1. Call to Order The meeting was called to order at 6:18 pm.

4. Presentations

a. Presentation of Planning Performance Measures

Planning Director Tanner provided a high-level overview of the Planning Department and job functions of the department. She also reviewed key department performance measures for the Planning Department for discussion with PMAC members. Q: What is the future of and availability of affordable housing in Morrisville? A: Approximately 26% of staff could qualify for affordable housing opportunities. Q: Is there a new department mission statement? A: It was revised with the advent of the Town strategic plan.

Q: ADA and public transit opportunities are limited in Morrisville. A: GoWake is available and based on federal criteria, certain citizens are eligible for service. Q: Is there a plan to connect sidewalk gaps? A: Yes, there is a sidewalk prioritization program established by council, using both Town funds and Community Development Block Grant (CDBG) funds, which are no longer eligible since they are need-based funds. Q: Are there opportunities to use bond funds to close sidewalk gaps? With the greenway behind Church Street closed for one year, many neighborhoods are cut off from accessing Town Hall Drive and the library. A: At the location specified, a private developer, Duke Energy and Morrisville are involved, so connectivity is challenging. Planning staff is involved in bond project discussions. Q: Are “resolved” code enforcement cases paid? A: Yes. “Resolved” would ultimately mean the issue has been resolved and the fine has been paid. Citations are initiated by Code Enforcement Officer, John Barnard. Q: Is continuing education more easily obtained via webinar, due to the education criteria? A: Conferences have been more beneficial due to the robust agendas that are prepared, but staff continually seeks education opportunities. Q: Explain the save the RTP forest signs. A: Unsure what those are. Q: Where are the Habitat for Humanity home locations? A: Fairview, in an older section of Morrisville. The housing met design regulations at the time of development. Q: What is the size of Planning staff and is it adequate for the workload? A: 12 staff. Yes, the staff size is adequate. Planning Department was allocated two new positions in FY19. Q: Is there a need for volunteers? A: Not really. Planning and Zoning Board (PZB) does a lot of review and makes recommendations for staff. Q: Provide a synopsis of the public transportation survey. A: Mock development scenario, and survey participants are asked to design a transportation system within funding parameters. Q: Did Morrisville have anything to do with light rail discussions? A: Yes, there was support for light rail and Bus Rapid Transit (BRT) service in Wake County. Q: How much sidewalk can be produced with PIL for sidewalks taken in?

A: It varies based on project. Funds must be used for that purpose at that location. Some PIL does have to returned, if a project costs less than PIL on hand. Q: What is the estimated time savings with EnerGov? A: It has taken an immense amount of staff time to build, but the yield will be seconds to pull a report. Staff is currently tracking projects in Excel and data must be manually extrapolated. Q: What is the number of female planning directors? A: It is growing with the younger generation. Apex, Holly Springs, Fuquay-Varina have female planning directors.

5. Staff Comments 5.a. PMAC Work Plan Item – Follow Up from previous meeting presentation

with staff feedback on presentation discussion Ms. Hudson shared that the previous staff presenter indicated the Committee’s comments were relevant and added something to the presentation. One takeaway offered was to steer away from detailed questions during the presentation and focus on the measures. Committee members would like to have background on a department to help set context and understand nuances and asked that the presentation include targets and goals and why they were established.
