“To undertake specific studies, as approved by the Air Navigation Commission and reflected in the work programme of the panel, with a view to facilitating worldwide coordination of data link implementation, and advising the ANC on technically practical and operationally feasible ICAO provisions. 

To meet the objectives specified in the work programme. In fulfilling this mandate, the panel will act as the focal point for the consolidation and development of ATM data link operational requirements.”

DLIC and ADS‐C in support of 2010 HLSC recommendation• Addressed extensive comments received from a State, referred back 

to the OPLINKP by the ANC• Agreed on the proposals for amendment to Annex 10, Volume II and 

PANS‐ATM with applicability of 2016‐ Reorganising the material to correctly link initiation with DLIC, not CPDLC‐ Refining the requirement to facilitate logons to only apply to aircraft near or 

within the ATS unit in question‐ Improving the procedures for the handling of event contracts

framework ‐ Extends performance‐based operations concept to COM (PBC) and 

SUR (PBS) to complement NAV (PBN)‐ Agree on the main components of PBCS framework‐ Agreed on the proposals for amendment to Annexes 6, 11, 15, PANS‐

ATM and PANS‐ABC with applicability of 2016, pending further refinement to align with proposals for PBN being developed by FLTOPSP.

development of the status of the Pan Regional (NAT and APAC) Interface Control Document for AIDC (PAN AIDC ICD)

• Considered the development of amendment proposals to Annexes and PANS premature at the moment

• Agreed to establish a drafting group that will commence the following tasks once approved by the ANC

‐ Identify the outdated material that need to be removed from Annex 10, PANS‐ATM, Doc 9694, 9896 and 9880

PBCS framework

• Provision of air traffic services and prescription of RCP and RSP for relevant communication and surveillance capabilities (Annexes 11 and 15)‐ Annex 11 provisions also include a requirement that the ATS equipment must 

meet RCP/RSP criteria

• Approval of air operators for a communication and/or surveillance capability including aircraft equipage for operations where RCP and/or RSP specifications have been prescribed (Annex 6)

• Indication of an aircraft’s communication and surveillance capability in the form of RCP/RSP specifications in the flight plan (PANS‐ATM) 

• Monitoring programmes to assess actual communication and surveillance performance against RCP and RSP specifications and to determine corrective action, as applicable, for the appropriate entity (Annexes 6 and 11)
