SUBJECT: TRACTION MOTORS OVERHAUL

ACTION: AWARD A CONTRACT FOR SIEMENS P2000 TRACTION MOTORSREPAIR AND OVERHAUL

RECOMMENDATION

Authorize the Chief Executive Officer to award a firm fixed-price unit rate contractunder Bid NO.1 0-0004 to Swiger Coil Systems, LLC, the lowest responsive andresponsible bidder, for the overhaul of 218 Siemens P2000 light rail vehicle tractionmotors for an amount not to exceed $982,525.

RATIONALE

The Siemens P2000 Light Rail V~hicle (LRV) fleet is in its eighth year of operation.To ensure a continued level of safety and reliability, we overhaul the traction motorequipment consistent with the Original Equipment Manufacturer's (OEM) suggestedoverhaul interval. Wear and tear on these units in normal service requires bothongoing maintenance, which is performed by our personnel, and periodic overhaul,which is beyond the level of in-house maintenance capability.

In support of the daily rail revenue service requirements, Rail Fleet ServicesEngineering developed an equipment overhaul specification based upon OEMrecommendations and our requirements. It is designed to provide safe and reliableLRV operation, prolong equipment life, and increase the Mean Time BetweenFailures (MTBF). The contractor will perform services in accordance with ourspecifications and the Rail Fleet Services' scheduled requirements.

FINANCIAL IMPACT

The funding of $250,000 for this procurement is included in the FY10 budget in RailCost Center 3943, rail maintenance/operations under project number 300033(Green Line), Line Item 50441. Since this is a multi-year contract, the cost centermanager and the General Manager of Rail Operations will be accountable for thebudget cost in future fiscal years.. In FY09, no funds were expended on thiscategory for repairs.

Impact to Bus and Rail Operating and Capital Budaet

The funding for this acquisition will come from the rail operating budget comprised primarily of fares, Prop A 35%, Federal 5309, and Prop C 40%. These funds are eligible to be used for rail operations and rail capital projects. No other sources of funds were considered for this project because these are the designated funds available for rail operations. This procurement is part of the on-going maintenance costs of the rail program.

ALTERNATIVES CONSIDERED

An alternative is not to perform the overhaul. This would compromise safety and reliability of the entire rail-car fleet. Unscheduled maintenance repairs for this system on a component per component level per assembly will result in higher expenditures for the agency versus scheduled and planned maintenance.

A. Background on Contractor

Swiger Coil Systems, LLC is based in Cleveland, Ohio, and has been in business since 1975. Swiger Coil products and services include Railroad Equipment Coils, TractiontTransit and OEM Motors, DCIAC Traction Motor Repair, Armature and Stator Winding, and other traction motor parts. Swiger rebuilds and remanufactures AEGIWestinghouse, Siemens and General Electric traction motors for numerous transit authorities.

Swiger does business with other transit agencies including New York City Transit, WMATA, Miami-Dade, Baltimore, DART and BART. In the past, Swiger has provided satisfactory service and delivery to us.

B. Procurement Background

Invitation for Bid (IFB) No. 10-0004 was released on August 7, 2009 and advertised on August 7, 2009. The bid deadline was October 23, 2009. Five firms submitted a bid prior to the stated deadline.

The Diversity & Economic Opportunity Department (DEOD) did not recommend a DALP goal for this procurement. Based on industry practice, the Prime (Swiger Coil Systems) is expected to complete the entire scope with its own workforce. However, pursuant to the DBE Program, if Swiger utilizes the services of subcontractors, they are encouraged to afford maximum opportunities to DBE firms in available subcontracting and supply services areas throughout the life of the contract.

C. Evaluation of Proposals

In accordance with our Procurement Policy Manual, staff performed an evaluation of the bids that were received.

Bidder #I Swiger Coil Systems, LLC in the amount of $982,525 is in full compliance to the technical specifications and the bid requirements.

Bidder #2 RAM Industrial Services in the amount of $999,886 is in full compliance to the technical specifications and the bid requirements.


Bidder #3 Alstom Transportation, Inc. in the amount of $1,037,623 is non- responsive because they took an exception to the Contract Requirements Terms and Conditions.

Bidder #4 Walco Electric Co. in the amount of $1,103,860 is in full compliance to the technical specifications and the bid requirements.

Bidder #5 Dahl-Beck Electric in the amount of $1,532,267 is in full compliance to the technical specifications and the bid requirements.

D. CostIPrice Analvsis Explanation of Variances

The recommended bid price of $982,525 has been determined to be fair and reasonable based upon adequate price competition, and selection of the lowest responsive and responsible bidder.
