Minutes of Inter-Ministerial Working Group (IMWG) Meeting No. 0212018-19 on SpecialChemicals, Organisms, Materials, Equipment and Technologies (SCOMET) held on 28.05.2018at Udyog Bhavan, New Delhi

Meeting NO.02/20 18-19 on Special Chemicals, Organisms, Materials, Equipment and Technologies(SCOMET) was held under the Chairmanship of Shri Nikunj Kumar Srivastava, Addl. DGFT on28.05.2018 in Udyog Bhavan, New Delhi to consider the applications for export of SCOMET items.

2. Altogether 137 applications (including 68 deferred cases) were considered by the IMWG, outof which total 37 cases were approved (including 13 post-facto approvals), 03 cases withdrawn bythe applicant firms and remaining 97 cases deferred due to want of commentslNOCs fromconcerned IMWG member agencies or in await of information/clarification from the applicants.After deliberations, the decisions of the IMWG are indicated in the tabulated statement given below:

Note:(i) Deferred cases: Cases which are shown as deferred imply pending for want of commentslNOCfrom the concerned Technical Agencies or requirement of additional informationlclarification from theapplicant firm.

(ii) Approved cases: SCOMET perrrussions for approved cases by IMWG are issued byDGFT(Hqrs.) through electronically generated system only and sent to Regional Authority (RA),DGFT concerned with a copy to the applicant. An SMS/E-mail alert along with reference number ofconcerned RA for approved cases will also be generated and sent to the applicant in this regard. Theapplicant may note that they need not to submit any further application or documents before theRegional office of DG FT.

(iii) Approved post-facto : Cases which are shown as Approved post-facto implies that approvalagainst those cases have already been issued by DGFT (Hqrs), with the approval of Chairman, IMWGin terms of Para 2.74(IX) ofHBP (Handbook of Procedure 2015-20). In order to facilitate export, Para2.74 gives power to Chairman, IMWG to issue authorization in those cases, which have beendiscussed by IMWG at least once in previous meeting and got deferred, and where NOCs Irecommendations have been received subsequently from the concerned agency(ies) with no divergencein views. However, such cases, shall be brought before IMWG in its subsequent meeting for approvalon ex-post facto basis.

(iii) Issue of export license by the RA, DGFT : RA can see the Digitally singed Authorization IApproval letter on clicking the 'View attachment' option after logging into online SCOMET at URLhttp://dgft.gov.inlecomra/ and locate file by searching file (Example 21089 and press find button) andissue export authorization llicense accordingly for such applications within three working dayswithout waiting for any further communication(s) from the applicant or DGFT(Hqrs). In case anyfurther clarification is required by the Regional Office of DGFT concerned, the same shall be referredto DGFT(Hqrs) only. No further document(s) shall be asked by Regional Authority (RA), DGFT forgrant of SCOMET license from the applicant firm.
