A new player in salvage : T&T Bisso Response

T&T Bisso Response is emerging as a new player in the international salvage market, but to call the venture ‘new’ is somewhat disingenuous given that the two co-owners have a combined 170 years of experience in the industry.

The joint venture between Bisso Marine and T&T Marine Salvage was launched three years ago and its first major success clearly put the company on the world stage – the righting of BP’s massive Thunder Horse production platform. Listing and perilously close to capsizing after Hurricane Dennis swept through the Gulf of Mexico in July 2005, T&T Bisso responded and righted the platform, even as a second hurricane, Emily, was bearing down on the area. The company’s most recent high profile salvage job came this past summer when an oil laden barge being pushed across the Mississippi at New Orleans was sliced in half by a downriverbound tanker. T&T Bisso was immediately retained to remove the barge segments, an important step in reopening the river to commercial traffic. Pictures of that ‘lift’ graced newspapers and magazines (including Fairplay) worldwide for weeks after the incident.

The venture traces its ancestry to mid-19th century when Capt Joseph Bisso began moving passengers and cargo across the Mississippi in wooden rowboats. Now in the fifth generation of family ownership, current President WA ‘Beau’ Bisso IV has joined with Kevin Teichman, president and salvage master at T&T (founded in 1957) to form the new venture. Given that the two parents are equal partners, Fairplay asked how T&T got top billing. “It was simple,” Garrido said. “Cappy Bisso flipped a coin.” In addition to the institutional experience, the T&T Bisso has recruited major talent from the industry Smits salvors Richard van der Werf as general manager and Capt Piet Sinke as Manager Operations / salvage master and Mauricio Garrido, with 16 years experience at Resolve Marine and Titan Salvage. Garrido,who is VP of Salvage & Emergency Response at Bisso and global manager with T&T

Bisso, has been charged with helping take the venture worldwide. He told Fairplay that while much of the company’s history is in salvage, vessel removal and the offshore industry in the Gulf of Mexico, he sees its future in bluewater salvage. “Of course, between major salvage jobs, the offshore trade will still be there to ensure steady revenues,” he commented. Garrido, who will assume the presidency of the American Salvage Association in October, pointed to the company’s prepositioned equipment – and fleet of support vessels – at sixteen sites in the continental US, Alaska and Hawaii and said T&T Bisso already has more resources domestically than any other salvage firm. With assets already in place in Europe, plans are already afoot to stuff a warehouse in Singapore with gear by late January to support planned Asian operations.

“We also have partners worldwide – including a relationship with an established Peruvian company involved in offshore operations and emergency response and European allies as well – and will be working with them to globalize the company,” he remarked. And while equipment and alliances are important, he stressed that the core of the operation is the more than 500 team members that work for the two parent companies and the new venture. “We have a great group of dedicated professional salvage masters, salvage engineers, firefighters and lightering experts,” he said. Beyond core salvage chores, Garrido noted that the salvage industry often plays a humanitarian role on both oceans and dry land. He pointed to the devastating August 2007 earthquake in Peru and noted that some of the first assistance came from marine salvors. Group files protest vs. poaching of Japanese tuna factory ships in RP

A national federation of small fisherfolk organizations in the Philippines filed a diplomatic protest Tuesday at the Japanese Embassy against poaching by Japanese tuna factory ships in waters off Aurora province.

The Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) filed the protest at the office of Ambassador Makoto Katsura in the name of 1.8 million small Filipino fisherfolk "We view this poaching and invasion activities of Japanese factory ships as gross violations of our national sovereignty and patrimony as people and as a nation, and therefore, we lodge this strongly worded protest in behalf of affected sector and in behalf of the 90 million Filipinos," said Pamalakaya in a letter to the ambassador. Leading the protest were Fernando Laroga Hicap, Pamalakaya national chairperson, and Salvador France, vice national chairperson for Luzon. The group filed the protest following Senator Edgardo Angara’s revelation last month that Japanese, Korean and Taiwanese fishing vessels regularly come to Baler Bay in Aurora province between January to July every year to fish for tuna. Angara, who is from Baler, said eight fishing vessels, some with canneries, were seen almost daily during those months. His sister, Aurora Gov. Bellaflor Angara-Castillo, had asked the Philippine Coast Guard to establish a station in northern Aurora and assign patrol boats to protect the province’s waters from foreign poachers. According to Aurora provincial fishery officer Victoriano San Pedro, fishermen reported seeing long-line fishing gears being used in the hauling of tuna, blue marlin and other high value fish species. He said foreign fishing vessels even entered in the 15-kilometer municipal fishing waters from the shoreline. Pamalakaya said a 3,000-ton tuna factory ship, accompanied by support fishing fleets, can catch as much as 150 metric tons of tuna on a 24-hour operation basis. By industry standard, a single factory ship could harvest 50,000 metric tons of tuna per year. Pamalakaya noted that if there are eight Japanese tuna fishing vessels that regularly poach in the waters of Aurora province daily from January to July that means a total haul of 27,000 tons of tuna per factory ship during the period or 216,000 metric tons of tuna for all eight fishing vessels. According to Pamalakaya’s computation, the owners of the eight fishing vessels could have earned as much as US$1.274 billion or US$ 160 million per fishing vessel in just six months from tuna poaching in Aurora and other tuna-rich waters of the Philippine territory. "Honorable Ambassador, the situation is expected to get worse with the Senate ratification of the controversial Japan-Philippines Economic Partnership Agreement (Jpepa) last October because under the one-sided agreement, the Philippine government fully recognizes the entry of Japanese factory ships into the Philippine waters at the detriment and expense of our small tuna fishermen and the already fragile marine environment,' the letter said. Japan is known to consume 630,000 tons of tuna per year or 11 pounds of tuna per person. With the current shrinking catch in Japan seas and in the Philippines as its’ one of the major sources of tuna in Southeast Asia, particularly the country’s fishing areas with confirmed rich tuna deposits like the Moro Gulf and Celebes Sea in Mindanao, the Northern Aurora waters and other tuna potential areas across the Philippine archipelago. Japan was once a leading tuna producer in Asia and in the world, but was overtaken by Taiwan in recent years. The other tuna producers are the Philippines, Thailand, Indonesia, South Korea and China. Japan is now reviving its interest in tuna, because of the scarcity of supply and high demand for tuna which is equivalent to lucrative business and promise of huge return on Japanese investments. The fishing aspect of Jpepa is meant for the benefit and survival of Japan’s commercial tuna fishing at the expense of Filipino tuna producers and small fisherfolk across the archipelago, the group claimed.

With the increase in the supply of tuna produced by Japanese factory ships and their shipment to Japan and other countries, the local tuna producers and small tuna fishermen would be at their mercy by way of depressed prices, or worst when tuna stocks in Philippine EEZ are depleted it could lead to supply constraints and closure of local tuna producers’ of livelihood of 180,000 tuna fishermen and fish workers, both leaders claimed. Pamalakaya said the situation is very, very alarming. The Philippine waters which is part of the country’s national territory has become an open city for foreign fishing plunderers led by Japanese tuna fishing interests yet the Japanese government is not making any decisive action to stop this “gang rape" of Philippine tuna stocks" by Japanese tuna factory ships. Bourbon confirms Bourbon Leda seized and crew kidnapped

Groupe Bourbon in France has confirmed that Bourbon Leda, together with nine crew members, was seized off the Nigerian coast during the night of Saturday 3rd/Sunday 4th January. Bourbon Leda, a Fast Supply Intervention Vessel (FSIV) and her crew were seized off the coast of Bonny in Nigeria.

On Sunday 4th January, Bourbon received a call enabling it to make contact with the Captain of Bourbon Leda who confirmed that all crew members are in good health. Bourbon then contacted the families of crew members to keep them informed. Disabled fisherman treads water for 15 A disabled fisherman treaded water for 15 hours after his boat capsized offshore before he was rescued, Japan Coast Guard officials said. At around 8 a.m. on Tuesday, the family of the 55-year-old captain of the three-ton fishing boat, "Fukuwamaru," noticed that his vessel was capsized about 1.4 kilometers north-northwest off the coast of Shimoji Island and called the city's fire department. Three hours later, patrol ships belonging to the Miyakojima Coast Guard Station found the fisherman treading water about 500 meters west from the capsized boat and rescued him. The captain was not injured, but was hospitalized for a check up. "I was thrown into the ocean when the boat was capsized by waves around 8 p.m. on Monday. I had been treading water since then," the fisherman was quoted as saying. The captain, who has disabled legs, was not wearing a life jacket. He apparently treaded water for nearly 15 hours using only his arms. The captain, who lives in Miyakojima, left a port in Irabu Island at around 4 p.m. on Monday to fish for squid. His family was looking for him after he didn't return home at the scheduled time of 11 p.m. According to the Miyakojima Local Meteorological Observatory, waves were up to 2.5 meters high in the area and a high-wave warning was issued on Monday evening. Chinese crew evades pirates A CARGO ship with 32 Chinese crew aboard evaded an attack by four pirate boats in the piracy-plagued Gulf of Aden, China's state media reported. The attack took place yesterday as the Sierra Leone-registered vessel was heading to Djibouti in northeast Africa, Xinhua news agency said, quoting the China Maritime Search and Rescue Centre. The report did not say how the crew managed to evade the pirates or provide any other details. The incident occurred as three Chinese naval ships were due to arrive in the area to help thwart attacks by pirates from lawless Somalia. About 100 ships, including several Chinese vessels, have been attacked by Somali pirates since the beginning of last year. China warned Somali pirates last month it was prepared to use force to combat rampant piracy that has disrupted international shipping routes heading to and from the Suez Canal. Two Chinese destroyers and a supply ship set sail last week - the first time in recent history that China has deployed ships on a potential combat mission well beyond its territorial waters. Naar één van de overboord geslagen containers wordt nog steeds gezocht.

Chinese Navy carries out first escort duty off Somalia

The Chinese Navy fleet of three ships sent to assist national ships sailing off the coast of Somalia has undertaken its first escort duty. Headed by the multi-purpose missile destroyer WUHAN (Type 052B), four Chinese merchant ships were escorted by the navy ships through an area under threat of pirate action. China says that it has sent the ships to assist any vessel from either China, Hong Kong or Taiwan. This follows the highjacking of several Chinese ships in recent months and marks one of the few naval service deployments outside of Chinese coastal waters. Rear-Admiral Du Jingchen, the commanding officer of the naval force consisting of two destroyers and a supply ship, said the Chinese Navy would strictly observe UN resolutions and relevant international laws to fulfil its obligations. Included among the crew of 800 sailors are 70 soldiers from the People’s Liberation Army Navy Special Force.

Crew member missing A CREW member of Japan’s controversial whale-hunting fleet was missing and presumed dead Monday after he apparently fell overboard in freezing Antarctic waters south of New Zealand, officials said. Japan’s coast guard requested New Zealand’s help after the whaling vessel Kyoshin Maru No. 2 reported that a 30-year-old Japanese national had fallen overboard, according to Mike Roberts of New Zealand’s Rescue Coordination Center.

However, authorities decided that no boats or planes could reach the remote waters several thousand miles (kilometers) south of New Zealand in time to save the sailor, who had by then been missing for at least six hours. “After speaking to the master of the vessel, we were able to establish the missing man was only wearing overalls when he went into the water,” Roberts said. The water temperature was about 32 degrees Fahrenheit (0 degrees Celsius), he said. “Maximum survival time in those conditions is an hour.” The missing sailor was identified as Hajime Shirasaki, 30, who worked as an oiler in the ship’s engine room, New Zealand Press Association reported. It was the second fatality in Japan’s whaling fleet in two years. In 2007, a sailor died in a fire aboard a whale processing factory ship in New Zealand’s Ross Sea. The six-vessel Japanese fleet plans to harvest up to 935 minke whales and 50 fin whales this year under International Whaling Commission rules, as long as the mammals are killed for research and not commercial purposes. Opponents say the research expeditions are simply a cover for commercial whaling, which was banned in 1986. Last month, the whaling fleet came under attack by the anti- whaling group Sea Shepherd. Activists lobbed 25 bottles of rotten butter at the fleet in protest of the whale harvest but denied Japanese assertions that their boat, the Steve Irwin, rammed a Japanese ship. Source : dispatch

Duizenden mensen vierden eensgezind een gigantisch feest, dat zonder incidenten verliep. Reddingsorganisatie Citro en tientallen kustwachters op drie rubberboten hielden een oogje in het zeil. Tegen zonsondergang vond er een ware exodus plaats en keerden de alle boten terug naar hun thuishaven. Ook Fuikdag 2009 gaat de geschiedenis in als het meest gezellige watersportevenement van het

Ship death sailor 'needed permit' A crewman who suffocated in a cruise ship's ballast tank did not have the necessary hazard permit, a report says. Filipino Joselito Zordilla, 43, died testing water on the Saga Rose as it docked at Southampton on 11 June 2008. A Marine Accident Investigation Branch report said he was told to do the tests on the basis the ballast tank was full, and its water accessible from outside. But the tank was empty and he entered it despite being aware of the risks of low oxygen and not having a permit. Paul Green, from the over-50s holiday company Saga which runs the vessel, told BBC News that the death of Mr Zordilla, a second boatswain, was "a tragic accident". The report said that because of the assumption that the tank was full of water, "a permit to work was not deemed to be necessary". "However, the tank contained only a small amount of water and the second boatswain entered it despite being aware of, and practised in, the vessel's procedures

for entering enclosed spaces. "The atmosphere inside the tank contained insufficient oxygen to sustain human life due to the corrosion of the tank's steel structure." The Marine Accident Investigation Branch (MAIB) said Mr Zordilla's was the sixth death in an enclosed space it had investigated since September 2007. In view of this, the MAIB issued a safety bulletin in July 2008 setting out recommendations to regulators and the shipping industry "aimed at improving the identification of potentially dangerous spaces". The Saga Rose, which is being replaced later this year, began its final world cruise with the company on Monday night. Mr Green added that the MAIB report was "very thorough" and that Saga was "happy for them to take the lead". He said crew members had been reminded of the proper procedures on board Saga's fleet of cruise ships. "It was a tragic accident, which the MAIB accept," he said. SS Catalina is seaworthy no more The SS Catalina rusting away in Ensenada Harbor in 2003. The steamship was to have been converted into a tourist attraction, but the plan foundered. In the end, the Great White Steamer was a great white elephant.

The island town of Avalon didn't want the SS Catalina, which for 50 glorious years ferried about 25 million people to its shores. Neither did the Port of Los Angeles, or harbors in San Diego, Vancouver and Honolulu. And, finally, neither did the Port of Ensenada. That's why Mexican demolition workers are putting an end to a three-decade campaign to preserve the once-proud steamship by cutting the 302-foot vessel apart for scrap. "It's just horrible, they're demolishing her as we speak," said David Engholm, who was a fan of the Catalina as a boy, met his wife because of the ship and finally was married on its deck nearly 20 years ago. "We tried so hard to save her," he said. "Half of her funnel was still on the ship last month, but now it's gone. It's very sad." Built at a cost of $1 million by onetime Catalina Island owner and chewing gum mogul William Wrigley, the SS Catalina plied the ocean between Wilmington and Avalon daily between 1924 and 1975. Along with a 26-mile ocean voyage, a $2.25 round-trip ticket offered 2,200 passengers big-band orchestra music for dancing, children's entertainment by clowns and magicians, and adult amenities such as a leather settees and drinks from a shipboard bar. Smaller, faster ferries connecting the mainland and the island eventually spelled doom for the huge steamship, known for its crisp white paint job and deep, melodious horn that announced its departure. Its arrival in Avalon would be heralded by circling speedboats. Children would dive into the water for coins tossed over the rail by passengers as island townspeople sang to passengers walking down the 25-foot gangplanks. "They were probably poor kids trying to make a buck," former passenger Dorothy Weil of Bel-Air recalled Monday. Although she was too young to drink at the ship's bar, there was dancing to its orchestra -- an unforgettable experience for a teenager in the 1940s. During World War II, the 1,766-ton vessel with its twin 2,000-horsepower engines and football-field-size steel decks was used as a military transport. It carried 820,199 troops around San Francisco Bay before being returned to Los Angeles. As it continued its island runs, the ocean cruise-like ship was designated a Los Angeles historical cultural landmark and a state historical landmark and placed on the National Register of Historic Places. But after its retirement following its 9,807th Catalina Channel crossing, the ship passed through several hands and sat unused for two years before a Beverly Hills developer purchased it as a Valentine's Day gift for his wife at an auction. Hymie Singer's $70,000, spur-of the-moment purchase came after the couple's 32-foot cabin cruiser sank. Ballooning dockage fees forced Singer to move the Catalina from the San Pedro area to Newport Beach, San Diego, Santa Monica Bay and Long Beach. A 1983 plan to rehabilitate the ship and return it to island service failed. The unmanned ship twice broke loose from its moorings off Long Beach. On the first unauthorized jaunt, it ran aground. On the second, in 1985, it nearly collided with the tanker Exxon Washington before taken into tow by a tugboat that just happened to be in the area. When the Coast Guard announced plans to seize the ship, its owner had it towed to Mexican waters, where it was promptly confiscated. It was later towed into the Ensenada harbor, where developers announced plans to convert the Catalina into a floating tourist attraction with shops, a restaurant and a disco after authorities released it. That plan foundered and the ship fell into further disrepair. After its solid bronze propellers were removed as part of a governmental requirement that stripped active registration from vessels unable to move under their own power, the Catalina began to sink.

Many of those who have watched the steamship's sad decline and rusty descent into the mud of Ensenada's harbor suggest that it sank because of water that leaked in through seals used to plug the propeller openings. Others blame damage by thieves who have looted other equipment from the ship's engine room. Engholm is a 44-year-old property manager who lives in Coos Bay, Ore. He met his wife-to-be while visiting Ensenada to see his favorite steamship's renovation into a tourist attraction. They married aboard the moored vessel in 1989. The Engholms have salvaged some of the Catalina's original lighting fixtures, benches and cushioned seats for their home -- as well as one of its 2 1/2 -ton gangplanks. They also have a huge collection of photos and other memorabilia from its ferry days. Among David's prizes is an audiotape of the ship sounding its horn and the orchestra playing "Avalon" as it pulled out of Catalina's harbor. Engholm taped it on a small cassette recorder in 1973. "I tried to save the pilot house. But the demolition company didn't get the word in time and tore it off the ship," Engholm said. "I'm happy to show people the collection. Hurtigruten-ferry Richard With evacuated in Trondheim

passengers should be evacuated. The rescue boat "Uni" was called in order to assist in the evacuation as well as the fire rescue which helped the passengers via a port in the sarboard side onto the adjacent quay where the ferry was stuck with ladders. For 100 of them a flight to Værnes was organised. A tug was called in order to refloat the vessel, divers were underway in order to survey the hull. After refloating and inspections it was hoped the ferry could proceed to Bergen in the run of the day. The "Richard With", 11 204 gt, (IMO-No. 9040429, CS LGWH) is owned by Kystruten KS and is operated by Hurtigruten ASA. It was delivered by the Volkswerft GmbH in Stralsund in 1993 replacing the "Finnmarken" from 1956.

The implementation of Windows operating systems in military vessels of the Royal Navy has seen the platform go above and beyond the call of duty, and Bill Gates' initial vision that involved home desks beyond corporate infrastructures, which was nothing short of a stretch at the time. Royal Navy submarines are no longer the only crafts in the fleet upgraded to Windows OSes, as Type 23 frigates belonging to it will also start featuring Windows among the items in their arsenal. (via TheRegister) At the end of December 2008, Royal Navy frigate HMS Montrose docked into Babcock, ready for £15 million upkeep operations that involved the implementation of an upgrade consistent with the Royal Navy's newest command system DNA(2). "This is a comprehensive upgrade to both Montrose's operational systems and her self-defense capability, and represents a significant investment in the fleet. We work continually with industry to modernize equipment and provide the Front Line with the capabilities required," Quentin Davies, minister for Defence Equipment and Support, stated. The Windows upgrade is part of the Fleet Wide Management Systems program worth £30 million and installed by BAE Systems. In addition to ensuring that the Royal Navy vessels benefit from a common command system across the fleet, BAE Systems was also responsible for upgrading 12 submarines to the Submarine Command System Next Generation (SMCS NG). The Command System is set up to centralize information from sensors and communications, in order to permit the crew to manage weapon engagements. "This docking period is an important milestone in our program to develop a common command system across the fleet, starting with the Type 23 frigates. We have worked closely with the contractor, BAE systems, to develop DNA(2) and its sister systems, which will enable us to provide more efficient support to the fleet, simplify operator training, and deliver cost savings in the long term as servicing is required," Graham Peach, Defence Equipment & Support, director of Surface Combatants Commodore, revealed. UAE Naval chief in India on three-day visit In an effort to further broaden defence cooperation with India, United Arab Emirates (UAE) Naval Commander Rear Admiral Ahmed Mohammed Al Sabab landed here on his maiden three-day visit today. On the first day of his visit, Al Sabab met his Indian counterpart Admiral Sureesh Mehta and Army chief General Deepak Kapoor at South Block here. During the meeting, both sides discussed various issues of mutual interest and expanding cooperation in these areas. "The navy chiefs discussed expanding cooperation in joint training between the two countries," naval sources said. Interestingly, the UAE navy chief had done most of his naval courses in Pakistan, whereas his son is currently doing a Logistics Course at one of the Indian naval facilities in Mumbai. The two sides are expected to have discussed the piracy issue also during the meeting. India and UAE are partners in the Indian Ocean Naval Symposium (IONS), an Indian Navy initiative for cooperation and coordination among navies of littoral nations in the region. After meeting other senior defence officials, Al Sabab will move on to visit Mumbai and meet the Western naval Commander Vice Admiral Jagjit Singh Bedi there. In Mumbai, the UAE naval chief will visit the naval dockyards, officials said, to look at the modern facilities developed by the Indian Navy there. High speed vessel Swift (HSV 2) arrived in Port Antonio, Jamaica

High speed vessel Swift (HSV 2) arrived in Port Antonio Jan. 4 for the first of two instruction evolutions in Jamaica during Southern Partnership Station (SPS). Southern Partnership Station is an annual deployment of various specialty platforms to the U.S. Southern Command area of focus in the Caribbean and Latin America. The mission goal is primarily information sharing with navies, coast guards, and civilian services throughout the region. Training teams from Navy Expeditionary Training Command, Naval Criminal Investigative Service and the Marine Corps Training and Advisory Group began their courses Jan. 5 with Jamaica Defense Force (JDF) members. The courses provide instruction in a variety of fields such as land navigation, port security, waterborne security operations, small

boat repair and maritime interdiction operations. The arrival of the SPS team was noted with a formal ceremony on Swift with opening remarks by Cdr. Chris Barnes, SPS mission commander and Lt. Tomar Lewis, JDF training officer. "It's certainly a pleasure and a great opportunity to have this training at this time," said Lt. Lewis. "I'd like to implore the officers and men of the JDF to open your minds to the training and absorb all of the knowledge that is going to be passed on to you. Remember that whatever is learned here this week you'll pass on to those in your units."

Training began immediately after the ceremony with students dispersing to classrooms set up aboard Swift. Jamaica is the third stop for SPS. Training in the first two countries, El Salvador and Panama, was very successful with knowledge flowing both ways. "The training team members learned as they taught," said Cmdr. Sam Sorgen, SPS deputy mission commander. "The partner nation students have passed on unique training knowledge based on the strategic region they operate in. The JDF is already explaining many of the issues they're having with drug traffic around their country, so we are training to that level while they bring real world knowledge to us." After Jamaica, SPS is scheduled to visit Barbados, Colombia, Panama, Nicaragua, and the Dominican Republic. The mission is coordinated through U.S. Naval Forces Southern Command/U.S. Fourth Fleet (NAVSO/4th Fleet) with partner nations to meet their specific training requests. As the Naval Component Command of SOUTHCOM, NAVSO's mission is to direct U.S. Naval Forces operating in the Caribbean, Central and South American regions and interact with partner nation navies within the maritime environment. Various operations include counter-illicit trafficking, theater security cooperation, humanitarian assistance and disaster relief, military-to-military interaction and bilateral and multinational training.

Global financial shock biggest threat to companies this year

Global financial shocks will be the most challenging risk for companies in the Middle East this year, a researcher from Ernst & Young, a consultancy firm, told Gulf News. The impact of the financial crisis that became apparent in the second half of 2008 in the Middle East will continue to be a major risk factor, according to Michael Green, partner and risk management leader at Ernst & Young Middle East. The top three strategic risks include energy shocks and cost inflation. "Companies do business plans that issue certain inputs for cost energy and during the past 12 months, we've seen significant rise and then fall in energy prices, which makes it difficult to plan and structure around general budgeting and procurement," said Green, who was involved in the development of the report. Even at this point, when many companies have suffered due to the impact of the financial crisis, there are benefits to adopting the strategy. "Strategic risk management puts you in the position to better deal with them. There is value that has perhaps never been greater," Green said In a report exploring the top 10 business risks for 2009, Ernst & Young ranked regulatory compliance risk as the greatest challenge facing economies worldwide. Based on a study of 12 sectors, the consultancy firm analysed the potential risks for the macro-economy. Though the risks vary for each sector, the overall ranking can apply to all businesses and can help prepare them for the coming year, the report said. It said that regulatory and compliance being ranked at the top is being driven by the increasing burden of regulations in many markets, as well as by the various compliance challenges as companies expand outside of Europe, North America, and BRIC (Brazil, Russia, India and China). Nuclear cruiser denied entry to Cape Town The National Nuclear Regulator (NNR) has denied the Russian nuclear cruiser Pyotr Veliky entry into Cape Town next week for not meeting certain requirements. The regulatory body had received an application from the South African Navy on December 5 for a Nuclear Vessel Licence for the nuclear-powered vessel to visit Cape Town harbour from January 9 to 15. However, there appeared to be some confusion as the advert appearing in local newspapers last week had the dates as January 12 to 17. The law requires that the applicant advertise in local newspapers that it had applied for a licence for a nuclear vessel to visit Cape Town. The public thereafter has 30 days to comment. It is international practice that nuclear ships have to comply with certain requirements before countries allow them into their ports. The requirements include an emergency plan between the city council and the vessel, a 30-day period of public comment, a safety report supplied by the vessel, and a letter from the country of origin stating it would be liable for nuclear damage in the event of an accident. NNR spokesperson Gino Moonsamy said on Monday the body was not in a position to grant a nuclear vessel licence as applied for by the SA Navy. A letter of refusal was sent to the Navy on Friday. Moonsamy said there was not enough time in terms of public participation and the application didn't comply with various other criteria. SA Navy spokesperson Greyling van den Berg said it was under the impression the NNR would not grant the licence "at this stage", but it had not been denied outright. Once outstanding documentation had been given to the body, the NNR would review the application, Van den Berg said. "If they were to comply with the criteria, the application could be reviewed," Moonsamy said. But he added the time-frame for the visit would then be affected. Adverts would again have to be placed and an additional 30-day public participation period undertaken. Moonsamy said the publication of the application in the Government Gazette was first made on December 12. The 30-day period for the public to make representation would extend beyond the date of entry of the vessel on January 9. A certified safety assessment on the docking of the vessel in South African territorial waters had not been provided by an independent Russian regulatory authority.

Het schip is in aanbouw voor Flinter B.V. uit Barendrecht. Het ms. Flinterrachel is een zeegaand droge lading schip met een lengte van 100 meter, een breedte van 14,00 meter, een diepgang van 6,12 meter, een laadvermogen van 5620 ton en een snelheid van 12 knopen. Dit is het 2e schip in een serie van 2 dat in aanbouw is en tewater zal worden gelaten voor Flinter. Het eerste schip, de Flinterebecca, is begin december 2008 aan Flinter opgeleverd. Het ms. Flinterrachel zal enkele dagen na de tewaterlating naar de afbouwpier in Lemmer worden gesleept voor de afbouw waarna het schip begin maart 2009 zal worden opgeleverd aan Flinter B.V. De Flinterrachel is bouwnummer 318. Het volgende bouwnummer 319, een 8200 tons droge ladingschip met ijsversterking is reeds in aanbouw en zal in juli 2009 te water worden gelaten.

De Vlamingen lieten door hun Waterbouwkundig Laboratorium studies uitvoeren die aantonen dat schepen tot 400 meter onder bepaalde voorwaarden Antwerpen veilig kunnen bereiken. Na een bespreking van die studies binnen de Permanente Scheldecommissie zijn Nederland en Vlaanderen overeengekomen om een aantal testaanlopen van reuzenschepen toe te laten. In een eerste fase moet voor elke aanloop van een schip dat langer is dan 362 meter een individuele aanvraag gebeuren. De reder zal ook uitvoerig moeten aantonen dat zijn schip en zijn bemanning tiptop zijn. Voor de opvaart zullen ook nautische beperkingen gelden: er zijn een paar plaatsen waaronder de beruchte Bocht van Bath, waar reuzenschepen geen ander verkeer mogen kruisen. Alvorens het licht voor de nieuwste generatie containerschepen op groen wordt gezet, komen er in de loop van deze maand nog informatievergaderingen in een aantal Nederlandse gemeenten om de bevolking duidelijk te maken dat er geen veiligheidrisico's worden genomen. De aanpassing van het Scheldereglement is belangrijk voor de toekomst van Antwerpen als containerhaven. Het betekent onder andere dat theoretisch gezien nu ook 's werelds grootste containerschip, de Emma Maersk, naar de Scheldehaven zou kunnen komen.

Evergreen to order 100 boxships, to move up in global ranking

Evergreen Marine is to spend US$5.5 billion building 100 container ships before the anticipated recovery of the global economy in 2012, thereby becoming the world`s third largest container shipping line, up from the fourth place now, the Taiwan Economic News reported. Some 30 will be 8,000 TEU vessels, with the remainder including 40 ships of 5,500 TEU, 10 ships of 3,900 TEU, and 20 ships of 2,800 TEU, in line with the company`s policy of avoiding ultra-large ships of over 10,000 TEU. Evergreen is likely to place orders with Japanese and Korean shipbuilders for the new ships.

The mega project was announced by Chang Yung-fa, chairman of Evergreen Group, at the year-end party of Evergreen recently. It will be the company`s first major shipbuilding project since July 2003, when it placed orders for 10 container ships of 7,024 TEU. The project echoes Chang`s recent prediction for the global economy to bottom out in the second half of 2011 before achieving real recovery in 2012. Container fleet hits 13-m mark The world liner fleet reached the 13-million TEU mark last week, for a total tonnage of 176-million tons deadweight, according to ALS Alphaliner. The figure includes all types of ships effectively deployed on liner trades, and 6 078 ships are involved. The cellular ships contribute to 94.4% of this figure, and the remaining 5.6% is shared by non-celled container ships, multipurpose tonnage and ro-ro ships. “We expect that the 14-m TEU mark will be reached in August 2009,” the report added. In the run up to the RNLI's biggest fundraising day - SOS Day - on Friday 30 January, the RNLI is putting out an SOS to all boaters attending the ExCeL London Boat Show (9-18 January) to visit the RNLI stand (N15D). The charity's stand will feature a host of interactive activities and demonstrations, including a chance to 'Steer Our Ship' by taking the helm of a lifeboat training simulator, to 'See Our Seminars' and to view the RNLI Photographer of the Year winning images which document the work of the lifesaving charity. The RNLI's series of free seminars (on stand N15D) at ExCeL are "open to all who enjoy serious fun on the water". They will run every day (11am - 5pm) and offer a twenty-minute practical look at a range of subjects including sea safety, boat maintenance, the clothing technology developed by Helly Hansen for Team Ericsson in the Volvo Ocean Race and also a look at the technological advances in RNLI lifeboat design. Dar imposes overstay penalty THE new penalty charge of US$40 per TEU and $80 per FEU will be imposed on cargo owners if their containers stay longer than 21 days on the Dar-es-Salaam docks, the Tanzania Ports Authority (TPA) has announced, said a report in Dar's Citizen Daily carried in the Shipping Gazette. TPA spokesman Peter Millanzi said port charges would be levied from January 15 alongside a container auctioning scheme for overstaying boxes with proceeds going to the Tanzania Revenue Authority.
