BUSINESS owners along RetiefStreet have slammed theMsunduzi Municipality for not
taking on the responsibility ofcleaning thedirty andblockeddrainsalong this busy street.
These owners say that themunicipalityhasneglectedtoprovidemunicipal services for the localbusiness district along Retief Street,one of the busiest business districtareas in Pietermaritzburg.
Lined with filth and concreterubble, the business owners say thatRetief Street has been an eyesore tothe public for many years.
Seeing that their cries fell on deafears, these business owners tookmatters into their own hands byrolling up their sleeves and cleaningthe filthy street.
“Can somebody tell me what themunicipality is doing? We are theratepayersof thecityandyetwecleanthestreetsourselves.Whyisit thatwemust cleanwhereas there are peopleat the municipality whose responsi-bility it is to clean the streets?
“The mayor usually talks of
lawlessnessbuthedoesnot know themeaning of it. The Msunduzimanagers are only interested inthemselves.Thegeneralpublicneedsto be taught about keeping their cityclean and the municipality needs toprovide dust bins for theRetief Streetarea,” stated one business owner.
With the Public Urban RenewalProgramme(Purp)underway,pilesofconcreterubblewereleftuncollected.Theproject is expected to face-lift thestreets of Pietermaritzburg and,among many other elements,involves the upgrade of citypavements.
Nonhlanhla Mngomeni fromNorthdale said that the municipalityshould meet the demands of its ratepayers.
“Lack of service delivery affectsboth residents and businesses. It isabout time that municipal manage-ment comes down hard on streetcleaners. If they are not doing theirjob, then what do they get paid for?”she asked.
Last week Monday, the MsunduziMunicipality’s communications unitwassentamediaquerybutatthetimeofgoing toprint, themunicipalityhadfailed to respond.

MSUNDUZI’S latestroundofmayoralimbizosendedovertheweekendwithpoor communities there in numbers,while residents from upmarketsuburbs appeared to have stayedaway.
The imbizos are a legal require-mentof localgovernment.Municipal-itiesarerequiredtogooutandconsultwith communities onwhat theywantto go into their town’s Integrated
Development Plan (IDP) for the nextfinancialyear.Toallowforsuchpublicparticipation, buses are supplied toferry people in from poorer areas.Those attending are supplied lunchand entertainment is provided.
Many councillors, includingMayor Chris Ndlela, felt that Pieter-maritzburgers across the city shouldmake an effort to attend the imbizosto mix and learn about the differentareas and each other.
Ndlela said that municipalities
share government’s responsibility tobring about social cohesion andnation building. He said five imbizoswere held, representing the fivezones the city has been divided into.
“Wewould not like to prescribe topeople about what to do, but theinvitation is open tomakeuse of suchopportunities and attend the meet-ings in your zone,” the mayor said.
Ndlela used the imbizos to informresidentsof theprogressmadeby thecity in the past year. These included:
• 90 housing projects in variousstages of completion that will supply84 552 housing units;
• upgrading 55,2 kilometres ofroad from gravel to tar and theestablishmentof a roadmaintenanceprogramme; and
• the city’s sanitation infrastruc-ture is being upgraded andmaintained, and the municipality iscompleting a bulk sanitation masterplan.
The mayor outlined a host of pro-
jects in the various departments,including concrete maintenanceplans being put in place for allservices.
Ndlela also used the imbizos toremind residents of their civicresponsibilities: paying for services,keeping the city clean and notdamaging municipal infrastructure.He told communities that electricitytheftwashurting the city and cost thecountry R90 million in the pastfinancial year..

AS the sun set behindthunderclouds overPietermaritzburg on
Friday night, two policestations began to mobilise fora crime prevention operation.
The Pietermaritzburg andMountain Rise stationsembarkedona12-hourfestiveseason high-density crimeoperation, which lasted from4pm on Friday afternoon intothe early hours of Saturday.
It began with a roadblockset up on Chota Motala Roadnear the graveyard.
As the rain started to pourdown, officers swarmed theroadside and pulled overvehicles, while others took offon foot to patrol surroundingareas.
As thenight progressed, alltypesofcriminalswerehauledinto the two stations. The
Mountain Rise stationapprehended more than 27people suspected of crimes,including rape, houserobbery, illegal possession ofdrugs and dealing in drugs.Drunken drivers were alsobooked.
During the raid, the policerecovered an array of items.
Large quantities of daggaand heroin were taken off thestreets and lots of liquor wasseized from unlicensed liquorpremises. One unlicensed9 mmfirearmwasalsoseized.
According to WarrantOfficer Joshua Maistry ofMountain Rise police station,the gun would be tested toascertain if it was used incrimes. The arrested suspectswouldsoonappear in thePMBMagistrate’s Court.
Maistry estimated that therecovered items are valued atover R100 000.
Provincial commissionerLieutenant-General Mma-monnye Ngobeni and Pieter-maritzburg acting clustercommander BrigadierFrancis Bantham visited theofficers during the operationand applauded them for theirefforts.
Membersof thecommunitywere also thanked for givingpolice information that result-ed in several arrests.

UKHOZI FM is hosting its annual summercampaign until 20 December, in a bid toencourage youth to live positive lives.
For six years, Ukhozi FM had organized thesummer campaigns under the banner Nyus’iVolume.
The main theme of this year’s campaign is
‘Drugs and Drugs Abuse’. The campaigncosts R100 000.
Ukhozi FM approached the MsunduziMunicipalitytobeapartnerof theevent.Thisraised a number of views at the recentExecutive Committee (Exco) meeting.
“This is a lot of money. Is there any waythatwecanmeasurehowmuchbenefit ithasfor the city? According to some people,Ukhozi is a wealthy organization, they havemillions of listeners and they have a lot o fadvertising. If we are going to give them thismoney, are we really going to get R100 000worth of benefits from this?” asked Excomember Judith Lawrence.
Exco member Jabu Ngubo said that thesummercampaignwillhelpthemunicipalityto disseminate service delivery matters andmayoral izimbizo.
“Asamunicipality,wecanbenefit intermsof reaching out to the communities. Verysoon, the mayor will be starting withizimbizo. This can be used as a tool to tellpeoplewhat they can expect at izimbizo andalso to informpeople as towhatwedo as themunicipality.Lookingat the fact that thiswillbe happening over the festive season, it alsoputs some vibrancy into our city as we areknown as a quiet city and a sleepy hollow,”said Ngubo.
Exco member Ntokozo Bhengu said thatUkhoziFMwill beacommunicationchannelforspreadinginformationontheimportanceof paying for municipal services.
“I support the initiative, provided thatweuse the platform from Ukhozi FM toencourage the people of Msunduzi to comeand pay for their services because there is abacklog. People are not paying,” saidBhengu.
Early this month, it was unveiled thatgovernment departments, residents andbusinesses owe the Msunduzi MunicipalityR1,8 billion and that by end of July this year,the debt was around R1,5 billion. Ordinaryresidents owed the municipality R975million,businessesowedR364millionwhilegovernment departments and other debtorsowed the municipality R164 million andR138 million respectively.
Msunduzi mayor Chris Ndlela said thatthe opportunity will also be used to addressthepubliconwhatchallenges themunicipal-ity is confronted with.

AMANwas shot in the headwhen he allegedly tried torob another man sitting in
hiscarat thecornerofBoshoffandLangalibalele streets late onMonday.
According to a police sourcewho cannot be named, a manapproached another man in hiscaranddemandedhisbelongings.
The man then pulled out hisfirearm and shot the allegedwould-be robber in the head andagain in the chest.
The source said the secondbullet went through the allegedrobber’s leg andhit a bystander inthe leg.
ER24 spokesperson RusselMeiring said the bystander hadnot even realised she had beenshot and thought something hadjumped up and bitten her.
Meiring said although thealleged robber was stabilised onscene, he was in a criticalcondition. He was taken to Grey’sHospital.
“Gunshot wounds to the head
areveryseriousandinmymedicalexperience, the prognosis is notpositive.”
Moola Family Physicianpersonal assistant Anusha Bandusaid although she had notwitnessed the shooting, she hadseen a man race by the buildingthatwas a fewmetres fromwhere
the incident took place.“There were a lot of rumours
going around about whathappened but all we saw wassomeonerunningpastouroffices,”said Bandu.
“Every hour someone ispickpocketedonthiscorner. Ihaveworked here 25 years and it has
gone from bad to worse.”Bandu saidwomen and elderly
peopleweremostly the targets forthese sorts of crimes and saidexpert policing was desperatelyneeded in the area.
Attempts to get officialcomment from the police wereunsuccessful.

THE University of KwaZulu-Natal (UKZN)onMondayannouncedtheresignationof itsregistrar, Convy Baloyi.
Baloyi has informed the chancellor’soffice of his desire to leave the Universitywith effect from December 24.
Baloyihasbeenwiththeuniversityfor11months and has cited numerous pressingfamily reasons for his departure, one of
which is in his words “a pressing familyresponsibility I cannot delegate”.
UKZN’s executive director of corporaterelations, Lesiba Seshoka, said “theuniversity appreciates the contributionsBaloyihasmadeandwisheshimwell forthefuture”.
According to Seshoka, Baatile Poo,director of student academic administra-tion, will act as registrar from January 1,2015.

KENWYN Retirement Home inPietermaritz Street recentlycelebrated its 21st birthday.
The retirement home staff andresidents celebrated the milestonewith a champagne breakfast and alateafternoonbraaiinthecourtyard.
Kenwyn was named after KenandWinsomeCollins,whohadgiventhe property to Padca as anindependent retirement home in1983. The building had beenstanding since 1901.
Kenwyn manager Petro Fouriesaid Kenwyn is a home away fromhome and is a quiet oasis locatednear busy streets.
“We are very excited that theKenwyn Retirement Home iscelebrating its 21st birthday. Whenyou come here, you get prepared forthe frail care phase; howeverwe arenot a frail care retirement home.Wealways look after the needs of ourresidents and we do celebratespecial days.
“As soon as you walk inside ourpremises the atmosphere feels
different. It ismore quiet and peace-ful,” said Fourie.
She said that having a smallnumberofresidentsenablesthestaffto dedicate time to each one.
“By having a few residents, weknow our residents so well and theyfeel our personal touch. We knowtheir families and they know ourfamilies. The managers live on thepremisesthroughouttheyearsothatwe can attend to the residents’needs.
“We pride ourselves on serving abalanced diet and balanced meals.We eat pudding every single day.Unfortunately, our residents arespoilt rotten,” added Fourie with alaugh.
She said that it is importantfor residents to bring their ownfurniture, except for hot plates andstoves.
“We believe that if they aresurrounded by their personal stuffthey feel more at home,” she said.

resident Chassie Short (83) said thatshe has been a Kenwyn resident for15 years and 18 months.
“I love being here. People arehappy and they are caring. I
run the tuck shop with threeother ladies and I am also atreasurer.
“That seems to keep me out ofmischief,” said Short with a laugh.

Why no ‘imbizo’ inthe northern areas?THE ANC-led council is

with fanfare, at a time when the cityis deep in debt.
The rationale remains inexplica-ble. The IDP imbizos are intendedprimarily to present developmentplans for thedifferentparts of the cityand the overall growth plans for thecity.
Sadly, the ANC exploits thisroadshow to lobby for the party.

have been targeted, buses have beenarranged and Sassa (South AfricanSocialSecurityAgency)willbevisible,distributing food vouchers in areaswhere the ANC needs votes.
The IDP roadshow is not going tothe greater northern areas(Northdale, Orient Heights,Allandale, Raisethorpe and BombayHeights). Interested ratepayers willbe bused to another venue, ignoringthe huge, stable, rate-paying base inthe northern areas that qualifies forthe IDP briefing.
Are we being punished for beingstaunch DA supporters while
our punctual monthly paymentsfrom utility bills and extreme ratesare devoured by the ANC incouncil?
Notwithstanding being snubbedfor an IDP meeting, we remainresilient to ANC victimisation.
The DA will continue to play theoversight role in council (like inParliament) and civic-mindedratepayers must put pen to paperandexposeANC incompetence in themedia.

shoppers in a frenzy last week.Shoppers strained under the bulges
of three and four trolleys each.The parking lot, which has parking
for at least 830 cars, was jam packed,with security and traffic officersassisting with the bumper-to-bumpertraffic in and out of the mall.

MARGARET MCCULLOUGHIT is a fact that in South Africa, a lot of our children have chosento emigrate or move to other countries.
Often people who live in South Africa and write out a will areconcerned as to whether or not overseas heirs can indeed receivetheir inheritance, given the fact that they no longer live here.
It seems that a lot of people leave South Africa without formallyemigrating, and it is a common thought among a large number ofthe people who have left South Africa, that, once they have obtainedcitizenship in another country, it means that they have formallyemigrated from SA. This is however not correct.
Often a person making a will also believes that the executor ofhis/her estate can simply “put a cheque in the post” to give anoverseas heir his/her inheritance. It would be very convenient if thiswere the case, but unfortunately, due to foreign exchangerequirements, it is not as simple as that. It is possible to pay aninheritance to an overseas heir in a variety of manners:
1. Into an account the overseas heir may nominate in South AfricaAn heir living overseas may instruct the executor to pay his/her
inheritance into a bank account in South Africa.2. Off shore allowance. It is possible in certain circumstances for
an overseas heir to receive his/her inheritance as part of his/heroffshore allowance. This would apply where such overseas heir hasnot formally emigrated.
In order to do so the following is required:a)The overseas heir must have tax clearance from the South
African Revenue Service (SARS);b)Tax clearance is used by SARS to certify that SARS has, after
checking its records, found that the taxpayer named on the Taxclearance certificate is compliant, has filed all required annual taxreturns and has paid all taxes, penalties, and interest due as of thedate the Tax clearance certificate is issued.
c)SARS must issue, or decline to issue, the certificate within 21business days from the date the application is duly filed.
d)A senior SARS official may provide a taxpayer with a taxclearance certificate only if satisfied that the taxpayer is registeredfor tax and does not have any
a. Outstanding tax debt, excluding a tax debt contemplated insection 167 or 204 or a tax debt that has been suspended undersection 164 or does not exceed the amount referred to in section169(4); or
b.outstanding return, unless an arrangement acceptable toSARS has been made for the submission of the return.
To apply for a tax clearance certificate in respect of an inheritanceyou need the following:
e)Original letter from the executor of the estate - this must beattached to the application;
f) A copy of the Liquidation & Distribution account must be alsobe attached; and
g)Original and latest bank statement duly stamped by thefinancial institution, which must not be older than one month.
A Tax clearance certificate for foreign investment allowance isvalid for a period of twelve months from date of issue and is applica-ble for the stated amount only, provided the taxpayer remainscompliant with SARS requirements.
Each South African citizen has an offshore allowance of R4million in total, and the overseas heir may not have previouslyexhausted his/her offshore allowance if they wish to elect to receivetheir inheritance as part of their offshore allowance.
3. Formal emigrationAn individual can elect to formally emigrate . The effect of formal
emigration is that you finalise your tax affairs in South Africa onceand for all.

formed into a hub of fashion atthe weekend as the School of
Fashion celebrated 49 years withtheir Fashion Show, which theydescribed as a “glamorous affair”.
A total of 52 design studentsgraduated and showcased theirstunning collections on the catwalk.
The talent was said to be so wellreceived by the fashionistas andcelebrity fashion VIPs, that fiveawards were added and fashionweek opportunities awarded tomore designers, with opportunitiesto further their studies.
The hall was packed to capacitywith the audience dressed in style.
“Itwasanight filledwithglitzandglamour but what stood out was thesparklingtalentof thestudentsof theSchool of Fashion,” said School ofFashion director Priscilla Bhika.

The sessions are being held in collabo-ration with Brian dot Khoza and the ideais to hold them monthly in 2015.
“Rhythm And Poetry Sessions areabout urban voices, whether rapping,singing or spoken-word poetry, and will bea build-up to an annual hip-hop festivalcalled Rhythm And Poetry Fest,” Khozasaid.
“They will be held at the Red Door atmonthly intervals. The theme will begender dynamics or relationships betweenmen and women, boys and girls, a topicclose to my heart.”
The Rhythm and Poetry Sessions willfeature music listening sessions, perform-ances and music sales by artists in a safeconcert venue with a bar and pool tables.
The sessions will be hosted by NeliswaMntungwa, owner and founder of FusionProductions SA, which hosts events andprojects to empower people, including theBeauty Boot Camp for women.
Maritzburg rap king StyleZ, has hadseveral songs on national and regionalradio,andhasrecordedwithHHPandMXO.He recently won a Gagasi FM artist battlethat involved performing a verse againstartists with listeners voting for the bestthroughout August.

“I THINK my destinywas linked to Pelhamfrom themoment that
I was born,” said outgoingPelham Senior PrimarySchool principal, and rugbyenthusiast, Louis Botha (63).
After spending 37 years atPelham, Botha is sayinggoodbye to the school whichhe has called his home foryears.
Botha’s last day will be on31 December.
“While I was at NewcastleHigh School, my guidanceteacher told me that I wouldnot be suitable for tertiaryeducation and suggested thatI go for a trade. The very nextday I phoned a local teachers’trainingcollegeandIwasableto secure a loan to study at thetraining college.
“In 1971, 1972 and 1973 Iwas at training college.
During that time, when I wasa student, I did my practicalteaching at Pelham,” saidBotha.
Atthattime,Botha’sdreamof working at Pelham wasshort-lived when he wasgiven a transfer to anotherschool.
After spendingabout threeyears in the teachingprofession, Botha resignedand went on a European tourwith his wife.
“We went to Egypt, Israel,Greece, England, Spain andPortugal. While we weredoing that, my wife fellpregnant. While overseas, Iwrote to the educationdepartment and told themthat I would like to come backand teach.
“While I was inAmsterdam, I got a letter tosaythat Icouldcomebackandteach at Pelham. In 1977, Istarted at Pelham and I havebeen here ever since,” said
Botha.“At Pelham I started as a
physical education sportsmaster.Acoupleof years laterI was promoted to the HODposition. IhavealsotaughttheGrade seven classes.
“Before I becameprincipalin 1990, I was the deputyprincipal. I have always lovedcoming to school. Realteachers are not made, theyare born,” said Botha withpride.
He said that teaching hasbeen the most fantastic andenriching moment in his life.
“Successful schools arehappy schools. I am sohappy to leave becausetheschool is inagoodpositionand the staff are wonderful.
“I am not happy to leavePelham but I am satisfiedand proud to leavePelham considering wherethe school is right now andwhat it has achieved,” saidBotha.
