Our Mission Oriana House provides quality and humane chemical dependency treatment and community corrections services to clients while contributing to safer communities. Oriana House accomplishes its mission by providing treatment, rehabilitative services, aftercare, and supervision to clients in the local community. Services are offered through residential and nonresidential programs.

Because of unique circumstances it is impossible to map out which programs and services are going to be most appropriate for every individual. SUMMIT COUNTY ADM CRISIS CENTER DETOXIFICATION AND DROP-IN SERVICES

PROGRAM GOAL

• To provide a cost effective and humane point of entry to comprehensive services for Summit County residents determined to be under the influence of alcohol and/or drugs.

WITHDRAWAL MANAGEMENT (DETOXIFICATION)

TARGET POPULATION

• Adult Summit County residents who are intoxicated and/or experiencing withdrawal symptoms.

SCREENING PROCESS

• Clients may be self-referred, referred by family or friends, physicians, community agencies, police, court personnel, or probation and parole officers.

• Admission to inpatient detox (medically monitored inpatient withdrawal management) is based on the result of a nursing assessment that suggests an applicant for admission is experiencing or is expected to experience acute withdrawal symptoms.

• Acceptance to ambulatory (outpatient) withdrawal management is based on the result of a nursing assessment and physical exam and may be an option for those with a supportive home environment who are able to return daily to the ADM Crisis Center to receive medications for a period of five days.

DESCRIPTION OF SUPERVISION AND SERVICES

• Withdrawal management services will be available to appropriate clients without restriction. • Appropriate medical support is provided by a physician and access to 24-hour nursing

coverage during the detoxification period. • Individual and group counseling are available. • An assessment of substance use disorder(s) is done on all clients.

FINANCIAL OBLIGATION • Cost is based on a sliding scale in lieu of Medicaid coverage.

SUCCESSFUL RELEASES • Clients will be considered successfully released from withdrawal management if they have

completed the medical regimen.

UNSUCCESSFUL RELEASES • If an individual in inpatient detox leaves the Unit before completing both the medical regimen

and alcohol and drug assessment it will be considered an unsuccessful discharge. • If an individual in ambulatory detox fails to return daily to the ADM Crisis Center prior to

release from the program, it is considered an unsuccessful discharge.

DROP-IN CENTER

PROGRAM GOAL • To provide a safe environment for individuals who need to recuperate from the acute effects

of alcohol and/or drugs. TARGET POPULATION

• Adult Summit County residents who are self-referred, brought to the facility by local law enforcement agencies, or referred by community agencies.

SCREENING PROCESS

• Appropriateness for services is based on staff evaluation of the client's needs.

DESCRIPTION OF SERVICES • Clients may remain in the Drop-In Center until they are no longer under the effects of the

drugs and/or alcohol. • Based on each client’s needs, showers, laundry, and meals are available. • Observation and monitoring for withdrawal symptoms and other medical problems. • Referral services are available to willing participants.

FINANCIAL OBLIGATION • There is no cost for this program.

SUCCESSFUL RELEASES • Clients will be considered successfully released if they have a negative alco-sensor test

and/or have been medically cleared by medical staff.

UNSUCCESSFUL RELEASES • If clients leave the facility while intoxicated or under the influence it will be considered

leaving against staff advice. Oriana House, Inc. provides the alcohol and substance abuse treatment services at the ADM Crisis Center through a contract with the Summit County Alcohol, Drug Addiction and Mental Health (ADM) Services Board.

LOW INTENSITY RESIDENTIAL TREATMENT Available in all Oriana House Halfway House programs

PROGRAM GOAL

• To provide an appropriate level of substance abuse treatment to individuals in a residential environment who need motivation and awareness of their disease of addiction as well as time and structure to practice and integrate their recovery and coping skills.

TARGET POPULATION

• Clients participating in an Oriana House halfway house program who are in need of substance abuse treatment or are court ordered to attend Oriana House’s treatment program, but have previously failed outpatient treatment and need a more structured and controlled environment in order to stay focused on treatment goals.

SCREENING PROCESS

• Clients are sentenced to an Oriana House program by the court. • Clients are assessed to determine the nature and extent of their substance abuse, misuse

and/or addiction.

DESCRIPTION OF SERVICES • Low-Intensity Residential Treatment is a 3.1 level of care on the American Society of

Addiction Medicine (ASAM) criteria, is OHMAS certified, and offers at least five hours per week of treatment for substance use disorders.

• Clinical services include individual, group, and family therapy; and medication management. • Low-Intensity Residential Treatment has two tracks of services, depending on client need.

o Discovery Track: The discovery track is for clients who lack the motivation for recovery. In this track, services are aimed at clients who have not yet come to the realization that they have an addiction, or who are currently not interested in addressing it, and for whom recovery services would be unsuitable. The discovery track focuses on motivation, engagement, and attracting clients into continuing treatment.

o Recovery Track: Services for the recovery track are geared towards the client in the action stage of change. These clients have accepted that they have an addiction and may have had some successful treatment outcomes, but have relapsed due to deficits in their recovery environment such as a chaotic home situation, a drug using family or significant others, or a lack of daily structured activity such as school or work.

• Other treatment services provided include cognitive skills groups, life skills, employment groups, education, 12-step meetings, and other structured activities.

• Recovery Coaches trained to serve as personal mentors for people seeking or in recovery. • Family Matters (support groups) designed to educate, support, and promote family healing.

FINANCIAL OBLIGATION

• The program fee is negotiable, based on the client’s ability to pay.

SUCCESSFUL COMPLETIONS • 30 day period of verified sobriety.

• Completion of Individualized Treatment Plan. • Evidence of internalizing newly acquired skills through demonstration of prosocial behavior. • No new criminal charges or arrests. • The length of stay in Low-Intensity Residential Treatment is advised by ASAM to be longer

than in the more intensive residential levels of care. Longer exposure to monitoring, supervision, and low-intensity treatment interventions is necessary for clients to practice basic living skills and to master the application of coping and recovery skills.

UNSUCCESSFUL RELEASES

• Failure to achieve a 30 day period of verified sobriety after appropriate treatment extensions.

• Failure to complete or resolve objectives of Individualized Treatment Plan. • Failure to exhibit understanding and utilization of relapse prevention strategies. • Failure to have ASAM criteria indicate mostly zeroes. • New criminal charges and rearrests may result in termination.

environment who need motivation and awareness of their disease of addiction as well as time and structure to practice and integrate their recovery and coping skills.

TARGET POPULATION

• Adults who are in need of substance abuse treatment in a structured and controlled environment in order to stay focused on treatment goals.

SCREENING PROCESS

• Clients are assessed to determine the nature and extent of their substance abuse, misuse and/or addiction, and mental health needs.

DESCRIPTION OF SERVICES

• Clinically Managed High-Intensity Residential Treatment is a 3.5 level of care on the American Society of Addiction Medicine (ASAM) criteria, is OHMAS certified, and offers at 30+ hours per week of treatment for substance use disorders.

• Staffed 24 hours a day by a treatment team of licensed clinicians and chemical dependency counselor assistants, nurses, and a nurse practitioner.

• Inpatient withdrawal management (detox) for men and women. • Clinical services include individual, group, and family therapy; medication management; and

mental health care assessment and treatment as needed. • Specialized treatment groups focusing on specific needs or demographics are offered. • Medication assisted treatment is available through Rigel Recovery Services. • Other treatment services provided include cognitive skills groups, life skills, employment

groups, education, 12-step meetings, and other structured activities. • Trauma counseling as needed. • Therapeutic drug screenings. • Family Matters (support groups) designed to educate, support, and promote family healing.


• Medicaid is accepted. • The program fee is based on the client’s ability to pay. • The Washington County Behavioral Health Board provides financial assistance to county

residents.

SUCCESSFUL COMPLETIONS • Completion of Individualized Treatment Plan. • Evidence of internalizing newly acquired skills through demonstration of prosocial behavior.

UNSUCCESSFUL RELEASES • Failure to remain substance free while in the facility. • Unapproved departure from the facility.

PROGRAM GOAL • To provide an intensive, nonresidential substance abuse treatment program for adults with

alcohol or other substance abuse problems.

TARGET POPULATION • Clients participating in Oriana House programs who are in need of substance abuse

treatment or are court ordered to attend Oriana House's treatment program.

SCREENING PROCESS • Clients are sentenced to an Oriana House program by the court. • Clients are assessed to determine the nature and extent of their substance abuse, misuse

and/or addiction.

DESCRIPTION OF SERVICES • Individualized treatment program, including an ASAM 2.1 Level of Care Intensive Outpatient

Program; duration of this program is dependent on client need. • Individual and group counseling sessions. • Conjoint counseling sessions. • Referrals for urine drug screens and alcohol tests are made as necessary. • Full, nonresidential treatment allowing participants to maintain home, family, and

employment. • Participation in weekly self-help groups. • An ASAM 1.0 Level of Care Outpatient Aftercare Program consisting of weekly group

sessions and individual counseling to help clients practice and integrate newly acquired social skills and relapse prevention skills.

• Recovery Coaches trained to serve as personal mentors for people seeking or in recovery. • Family Matters (support groups) designed to educate, support, and promote family healing.

FINANCIAL OBLIGATION • The program fee is negotiable, based on the client’s ability to pay.

SUCCESSFUL COMPLETIONS • Maintained 30 days of verifiable continued sobriety. • Have an established sober support and/or family support group. • Individualized Treatment Plan goals and objectives have been resolved; those unresolved

are appropriately deferred or referred. • Have successfully implemented and maintained use of relapse prevention strategies

individualized for specific areas of need. • American Society of Addiction Medicine (ASAM) criteria indicate mostly zeroes supporting

severity in individualized risk areas are eliminated or greatly reduced. • No new criminal charges or arrests.

PROGRAM GOALS • To provide continuing support for recovering individuals who have completed a treatment

program. • To maintain and, if possible, enhance the gains made during the initial treatment

experience. • To build a foundation for continued recovery that allows for lifestyle and behavioral changes

that support sobriety. • To continue to practice skills necessary to promote recovery.

TARGET POPULATION

• Individuals who have completed an Oriana House substance abuse treatment program and are committed to their recovery.

SCREENING PROCESS

• Clients are referred by their individual treatment counselor after completing an Oriana House substance abuse treatment program.


• Weekly, group sessions to practice skills for long term recovery. Duration of this program varies based on individual client factors.

• Individual treatment plans developed between the counselor and the client. • Individual counseling sessions. • Recovery Coaches trained to serve as personal mentors for people seeking or in recovery. • Family support designed to educate, support, and promote family healing.

FINANCIAL OBLIGATION • There is no cost to the client for this program.

SUCCESSFUL COMPLETIONS

• Conforming to program rules and completing the prescribed course of treatment.

PROGRAM GOAL • To identify, assess, and recommend eligible offenders for substance abuse treatment

services, thereby providing the court system a method to divert appropriate offenders to treatment.

TARGET POPULATION

• Court-referred adult, male and female, misdemeanor or traffic offenders in Summit County in need of assessment and treatment for substance abuse services who have been referred by the court system.

SCREENING PROCESS

• Screening process utilizes an assessment interview to determine eligibility for services. DESCRIPTION OF SUPERVISION AND SERVICES

• Substance Abuse assessments (incarcerated and non-incarcerated individuals). • Case Management (for monitoring of compliance/treatment and coordination of services).

Urine drug screens and alcohol tests are required. • Referrals to appropriate levels of care consistent with standardized placement criteria. • Timely communication with the Akron and Summit County court systems regarding clients.


• Clients are charged for a substance use assessment received at the Summit County ADM Crisis Center.


• Complying with the mandates of the referring court.

to treatment services. • Referrals are initiated by the person seeking services and may be facilitated or encouraged

by family, friends, community agencies, probation and parole officers, police, or court personnel.

SCREENING PROCESS

• The screening process consists of an interview and standardized inventory testing to determine eligibility and appropriateness for services.


• Substance use assessment. • Referrals to appropriate level of care using standardized placement criteria. • Recovery Coaches trained to serve as personal mentors for people seeking or in recovery. • Family Matters (support groups) designed to educate, support, and promote family healing.

• Clients in need of substance abuse treatment. SCREENING PROCESS

• Clients are assessed to determine the nature and extent of their substance abuse, misuse and/or addiction.


• Individualized treatment program, including an American Society of Addiction Medicine (ASAM) 2.1 Level of Care Intensive Outpatient Program and ASAM 3.1 Level of Care Low-Intensity Residential Services; duration of program is dependent on client need.

• Individual and group counseling sessions. • Case management services to assist clients with the management of the barriers to treatment

and recovery. • Conjoint counseling sessions. • Medication Assisted Treatment using the prescription medication Vivitrol. (In Summit County,

Vivitrol is provided in partnership with Summit Psychological Associates, Inc.) • University of Cincinnati substance use curriculum that is evidence based and gender specific

such as Women’s Journey and Men’s Journey as well as adjunct groups targeting specific needs such as Seeking Safety to address trauma as it relates to addiction, Anger Management, Parenting in Recovery, and Mapping the 12 Steps.

• Therapeutic drug screens are done to assist with successful treatment outcomes and hold clients accountable to their goal of abstinence.

• Full, nonresidential treatment allowing participants to maintain home, family, and employment. • Participation in weekly self-help groups. • An ASAM 1.0 Level of Care Outpatient Aftercare Program consisting of weekly group sessions

and individual counseling to help clients practice and integrate newly acquired social skills and relapse prevention skills.

• Recovery Coaches (in Summit County) trained to serve as personal mentors for people seeking or in recovery.

• Family Matters (support groups) designed to educate, support, and promote family healing. • Mental health services - assessment, individual, group and family counseling – Marietta,

Cleveland and Akron locations. • Ambulatory Detoxification (Withdrawal Management) – Tiffin location.


• Cost is based on a sliding fee scale and all Medicaid insurance plans are accepted.

SUCCESSFUL COMPLETIONS • 30 day period of verified sobriety. • Completion of Individualized Treatment Plan. • Regular attendance and participation at all substance abuse treatment groups.


• Every attempt is made to assist a client in a successful discharge from Rigel Recovery Services. Clients who are unable to get their disease of addiction under control in the ASAM level of care offered at Rigel Recovery Services will be discharged with a referral for a higher level of care.

COMMUNITY ALTERNATIVE SENTENCING CENTER (CASC) 40 East Glenwood Avenue

PROGRAM GOALS • To provide the courts with a direct sentencing option to a community sanction in a secure

setting for misdemeanor and appropriate felony offenders. • To offer a sentencing option for OVI/DUS offenders to serve their mandatory portion of the

sentence with jail time credit. • To facilitate re-entry into the community by assisting with changing behavior.

TARGET POPULATION

• Adult male and female misdemeanor, traffic, and appropriate felony offenders in need of a restrictive community corrections sanction of 90 days or less.

This includes: • OVI/DUS offenders • Probation violators serving a sanction • Specialty Court sanctions • Offenders waiting for placement in other residential facilities • TCAP restricted offenders in need of a restrictive placement

Exclusions: Tier III sex offenders and any sex offender with community notification. SCREENING PROCESS

• A referral form needs to be completed by the court and sent to Oriana House’s Admissions Department. The Admission Department will determine bed availability and schedule the client accordingly. General guidelines for placement require the client to be mentally stable and physically able to attend to his/her basic life functions. Clients with a history of violence may be subject to a pre-screening process. Oriana House reserves the right to deny placement of clients who may pose a risk of safety to staff and other clients or present a risk of harm to themselves.

• Multiple DUI Offender Program (MOP) clients are given approximately two weeks to pay the program fee and upon receipt of payment, clients are scheduled for their session.


• Clients are only permitted to leave the facility for medical and psychological emergencies and will, in most cases, be escorted by staff.

• Programming is assessment driven, evidence based, and addresses criminogenic needs. • Clients’ program needs are assessed through standard risk/need assessments used to

develop individualized program and community plans. • Length of stay is a maximum of 90 days. • Clients are assessed to determine if they have a substance use disorder and the

appropriate level of care. • Low Intensity Residential Treatment (page 8) group sessions are 2.5 hours long, two days a

week. • Intensive Outpatient Treatment (page 12) group sessions are 2.5 hours long, four days a

week, for four weeks. • Individual counseling is available for clients who require this level of care. • The Multiple DUI Offender Program (MOP) is comprised of three components: completion of

Alcohol, Drug Addiction and Mental Health Services Board to determine eligibility. Admissions are determined on a case by case basis.

• Intake staff conduct personal interview and administer Ohio Risk Assessment System (ORAS). • Verify mental health diagnosis. • Verify client is actively involved or eligible for involvement with a mental health services

• Adult male and female felony, misdemeanor, and traffic offenders referred by the Huron, Sandusky, and Ottawa County Common Pleas Courts; Sandusky County District Courts 1 & 2 (Clyde and Woodville); and the Norwalk, Fremont, and Ottawa County Municipal Courts.

• Program eligibility will be in conjunction with the individual’s risk level of reoffending as determined by the Ohio Risk Assessment System (ORAS).

• Moderate, high, and very high risk males and low/moderate, moderate, and high risk females leaving a jail, halfway house, CBCF, or prison who need further programming and case management and any risk level male or female with a substance use disorder who requires intensive care in the community.

• Exclusionary Criteria: Any client unable to participate in the program due to physical and/or mental health reasons.

SCREENING PROCESS

• The referring agency may specify the type of supervision, programming, and program duration. • The journal entries for offenders referred for treatment and/or case management services

should read, “To enter and successfully complete” the program. Length of stay in the program is determined by risk level, areas of need, compliance with programming, and demonstration of learned skills.


• Comprehensive Electronic Monitoring: This service provides electronic monitoring (passive or active GPS), Secure Continuous Remote Alcohol Monitoring (SCRAM), and Remote Breath.

• Cognitive Behavioral Programming: This service provides clients in need of additional cognitive classes to assist in behavior change and changing criminal thinking patterns. Programming is determined by risk/needs assessments or as determined by the referral source. Programming includes Thinking for a Change, Cognitive Boosters, and referral for additional programming when needed. Assessment, programming, and case management services designed to target criminogenic needs for the moderate, high and very high risk offender. This track is assessment driven; treatment dosages vary by risk level.

• Treatment and Case Management: This service provides substance use assessment, diagnosis, and treatment. Services include IOP including various Plus Groups individualized to treatment needs, Aftercare, and Individual and Conjoint Treatment Sessions. Appropriate linking and referrals made for needs of education, employment, and mental health services, and screening for Medication Assisted Treatment.

• Full Case Management: This service provides a full range of all services provided in tracks one, three and four. This service is appropriate for active probationers as well as clients that are stepping down from residential programs. Treatment and programming based upon substance use and risk/needs assessment(s).

• Other supervision and services: ° In-person program participation and reporting is required between two and 20 hours per week

and as often as five days per week. ° Daily phone calls may be utilized to monitor clients.

• Adult males & females with any ORAS risk level. Length of programming is dependent on ORAS risk level and overall compliance.

• All clients leaving a CBCF or halfway house who need further programming and case management.

SCREENING PROCESS

• The referring agency may specify the type of supervision, programming, and program duration. • Journal entries for offenders should read, “To enter and successfully complete” the program.

Length of stay in the program is determined by risk level, areas of need, compliance with programming, and demonstration of learned skills.

• If the referral source determines that a client should be moved to a different track than originally ordered, the client’s original placement will be closed accordingly and a new referral form will need to be sent to Admissions in order to schedule the client to begin their new track.


• Track One – UDS/Alcohol Monitoring • Clients in this track will receive random urine drug screening (UDS) and alcohol testing only

which will require a pre-payment of $5.00 to Oriana House, Inc., per drug and alcohol screen (required prior to the urine drug screen being collected).

• No case management or programming is provided. • Length of stay will be a maximum of 90 days. • Clients who are referred to Track 1 as a condition of their placement in a specialized Mental

Health Docket may have predetermined reporting schedules based on individualized needs. Successful Completions:

• At the completion of 90 days, a client who has submitted 60% or more of their random drug screens will receive a successful discharge.

Unsuccessful Releases: • If a client fails to submit two consecutive UDS, they will be unsuccessfully discharged

from the program. • If a client submits a UDS that is classified as a new use, the Case Monitor will submit a

recommendation to the referral source to have the client be referred to Track #2 – Substance Use Treatment in order to address the area of substance use. If approved by the referral source, a new referral form for Track #2 will need to be sent to the Oriana House Admissions Department.

• Track Two – Substance Use Treatment • Substance use treatment will be the primary focus for clients in this track. Individualized

programming will be determined by the results of their substance use assessment. • Case management and UDS/Alcohol Monitoring (maximum of 2 UDS per week) will be

provided. • The length of placement will be a maximum of 180 days.

• Prior to release, a Community Plan will be completed and shared with the referral source in order to facilitate the client’s continued engagement in substance use treatment following their successful discharge from Day Reporting case management services.

• Clients will be responsible for paying a $5.00 per week program fee to Oriana House, Inc. Successful Completions:

• Based on their ORAS CST/SRT risk level, low and moderate risk clients will be required to complete their recommended level of care, to submit negative UDS and alcohol tests for a minimum of 45 consecutive days prior to release, and achieve the program’s completion criteria in order to earn a successful release.

• Clients with ORAS CST/SRT scores of High and Very High will have to meet the same requirements listed above, plus the added requirement of completing 30 days of Aftercare following their successful discharge from primary treatment programming.

• Clients are expected to complete all remaining treatment recommendations while under the on-going supervision of their referral source.

• Track Three – Risk/Needs • Clients in this track will complete all required programmatic assessments in each

ORAS/CST domain with a sub-score of moderate or high risk. • The caseworker and client will review the assessment(s) results, referral source

• Case management and UDS/Alcohol Monitoring (maximum of 2 UDS per week) will be provided.

• Length of placement will be a maximum of 180 days. • Prior to release, a Community Plan will be completed and shared with the referral source in

order to facilitate the client’s continued engagement in substance use treatment following their successful discharge from Day Reporting case management services.

• Clients’ IPP compliance will be reviewed throughout their placement in order to determine their eligibility for release.

• If engaged in substance use treatment upon release, clients will be expected to complete all remaining treatment recommendations while under the on-going supervision of their referral source.

• Clients will be responsible for paying a $5.00 per week program fee to Oriana House, Inc.

TARGET POPULATION

• Adult, male and female, felony, misdemeanor, or traffic clients. • Juveniles referred by Summit County and other Juvenile Courts. • Pretrial release clients in need of supervision. • Electronic Monitoring may be utilized for Oriana House clients as a reward for compliance in

residential programs, or as a sanction for noncompliance in a nonresidential program, or as a direct placement.

SCREENING PROCESS

• Oriana House clients are referred to the Electronic Monitoring Program through the court, probation, parole, internal transfers, or emergency release from the County Jail.


• Utilizes an active, tamper-proof, electronic monitoring system approved by the Ohio Bureau of Criminal Investigations.

• Provides 24-hour monitoring, seven days a week, 365 days a year. • Primary programming is assessment driven, evidence based, and addresses criminogenic

needs. • May require random and weekly urine drug screens and alcohol testing. • May require in-person reporting, based on risk/need assessment. Length of meetings will

depend on need of client. • May require verification of all activities outside the residence. Employment must be verified by

time card and/or paystub. • Monitoring of all treatment appointments and weekly attendance at Alcoholics Anonymous,

support groups, individual counseling, and doctor’s appointments, if applicable. • Referral agency involvement is maintained by means of monthly progress reports, discharge

reports, and notification of program violations. • Referral agency is provided with copy of positive urine screens. • Global Positioning Satellite Monitoring (GPS) is also available. There are three levels of GPS

Monitoring available: Active, Intermediate, and Passive. For an Active GPS referral the referring agency needs to provide a 24/7 contact person of authority to respond to violation.

FINANCIAL OBLIGATIONS • Client will address financial obligations, such as court costs, child support, fines and restitution. • Summit County: A refundable deposit of $50 for adults and $25 for juveniles is required for all

types of electronic monitoring equipment; however there is no deposit fee for APA or Federal referrals. Per diems are based on a sliding fee scale for adults; Summit County Juvenile Court is billed for juvenile per diems. Out of county referrals pay an additional $50 installation fee and a minimum of $7 per day (this fee could be higher based on the client’s gross income.)

PROGRAM GOAL • To enable the courts, probation staff, and treatment providers to monitor clients on a 24-hour

basis to determine their use of alcohol.

TARGET POPULATION • Adult and juvenile male and female offenders who have been convicted of multiple DUI

violations and are seeking driving privileges or who need 24-hour alcohol monitoring. • Persons arrested for alcohol related offenses that the court makes abstinence from alcohol a

condition of bond. • Persons engaged in substance abuse treatment who have demonstrated an inability to refrain

from the use of alcohol during treatment. • Offenders under supervision who have demonstrated an inability to remain alcohol free. • For clients referred to the North Central Ohio program, the program shall be a minimum of 30

days and a maximum set by the court; for clients referred to the Summit County program, the program shall be a minimum of 45 days and a maximum set by the court.

• For persons requiring monitored visitation from Domestic Relations court.

SCREENING PROCESS • The court, probation officer, or treatment provider determines the need for 24-hour alcohol

monitoring for each client based on the need for monitoring and the client’s need for abstinence. • In Summit County, a referral is made by calling Oriana House’s Admissions Department at

(330) 535-8116. • For all other clients, a referral is made by calling the nearest office listed at the top of this page.

DESCRIPTION OF SUPERVISION AND SERVICES • Utilizes an alcohol-monitoring device that measures a person’s Transdermal Alcohol

Concentration™ (TAC). The system is known as Secure Continuous Remote Alcohol Monitor or SCRAM.

• The client will wear a tamper-resistant ankle bracelet that resembles a typical electronic monitoring device. This device measures the client’s perspiration for the presence of alcohol that is excreted through the skin.

• The SCRAM bracelet communicates with a modem that is connected to the client’s landline phone. The modem transmits the data to a host computer that records all tests and tamper information. Clients without landline phone service may be required to report to the facility at a minimum of two times a week to download the SCRAM bracelet. A cellular modem is available for clients who reside outside of city limits and therefore are unable to report.

• Oriana House staff receives the information from the host computer on a regular basis with “alerts” being processed daily and violations reported to the referring agency.

• Clients will report in person to Oriana House for a check of their equipment within the first week of enrolling and every two weeks thereafter, or as needed. Urine drug screens will be conducted randomly and or as ordered by the court up to twice per month. Clients must pay their fees in advance at the time of reporting.

• Case Management services will be limited to supervising the client to assure compliance with program rules and communications with the referring agency.

• Remote breath alcohol monitoring is also available. A hand-held cellular device utilizes facial recognition for identity verification and provides a GPS location of where the client is while testing.

FINANCIAL OBLIGATIONS • For clients referred to the Summit County program: The client is responsible for a $50

refundable equipment deposit, a $75 installation fee and daily monitoring fee. The daily fee for all services will be based on the client’s gross weekly income up to a maximum of $13 per day. All referrals from non-contracting jurisdictions will pay a daily fee of $13 per day. Clients referred from courts that contract for services may pay according to a sliding scale as approved in the contract. Clients referred from non-contracting jurisdictions will be required to pay for the entire costs of the program.

• For clients referred to the North Central Ohio program: The client is responsible for a $25 installation fee and daily monitoring fee. Clients referred from courts that contract for services may pay according to a sliding scale as approved in the contract. Clients referred from non-contracting jurisdictions will be required to pay for the entire costs of the program.

• For clients referred to South East Ohio program: Call 330-374-9425 for financial information. • For clients in Cuyahoga or Stark Counties: All fees are determined by the referral source. • All fees must be paid in advance. The installation fee, deposit, and the first week’s per-day fee

will be paid upon installation. The per-day fee for the remainder of the program will be collected in advance during the course of the program.


• Abstinence from alcohol throughout the duration of the monitoring period will result in successful program completion. It can be expected that not all clients will remain alcohol free for the entire period of monitoring. Clients who experience some adjustment issues should become and remain alcohol free within the first few weeks of the program.


• Failure to remain alcohol free may result in termination or referral to the supervising agency for further sanctions.

° Probation or parole violation ° Fugitive from justice ° Non-support of dependents ° Charge that is a hold for another jurisdiction ° Common Pleas capias if case previously arraigned

• Cleveland Municipal Court: Defendants who have been booked into the Cuyahoga County Jail due to a misdemeanor arrest.

SCREENING PROCESS

• Summit County or Cleveland Municipal Court Pretrial Services staff assesses and evaluates potential clients for the program and makes a recommendation to the court.

• Once eligibility is determined, the court may release the defendant, as a condition of bond, to adhere to the rules and regulations of the Pretrial Supervision Program.

• Bond type and supervision level are determined by a validated risk assessment conducted by Pretrial Services. Defendants are placed in categories of minimum, medium and maximum supervision as court ordered. Special conditions of release may also be ordered.


• Defendants are monitored by the Pretrial Supervision Program. Monitors track clients’ compliance with reporting and conditions of release. All court dates are verified and documented and communicated to clients on a weekly basis.

• Reporting requirements and program placement are determined by the risk level. ° Minimum – report once in person, then weekly by phone ° Medium – report once in person, then every other week in person, alternate weeks by

phone ° Maximum – report weekly in person

° Meet the statutory requirements set forth in R.C. 2951.041; ° And express a willingness to participate in Recovery Court programming and engage in

TARGET POPULATION (Probation Track) Akron or Stow Municipal Court defendants who:

° Are currently under the supervision of the Akron Municipal Court Probation Department; ° Are diagnosed with substance use disorder; ° Are approved by the Probation Officer(s) and Recovery Court team; ° And express a willingness to participate in Recovery Court Programming and engage in

treatment. Disqualifying Legal Factors:

° Violent Felony convictions within the past five years, or has served a prison term within the past five years for a violent offense

Court/Turning Point Program within the past two years ° Prior successful completion of an Intervention in Lieu of Conviction Program ° For those offenders participating through the Intervention In Lieu of Conviction Track, prior

drug treatment program ° Unsuccessful discharge from the Akron Recovery Court or Summit County Drug

Court/Turning Point Programs

Disqualifying Clinical Factors: ° Highly resistant to changing behavior in spite of previous interventions and/or punishments ° Diagnosis of Developmental Disability if this disability prohibits the offender from complying

with or comprehending chemical dependency treatment ° Co-occurring mental health or medical conditions if there is no adequate treatment available

Cases will be reviewed on an individual basis to determine the extent and circumstances surrounding the disqualification factors versus the need to participate in the program. Written and

clinical eligibility criteria DO NOT create a right to participation. The Recovery Court Judge has the ultimate discretion on admission to the program.

SCREENING PROCESS (Intervention In Lieu of Conviction Track)

• At arraignment, a pretrial will be scheduled with the Recovery Court judge and defendants will be afforded counsel to make a formal request.

• The Recovery Court judge will then schedule a hearing, stay the proceedings. • The defendant will be required to complete the prescreening and assessment process to

determine eligibility under R.C. 2951.041. • If eligible for admission the Recovery Court Judge will accept the plea following the eligibility

hearing.

SCREENING PROCESS (Probation Track) • At arraignment, offenders who appear to be eligible will be required to complete the

prescreening and assessment process to determine eligibility for the program. • If eligible, the offender will be afforded counsel at the time the guilty plea is entered. • The Recovery Court Judge will accept the plea, enter the conviction and sentence the offender

to the Recovery Court Program in lieu of incarceration. • Other Akron Municipal Court Judges may transfer cases to Recovery court, both at the pre-plea

and post plea stage of the proceedings. • Offenders who are sentenced to community control or incarceration may also be referred from

other Akron Municipal Court Judges to the Recovery Court.

DESCRIPTION OF SUPERVISION AND SERVICES • This program operates in conjunction with the Akron Municipal Court and the Akron Municipal

Court Probation Department. The Recovery Court Judge provides regular judicial sessions for dispositions, progress reviews, rewards, and sanctions.

• Substance Use assessments are conducted by a certified chemical dependency counselor who will recommend the most appropriate level of substance abuse treatment.

• Twelve-step program participation is encouraged. • Case management sessions are held as determined by a client’s compliance and individual

needs. • Random and routine urine drug screens and alcohol tests are required. • In-house services may include:

• There are two offender populations served by the Turning Point Program. ° Track 1- Current Intervention In Lieu of Conviction (IILC) participants

Current IILC participants in danger of being terminated can be referred to The Turning Point Program by the assigned Court. Participants are ordered to complete The Turning Point Program as a condition of IILC. After one year of sobriety, the case may be dismissed.

° Track 2- Community Control Violators or defendants newly sentenced to Community Control

As a condition of Community Control, probationers are ordered to complete the Turning Point Program. This is a post-conviction track with the goal of gaining a sober and law-abiding lifestyle.

SCREENING PROCESS

• The assigned court and/or supervising probation officer may refer cases to either Track. • Prospective participants complete an application and a substance use assessment. • Prospective participants undergo an interview to complete the Ohio Risk Assessment System

(ORAS). • After all three documents are completed, court personnel review cases for eligibility. • Participants are required to have a diagnosed substance use disorder. • Males must have a moderate score or higher on the ORAS. • Females must have a low/moderate (with other risk factors) score or higher on the ORAS.


• This program operates in conjunction with the Summit County Court of Common Pleas. The Turning Point Program Judge provides weekly judicial sessions for dispositions, progress reviews, rewards and sanctions.

• Demonstrated period of abstinence from alcohol and drugs. • Track 1: Twelve consecutive months of sobriety and six months crime free. • Track 2: Six or more consecutive months of sobriety and six months crime free. • Attended sober support group meetings. • Display a change in thinking, attitude, and beliefs. • Successfully completed treatment or programming. • Obtain and/or maintain consistent employment. • Demonstrated ability to identify and eliminate criminal thinking patterns. • Good faith effort to pay all financial sanctions demonstrated by regular payment history or

complete community service, and treatment costs; and Accomplishments:

• Demonstrated abstinence from alcohol and drugs as evidenced by negative screens. • Completion of treatment. • Involvement in pro-social activities. • Completed Turning Point Program requirements. • Paid in full: restitution, fines, and court costs unless otherwise determined. • Display responsibility for his or her behavior. • Demonstrated stability in the community.

The judge has the discretion to determine when the participant will successfully complete the program.

UNSUCCESSFUL RELEASES The judge has discretion to decide termination in accordance with the following:

• Ongoing non-compliance with treatment or resistance to treatment; • New criminal conviction; • Any Turning Point Program rule infraction or series of infractions; • A Community Control violation or series of Community Control violations;

If participant is unsuccessfully terminated from the Turning Point Program they are subject to the following possible sanctions:

• Is an Intervention in Lieu of Conviction participant or Community Control violator where alcohol and/or drug use is directly related to noncompliance and;

• The offender must be mentally competent and have the developmental capacity to adhere to the participation requirements and;

• The offender must be assessed and diagnosed with a substance use disorder by an approved alcohol and drug treatment provider and have a level of care recommendation of Intensive Outpatient Treatment or higher and;

• Female offenders must have a low/moderate, moderate, or high score on the Ohio Risk Assessment System (ORAS); Male offenders must have a moderate, high, or very high score on the ORAS.

Disqualifying Legal Factors:

• Engaged in drug distribution or manufacturing network • Crime of violence conviction • Registered sex offender • The offender is on felony community control, post release control, or parole with another

jurisdiction • Pending felony case in another jurisdiction

SCREENING PROCESS

• The assigned Judge may refer. • Prospective participants will meet with the PIVOT Probation Officer to complete the ORAS and

the application packet and to review the program handbook. • Prospective participants will be referred to the Rigel Recovery Services for an alcohol and drug

assessment within seven days (unless a current assessment is available). • The PIVOT Program team reviews cases for eligibility. • PIVOT Court judges have discretion to decide admission to the program.

DESCRIPTION OF SUPERVISION AND SERVICES • The program consists of progressive phases, with reporting requirements going from most

restrictive to least restrictive, as the client learns new skills and moves further along in his or her recovery.

Once approved,

complete project before graduation. • Maintain a positive social network. • Complete community plan and submit to team for approval. • Attend at least one recovery support group meeting each week. • Maintain a minimum of 90 consecutive days of sobriety leading up to graduation.

The Judge has the discretion to determine when the participant will successfully complete the program.

Participants who are on Community Control/Probation may be released from supervision. The PIVOT Program Judge will make the decision after considering the individual’s progress and achievements in the program along with the recommendation from the treatment team.


The PIVOT Program Judge has discretion to decide termination from the PIVOT Program in accordance with the following PIVOT Program written criteria.

• Ongoing non-compliance with treatment or resistance to treatment; • New criminal conviction; • Any PIVOT Program rule infraction or series of infractions; • A Community Control/Probation violation or series of Community Control/Probation

violations. If a participant is unsuccessfully terminated from the PIVOT Program they are subject to the following actions:

• A Community Control violation and/or; • The imposition of other penalties and incarceration and/or; • Intervention in Lieu of Conviction participants will be sentenced, resulting in a felony

conviction.

PROGRAM GOALS • To assist clients in achieving a sober and crime free lifestyle. • To provide judicial supervision, appropriate substance abuse treatment, and case management

services in order to facilitate behavioral change.

TARGET POPULATION Washington County resident who:

• Is an Intervention in Lieu of Conviction participant or Community Control violator where alcohol and/or drug use is directly related to noncompliance or;

• Is placed on Community Control/Probation for a felony/misdemeanor offense or has been granted Judicial Release and placed on Community Control for a felony offense and;

• The offender must be mentally competent and have the developmental capacity to adhere to the participation requirements and;

• The offender must be assessed and diagnosed with a substance use disorder by an approved alcohol and drug treatment provider and have a level of care recommendation of Intensive Outpatient Treatment or higher and;

• Female offenders must have a low/moderate, moderate, or high score on the Ohio Risk Assessment System (ORAS); Male offenders must have a moderate, high, or very high score on the ORAS.

Disqualifying Legal Factors:

• Engaged in drug distribution or manufacturing network • Crime of violence conviction • Registered sex offender • The offender is on felony community control, post release control, or parole with another

jurisdiction • Pending felony case in another jurisdiction

SCREENING PROCESS

• The assigned, supervising Adult Parole officer and/or assigned Judge may refer. • Prospective participants will meet with the Compass Program Coordinator to complete the

ORAS and the application packet and to review the program handbook. • Prospective participants will be referred to the Rigel Recovery Services for an alcohol and drug

assessment within seven days (unless a current assessment is available). • The Compass Program team reviews cases for eligibility. • The Compass Program judge has discretion to decide admission to the program.

DESCRIPTION OF SUPERVISION AND SERVICES • The program consists of progressive phases, with reporting requirements going from most

restrictive to least restrictive, as the client learns new skills and moves further along in his or her recovery.

• Substance abuse treatment services through approved providers. • Random and routine urine drug screens are required.

TARGET POPULATION • Adult felony offenders granted Judicial Release deemed in need of intense, continued services

and supervision by the court. • Exclusions:

° The offender is actively working as a police informant; ° The offender is a registered Tier III sex offender; ° The offender is not a resident of Summit County or an adjoining county.


• Weekly meetings with the Reentry Court team to discuss client progress and status. • Weekly judicial sessions for intakes, dispositions, judicial rewards and sanctions. • Client program needs are determined through the Ohio Risk Assessment System (ORAS) and

PROGRAM GOAL • Family Intervention Court Track One - To provide a specialized level of supervision and

counseling services to adult offenders charged with domestic violence. Upon successful completion of the program, the case will be dismissed.

• Family Intervention Court Track Two - To provide a specialized level of supervision and counseling services to adult offenders convicted of domestic violence. This is the more intensive program of the two and is designed for repeat, higher risk offenders.

TARGET POPULATION

• Family Intervention Court Track One - Adult offenders arrested for domestic violence, a misdemeanor of the first degree, who qualify for probation or other community placement.

• Family Intervention Court Track Two - Adult offenders convicted of domestic violence, a misdemeanor of the first degree, who qualify for probation or other community placement.

SCREENING PROCESS

• Clients must be approved for participation in the program by the arresting police department, prosecutor’s office, and victim.

Family Intervention Court Track One Exclusionary Criteria: • No more than five contempt citations; • No more than one non-violent felony conviction; • No more than five nonviolent misdemeanor convictions in the past ten years; • No prior assault of Domestic Violence convictions; • No prior diversion placement, except for Akron Municipal Court DRP or the equivalent from

another court; • No active probation, community control or parole; • No pending felony charge(s) or felony companion case; • No pending violent misdemeanors; • No companion resisting arrest charge or endangering children charge; • Victim must be a family or household member and 18 years of age; • No use of a firearm in the instant offense; • Must be a United States citizen; • No reasonable objection from the victim

Family Intervention Court Track Two Exclusionary Criteria: • Victim must be a family or household member and 18 years of age; • More than two prior violent felony convictions, and/or more than four nonviolent felony

convictions; • No history of sexually oriented offenses; • No more than five prior misdemeanor assault and/or domestic violence conviction within the

past ten years; • Cannot have active felony probation, community control or parole; • No pending nonrelated felony cases; • No companion felony cases; • No use of a firearm in the instant offense; • No use of any weapon that resulted in an injury to the victim; • Must be a United States citizen;

• No pending violent misdemeanor charges; • No reasonable objection from the victim; • Aggravated nature of the circumstances of the offense.

DESCRIPTION OF SUPERVISION AND SERVICES • This program operates in conjunction with the Akron Municipal Court and the Akron Probation

Department. The Family Intervention Court Judge provides regular judicial sessions for dispositions, judicial rewards, and sanctions.

• Client program needs are determined through a standard risk/needs assessment, substance abuse assessment and a specialized domestic violence screening tool.

• Coordination of services with the Battered Women’s Shelter for victim advocacy issues, the Victim Assistance Program for the client’s participation in violence cessation counseling, and Summit Psychological Association for client participation in the Time Out Diversion (Family Intervention Court Track One) and Conflict Solutions Program (Family Intervention Court Track Two).

• Monthly program summaries are provided to the Probation Department. • Random urine drug screens and alcohol tests are required. • In-house services may include, but are not limited to: Case Management Employment Services Cognitive Behavioral Programming Family/Marital Counseling Referrals Substance Abuse Treatment Recovery Coaches Financial Education Classes Family Matters (support groups) Mental Health Counseling Referrals Education Services

• Clients are required to pay $5 per week. • Clients are also required to pay counseling fees for Time Out Diversion (FIP) and Conflict

Solutions Program (FIC). • Fees are paid weekly, bi-weekly, or in monthly installments.

SUCCESSFUL COMPLETIONS • Family Intervention Court Track One clients are successfully released when they have

completed one year of the program, including six months of participation in the Time Out Diversion Program, addressed financial obligations, and maintained abstinence for a minimum of 90 days.

• Successful completion of the program results in the guilty plea being vacated and the charge dismissed.

• Family Intervention Court Track Two clients are successfully released when they have completed one year of the program, including six weeks of participation in Thinking Errors Cognitive programming and six months of participation in the Conflict Solutions Program, addressed financial obligations, and maintained abstinence for a minimum of 90 days.

• Successful completion of the program results in release from Akron Municipal Court supervision.


• Failure to adhere to program requirements may result in graduated sanctions and the imposition of the previously held-in-abeyance sentence of 180 days.

VALOR COURT (Summit County Veterans Court)

• To reduce the stigma attached to a criminal conviction, for those eligible to have their charge dismissed upon completion.

• To facilitate behavioral change through the use of risk/needs assessments, referrals to appropriate community services, and comprehensive case management services.

TARGET POPULATION

• Be a defendant in Summit County Court of Common Pleas. • Be a veteran or active duty service member who is or may be eligible for benefits or services

through the Veterans Administration. • Have 3rd, 4th, or 5th degree felony charge. • Eligible for intervention in lieu of conviction program or community control supervision. • Enter a plea of guilty to the offenses, sign waiver, release of information, and participation

agreement forms. • Express the willingness to participate in Valor Court programming and engage in treatment and

any other recommended programming.

SCREENING PROCESS • The assigned court and/or supervising probation officer may refer cases. • Prospective participants will meet with the Valor Court Probation Officer and undergo an

interview to complete the Ohio Risk Assessment System (ORAS). • The Valor Court Probation Officer and the Valor Court Presiding Judge will determine if

prospective participants are eligible for based on the written legal and clinical eligibility requirements.

• Potential, willing participants will be scheduled for a court hearing for formal admission into the program.

DESCRIPTION OF SUPERVISION AND SERVICES • This program operates in conjunction with the Summit County Court of Common Pleas. The

Valor Court Judge provides weekly judicial sessions for disposition, progress reviews, and sanctions.

• Client program needs are determined through standard risk/needs assessment used to develop an Individualized Program Plan.

• Clients attend case management sessions throughout the program. The frequency of case management services is determined by the client’s compliance and individual needs.

• Random urine drug screens and alcohol tests are required. • In-house services may include:

PROGRAM GOALS • To provide an alternative to prosecution for first-time, non-violent, low-level felony offenders. • To hold offenders accountable for their actions. • To assist offenders in learning new ways to deal with the issues that contributed to their illegal behavior. • To avoid the stigma of a criminal conviction.

TARGET POPULATION

• Adult first-time, non-violent, felony offenders amenable to counseling. SCREENING PROCESS

• Defense attorney makes request for diversion to the Summit County Prosecutor’s Office. • Courtroom prosecutor reviews the case. If appropriate for Diversion, the prosecutor contacts the

arresting officer(s) and victim(s) to see if they have any objections to the defendant participating in the program.

• Diversion counselor interviews the defendant to determine appropriateness for the program. • Diversion counselor forwards report and recommendation to the prosecutor who will make the

final decision to either reject or accept the application for diversion. DESCRIPTION OF SUPERVISION AND SERVICES

• Client participates in counseling with the diversion counselor as client’s risks and needs warrant, ordinarily every two weeks.

• Client and the diversion counselor develop a treatment plan addressing issues and thinking leading to illegal behavior, as well as other risk/needs.

• Outside referrals may be utilized as well to meet risk/ needs. • Restitution must be paid and is processed through the diversion counselor. • Client submits to urine drug screens as required.

FINANCIAL OBLIGATIONS • $20 screening fee. • Client incurs a fee for service based on financial assessment utilizing Summit County ADM

Board sliding fee scale for services. • Restitution, if applicable. • Court costs and court-appointed attorney fees as ordered by the court.

SUCCESSFUL COMPLETIONS • Clients are considered successfully released when they are in the program at least six months,

but no longer than 18 months; when all treatment goals are met; and when all restitution and applicable court costs are paid.

• Successful release results in a recommendation to the judge that the pending charges be formally dismissed and the client’s arrest record sealed.

UNSUCCESSFUL RELEASES • Failure to follow through with treatment plan results in unsuccessful completion of the program. • Failure to follow through with any referral may result in an unsuccessful completion of the

program. • A new conviction on a felony charge results in unsuccessful release from the program.

Unsuccessful release is also possible on a new M1 or lower conviction. • Unsuccessful release results in notification to the prosecutor’s office. The prosecutor’s office will

schedule a sentencing date and the case will be returned to the court for further disposition.

CRIMINAL NON-SUPPORT PROGRAM (Summit County)

• To facilitate behavior changes for the criminal non-support offender to ensure the payment of current and future child support.

TARGET POPULATION

• Criminal non-support felony offenders who have violated other community control sanctions, have the ability to work, and otherwise may be incarcerated in the prison system.

SCREENING PROCESS

• Prospective participants who are currently on probation: the probation officer and prosecutor will make a recommendation to the judge that, as a result of a probation violation, the offender be sentenced to the Criminal Non-Support program. The offender must have a minimum of 545 days remaining on probation, will enter a guilty plea to the probation violation, and be sentenced to the Criminal Non-Support Program.

• Prospective participants indicted with new nonsupport offense(s) and who have previous convictions of non-support will, after their arraignment, be deemed eligible for the Criminal Non-Support Program based on the prosecutor’s recommendation or recommendation of the court. The defendant will appear before the common pleas judge assigned to the case and enter a guilty plea to the new indictment. The judge will impose the sentence, place the defendant on probation for 18 months and require participation and completion of the Criminal Non-Support Program.

• Exclusionary Criteria: o Any client unable to work or participate in the program.

DESCRIPTION OF SUPERVISION AND SERVICES • Offenders are sentenced to the program for a maximum of 18 months. • Each client will be assigned a caseworker for case management. Clients will have their program

needs determined through a standard risk/needs assessment. • An individual program plan (IPP) is developed and implemented. • Clients must actively seek and maintain employment, and make child support payments as

directed. Payment of child support is monitored. • In-person reporting is required as often as five days per week. • Summit County Adult Probation Department is notified within 24 hours or the next business day

of significant program violations. • Urine drug screens and alcohol tests are required. • Clients who are not compliant with the nonresidential placement requirements will be subject to

a continuum of sanctions, including increased reporting and supervision; placement on a behavioral contract; residential placement; and program termination.

• Parolee, post release control, and felony community control offenders who are homeless. SCREENING PROCESS

• Admission to the Community Residential Center (CRC) is based on risk level, not offense, and must comply with all local zoning ordinances.

• Supervised individuals with a felony offense who are determined by the Ohio Risk Assessment System (ORAS) as low risk to reoffend are eligible for admission.

• Supervised individuals with a felony offense who are determined by the ORAS as very high or high risk are eligible for admission to independent housing after successfully completing a community corrections residential program. A transfer to the CRC will be done in conjunction with the supervising authority.

• EXCLUSIONARY CRITERIA: ° Tier 3 sex offenders ° Arsonists on a case-by-case basis


• Provide temporary housing. • Maintain a community resource guide. • Assist clients in utilizing community resources to secure permanent housing, employment, and

• Referral from accepted agency. • Negative drug and alcohol screening. • Intake interview to include understanding and agreement to Frederick Avenue Apartment rules

• Case monitoring, including referrals to community resources to address tenant’s program needs.

• Regular and random drug and alcohol tests are administered to ensure a sober living environment.

• Recovery coaches individually assist clients in maintaining a positive and sober lifestyle and help them connect to the resources that they may need in the community.

• Tenants are required to adhere to curfews and limited visitation (all visitors need pre-approval) with no overnight visitors and no overnight stays away during the first month, and to attend mandatory weekly meetings.

• A staff person is in attendance, on-site, at all times, 24 hours a day. • Tenants have access to activities that may include but are not limited to:

PURPOSE

• This innovative resource center helps individuals who have been involved in the criminal justice system navigate the barriers to become law abiding citizens. It’s difficult to come home from prison and be self-sufficient or find a job when you have a criminal record. North Star Neighborhood Reentry Resource Center (NRRC) is designed to provide information, a range of direct services, and convenient access to other community resources in a welcoming, supportive setting.

TARGET POPULATION

• Cuyahoga County residents who were formerly incarcerated in prison (and their family and friends).

• Cuyahoga County residents who are currently or were previously involved in the criminal justice system (and their family and friends).


• Internet access to appropriate websites and content. • Computer training labs. • Employment Services, such as job searching, interviewing techniques, résumé preparation, and

the New Employment Transitions program. • Referrals for free clothing. • Assessments and referrals (if eligible) to the Ohio Benefit Bank for services such as food

assistance (food stamp sign up), Home Energy Assistance Program (HEAP), student financial aid, health coverage, cash assistance, senior benefits, and benefits for children.

• GED classes. • Self-help meetings such as AA, NA, Al-Anon, etc. • Vouchers for state IDs and birth certificates. • Citizen Circles (groups of citizens involved in reentry services that meet with offenders and their

families to help facilitate successful reentry). • Faith-based programming. • Public transportation information. • Life Skills classes that teach tools for making good decisions, setting goals, building and

maintaining mature relationships, managing money, and obtaining employment. • Free healthcare clinics and screenings, including referrals to additional services at MetroHealth

Broadway Health Center. • Direct access to information, services, and staff from other community reentry service providers. • Assistance with service referrals, resources, and follow-up on progress. • Family Matters Program (support groups) designed for family members and friends of those

affected by addiction. Weekly sessions provide family members with encouragement, support, and increased knowledge to help break the cycle of substance abuse.
