MARION COUNTY COMMISSION SEPTEMBER 23 rd , 2015 1 The Marion County Commission sat in regular session pursuant to its adjournment on Wednesday, September 16 th , 2015. Present were Commissioner Garcia, Commissioner VanGilder and President Elliott. The proceedings of Wednesday, September 16 th , 2015, together with those had and done under the supervision of Janice Cosco, Clerk and Recorder for the Marion County Commission on September 17 th , 18 th 21 st , and 22 nd, 2015 were approved as submitted and signed. D. D. Meighen led the Court with a prayer. Jake Brumage led the Court with the Pledge of Allegiance. President Elliott called the meeting to order. Commissioner VanGilder moved to dispense with the reading of the minutes of Wednesday, September 16 th , 2015 and accept them as presented. Commissioner Garcia seconded. President Elliott concurred. For the record, note James Priester, Assessor presented to the County Commission the following Exonerations for approval. Dated September 23 rd , 2015 Nos. #2015-998 through #2015-1013 Pursuant to the recommendation of James Priester, Assessor and approval of Patrick Wilson, Prosecuting Attorney; Commissioner VanGilder moved that the President sign Nos. #2015-998 through #2015-1013. Commissioner Garcia seconded. President Elliott concurred. The Commission received an Order of Probate of Wills from the County Clerk’s Office for the month of August, 2015. Charlie Reese stated that this Order is a list of Estates in which have been admitted to Probate in the County Clerk’s Office, in vacation of the Commission, from August 1, 2015 through August 31, 2015 pursuant to West Virginia Code §41-5-10, as amended.

The Marion County Commission sat in regular session pursuant to its

adjournment on Wednesday, September 16th

Commissioner VanGilder stated that hearing no objections moved that the

Commission sign the Order. Commissioner Garcia seconded. President Elliott

concurred.

The Commission presented the Proclamation on Women on Wellness.

application and the Commission sign the Resolution. Commissioner Garcia

seconded. President Elliott concurred. The Marion County Deputy Sheriff’s Association presented their representative to the Marion County Commission for their approval, that being Attorney Matt Dellgatti to serve on the Marion County Civil Service Commission to fill the unexpired term of Joseph T. Hodges, III.

Commissioner VanGilder moved that the Commission appoint Matthew

Dellgatti to serve on the Marion County Civil Service Commission to fill the

unexpired term of Joseph T. Hodges, III. Commissioner Garcia seconded.

President Elliott concurred.

The Commission received the Request for Reimbursement from West Virginia Division of Justice and Community Services to cover expenditures from September 1, 2015 to September 30, 2015. County Administrator Kris Cinalli stated that this is for our Victim’s Advocate Grant 14-VA-016 in the amount of $2,396.00.

Commissioner VanGilder moved that the Commission President sign the

request for reimbursement. Commissioner Garcia seconded. President Elliott

concurred. For the Record, note the Commission received from Murray American Energy,

Inc.; Permit #U-2011-11; Permit Transfer (MR-19A), for public review.

For the Record, note the Commission received from Heritage Coal Company,

LLC; Permit #E-0125-00, O-01001-87, R-0746- 00 and R-0747-00; Permit

Transfer (MR-19A), for public review.

Charlie Reese update on projects: he stated that he attended the West Virginia

Development Office conference in Bridgeport this past week and they came

through Fairmont. He added that they toured Heston’s Farm and the High Tech

Center. Charlies added that Huffman Construction has already begun work at

Palatine Park. Charlie informed that Commission that on Wednesday, September

30th at 6:30 p.m. at palatine Park there will be the next mayors on the Move

Meeting where Belinda has invited all of the City Municipalities Council members

to attend as well; food will be provided.

Count Administrator Kris Cinalli stated that there will be a benefit concert by

Jenna Won’t Sing at Palatine Park and the proceeds will be donated to Saint

Jude’s Hospital for children on Saturday, September 26th

from 12:00 onward.

D. D. Meighen wanted to thank the Commission for its sponsorship of the

Disaster Expo at the Middletown Mall on Saturday, September the 19th, 2015. He

added that it was well attended and prizes were awarded.

There being no further business to come before the County Commission, it is

ordered that this Commission do now recess until, Wednesday, October 7th,

2015 at

10:00 a.m. for the next scheduled County Commission Meeting.
