    As set forth in greater detail in the brie f, Proposed Amici all regularly deal with the Cityand other municipalities regarding economic development activities in the region. As such, theProposed Amici have an interest in the outcome of this litigation, which will have a direct impacton their ability to initiate and move forward on eco nomic deve lopment projects in the City. Thetrial court's order has far reaching effects beyond the proposed parking transaction. By makingevery ordinance passed by the City subject to a referendum, including those adopted asemergency measures intended to take effect immediately, deve lopment entities, like theProposed Amici, would have no finality about the status of their economic development projectsand would be deprived of the expedited scheduling often necessitated because of constructionschedules, market cond itions, contracting requirements, financing availability and deadlines, andother numerous reasons .

    Therefore, Proposed Amici respectfu lly request leave to file the attached Briefof AmiciCuriae.
