason why the team loves playing here. “Itis the home leg of the tournament, and it al-ways is great playing in front of a home crowd. But the supporters in Port Elizabeth takehome-based support to a whole new level. Theway in which supporters here carry the play-ers isnot foundanywhere else in the country.”Tourism hot-spots like the Addo National

Elephant Park add to the perfect bouquet fortournament supporters. “Not only can sup-porters view world-class 7s rugby, but alsoworld-class tourism attractions.”JonkerFourie, Chief ExecutiveOfficer of the
