MPP learns that the early vision for Caloundra South

includes innovative homes for the 50,000 people that will call the community home.

In a $260,000 (excluding land), four-bedroom version of the AusZEH in Melbourne, one family is already enjoying the lifestyle benefi ts while using up to 70 per cent less energy

The Urban Land Development Authority (ULDA), the state planning authority for the new Caloundra South community, has

shed light on some of its inspirations. The emphasis is on affordability and

energy effi ciency, with examples ranging from two-bedroom loft homes in a Brisbane estate to large but environmentally friendly detached homes

being developed by Australia’s

top research scientists for the typical middle-income

family.When Ausbuild released

10 innovative new homes to the north Brisbane property market last month, they

were snapped up. “These fully turnkey house and land packages from $276,500, with everything from blinds to fencing, were all contracted to owner-occupiers – fi rst-home buyers, empty nesters and singles,” says Ron Loney, CEO of Ausbuild.

The two-storey homes, each with two bedrooms, two living areas, two bathrooms, a courtyard and a single lock-up garage, were in The Avenues, an urban ‘laneway’ complex at the Fitzgibbon Chase estate developed by the ULDA. “They are all freehold title, which means no body corporate fees,” Ron told a group of Sunshine Coast industry people last week at the University of the Sunshine Coast’s Innovation Centre.

According to Paul Eagles, chief executive of

the ULDA which organised the meeting, such innovative, affordable dwellings popular with the market at Fitzgibbon Chase are likely to inspire the diverse mix expected at Caloundra South.

The Coast’s 2310-hectare site is owned by developer Stockland, and Paul says his planning and approvals teams expect to have the close working relationship with Stockland and its builders that it has with Ausbuild and other companies on the ULDA’s sites across the state.

Also at the meeting, Australia’s science agency the CSIRO outlined the early success of the nation’s fi rst Zero Emission Home (AusZEH), designed for the buyer needs and price points of the mass housing market.

In a $260,000 (excluding land), four-bedroom version of the AusZEH in Melbourne, one family

is already enjoying the lifestyle benefi ts while using up to 70 per cent less energy. Project

leader Michael Ambrose and his team from CSIRO Ecosystem Sciences have partnered with the ULDA and toured the Caloundra South site. “We’d like to build one at Caloundra South within a

year,” Michael tells MPP. “This AusZEH will need to be designed for the South-East

Queensland climate rather than Melbourne’s heating-dominated climate. Then we monitor how it performs in the real world.”

It won’t be a one-off demo, however. “An

underlying principle is that these homes are able to be replicated so the public can purchase them,” he says. “It’s no use if people can’t afford it, or don’t like its look or feel. That’s why we’re working with volume builders, to ensure these homes are practical and affordable. They must provide the liveability aspects that buyers want in new homes but with much better energy effi ciencies.”

What’s happening with the development scheme?

About 160 people have visited the ULDA shopfront in Bulcock Street, many of them spending about 45 minutes “drilling down into details about the planning” with staff, says Paul Eagles. The draft scheme has received 137 written submissions. Some say Caloundra South will suit development because it’s a fl at, cleared, old forestry site. Some want the jobs associated with it. Others are concerned about the types of employment, delivery of affordable housing and infrastructure and environmental concerns such as impacts on Pumicestone Passage. Have your say before May 20.

South will be a sustainable community with a variety of housing options. “We are working with our partner builders to design and deliver affordable and sustainable housing across all of our communities,” the spokesperson says. “An example is the Ausmar display home in Brightwater, which has been recognised as a sustainable and affordable home, being currently on sale for $189,000.”

Paul Eagles says the ULDA’s development scheme for Caloundra South will not only allow for maximum fl exibility in design and creativity in building, but it will promote these goals. “We want good-quality streetscapes and housing diversity, as we have achieved in other master-planned communities,” he says.

The draft scheme, outlined in MPP issue 136, fi nishes public consultation on Friday May 20 and is expected to be fi nalised by October (see above). Building approvals for Caloundra South will be determined by the ULDA instead of the Sunshine Coast Council, after a controversial move last year by the State Government. The council has since launched court action against the decision and a public campaign against the proposal, citing mainly environmental and infrastructure concerns.

Paul says the ULDA is taking into account

Queensland’s slow property market as it pushes sustainability and affordability at Caloundra South. “New niche products like Ausbuild’s at Fitzgibbon Chase are among the most innovative I’ve seen and despite the fl at market conditions they sold like hot cakes,” he says. “The designs were developed to meet both the market and the company’s business model to ensure they’re fi nancially sustainable.”

Paul understands the attraction of The Avenues’ smaller, contemporary homes with freehold title and no yard located in a convenient suburb. “There was so much inquiry for that low-priced product, and there are more designs ranging from the $300,000s up to the $600,000s. That’s the diversity we want at Caloundra South.”

Ron Loney, who co-founded Ausbuild in 1988, says Fitzgibbon Chase literally pushes the boundaries of residential land subdivisions to achieve greater affordability through design in certain price points in 2011. “We’re building homes people can buy as a stepping stone to wealth, like I did with my fi rst home,” he says. “We’re challenging the traditional setbacks and site coverage with attached and detached designs. In some cases there’s a one-metre setback to the walls. We use

courtyards and put garages along laneways. On a lot that’s 10 metres by 25 metres we can achieve three bedrooms in a detached low-set dwelling or four bedrooms and a double lock-up garage in a two-storey building.”

Another example is the Quadplex, selling from $299,900, which is a freestanding, two-bedroom, two-bathroom home with under-roof alfresco area and six-star environmental sustainability rating. Yet the house is 100 square metres and is built on just 138 square metres of land.

The company is also testing the outcomes against demographic trends such as decreasing household sizes. “For the fi rst time the

“We believe that using science to tackle residential issues in urban spaces is critical,” says Michael. “Eleven per cent of greenhouse gas emissions in Australia are caused by the residential sector. In the past we didn’t perform better because of our benign, moderate climate and low cost of heating and cooling. Now people are starting to notice the rising costs of running their homes and that’s prompting the trend to more sustainable homes.”

He acknowledges builders’ concerns about the higher upfront costs that must be passed on to home buyers but says many measures are low-cost and the dearer ones such as solar PV arrays can

Ron says the developer-builder relationship is the key to making it work. “Regular meetings are required to tackle issues from development status to buyer feedback.”

Michael from the CSIRO expects an AusZEH built at Caloundra South could sell for less than the Melbourne price of $260,000 due to the different requirements. He also points to many existing technologies that can be harnessed to improve energy effi ciencies and emissions. “It’s not just about useage, it’s about changing the way we generate our power,” he says, citing small community wind farms as an example.

implemented in stages. “Making a home eight-star, for example, can be done for less than $10,000 extra if it’s done from the design stage,” he says.

Statistics show rising energy-effi ciency building standards over the past decade have not had a signifi cant effect on the cost of building homes.

While the resident immediately benefi ts from the home’s comfort levels and reduced ongoing energy costs, the ultimate cost payback may take 10 years. “However, it depends on what extent you go to,” Michael says. “You can aim for a 50 per cent reduction in emissions and that might take only fi ve years for pay back.”

Paul Eagles says the ULDA was delighted to have the 12 CSIRO scientists inspect the site “to get the creative juices fl owing”. The planning authority, in conjunction with Stockland, is actively seeking pilot projects such as localised energy production. “We want to incorporate this into standard business practice,” he says.

Australia has had many cycles of droughts and fl ooding rains and sometimes there are events like El Niño and La Niña that make

these cycles extreme. Given the current ‘drought’ in the Sunshine Coast property market, I thought this is a good analogy to understand the current state of play, why we’ve had an El Niño and why I believe our own La Niña is coming.

The property market is infl uenced by demand and supply, which are driven by the economy. Our local economy is impacted by the state, federal and global economies. It means we’ve had some challenges. The demand for our resources from Asia and the effect of the GFC on other economies means our dollar has and will be stronger at a time when we’re experiencing a massive resource boom. It’s changing our economy, and those industries reliant on a low dollar will have to evolve or die. In Queensland our economy runs at a different cycle to our southern counterparts largely due

to being so regionalised and less diverse. It’s been tough but the future is bright.

Locally our retail and tourism industry has been hit hard by these changes. Population growth is a key driver to economic growth and the decisions by the council which have constrained business growth and our largest employment sector (being construction) contributed to stunting the Coast’s economic and population growth. This has an impact on both demand (affordability) and supply.

People want to live here for the lifestyle and because it is a growing and expanding region, and while growth has slowed of recent times it is still higher than the state and national averages. As more people come they create more opportunity and there is a need for all levels of government to invest in supporting infrastructure and services which in turn create more jobs.

The Sunshine Coast economy is about to expand at an exponential rate. The ongoing

operational costs of the new university hospital alone will grow our gross regional product by an estimated 15 per cent. This doesn’t include the knock-on jobs and infrastructure that will come from the associated businesses, the new town centre nearby, the expansion of the Maroochydore CBD or the many other projects on the way.

The fl ow-through is jobs, rising affordability and demand. We can’t stop it. It’s going to happen. It’s about doing it well. Of course, the key here is, what are you going to do about it? You can be a passive bystander and in several years say ‘if only I had’, or you can take action. I’m taking action and investing heavily here on the Coast. I can’t give you a greater recommendation than that.

The Sunshine Coast Living Smart ‘Glossies’ Awards for 2011 are now offi cially open for residents, businesses and community groups, with submissions closing on May 20. The prestigious awards recognise sustainability achievements on the Sunshine Coast in categories such as building design and construction, sustainable transport initiatives and resource management.

Environment portfolio councillor Keryn Jones says she is delighted the high-profi le awards have attracted the likes of Dr Karl, who will share his views on the importance of sustainability practices and the interconnectedness of the climate to human achievements.

It was a quiet weekend on the Sunshine Coast auction trail, with agents reporting that most properties were passed in at auction. The four-bedroom home at 12 Attenborough Close, Buderim drew a crowd of 20 people, and marketing agent Lee Sutherland of RE/MAX Property Sales says this included two registered bidders. “We had strong bidding to $526,000 and then passed the property in at $530,000,” Lee explains. “The big selling point for this home is that it has a fantastic outdoor entertaining area including a big plasma screen mounted up high. We’re negotiating with a couple of parties.” Kevin Annetts from Henzells Mooloolaba is also in negotiations on 72 Brentwood Avenue, Mooloolaba, which was passed in at $525,000 on Saturday. “We had good attendance and good bidding, and we’re currently speaking to some buyers who have recently moved to the Coast from Far North Queensland,” he says. For others looking to enjoy the coastal lifestyle, Kim Bourgois of Maroochydore First National is seeking conditional interest on an apartment at Kalua on Parker Street, Maroochydore. “It’s a huge one-bedder at 75 square metres, so it’s perfect for someone who wants to buy and live there,” she says.

After living for more than two decades in a home oozing character and

and the bush noises that surround us are just amazing.”

Bob, who is an artist, is planning to transform the former house of God into an art gallery, although the appearance of the heritage-listed property will remain the same. They’ll eventually build a small kit home on the half-acre site to live in themselves. In the meantime, they are focusing their energies on selling their Ilkley Road Queenslander, which captures more than 70 years of local history.

“The property was built for Mr Dudley Noel Crompton, who was the owner of one of the very fi rst timber mills on the Sunshine Coast,” First National Maroochydore sales and marketing consultant Jaz Hoy tells MPP.

The team at Mirror Stone recently renovated this

Sunrise Beach kitchen using a natural granite benchtop called colonial gold. Sales manager Phill Duckworth says the client asked for a bright colour that would match in with the splashes of yellow she had around the home.

“The home owner has deteriorating vision and yellow is one colour she can still see,” Phill explains. “The vivid amber grains in the granite also refl ect the down-to-earth nature of this couple, who were thrilled with the fi nished product.”

“Granite is hard-wearing so makes a perfect work surface for high traffi c areas such as kitchens,” he says. “It needs to be resealed every so often, but it’s a task that’s easier than most household chores and certainly shouldn’t stop anyone from including granite in their next renovation.”
