LTI 20.20 ULTRALYTE 1000 LASER SPEED MEASUREMENT DEVICE

AND

RANGER COMPACT FLASH ENFORCEMENT SYSTEM

Ranger Compact is a customer configured speed detection and enforcement system for use in the tripod mounted mobile attended mode. For the core of the system it utilises a Type Approved LTI 20.20 UltraLyte 1000 laser speed detection device and a Type Approved Tele-Traffic Display Control Unit. The remainder is tailored to the user’s requirements.

The system retains all the flexibility and benefits of the narrow beam laser detection approach, whilst providing instant pictures at the scene if required and data capture capable of being processed historically. The recording medium used is a Compact Flash Card which offers greater flexibility for evidence gathering in speed enforcement.

The system continues to be uncomplicated in operation but does require some Operator skill. Once mastered it will provide pictorial evidence of speeding offences at ranges between 20m & 500m dependent upon the lens configuration.

Ranger Component Parts

The LTI UltraLyte 1000 Laser is the approved measuring device that the new Ranger Compact speed detection system is built around. There are however a number of new features of equipment and procedures within the system with which you must now become acquainted with.

What follows is a brief description of the function of each piece of equipment in your particular configuration and these will vary dependent upon customer requirements.

1. THE LASER. LTI 20.20 Ultralyte 1000 Speed Measurement Devices This is a Type approved laser which has been approved for use with RANGER II,

Compact and DVD Systems.

2. DISPLAY CONTROL UNIT (DCU) The Display Control Unit (or DCU) is the vital component that links the live pictures

obtained by the Camera to the data provided by the Laser. Additionally it generates the data and cross hairs that appear on the video picture.

It allows the Operator to set a threshold speed limit below which speed enforcement is not required.

Having captured the data it will mark the video recorded images on the Compact Flash card both visibly and invisibly in a format that is recoverable and can be viewed later in a number mediums.

The Operator has the ability to locate the displayed data anywhere on the screen and to move and adjust the cross hairs for size and shape.

For each transaction the DCU conducts a sixteen bit check sum with the LTI 20.20 Laser to verify the data before it is displayed and should verification not take place for any reason the unit will display an appropriate error message.

3. VIDEO CAMERA The choice of Video Camera depends largely on the requirement for the particular

application. A high resolution Camera for high definition and picture quality has been integrated into the system.

4. LENS Once again the choice of Lens is a matter for customer requirements and the

operational environment in which it is intended to be used. The equipment is capable of being used with a variety of Lenses and there is no reason why Operators cannot have a range of Lenses available for different scenarios.

5. COMPACT FLASH RECORDER/MONITOR The system uses a high grade COMPACT FLASH drive to record and is configured to

PAL/VHS for optimum performance.

6. POWER PACKS The equipment is supplied complete with a self contained INTERNAL 12 v DC

Battery Pack.

7. EQUIPMENT CARRYING CASES The standard configuration includes one Transportation Case which is a storage

Peli-case for the Camera/Laser top unit. A Second Operational Transport case contains the Screen, Compact Flash recorder and the Battery Pack.

8. CABLES There is a power cable supplied to connect the Ranger Compact to a 12 volt power

source as well as an umbilicalcable to connect the Camera Laser unit to the Screen Recorder unit.

9. TRIPOD The equipment can be operated from a Gitzo Heavy Tripod fitted with a the appropriate

fluid head or alternatively a lighter weight Gitzo Tripod for greater mobility.

10. TAPELOGGER Here there is a change to the previous RANGER, the tape logger works

automatically within this system to facilitate data transfer to the Event Reader in the back office procedures.

11. TELE-TRAFFIC EVENT READER (Back Office Data Download) Once the Offence has been captured and the data stored on the Compact Flash Card

the Event Reader will take a signal from the card and identify each offence contained upon it. It is capable of automatically downloading that data into all recognised computer generated ticketing systems.

Having identified each individual module of the RANGER Compact System it will now be helpful to have a general understanding of how it integrates together.

Operator needs to be familiar with and aware of all of the functions of the LTI 20.20 UltraLyte 1000 Laser.

The Red Dot or Other reticule within the sighting scope should be the Operator’s only targeting method and the checks and evidential requirements of this function are identical when used with Compact Flash recording equipment. Beware that the newer types of LTI lasers have a power saving feature that turns off the red dot after 20 seconds. To reinstate the laser, should this happen press the trigger and release. The SIGHT will reappear and the laser is ready for the next measurement cycle.

The data that it provides is also the same and will still appear on the display on the LTI 20.20 Laser whatever is connected through the serial port.

The Camera will give a picture by means of a standard video signal to whatever equipment it is connected. (The technical term is 1 volt peak to peak).

When working together the LTI 20.20 Laser and the Camera will provide data and signals to the Display Control Unit (DCU).

The DCU will firstly perform a 16 bit check sum between itself and the LTI 20.20 Laser to ensure that the data that it is receiving has not been corrupted in transmission by any external source. Should this check not be satisfactory then an error message (BAD CRC or RS232) will be generated.

If this check is satisfactory then the data from the LTI 20.20 Laser is inserted by the Display Control Unit onto the video signal both visibly and also invisibly in the form of data marks which are buried in the Compact Flash Card.

The Display Control Unit will also examine the speed data provided from the LTI 20.20 laser and check it against the threshold speed set by the Operator. If the checked speed is in excess of the set threshold speed a further data mark is inserted both visibly and invisibly. Having merged all this information the Display Control Unit provides a composite video signal on a loop both to the Compact Flash Recorder/Monitor.

The video signal on the loop is simultaneously received by the Compact Flash Recorder/Monitor and recorded on the Compact Flash card disk and in accordance with the comments above provides “best evidence”. This System will also create marked reference so that the Operator can review and play each offence clip in sequence without having to finalise the enforcement session.

The data appears visibly in plain English and provides:

TIME, DATE, SITE (or OFFICER’S REFERENCE)SPEED and RANGE TO TARGET

If the target vehicle is above the set threshold speed then an asterisk will also appear.

The position of the data on the Screen can be controlled by the Operator.

At the same time, the data is inserted on the Compact Flash Card in an invisible form in a technique that resembles a bar code.

This completes the sequence of events at the scene but as suggested above it is possible to analyse the Compact Flash Card in the back office. This process uses the Event Reader and means that when the video signal is played through it a search is automatically conducted for data over the threshold speed. This can be an unattended operation.

Data can be downloaded simultaneously into a Computer for administrative purposes.

In addition to the asterisk there is another symbol that appears only in the record mode. Situated in the bottom left corner of the screen there is a hash mark (#) feature which when pressed allows the Operator to mark an event.

(An example of this might be if the Operator has set the threshold limit to enforce for cars and sees another type of vehicle exceeding the permitted speed limit for that class of vehicle he can mark the event and still obtain a speed reading which can be downloaded and identified later. Other examples might be, no seat belt or using a mobile phone whilst driving.)

RANGER COMPACT

OPERATOR INSTRUCTIONS

Your RANGER Compact system comprises the following modules. Check that you have them available.

1. The appropriate LTI 20.20 Laser with Colour Video Camera, adjustable camera platform, Lens and Mount.

2. A Ranger Compact base incorporating, a high resolution 10 inch screen unit, a 52 Amp Hour rechargeable battery pack, Battery state meter, On/Off Switch, Umbilical port, a battery charger port together with a Compact Flash Recorder system.

3. A tactile button Control System on base unit.

4. A Ranger Umbilical cable.

5. Power cable and charger.

6. A 12 volt Power Source.

7. Tripod or supported Fluid Head mount.

ASSEMBLY PROCEDURE

1. Mount the LTI 20.20 Laser and camera assembly on the tripod using the mounting plate provided.

2. Fit the chosen Lens to the Camera. Some of the larger lenses may remain fixed to the camera.

3. Connect the Umbilical cable to the underside of the Laser/camera assembly then to the /monitor/compact flash base unit using the external port on the front Left side. Note:- The Port is design so that the Cable will only fit if the cable and port are lined up correctly. Screw the outer part of the cable into position.

4. Switch on the RANGER Compact system Recorder/Monitor/Camera by the switch on the base unit marked “SUPPLY”. The unit will only become fully operational IF you connect the Camera unit to the base unit the system will Sync both units together. There is a small delay while the system checks itself and then the display will then appear on screen.

5. When the unit is first powered on it will clear all previous data stored in the logger.

6. After this is complete the system will check its RS232 link to the Compact Flash Recorder version. Providing both these pass the system will progress to the next step, if not a fail message will be displayed and the system will lock out.

7. The system will now proceed in to its user state.

8. At the end of each days enforcement Tele Traffic (UK) Limited recommend that the Ranger base unit should be recharged. Connect the Charger unit to the external port on the front right of the base unit then to a mains power supply. Make sure the switch on the base unit is in the “CHARGE” position. The light above the switch will illuminate and will turn green when the battery is fully charged.

YOU MAY NOW BEGIN YOUR OPERATIONAL CHECKS AND SET UP PROCEDURES

(a) Carry out the Scope ‘red dot’ alignment checks in accordance with the LTI 20.20 UltraLyte 1000 Laser manual.

(b) Check that the ‘red dot’ in the Scope is approximately in the centre of the picture provided by the Camera and adjust the Camera platform if necessary by using the knobs on the side (horizontal) and underneath (vertical).

Ensure that the Camera Lens is set to give a clear picture at the required focal length before adjustment of camera position. Aim the Laser ‘red dot’ at a suitable static target. (The distance to the target should be at the end of the visible Licence Plate recognition distance.) This is Lens dependent.

(c) Check that the cross hair display on the Monitor is in the favoured or centre position. If not, adjust accordingly. The DCU, Video Camera and LTI 20.20 Laser should not be powered from a vehicle power supply as stipulated in Section 6.2.2 of the Laser Handbook (Second Edition) Publication 27/92.

(d) FINALLY: Carry out any additional operational checks required by the current Association of Chief Police Officers (Code of Practice) or Enforcement guidelines.

N.B. If this equipment is used outside the United Kingdom ALL relevant codes and

procedures should be adhered to for the country concerned.

9. On Start-up all previous data will be cleared from the data log.

Once the data log has been cleared the main screen is then displayed as shown below.

ADJUSTING THE DISPLAY CONTROL UNIT

The RANGER Compact flash recording system captures text overlaid from the live video (via a CCD camera), the system is controlled from a tactile panel located next to the screen on the right hand side of the unit.

The system is designed when powered up to run through a series of internal self checks which are indicated on the viewing monitor should any fail.

When the unit is in user mode after passing its self checks the Operator will navigate via the menu system to the DCU (display control unit) and set required parameters e.g. date, time, user number, site number and speed thresholds.

The DCU is the upper part of the Keypad on the right side of the screen.(see diagram)

The user will be able to gain access to the DCU setup controls, by pressing the centre button MENU ENT and the DCU menu will appear on screen.

The menu is navigated by using the UP, DOWN, LEFT, RIGHT arrows and MENU ENT buttons on this keypad.

Finally to exit this menu press the BACK button to return to the MAIN SCREEN.

This is a major change from the previous RANGER units. ALL controls are now accessed through the Keypad.

Entering and navigating the DCU menu

Press the MENU ENT(er) on the DCU Keypad.The DCU menu allows complete access to all the system control functions.

On entering the main menu, the following menu will be displayed.

Use the ‘Up ’ and ‘Down arrow Options’ to change the highlighted selection within a menu.

Use the ‘Menu Ent Option’ to enter a highlighted sub-menu or control function selection.

Setting the Speed Enforcement Threshold

To set the Speed Enforcement Threshold, follow the steps below.

1. Enter the DCU menu by pressing ‘Menu Ent’ symbol on the Keypad. On entering the main menu, the following menu will be displayed.

4. Highlight the ‘SET SPEED THRESHOLD’ selection

Use the ‘Up arrow Option’ or ‘Down arrow Option’ to move the selection on screen marker to highlight the ‘SET SPEED THRESHOLD’ selection as shown below.

5. Entering the ‘SET SPEED THRESHOLD’ control function

With the ‘SET SPEED THRESHOLD’ selection highlighted, press the ‘Menu Ent Option’ to enter the ‘SET SPEED THRESHOLD’ control function. On entering the ‘SET SPEED THRESHOLD’ control function, the following screen will be displayed. The adjustable speed limit will be flashing.

6. Adjusting the speed limit in the ‘SET SPEED THRESHOLD’ control function

Use the ‘Up arrow Option’ to increment the speed limit or use the ‘Down arrow Option’ decrement the speed limit. The speed enforcement threshold can be set at any whole number between 000 and 255.

The alpha code to the right of the speed limit will change in accordance to changes made to the speed limit. When the desired speed limit has been chosen and is showing, press the ‘Menu Ent Option’ to save the change and return to the ‘SET LIMIT OPTIONS’ menu.

To return to the start up screen press the ‘Back Option’ on the Keypad.

Note: The Operator should set this value to one lower than the speed he or she intends to enforce at!

Setting the speed timeout

To set the speed timeout, follow the steps below.

1. Enter the DCU menu by pressing Menu Ent symbol on the keypad. On entering the main menu, the following menu will be displayed.

6. Adjusting the speed limit in the ‘SET SPEED TIMEOUT’ control function

Use the ‘Up arrow Option’ to increment the speed limit or use the ‘Down arrow Option’ decrement the speed timeout. The speed timeout can be set at any whole number between 001 and 250. When the desired speed timeout has been chosen and is showing, press the ‘Menu Ent Option’ symbol on the keypad to save the change and return to the ‘SET LIMIT OPTIONS’ menu.

Note: The Manufacturers Recommended setting for this value is 060

Whilst in operational use, improvements to the system have been made so that the message TIME OUT has now been removed. However the information messages such as E01,E02 and E03 will still appear on the screen for a set period and this setting adjust that time period.

To return to the start up screen press the ‘Back Option’ on the Keypad.

Setting the user number

4. Adjusting the user number in the ‘SET USER NUMBER’ control function

Use the ‘Up arrow Option’ to increment the flashing user number character or use the ‘Down arrow Option’ decrement the flashing user number character. The user number characters can be set at any whole number between 0 and 9, any upper case letter between A and Z, or a space.

Use the ‘Left arrow Option’ and ‘Right arrow Option’ to select a different character of the user number to be changed. When the desired user number has been chosen and is showing, press the ‘Menu Ent Option’ symbol on the keypad to save the changes and return to the main menu.

To return to the start up screen press the ‘Back Option’ on the Keypad.

Setting the time and date

When the desired time/date has been chosen and is showing, press the ‘Menu Ent Option’ symbol on the keypad to save the changes, NOW press the ‘Back Option’ on the Keypad which will cause the system to return to the START UP SCREEN AND RESTART THE CLOCK.

N.B. Please note that while you are in this screen function the internal clock is not running as its ready to be set manually. Therefore it will not recommence until you exit the DCU menu. So if you intend to enter any other information in the DCU exit all screens to the default start up before you do so.

6. Adjusting the background level in the ‘SET BACKGROUND LEVEL’ control function

Use the ‘Up arrow Option’ to increment the background level, use the ‘Down arrow Option’ to decrement the background level. The background level is shown as a percentage value in the display box.

The background level can be any whole number as a percentage between 1% and 100%. 1% is transparent and 100% is black. When the desired background level has been chosen and is showing, press the ‘Menu Ent Option’ to save the changes and return to the ‘SET DISPLAY OPTIONS’ menu.

To return to the start up screen press the ‘Back Option’ on the Keypad.

Description

The RANGER Compact system now incorporates a solid state Compact Flash drive that will accept Compact Flash Cards of all memory sizes.

Note: The Compact Flash drive manufacturers have set the indexing Software within the drive to work at peak performance using a 16 Gigabyte Compact Flash Card. Any other size cards may result in some of the images having to be viewed in real time.

Tele Traffic recommend that when selecting a suitable memory size for operational needs consideration should be given to the memory cards write speed which should not be less than 60 MB/s to ensure data and video are transferred at the correct speed.

The various Flash Drive functions are controlled from the lower DVR part of the keypad on the right side of the screen.

The diagram opposite shows how the control Keypad looks.

The red LED light above the record button will flash in its ready state.

The green LED will flash if there is any previous recording on the media card and it will allow you to use the play button to playback on the screen.

It is imperative therefore to check whether there is data from a previous recording on any flash card before it is used for a new enforcement session. Press the play button. If prerecorded video appears on the screen, do not use and return the Compact Flash memory card to the Back Office for formatting.

Note: Administrators may allow the Operator to format the Compact Flash Memory card at an enforcement site within the RANGER Compact system as a last resort. Please contact your administrator for the code.

The system is capable of record multi-enforcement RECORDING sessions on one large capacity Compact Flash Memory Card.

However consideration should be given as to how his evidence will be stored after processing.

Therefore multiple enforcement sessions on one Compact Flash memory card might not conform to your organisations storage policy.

To download an enforcement session onto a Back Office system the Compact Flash Memory card is placed in a Tele Traffic Compact Flash integrated reader connected to an Event Reader. This will allow the back office staff access all of the marked clips on the memory card in each session.

Other options are available to convert the enforcement session onto a DVD or Blu-ray disk for storage.

Inserting a Compact Flash Memory card into the System

When inserting a Compact Flash card into the flash drive, it will only correctly fit into the drive one way and as a general rule of thumb the printed label will face upwards.

As the Compact Flash Memory Card locates in the drive and is pressed home a square release lever appears on the right side of the drive.

Before the Flash Drive can record to the Memory card, the card has to be pre-formatted otherwise it will not work.

All Compact Flash Memory cards supplied by Tele Traffic will arrive pre-formatted and ready to use.

Recording time per Compact Flash Memory Card can be ONE, TWO or FOUR hours depending on the systems video compression rate and the size of the memory selected.

1. System Startup.

Having assembled the RANGER Compact as described as described in Section 3, insert the Compact Flash card correctly and turn the system on by turning the switch to “SUPPLY”.The manufacturers of the Compact Flash Recorder recommends that the Ranger System is always turned off when a Compact Flash card is inserted or withdrawn from the unit.

As the device boots up the below screen will appear for a few seconds.

The previous data log will be removed from the DCU memory.

Note the white numbers underneath the Time and Date DCU bar. These show the recording time elapsed for the inserted Compact Flash Card.

When this process has been completed and the DCU and Camera settings have been applied as described previously you are now ready to start recording.

The red LED lamp will be flashing to show the system is ready and that there are no previous recordings on the Compact Flash card.

To Begin Recording

Now press the Red REC REC

button on the top right section of the lower keypad.

The red LED will stop flashing and show a steady red light.

The recording time numbers under the DCU bar will begin to change and the system is recording.

When an enforcement session is terminated at a particular location the unit can be switched off with the Compact Flash Memory card retained in the Tele Traffic RANGER Compact enforcement system.

When the system is restarted it will automatically delete the previous enforcement log, therefore creating a different recording session for the data and video evidence once the record button is pressed.

This is normal and no previous video and data has been lost from the card.

2. To Stop Recording.

To stop a recording session press the STOP button and the REC button REC

at the same time.

The Green LED will start flashing.

The recording time numbers under the DCU bar will stop rotating and the system has stopped recording.

Playback recorded imageson the RANGER Compact System

When the live recording has stopped it is possible to playback the live video in real time.

At this point if the PLAY button PLAY

is pressed as the system has stopped at the last frame recorded and so there is nothing to playback from this point onwards.

Pressing the CUE BACK button instructs the Compact Flash Drive to go back tothe beginning of the recording session.

Press PLAY PLAY

to start playback.

Press the STOP to pause playback.

To resume back to your last recorded point press the STOP button first and then

the REC button REC

.

The red LED will begin to flash.

Now press the REC REC

button on the top right section of the lower keypad.

3. Detailed viewing of Video Images.

Whilst in the Playback mode described above it is possible to stop the realtime playback at any point.

The Green LED will be flashing.

To review the video frame by frame press the STOP button

and then the CUE BACK button to go backwards or

CUE FORWARD button to go forwards.

Once pressed if you hold both buttons down the video images will change at 5 frames per second in either direction.

When in Playback mode described above it is possible to fast forward or reverse the video images.

The Green LED will be flashing.

playback by 5 times normal speed. The video will fast reverse if the PLAY PLAY

button

and the CUE BACK button are pressed.

By pressing the same buttons again the playback will increase to 30 times normal speed.

8. To Review multiple recording sessions on one Compact Flash Card.

Every time the recording session is halted it creates a small partition.

When the system is restarted from the last recording point if starts a new recording session.

The Operator can review all of the recording sessions by placing the system into playback mode as described above.

Pressing the CUE BACK button instructs the Compact Flash Drive to go back to the beginning of the last recording session. Now

by pressing the CUE BACK button or CUE FORWARD button

as appropriate you can move through the different recording sessions.

Press the STOP to pause playback.

9. To Review the * and # Events recorded on the Compact Flash Drive.

Every time an excess speed or hash is recorded on the live video it places an marker on the video.

The RANGER Compact System allows quick access to review each event when in Playback mode.

To stop a recording session press the STOP button and the REC button REC

at the same time.

The Green LED will start flashing.

Pressing the CUE BACK button instructs the Compact Flash Drive to go back to thebeginning of the recording session.

Press PLAY PLAY

to start playback.

Now press the NEXT EVENT button and the video will jump to the first * or # event.

The video will begin to run real time video from that point.

Press the NEXT EVENT button again and the video will jump to the next * or # event and so on.

Press the PREVIOUS EVENT button and the video will jump to the previous * or # event.

Press the STOP to pause playback.

To review frame by frame the chosen event follow instructions above.

Compact Flash Card has reached it full capacity.

When the Compact Flash Card inserted into the device becomes full to capacity the RANGER Compact System will stop recording.

The timing numbers under the DCU data bar will stop

Note:-With the compression rate of the video set to a high quality the maximum recording time for a 16 Gigabyte Compact Flash card is approximately 1 hour 54 minutes. Higher capacity cards will give longer enforcement periods.

Care should be taken to manually terminate the recording before the maximum time has elapsed as this will allow the system to index all of the events prior to entry into the back office and facilitate a rapid download of data.

Should the Compact System not be turned off before the Compact Flash Card becomes full and the system stops recording, then only a proportion of events will download rapidly and the others will have to be played in real time to extract the offence data.

The Green LED will start flashing.

Switch the unit off by moving the switch to the “CHARGE” position.

The Compact Flash card can now be removed by pressing home the square release lever appears on the right side of the drive.

Care should be taken when removing the card from the dive.
