Shri Piyush Goyal (50) assumed office as the Union Minister of State (Independent Charge) for Power, Coal and New & Renewable Energy on 26.05.2014.A Charted Accountant by profession, he has also graduatad in Law. He was educated at Don Bosco High School, Mumbai, Jai Hind College, Mumbai, M.R. College of Commerce and Economics, Mumbai, Government Law College, Mumbai and Institute of Charted Accountants of India, New Delhi. He has had a brilliant academic record having secured All India second rank in CA and University second rank in Law.Shri Goyal is currently a member of Rajaya Sabha and was earlier the National Treasurer of Bharathiya Janata Party. He is a well known Investment Banker and has advised top corporates on Management Strategy and growth. He has served on the Board of India's largest commercial bank, the State Bank of India and Bank of Baroda.During his 28 years long political career, he had held several important positions in the BJP and is in the BJP’s National Executive Committee of the Party. CMD'S MESSAGE

FROM THE DESK OF CMDDear colleagues,

My heartiest greetings to you and your family members.

Always it gives me much pleasure to address you all through our thhouse Journal BROWN COAL. We celebrated the 57 Raising Day

of our beloved Company on 20-05-2014. It was an apt occasion to

recall the history of NLC spanning over 57 years since its inception

in 1957. On the occasion, we paid rich tribute to the stalwarts of

yester years for their great effort and contribution in NLC's

growth. I am happy to note that the 'NLC Theme Song' in tri-

lingual which was launched on the occasion has given more

enthusiasm and enjoyment to whole of the NLC family and it has

developed a new spirit of belongingness to our company.

Now we have entered in to III quarter of the current fiscal

2014-15. As you know, we entered the current year with more

strength, courage and confidence gained by the excellent

performance of previous year, but I observed that the physical

performance of our company for the I & II Quarter of the F.Y 2014-15 was

not encouraging. Obviously, due to the non-achievement of set target,

performance of all the units except TPS-I Expn. and TPS-II has been

declined considerably.

I find that reduction in effective working hours of Bucket Wheel

Excavators owing to the increased maintenance period, requirement of

recurrent maintenance of Mining machineries due to rain and seepage

water problems, frequent vulcanization of conveyor belts, shortage of

teeth, etc., were the major factors attributable to non-achievement of

Targets in Mine production. Further restricted lignite production on

account of surplus stock available in Mine-I & IA during the month of

April'2014 and controlled lignite production in Mine-II during the month

of June 2014, for want of storage space, due to less off take of linked

power station were the reason for shortage in Lignite production. But,

during the subsequent months, the production has not picked up. Non

commissioning of TPS-II Expn. also resulted in restrictive Lignite

production

However, I am glad to note that during the First Half of the current

Financial Year, we have generated 9983.10 Million Units of Power,

achieving 100.04% of the set target and 69 MU more than the total

generation for the corresponding period of previous year. We have also

earned ` 593.40 Crore 'Profit After Tax' during the First Half year of

2014-15 as compared to ` 518.43 Crore in the same period of previous

year and registered a growth of 14.46%.

I am of the strong opinion that we should have planned maintenance

schedule of Equipments & Plants to ensure the availability at optimum

level to maximize the production in existing units. However, I am

confident that each one of you shall put forth your best efforts to

overcome the difficulties being faced now and bring out best

performance of our Company, so as to overcome the shortfall of

I & II quarter and to achieve the targets of the current financial year.

In the power generation front, shutdown of one 100 MW unit of TPS-I

subsequent to the mishap involving high pressure heater and reduction

in power generation consequent to the decommissioning of HP heater

in all other units of TPS-I were attributed to the non achievement of

Targets in Power generation. Moreover, non commissioning of Unit –I of

TPS-II Expansion after the redesign and rectification of FBHE and delay

in commissioning of Unit-II are invariably letting down our production

targets for the current year.

Besides, in the current year, we may have to face more challenges in Mine

production. Land acquisition is one of the critical issues. Particularly, after

the new Land Acquisition Act-2013 came in to effect from Jan'2014, there

was no progress in land acquisition activities. 1100 ha (268.82 ha for

Mine-I, 242.97 ha for Mine-IA and 588.08 ha for Mine-II) are urgently

required for Neyveli Mine Expansion.

We have already taken up the issue with Principal Secretary, Govt. of

Tamil Nadu in resolving the issues in getting Administrative sanction

orders for acquisition of additional lands required for Mine expansion

schemes. Meanwhile, Govt. of TN has sought exception from the new

Land Acquisition Act-2013 for acquisition of Land for industrial purpose

and has issued an order for continuing of land acquisition under State

LA Act 10/99 with a provision for payment of interim compensation with

pending approval of exception from the new LA Act. Land acquisition

processes must be done expeditiously to match with our mine

advancement plan as well as acquisition of additional lands required for

Mine-IA and Mine-II Expansion.

Now, it is anticipated that Unit-I of TPS-II Expn. will be commissioned in

Dec'2014. Moreover, scheduled dates of commissioning of 2x500 MW

Thermal Power Project of NTPL have been postponing due to the delay

in completion of erection by the respective package contractors and also

due to the delay in obtaining Forest Clearance & Wild Life Clearance from

MoEF. It is now anticipated that the statutory clearances will be obtained

soon and the Units will be commissioned in Jan'2015 and Mar'2015

respectively.

With regard to other ongoing projects, I am happy to note that

construction activities of our 2x500 MW New Thermal Power Project in

Neyveli (NNTPP) have been gaining momentum. As per the time

schedule Unit-I shall be commissioned in Oct'2017 followed by Unit-II in

April'2018. In view of the critical requirement of replacing the aged

TPS-I, timely commissioning of the NNTPP attains more significance.

In case of the 3x660MW Gadhampur Thermal Power Project (GTPP) at UP

under our Joint venture company NUPPL, the required land for the

project has already been acquired and taken in to pocession. Moreover,

Expression of Interest (EOI) was invited from the prospective bidders to

pre-qualify them for participating in the tendering for the three major

packages. However, GoI sanction for the project will be obtained only

after the Environmental Clearance (EC), which in turn is linked with the

Stage-I forest clearance of the captive mine in Patchwara South Coal

block allotted as fuel linkage to GTPP. As the Coal block is partially situated

in forest area, it is the main bottleneck to get the forest clearance.

The lignite mining through open cast mining is feasible when lignite is available upto 150 metres depth. However, for deep seated lignite deposits, where overburden to lignite ratio is higher, Underground Coal Gasification (UCG) can be an alternate choice. The UCG is an environment-friendly clean coal technology which can be adopted for exploiting deep seated brown coal with minimal environment impact without disturbing agricultural land or underground water resources.

NLC is actively involved in implementing UCG pilot study since 2005 in certain lignite blocks of Rajasthan and Gujarat along with ONGC & CMPDI. Due to inadequate technology, single UCG pilot plant was not yet been established in India, whereas Russia, USA, Australia, New Zeland, Canada & Italy have demonstrated the UCG pilot plant and entering in to the commercial operation.

For the benefit of NLC officials to have a technical knowhow on UCG, Centre for Applied Research and Development, our in-house R&D Unit and our Geology Department jointly organized a one day Workshop-Cum-Brain Storming Session on “Under Ground Brown Coal Gasification (UCG)” at NLC's Power

thStation Training Centre on 12 June, 2014. Shri B. Surender Mohan CMD, NLC inaugurated the work shop in the presence of Functional Directors Shri Rakesh Kumar, Shri S. Rajagopal, Shri M. S. Ravindranath and Shri S. Boopathy. In his inaugural address, CMD informed that 60% lignite resources are available beyond 300 Mts. depth which is not minable with the present technology. To meet out the fuel demand in future, we have to find an alternative way to tap up the deep seated resources, he said.

To carry out all our procurement activities and tendering processes in a transparent manner with equity and fairness, NLC signed an MoU with Transparency International India (TII) for implementing Integrity Pact (IP). As a familiarisation and confidence building measure, NLC arranges periodic review meetings with NLC officials, contractors / suppliers and Independent External Monitors (IEMs).The seventh meeting to review and

evaluate the effectiveness of the IP at NLC was held on 15.05.2014 at Neyveli. IEMs for NLC, Shri N. Sundaradevan, IAS, Former Additional Chief Secretary to Government of Tamilnadu, Industries Department and Shri D. Mukherjee IPS, Former DGP, Tamilnadu have reviewed the Integrity Pact with all Senior Executives of NLC. Shri B. Surender Mohan, CMD, NLC and Functional Directors, Shri Rakesh Kumar, Shri M.S. Ravindranath, Shri S. Boopathy and Chief Vigilance Officer Shri Shiv Raj Singh, along with Executive Directors and senior officials attended the review meeting. Shri R. Srinivasan, ED (P&BD and Contracts) highlighted the activities related to IP. Independent External Monitors appreciated the procurement policy, Manual adopted by NLC and procedures followed by NLC in a transparent manner and also were very much impressed upon the awareness being made by NLC about the Integrity Pact Program across all sections and stake holders of NLC. Earlier, Shri G. Srinivasan, GM/Contracts welcomed the gathering and Shri S. R. Sekar, DGM/Contracts proposed the vote of thanks.

WORKSHOP ON UNDERGROUND BROWN COAL GASIFICATION

INTEGRITY PACT PROGRAMME REVIEWED

Now NLC is planning to implement a pilot project on UCG, at a village in Ramanathapuram District, where lignite deposits are available beyond 300 mts. and the ground water is not potable. NLC received two responses for this project - One from IIT Madras in collaboration with technical expertise from USA & Ukraine and the other from Lemar, Inc, USA. These two proposals are under evaluation stage.

The Work Shop Sessions were handled by the faculty Dr. Rajesh R. Nair, Associate Professor, IIT Madras, and UCG Experts Shri John F Kelafant,

Senior Vice President, Advance Resource Institute, Washington, USA and Dr. Anatoly Vasylchenko, Retd. Deputy Director, Research Coal Mining Institute, Ukraine. The Workshop threw light on various subjects like International Practices of UCG Technology, current status of UCG, geophysical studies, Pros and Cons of UCG.

The coal gasification is a process of producing Synthetic Natural Gas(Syn-gas), a mixture of methane (CH ), 4

Carbon Monoxide (CO), Hydrogen (H ), 2

Carbon Dioxide (CO ) and water vapour 2

(H O) from coal and water, air or oxygen. 2

In underground coal gasification, this process is conducted in-situ in coal deposits. The end product is Syn-gas

(H +CO) which can be utilized for 2

power generation and value added products like diesel, fertilizers etc.

ADVANTAGES OF UCG

· Recoverable coal reserves can be expanded.

· Lower capital/operating costs

· A promising option for the future and its potential to access low grade, inaccessible coal resources and convert them commercially and competitively into syngas is enormous, with potential application in power, fuel, and chemical production.

· Offers an economic means of extracting energy from deep seated deposits where extraction using conventional mining techniques will be economically unviable.

Our in-house R&D Unit, Centre for Applied Research & Development

(CARD) has jointly taken up a pilot project “Upgradation of Brown

Coal (UBC) Based Power Generation - A Feasibility Study” in

association with M/s. Kobe Steel Limited (KSL), Japan. The study was

sanctioned by the New Energy and Industrial Development

Organization (NEDO), an entity under Ministry of Economy, Japan.

Earlier, a team led by Shri S. K. Srivastava, Secretary, Ministry of Coal,

Government of India with Shri B. Surender Mohan, CMD, NLC,

Shri T. Avudaithangam, ED/Thermal, Dr. V. Manoharan, DGM/CARD, th thas members visited Japan between 25 and 28 March, 2013 to

discuss on the project.

NLC provided Lignite sample and sent to Indonesia, to test at

M/s. KSL Pilot Plant for drying and making pellets for testing purpose.

The feasibility study and testing of the product in boilers at M/s. KSL,

was found to be encouraging.

To finalize the MoU between M/s. KSL, Japan and NLC, a team from

M/s. KSL comprising of Mr. Mitsuhiro Saito, General Manager/

Engineering Business, Mr. Takeo Kashiwagi, GM / Technical and

Dr. Ajay Dua, Former Secretary, Ministry of Industries, Govt. of India

visited NLC on 04.06.2014 and had a detailed discussion with our

CMD, Directors, ED and officers of CARD.


The employees of Conveyor Maintenance Division of Mine-II have

developed a novel idea to improve the productivity of the Bottom

Bench System, by introducing a Tiltable pressure Roller Frame in the

conveyor system. This new concept leads to save crores of rupees.

Among the Bench Systems of Mine-II, Bottom Bench is the most

vulnerable for its highest rate of failure of conveyor belt rollers. Soil

condition and the problems due to continuous seepage of ground

water are the reasons. Each tail end skid of the conveyor has a sloping

frame and the pressure rollers installed in this arrangement play a

vital role in maintaining the profile of the belt. These pressure rollers,

especially the first roller frequently fails due to continuous wearing

by the soil coated return belt.

As the pressure rollers are mounted on a permanently fitted frame

below the return belt, the entire conveyor system has to stop if any

failure occurred in the pressure

rollers. Operating the conveyor

system with faulty roller will

cause severe damage to the

belts, it should be positively

replaced. But due to the slushy

and congested surroundings, it

will take 1 hour 30 minutes to 2 hours to replace the pressure rollers

during II and III shifts. This will involve a huge production loss.

After a long brain-storming session, a team of engineers and

employees of the Division found a solution for this problem, by

replacing the conventional permanently fitted frame with a tilting

frame. The concept is, the faluty roller can be detached from the belt

system by just tilling the frame. Yes! The frame can be pulled down by

removing two bolts and nuts and the system can be restarted within

2 minutes. Removing one set of pressure rollers will not make much

effect, as the belt is supported by other adjacent rollers. However,

the faluty rollers can be replaced at the regular maintenance time

during the I shift of next day with zero production loss.

Though the concept might seem simple the outcome of the idea will

be grand. Earlier data reveals that, the average gain in the reduced

down time per pressure roller is 18 hours in a year. So, for seven

conveyor in the bottom bench system, the product is 126 hours,

which is remarkable while considering the production of the mine. It

is estimated that this new idea can save ̀ 2.52 crore per year.

Surender Mohan, CMD, NLC on 23.06.2014 at Corporate Office All the members and representatives from the various units participated in the meeting and presented the status of the OL implementation activities in their Unit. The Chairman and Vice Chairmen reviewed the implementation of OL Policy with reference to previous meetings and advised to the Units Heads to impart Hindi Training to all the employees. He emphasized on the importance of 100% compliance of Sec 3(3) of OL Act.

Speaking on the occasion the CMD said that, with depletion of the resources, global warming & environment concerns, increasing population, change in market trends necessitates frugal engineering (getting optimum output from the given input), he added.Earlier, CMD garlanded the statue of Dr. M. Visvesvaraya and unveiled the plaque in commemoration of the inauguration of construction work for the guest house dormitory. He also honoured 13 engineers who presented research papers at the recently held Indian Engineering Congress, Chennai.Shri S. Mine-I expansion had necessitated shifting/relocating of existing

35 sheds/yards to non-mining area. Accordingly 25 of them were

earlier shifted to areas in Mine-I, Mine-II & B&C area and

inaugurated. Shri B. Surender Mohan, our CMD inaugurated the 3 New Service

Units (NSU) on 15.05.2014 at the B&C area in the presence of the

Functional Directors Shri Rakesh Kumar, Shri S. Rajagopal,

Shri M.S. Ravindranath and Shri S. Boopathy.The Central Workshop: This Yard plays a major role in NLC in

producing spare parts of SME and other equipments. It consists of

four Units viz. Fitting Shop, Fabrication Shop, Foundry Shop and Pipe

Slotting Shed.

A New Fitting Shop constructed at a cost of ̀ 90 lakhs in a plinth area

of 1098 Sq. Mtrs. which avails the facility in reconditioning the

Machinery Spares. A New Fabrication Shop - II constructed at the cost `160 lakhs in a

Plinth area 1242 Sq. Mtrs. to cater to Structural Fabrication Works

and Rolling of Pipes.

A New Foundry Shop constructed at a cost of ̀ 176 lakhs with a plinth

area of 1013 Sq. Mtrs., provides the facility to manufacture the steel

and gunmetal castings. To provide facility for slotting of Pipes a new Pipe Slotting Shed was

constructed at the cost of `20 Lakhs with a Plinth area of

243 Sq.Mtrs.New Auto Yard: The New Yard is constructed at a cost of ̀ 5.99 crores

and it has a layout area of 32,000 Sq. Mtrs. for the periodical

maintenance of Heavy Motor Vehicles, Light Motor Vehicles, servicing

of vehicles, painting of jeeps, and Engine Changing etc. Presently this

yard is maintaining 479 HMVs and 270 LMVs.,

Water Tank: To provide water supply to all yards in NSU area, an Over

Head Tank of 3 lakh Litres capacity near west gate of New Service

Unit was constructed at cost of `63.64 lakhs. Executive Directors,

Senior Officials, Employees and representatives of trade union and

Association participated.

To deliver an excellent patient care, NLC General Hospital has

recently renovated the Emergency Care Unit and the pathology

Depatment. Shri B. Surender Mohan, CMD, NLC inaugurated the

renovated and upgraded Trauma Care & Laboratory buildings on

07.04.2014 at the Hospital premises.The existing casualty unit of the hospital is being shifted to a spacious

Trauma Care Centre and upgraded to a 6 bedded unit with

modernized Mini Operation Theatre with all advanced life

supporting equipments. Centralized oxygen and suction lines and

multi parameter monitors / devices for life saving intervention are

available in this

NLC under the “Corporate Social Responsibility” (CSR) Programme continues to develop the Government Educational institutions in and around the township. Shri B. Surender Mohan, CMD, NLC inaugurated “Vettri Padi” (Step to Victory) a month long motivational Training Programme for around 400 students who have been promoted from

This programme w a s j o i n t l y organized by NLC & Neyveli Tamil Sangam under the aegis o f N L C C S R Scheme. Last year, of the 200 students who attended the ‘ V e t t r i p a d i ’ p r o g r a m m e ,

more than 170 students have passed the SSLC Board Exams. This year the classes were conducted in two centres-Neyveli Township and Indira Nagar. Shri Sarat Kumar Acharya, Director/HR, NLC presided over the function. Shri C. Senthamil Selvan, ED/ Mines, and the President of Common School Committee, Shri D. Ravindran, CGM/CSR and Smt V. Malliga, DEO, Cuddalore were felicitated.

On the valedictory Function held at Lignite Hall on 30.05.2014, CMD, NLC and Shri K. Chandru, Former Judge of Madras High Court, graced the occasion as Chief Guest and Guest of Honour. /advises of Vigilance Department. This has resulted not only in

System improvement but also in reduction of Disciplinary

cases.I appeal to everyone to keep the efforts of bringing System

improvement on Top Priority.

Based on our experiences in Vigilance Department, I share the

following activities that are not proper and leads to corruption.

1. Undue delay in finalizing the tender.

2. Framing criteria to help a particular Agency.

3. Accepting less quantity and/or inferior quality materials in

the stores.

4. Issuing receipts without taking materials in the store.

5. Getting involved in theft, manipulation of the inventory in

the stores.

6. Undue delay in processing /payment of bill of Contractors,

7. Delay in Release of EMD/SD

8. Disclosing the reserved price of surveyed off items.

9. Selling of useful materials/parts as scraps.

10. Fabricating the forged documents.

Hence I appeal to everyone to avoid such things which may not

only cause loss to the company but may also tarnish the image

of the company and which result in Disciplinary Actions against

the erring officials.

• Quarterly Structured Review Meeting

To discuss the pending issues a Quarterly Structured

Meeting has been organized by Vigilance Branch. The

meeting is held with Functional Directors and CMD. Last

Meeting was conducted on 15.05.2014.

• Standing Committee on Disciplinary Cases

A Committee constituted with CVO, Director/HR and

Director/Mines, review the status of pending Disciplinary

Cases. A meeting was held on 25.06.2014 and the pending

cases were reviewed by this Committee and the issues were

discussed to expedite the disposal of the cases.

• Internal Review Meeting with Investigation Officers

To review the progress of investigations and other related

Vigilance Activities, regular monthly meetings are

conducted by the Chief Vigilance Officer with the vigilance

officers. Accordingly monthly review meetings were held

on 20.05.2014, 23.06.2014, 28.07.2014 and 01.09.2014

Other Important Activities

• On-line Vigilance Clearance

Based on the suggestion of the Vigilance Department,

a system for according Vigilance Clearance through on-line

has been developed and put in operation with effect from

01.08.2014 on trial basis.

After completions of successful trial the system will become

mandatory. This system enables an employee to see his

vigilance status by logging into the intranet using his login ID

already provided.

• Release of Booklet Titled “Lessons from Vigilance Cases”

A booklet “Lessons from Vigilance Cases” was released by

CMD/NLC during Independence Day Celebrations on

15.08.2014. This booklet consists of past case studies. This is

to create awareness and to learn the lessons from the

mistakes committed in past and to be more aware in the

works on hand and in future.

TRAINING PROGRAMMES ORGANIZED ON VIGILANCE AWARENESS

To promote proactive/preventive vigilance, executives of Vigilance

Department are handling classes on Vigilance Awareness at NLC

Employee Development Centre. So far 185 Training Programmes

have been conducted for the benefit of the employees

(upto September 2014)

A Presentation on “Essential point to adhere in Tendering and

Disciplinary process along with Vigilance Case Studies” was

conducted at Thermal Power Station-II on 24.07.2014 by one

Vigilance Officer and Deputy Chief Vigilance Officer of Vigilance

Department / NLC. Similar presentation was held on at Thermal

Power Station-I on 28.08.2014. In both the Programmes, Unit

Head and Senior Executives had participated.

A Presentation on “Contracts procedure and common lapses

observed along with Vigilance Case Studies” was conducted at

Thermal Power Station/Barsingsar Project on 22.08.2014 &

23.08.2014 by the Vig i lance Off icers of Vig i lance

Department/NLC. 140 Executives have participated.

One Vigilance Executive attended the Global Digital Security

Forum 2014 Electronic Security & Surveillance Summit Technology

efficient applications in Mumbai on 29.05.2014 and 30.05.2014.

Deputy Chief Vigilance Officer attended a two day conference on

Procurement governance organized by Red Flag Consultancy

Services at Gurgaon on 08.08.2014 and 09.08.2014.

Subject: Vigilance angle –

definition of.

As you are aware,

the Commission tenders

advice in the cases, which

involve a vigilance angle.

The term “vigilance angle”

has been defined in the

Spec ia l Chapters for

Vigilance Management in

t h e p u b l i c s e c t o r

enterprises, public sector

banks and public sector

insurance companies. The

matter with regard to

br ing ing out greater

quality and precision to the definition has been under

reconsideration of the Commission. The Commission, now

accordingly, has formulated a revised definition of vigilance angle as

under:“Vigilance angle is obvious in the following acts: -(i) Demanding and/or accepting gratification other than legal

remuneration in respect of an official act or for using his

influence with any other official.(ii) Obtaining valuable thing, without consideration or with

inadequate consideration from a person with whom he has or

likely to have official dealings or his subordinates have official

dealings or where he can exert influence.(iii) Obtaining for himself or for any other person any valuable

thing or pecuniary advantage by corrupt or illegal means or by

abusing his position as a public servant.(iv) Possession of assets disproportionate to his known sources of

income.

(v) Cases of misappropriation, forgery or cheating or other

similar criminal offences.1 (a)** There are, however, other irregularities where

circumstances will have to be weighed carefully to take a view

whether the officer’s integrity is in doubt. Gross or willful

negligence; recklessness in decision making; blatant

violations of systems and procedures; exercise of discretion in

excess, where no ostensible/public interest is evident; failure

to keep the controlling authority/superiors informed in time –

these are some of the irregularities where the disciplinary

authority with the help of the CVO should carefully study the

case and weigh the circumstances to come to a conclusion

whether there is reasonable ground to doubt the integrity of

the officer concerned.2 (b) Any undue/unjustified delay in the disposal of a case,

perceived after considering all relevant factors, would

reinforce a conclusion as to the presence of vigilance angle in

a case. ** as modified vide Officer Order No. 74/12/05 dated 21/12/05.3. The raison d'etre of vigilance activity is not to reduce but to

enhance the level of managerial efficiency and effectiveness in

the organisation. Commercial risk taking forms part of

business. Therefore, every loss caused to the organisation,

either in pecuniary or nonpecuniary terms, need not

necessarily become the subject matter of a vigilance inquiry.

Thus, whether a person of common prudence, working within

the ambit of the prescribed rules, regulations and

instructions, would have taken the decision in the prevailing

circumstances in the commercial/operational interests of the

organisation is one possible criterion for determining the

bona fides of the case. A positive response to this question may

indicate the existence of bona- fides. A negative reply, on the

other hand, might indicate their absence.

commission does not mean that the concerned official is not

liable to face the consequences of his actions. All such lapses

not attracting vigilance angle would, indeed, have to be dealt

with appropriately as per the disciplinary procedure under

the service rules.”

5. The above definition becomes a part of the Vigilance Manual

and existing Special Chapter on Public Sector Banks and Public

Sector Enterprises brought out by the Commission, in

supersession of the existing definition. CVOs may bring this to

Selvi L.R. Ashmidha, (D/o Shri L. Raja, AEM/HR, AC/MMC), student of B.Tech, Instrumentation and Control Engineering (ICE) at the National Institute of Technology, Tiruchirappalli, has been awarded “Sri Avinash Memorial Award” for the “Best out going Female Student” of ICE Department for the year 2014. Shri M.E Michael Arputharaj,EE/Mining/ATBS/Mine-I has been awarded the MEAI – Abheraj Baldota Memorial Young Mining Engineer of the Year Gold Medal Award 2013- 14 for his outstanding contribution to the mining industry.The award is instituted by the Mining Engineers Association of India (MEAI), a national level premier professional body in mining discipline since the year 1957. Shri A. Bachhi, president, MEAI presented the award to Shri Michael, in the presence of Shri K.V. Rao, Secretary General, MEAI on 28�� June 2014 at Godavarikhani of Telangana State during the Annual General body Meeting of MEAI.Shri Michael is a Mining Engineering Graduate from College of Engineering , Guindy and holds First Class Mine Managership (Coal) Certificate. He has presented number of research papers in mining and management disciplines, published in reputed national journals.It is worthy to mention that, Shri Michael has earlier won the prestigious University Gold Medal Award and Best Project Award from Anna University during the year 2002

She opted to work as a Deputy Collector in the Tamil Nadu Civil Service and now working in Villupuram District.Smt Tina Kumari was a well known student in Neyveli during her school days. An alumni

Inspite of her difficulties on shouldering three responsibilities as a home maker, a mother of a child and an Employee, Tina Kumari continued her endeavours to become a bureaucrat. Her hard work paid her within one year as she became the state topper in the Group-I Examination.Smt. Tina Kumari addressed the Neyveli students and their parents on the topic “You can Win” in a special lecture Programme organized by the Engineers & Scientists Association and Institution of Engineers at IE building, Neyveli on 25.04.2014. NLC, has participated in the two day Expo “Mineral Industry in India -Essential for Growth", organized by the Hyderabad Chapter of Mining Engineers Association of India (MEAI), in association with National

th thMineral Development Corporation Limited (NMDC) on 14 - 15 June 2014 at Hyderabad.Concurrent with the expo, a two day seminar was organized. Shri B. Surender Mohan, CMD, NLC participated as the Special Guest and addressed the professionals from various mining and mineral industries. Shri Narendra Kothari, CMD, NMDC graced the occasion and addressed the seminar as Chief Guest. NLC installed a stall, in the exhibition venue,

depicting our mining, power generation technology. CSR activities and environment-friendly initiatives of NLC were also displayed. A documentary flim on the activities of NLC was also screened in our pavilion. Many technocrats, engineers, students visited our stall and interacted with our officials. They lauded the efforts of NLC in mining and power generation, especially on CSR activities and eco-friendly initiatives.

Shri B. Surender Mohan, CMD, NLC inaugurated a training programme for 15 women from nearby villages to operate Light Motor Vehicle (LMV) at EDC on 07.05.2014. The programme was conducted between 07.05.2014 and 06.07.2014 under Entrepreneur Skill Development Programme (ESDP). Speaking on the occasion, the CMD said par�cipa�on of women in such programme will strengthen their self confidence.In the same func�on, the CMD presented cer�ficates and driving licences to the 25 youth who were trained in opera�ng Heavy Motor Vehicle (HMV) from10.02.2014 to 30.04.2014 and 30 Project Affected Persons (PAPs) trained in opera�ng LMV from 28.01.2014 to 03.03.2014 under its

CSR scheme. The CMD adviced the youth to learn opera�ng Earth Moving E q u i p m e n t s ( E M E ) t o b e e m p l o y a b l e a b r o a d .Shri N. INDOOR SHUTTLE COURTS FOR TOWN CLUB

Neyveli Town Club, managed by an Executive Committee nominated by the NLC Management, is poised to get new Shuttle Courts for the benefit of the employees. It is a recreation club started in the year 1962 for the good health and fitness of the employees. Presently 1450 employees of NLC are members in this club.

Shri Sarat Kumar Acharya, Director(HR), NLC laid the foundation stone and offered Bhoomi Pooja on 23.04.2014, for constructing an indoor stadium at Town Club. This indoor stadium spreading over an area of 5000 sq. ft. with two shuttle courts each measuring 44 ft. x 20 ft., is to be built at an approximate cost of `64 lakhs. The courts will be ready for use in eight months.

Surender Mohan, Our CMD announced that the girl students of N e y ve l i w i l l b e t ra i n e d o n s e l f defence skills.Based on his annoucement, our Education Department took massive efforts on this welfare scheme and a special wing was formed to impart TAEKWANDO training for the benefit of the girl students of VI Std. to XII Std. in all the Neyveli schools. During February and March 2014, 10196 School girls were trained in TAEKWANDO self defence art in two phases. No doubt, this training will give much self confidence to our girl students to face their educational and social problems,. Six of our employees representing the Neyveli Lignite City Club have emerged as the winners/runners at the Tamil Nadu State Veteran Badminton Championship organized by the Tamil Nadu Badminton Association at Erode between 09.01.2014 and 12.01.2014.

Shri G. R. Anand, APO/TPS-II and Shri S. Jayaraman, CM/Mech./TPS-II won the men’s doubles category in 50+ age group. Shri Anand pair was declared as winner again in the mixed doubles for the 50+ pairing with Smt. Lali Joseph APO/Edn. Shri N. Tamilarasan, SG Master Opr./TPS-I Exp. won the second place in the mixed doubles for the 55+ category. Smt. D. Sindhu, APO/TA and Smt. Tessy Joseph, APO/Mine-I won the women singles in the 40+ and 45+ age group respectively. Smt. Tessy Joseph and Smt. Lali Joseph won the women’s doubles in the 45+ group.

They represented Tamilnadu in the 38�� Indian Masters National Badminton Championship 2013-14 held at BHEL, Bhopal between 28.02.2014 and 02.03.2014 jointly organized by Madhya Pradesh Badminton Association, BHEL and Bhopal District Badminton Association.

This campaign made a second green revolu�on in the Neyveli Township. Neyveli Book Fair-2014 was rightly u�lized to distribute the tree saplings and about 85,000 saplings of fruit bearing trees were distributed to NLC employees for expanding the green cover in the township.

People wi l l ing ly came for ward to par�cipate in the massive afforesta�on drive and planted the saplings in their house premises. No doubt, this effort will develop another green revolu�on shortly. Dr. K.Kumaraswamy, Chairperson, School of Geosciences, Bharathidasan University, Trichy was the Chief Guest of the occasion. He made a power point presenta�on and – highlighted the alarming rise of surface temperature leading to global warming. The geoscien�st explained the loss of several square kilo metres of land mass to get submerged in sea due to raising of water level, caused by global warming. He appealed that all our efforts should be made to save the earth from global warming and to protect it for future genera�on.Shri B. Surender Mohan, CMD, NLC in his key note address, said “We shall strive hard in reducing Green House gases as they are solely responsible for raising of earth’s surface temperature”.
