Weekly Energy Myth:

As directed by Spanish Naval authorities, the required annual inspection of privately owned firearms (POFs) will be conducted during the month of April 2016. Consequently, personnel in possession of firearms, with gunregistration documents (Guias) issued by the Spanish Navy prior to Jan. 1, must bring their firearms and respective Guias to the Firearms Registrar of the Naval Station Security Department, Building 3262, anytime Monday through Friday, from 8 a.m. to 5 p.m., starting April 1 (Closed on April 29 due to local Feria).

Owners of Firearms stored with Security do not require bringing the firearm for inspection, only the Guia/s for appropriate annotation. Failure to comply with this inspection requirement constitutes a violation of Spanish law and may result in the cancellation of the guias and confiscation of the firearms.

Annual Inspection of Privately Owned Firearms

Families in base housing interested in Spanish schools are zoned only for Rota, they do not have access to the public schools in El Puerto de Santa María. Four years ago, a document outlined a section of base housing zoned for El Puerto de Santa María and a section zoned for Rota. The School Board in Cádiz, has stated that from this point on, all families living in base housing are only zoned for schools in Rota. If you reside on base and currently have children in a

When buying an air conditioner, the bigger the better.

REALITY:A bigger unit is not necessarily better. The unit should be

sized properly to cool and dehumidify (dry) the intended space. A small unit running for an extended period of time operates more efficiently and is more effective at dehumidifying than a large unit that cycles on and off too frequently. An air conditioner that is too large will not cool an area uniformly and may not provide proper dehumidification. In areas that have high humidity during the cooling months, proper dehumidification may be as important to feeling comfortable as lowering the air temperature. Lower humidity reduces skin temperature and makes you feel cooler in warm weather. Conversely, high humidity level produces a "clammy" feeling even though the air temperature is cool.

Parents of Naval Station Rota school children were given the opportunity to listen to and ask questions to the person who is overall in charge of the education their children receive while in Rota.

Tom Brady, the director of the Department of Defense Education Activity (DoDEA), stopped by the David Glasgow Farragut (DGF) library March 24 to discuss areas of focus for DoDEA and to address any questions or concerns the parents had.

“We have a great opportunity here today to meet and hear from the director of DoDEA, Mr. Tom Brady,” said Capt. Greg Pekari, commander, U.S. Naval Activities Spain. “He has a wealth of knowledge and experience in the education field that he brings with him.”

Brady’s extensive experience as an educational leader includes a former superintendent of Providence, Rhode Island public schools, chief executive officer for the school district of Philadelphia and chief operating officer for the District of Columbia public schools and Fairfax County, Virginia public schools. He also served in the U.S. Army as a commissioned officer for 25 years.

“I’m delighted to be here,” said Brady. “I’ve been in this job for two years now and I pinch myself everyday because it’s the best job I’ve ever had in my life.”

Before the question and answer portion of the discussion, Brady discussed five reasons why the military education system has the potential to be the best in the entire United States.

“Number one is that the kids’ parents are part of an organization that requires them to be the standard and if they no longer meet the standard, they’re no longer a part of the organization,” said Brady. “Number two is that they have access to wonderful healthcare, number three is they have a roof over their head, number four is they can eat three meals a day and number five is that they have parents who absolutely care.”

opportunities afforded to them can directly correlate to having the best educational system possible because we already have great administrators and teachers.

He then addressed questions from the parents and some faculty that covered topics such as school policies, schedules, registration and sports programs. Two areas of concern that were expressed were special educational programs including a gifted and talented program, as well as a special needs program.

“We are currently restructuring for student achievement,” said Brady. “Like all organizations, we’re restructuring and taking support positions and repurposing them to supporting schools. We’re centralizing support services and putting instructional assistance and support closer to the schools. I talk to students, parents, the installation commands and the faculty and staff. From meeting with them, I get the opportunity to hear issues from a local level and what DoDEA can do to influence that.”

The bottom line, Brady said, was when a Soldier, Sailor, Airman or Marine walk through school doors with their children, DoDEA’s mission is to provide them with the best education possible.

“My children have been going to DGF since kindergarten and it has been absolutely wonderful,” said Jamie Matteson, parent and DGF High School Biology teacher. “We are very fortunate for everything DoDEA provides for us as well as the Rota community.”

DoDEA operates 172 schools in 14 districts located in 11 foreign countries, seven states, Guam, and Puerto Rico. All schools within DoDEA are fully accredited by U.S. accreditation agencies. Approximately 8,700 educators serve more than 78,000 DoDEA students.

U.S. Naval Forces Europe-Africa established Commander, Task Force 64, a command focused on Ballistic Missile Defense in Europe, in ceremony held in Naples Italy.

Commodore Jeffrey Wolstenholme assumed command of the newly established Commander, Task Force 64 (CTF 64) during a ceremony held on U.S. Naval Support Activity Naples, Capodichino, in Naples, Italy March 24, 2016.

U.S. Naval Forces Europe-Africa (NAVEUR-NAVAF) and U.S. Fleet Forces Command established CTF 64 to create a command focused on Ballistic Missile Defense (BMD) in Europe.

“By establishing this task force, U.S. Sixth Fleet is aligning our organization to better address the changing threats in Europe. [Capt. Wolstenholme] will be formally identified as the U.S. ballistic missile defense expert in his position as commander of Sixth Fleet’s Task Force 64 and as Commander of NATO’s Integrated Air and Missile Defense Task Force,” said commander, U.S. 6th Fleet, Vice Adm. James Foggo III.

CTF 64 will be responsible for executing operational and tactical integrated air and missile defense for NAVEUR-NAVAF, while also providing direct support for Aegis BMD planning to Commander, U.S. Air Forces Europe and Commander, Allied Air Command.

The command’s BMD mission seeks to defend NATO allies and U.S. Interests and deployed forces throughout Europe with a commitment to regional security.

European Phased Adaptive Approach (EPAA) is the U.S. national contribution to the NATO BMD mission. Naval assets that fall under the EPAA umbrella are the Arleigh Burke-class guided-missile destroyers, USS Carney (DDG 64), USS Donald Cook (DDG 65) USS Porter (DDG 78) and USS Ross (DDG 71).

Also supporting EPAA are Aegis Ashore Missile Defense System (AAMDS) in Deveselu, Romania. AAMDS Romania reached technical capability declaration in December 2015, and is currently working toward operational certification. A second

AAMDS is scheduled to be built in Redzikowo, Poland, with ground breaking sometime in 2016.

“The United States made a commitment to our NATO partners called the European Phased Adaptive Approach, to help defend NATO Europe against Ballistic Missile threats from the Middle East. And, as part of this commitment to NATO, the Navy has established this new Task Force to be the operational commander for Aegis Ashore and the tactical commander directing our Ballistic Missile Defense forces in defense of NATO Europe,” said commander, Task Force 64, Commodore Jeffery Wolstenholme.

The establishment of CTF64 is in response to countering potential ballistic missile threats from outside the Euro-Atlantic area and improving the defense capabilities of Europe.

CTF 64 was established by NAVEUR-NAVAF and U.S. Fleet Forces Command, as directed by the Chief of Naval Operations.

NAVEUR-NAVAF, headquartered in Naples, Italy, oversees joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests, security and stability in Europe and Africa.

When God’s people were in exile far from home, they com-plained that God had forsaken His commitment to them: ”The Lord has forgotten me; my Lord has forgotten me.”

The answer came back: “Can a mother forget her infant, be without tenderness for the child of her womb? Even if she should forget, I will never forget you,” Isaiah 49, 14-15.

Commitments are the glue that holds society together on all levels. Without this glue, the structures of society simply disinte-grate. The Ten Commandments, the basic “law” of the covenant, are designed to promote healthy relationship - with God and with other people. Necessary as commitments are, they are not easy to make or keep. Of their nature, commitments call for unselfish concern for the interests of others; for true community.

When individualism can simply take off in pursuit of their own

interests, regardless of how this affects others - the solid structure of society is cracked and insecure.

Life in biblical times was remarkably stable. People were strongly attached to family, to locality, to home. Here is where they found security and contentment.

God’s people, with their deeply rooted sense of covenant and of commitment, lived in an atmosphere that encouraged community. The people’s covenant with God took the form of a warm and reliable interpersonal relationship. It formed the basis for all the relationships by which they committed themselves to each other. Biblical values call for a certain amount of adaptation to modern times.

Personnel Specialist 3rd Class Priscilla Nyarko has been living and working in Rota for two years assigned here for her first duty station since graduating “A” school for personnel specialist (PS).

Raised in Queens, New York, New York where she attended high school and joined the Navy, she was actually born in Ghana, Africa.

At Personnel Support Detachment Rota, she is completing a rotation as a cashier agent for the cash cage. Her primary duties include organizing checks, handling the morning deposits and converting currency at the daily Euro rates. Every six months, new staff takes over these primary responsiblites.

Nyarko also is the asisstant command fitness leader for the command, an active member of the base diversity

team, and a part of Club Beyond.In her down time she likes reading

mystery books and traveling. So far she has especially loved London and Paris, and wants to visit the Canary Islands in the near future and also go back to her birthplace in Ghana.

When not traveling, she soaks up the warm weather in Rota and is fond of the local beaches.

She i s cu r ren t l y work ing on completeing her bachelor’s degree in healthcare management.

As a PS, she particularly enjoys her command for the various on-the-job trainings offered to her, which helps in making her a well-rounded asset.

“Rota is a great duty station because of the culture and just being in a different country to get you out of your comfort zone. It’s good to explore different, people, foods, how people think and understand another culture. It makes you more diverse.”

April is around the corner, which means that the Navy and Department of Defense (DoD) community will be observing Sexual Assault Awareness and Prevention Month (SAAPM). Though sexual assault prevention and victim support is a year-round effort, SAAPM is a great opportunity to shine a spotlight on all of the ongoing efforts of the Sexual Assault Prevention and Response (SAPR) Program.

DoD is continuing the prevention drumbeat with the 2016 SAAPM theme, “Eliminate Sexual Assault: Know your part. Do your part.” Eliminating sexual assault is an

all-hands effort. Every Sailor, civilian and family member plays a part in preventing and responding to sexual assault. Understanding how to recognize opportunities for intervention is vital to stopping unsafe behavior. Each day we can take steps to foster a culture of dignity and respect with proper ethical behavior.

Participating in SAAPM events and activities is a great way to show your support for survivors and to send a powerful message that the Navy community is taking a stand against sexual assault. To learn more about SAAPM events and activities on your installation and in your local community, please contact your installation’s Sexual Assault Response Coordinator (SARC). Your

time spent volunteering even for just one event will be greatly appreciated, and there are many ways you can get involved during SAAPM, as well as with the SAPR program year-round. Remember, know you part, do your part!

April is Sexual Assault Awareness and Prevention MonthBy Fleet and Family Support Program

As of March 1, the U.S Treasury’s Centralized Receivables Service (CRS) is offering patients a secure electronic payment system through Pay.gov eBilling to view and pay bills electronically from U.S. Naval Hospital Rota.

A few things to know about this new feature:Please, update your e-mail with the UBO Collection Office in order for

Pay.gov to send the patient a notification (at the listed email address) of a pending bill at Pay.gov. The Pay.gov notification email will direct the patient to a secure Pay.gov portal where he/she can obtain the bill and make a payment.

By regulation, CRS will continue to mail out each bill. If there is no email address listed, the patient can still obtain his/her bills electronically by following the Pay.gov eBilling instructions that are listed on the mailed bill. This will involve signing up at Pay.gov using the special individualized code in the CRS invoice.

Take advantage of ebilling. When considering mail delays—Pay.gov will make a significant difference. If you have any questions about this new feature, please contact CRS customer service at 855-549-2684.

Commander, Naval Supply Systems Command (NAVSUP) Global Logistics Support (GLS) visited NAVSUP Fleet Logistics Center (FLC) Sigonella headquarters and its site locations during a familiarization tour, March 14 through 23.

Rear Adm. James R. McNeal and his vice commander Mr. Bill Bickert toured NAVSUP FLC Sigonella logistics operations at Naval Support Facility Deveselu, Romania; Site Djibouti in Africa; Site Souda Bay in Greece; Site Rota in Spain; and Site Naples, Site Sigonella and Sigonella headquarters in Italy.

During the all-hands calls, McNeal and Bickert answered questions, spoke with Sailors about various topics that are specific to the 6th Fleet area of operations

and even recognized individuals who have gone above and beyond with their primary responsibilities.

"Our whole goal at GLS headquarters is to support you," said McNeal, addressing a large crowd of supply officers, enlisted logisticians and civilians at NAVSUP FLC Sigonella headquarters on board Naval Air Station Sigonella. "We are here today to thank you for all of the hard work that you do every day and to find out how GLS can serve you better."

The visit also included meetings with U.S. European Command, U.S. Africa Command, Defense Logistics Agency Europe and Africa, and U.S. Joint Special Operations Forces Command to foster an increased understanding of the logistics operations within the U.S. 6th Fleet AOR.

NAVSUP FLC Sigonella, one of eight fleet logistics centers under NAVSUP Global Logistics Support (GLS),

provides global logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard, U.S. Marine Corps, U.S. Air Force, U.S. Army and allied forces. Services include contracting, regional transportation, fuel, material management, household goods movement support, postal and consolidated mail, warehousing, global logistics and husbanding, hazardous material management, and integrated logistics support.

The organization

had representation from the Naval Station, Naval Mobile Construction Battalion 133 and Naval Computer and Telecommunications Area Master Station Atlantic, Detachment Rota.

NEX stores around the world received the outstanding score of 86 on a 100-point scale on its annual Customer Satisfaction Index (CSI) survey.

This is the same score NEX stores received last year.NEX stores in the continental United States and overseas saw no changes from

last year either, receiving scores of 87 and 81 respectively. This annual survey shows how customers rate the NEX in a number of different areas including customer service, pricing, problem resolution and merchandise.

"The fact that the NEX has maintained such a high score consistently over the past several years is especially impressive," said retired Rear Adm. Robert J. Bianchi, chief executive officer, Navy Exchange Service Command (NEXCOM). "Our score has remained above 80 since 2007 and above 85 since 2012. Scores like these place the NEX among the highest recorded for retailers in studies using the same methodology. NEXs continue to surpass some of America's most customer-focused retailers."

NEX associates were rated very high on this year's survey with "NEX associates go the extra mile to help me" receiving a score of 87 while "NEX associates are friendly and welcoming" receiving a score of 90. Customers also feel that the NEX

cares about them, giving that question a score of 89. Customers also gave scores of 80 or greater to merchandise assortment and

quality as well as the NEX having merchandise in stock when it was needed. Pricing questions received scores of 80 or greater including having merchandise in all price ranges, value and adjusting prices to meet competitor's prices.

Problem resolution remained strong among the survey responders. This year's survey again showed that incidences of problems remained very low and resolution of those reported problems remained high.

Survey results by individual store showed that 90 percent of all NEXs had a score of 80 or above while the remaining 10 percent of the NEXs scored between 70 and 79. Each NEX reports to a district, which is overseen by a NEXCOM district vice president. Scores for each NEX within a district were averaged to calculate each district's score. District scores in the continental United States remained at 87 while overseas districts remained unchanged at 81.

During 2016, NEXs will continue to concentrate on communicating its value pricing, focusing on merchandise, providing premier customer service and maintaining and investing in store environment and shopping experience.

NEXCOM began surveying its customers in 1998 and more than 13,500 NEX customers around the world participated in this year's survey.

Springtime in Andalusia is a wonderful time of the year. The weather is pleasant, the sun is out and the flowers are blooming. Every Spring, the city of El Puerto de Santa Maria blooms into bursts of color. The city of El Puerto de Santa Maria began its Fiesta de Los Patios about 16 years ago. The “Association of Friends of the Patios of El Puerto de Santa Maria” (Asociación de los Amigos de los Patios Portuenses) sponsors a type of “open-house” that allows everyone to visit selected patios in the historic part of El Puerto. This year the fiesta will be celebrated from April 7 through 10.

To understand why a celebration of this type was created, it is important to know a little about Andalusian architecture. Due to the summer heat, Andalusian homes have always been built with a central patio. This is a tradition that dates back to the Roman era and was a common architectural feature. Filling this central patio with plants and water-features has always been a way to keep these homes cool. As the main focal point of a person´s home, these patios not only offered a visual feast of colorful flowers, stone mosaics and ceramic decoration, but they also brought out the classic scents of the Andalusian springtime: jasmine and orange blossoms mixed with a myriad of scents from many other flowers and plants. Providing a refuge from the summer´s heat, they were often the perfect location for enjoying its gardens and fountains, serving as a common area for family parties and dinners.

Many of these patios are found behind unsuspecting doorways and are part of palace-like homes or even monasteries that were built long ago by what are referred to as “Cargadores de Indias” (Indies Transport Companies). It is a curious name, but it is one that has strong ties to America and the rest of the “New

World.” Since Columbus was convinced that he had landed in the Orient, the lands that he discovered were always referred to as the “Indies.” The “cargadores” were those persons who created transport and supply companies to serve the industries that grew out of the colonization of the Americas. These merchants became

apt traders of goods between both the Old and New Worlds, from which they acquired small fortunes. These homes can be found throughout the area in which we live (especially in El Puerto, Cadiz, and Sanlucar) since they were the usual ports of departure in Southern Andalusia. “City of 100 Palaces.” This year, two American families will participate in El Puerto´s “Fiesta de los Patios” by displaying the beautiful patios of the small palaces in which they live.

The palace located at Calle Javier de Burgos, number 10, has been home to Brigette Dwyer and Cmdr. Matt Hannon for the past two years. It is a stone´s throw from the Guadalete River, which runs alongside downtown El Puerto and empties into the Bay of Cadiz. There is no doubt that this home, built in 1680, was utilized by one of the shipping merchants doing business in the Americas. The patio has beautiful plants and original marble columns that were hewn by the hands of skilled stone masons. It belongs to Don Jorge Minisque, of El Puerto, who will be putting the palace on sale this summer.

The palace located at Calle Virgen de los Milagros, number 5, has been home to Stephanie Rico and retired Capt. Todd Peterson for five years. It was built in 1773 by the family of Thomas Patrick Ryan, an Irishman who was born in Cadiz. His family had previously escaped the confiscation of property occurring in England during that era. The home eventually became known locally as “El Palacio O’Rian,” with a purposeful misspelling to facilitate its pronunciation in Spanish. The property has since passed through the hands of several winery-related families and is now known as “El Palacio Terry.” The present owner is Don Tomas Terry, who also traces his family back to Ireland.

As could be expected, individual pride in the decoration of these patios gave birth to a desire to share this beauty with others. It is difficult to imagine a house in the historic part of El Puerto which does not have a patio. The sponsoring association has catalogued approximately six hundred of these patios in El Puerto. Some of them are part of historical buildings, convents, communal homes or palaces. Although only a relatively small number of these patios will be part of the upcoming fiesta, they are all beautiful reminders of the past that the sponsoring association wants to preserve, protect and share with others. There is no set route or order that needs to be followed. You can visit them all or just a few. It is a great opportunity to discover some of the hidden treasures for which Spain is known.

If you plan on visiting any of the patios, or attending any of the activities, our best suggestion would be that you park at the parking lots that are next to the El Puerto bullring, or at the parking lots that are near the Catamaran boarding dock and visit the different sites on foot. Most of the participating patios will be marked with a colorful apron hanging above the doorway.
