Joseph Clair

Joseph F. Clair is the managing engineer for the Chicago Public Schools. Prior to his service to the Board of Education, during which he has participated in all facets of construction, design, and utility costs, he spent 10 years in the construction industry.

Mr. Clair’s focus has always been on energy efficiency, sustainability, and high-performance buildings, and he brings that passion to all of his work. Through energy-management system design, MEP coordination, commissioning, and energy-efficiency analysis, he has contributed to the elimination of over 250 MWh of electricity consumption and 10,000 therms of natural gas usage. He lives in Chicago with his family.

Chuck Collins

Chuck Collins is a partner in Allied Electric, LLC, a Puget Sound-based electrical construction and project management company, where he is responsible for developing new contracts in consulting and strategic advising for the electric power industry. He is a former program manager for the U.S. Department of Energy’s Western Regional Office, where he successfully led regional programs and activities for renewable energy and distributed energy technologies in the Western U.S.

Prior to his position at U.S. DOE, Mr. Collins owned and operated a small business that designed, installed, and maintained renewable-energy power systems for residences in Hawaii. He has received numerous awards and recognitions for his accomplishments, including the recent Seattle City Light/Puget Sound Energy 2005 Power Player award and King County’s 2006 Earth Hero award. He is a graduate of the University of Washington’s Environmental Sciences program with a minor in physics.

Charles Lamm

Charles Lamm is a licensed HVAC and electrical contractor. He earned his degree in energy management from North Carolina State University and acquired maintenance experience while he served in the U.S. Navy.

Mr. Lamm has more than 37 years of experience—18 of them in public schools—in various areas such as HVAC and electrical installation and servicing, as well as energy-management systems installation and programming. He is also a former maintenance director.
