Page 1 of 11 REPORT OF THE One-Day National Conference on “Importance and Implementation of Academic, Administrative, Green and Gender Audits in HEIs” Organized in Collaboration with National Assessment and Accreditation Council (NAAC), Bangalore By Internal Quality Assurance Cell (IQAC) Shivaji Mahavidyalaya, Udgir, Dist: Latur (M. S.) On 30th Jan. 2020 REPORT: On 30 January 2020, the National Conference on "Importance and Implementation of Academic, Administrative, Green and Gender Audits in HEIs," sponsored by NAAC, Bangalore was held in Shivaji Mahavidyalaya, Udgir, Dist: Latur (M. S.). A total of 274 participants registered through online and spot registration, out of which 244 were present for the conference. Out of 244, 41 i.e. 16.80% participants were from out of Maharashtra State. A total of 121 papers were shortlisted for presentation and publication out of which 114 papers presented under five parallel sessions. The shortlisted papers were published in four different books which were released in inaugural session. The inaugural session took place at 10 a.m. under the chairmanship of Hon'ble Shri. Vijaykumar Patil, President, KSPM, Udgir. The program began with the welcome and introductory speeches by Principal Dr. Vinayak A. Jadhav and Conference Convener Dr. Arvind M. Nawale. Dr. L. B. Thakur (Former Professor & Head, Department of Statistics, Dr. B.A.M. University, Aurangabad) inaugurated the summit. He stressed the need for AA & GG audits. Hon'ble Shri Vijaykumar Patil presided over the inaugural session, who stressed on KSPM's vision and wished the conference great success. Dr. B. D. Bhole (Mentor at IQAC Cluster India, Pune) gave Keynote Address at 11.30 a.m. on "Importance and Implementation of AA & GG Audits in HEIs." Aniruddha Dasu (Senior HR & IT Consultant, IAE Hyderabad) chaired the session. The First Plenary Session took place at 12.45 pm and Dr. R. P. Lokhande (NAAC Assessor & Principal of Mahavir College, Kolhapur) was the host. He gave his PPT presentation on the topic “Understanding Proper Filing, Documentation, DVV and Online Submission of SSR." The session was chaired by Dr. Sandya Tiwari (Dir IQAC, Palamuru University, TS). The Second Plenary Session was conducted at 2.30 pm and Dr. D. M. Doke (Principal of M. L. Dahanukar College, Mumbai) was the host. He gave his PPT presentation on the subject " NAAC’s Assessment and Accreditation (A&A) Process in Revised Framework: Criterion-wise Inputs" The session was chaired by Dr. S. Siva Ranjani, (Professor and Head of IT Department, SETHU Institute of Technology, Madurai, TamilNadu). From 3.30 pm until 5.30 pm., Five Parallel Paper Presentation Sessions were conducted. The first session of the Parallel Paper Presentation on AA&GG Audits was conducted at Seminar Hall. The session was chaired by Col. Prof. (Dr.) Subramanian Raman Iyer (Provost Vice Chancellor, Shri. Venkateshwara University,UP). The Second Parallel Paper Presentation Session was held in Hall No. 11, on Higher Education in India: Problems, Opportunities and Challenges. The session was chaired by Dr Sanju P. Jadhav, (IQAC Coordinator, M.S.Kakade College, Someshwarnagar). In Hall No. 12, the Third Parallel Paper Presentation Session on ICT: A Changing Agent for Quality Education was held under chairmanship of Sailaja Modem, (IQAC Coordinator, Gargi College, Delhi University. The fourth Parallel Paper Presentation Session was held in Zoology Lab on the Role of NAAC and IQAC in Maintaining Quality of HEIs which was chaired by Diksha Kadam (HoD, English, MIT College, Alandi). On 30th Jan. 2020 REPORT:

On 30 January 2020, the National Conference on "Importance and Implementation of Academic, Administrative, Green and Gender Audits in HEIs," sponsored by NAAC, Bangalore was held in Shivaji Mahavidyalaya, Udgir, Dist: Latur (M. S.). A total of 274 participants registered through online and spot registration, out of which 244 were present for the conference. Out of 244, 41 i.e. 16.80% participants were from out of Maharashtra State. A total of 121 papers were shortlisted for presentation and publication out of which 114 papers presented under five parallel sessions. The shortlisted papers were published in four different books which were released in inaugural session.

The inaugural session took place at 10 a.m. under the chairmanship of Hon'ble Shri. Vijaykumar

Patil, President, KSPM, Udgir. The program began with the welcome and introductory speeches by Principal Dr. Vinayak A. Jadhav and Conference Convener Dr. Arvind M. Nawale. Dr. L. B. Srilata, Chennai, G.Vetri Selvi, Orathanadu, Dr. A. Geetha, Chennai, Dr. C. Dhanabal, Dr. Sheeba Princess, Trichy, Dr. D. Raja Jebasingh, Bengaluru. V. Muruganandham, Thanjavur, Dayasagar Saloki, Kalaburagi, Dr. B. Kathiresan, Vellore, Dr. Ashish Gupta, Betul (M.P.), Jyoti. M.Goudar, Dharwad presented papers online.

Valedictory Session took place at 5.30 pm. Dr. Ganesh Pawar (Principal, N L Dalmia College,

Mumbai) was Chief Guest / Speaker and Col. Prof. Dr. Subramanian Raman Iyer (Provost Vice Chancellor, Shri. Venkateshwara University (UP) was Honorary Guest. Amongst, participants and resource persons, Col. Prof. Dr. Subramanian Raman Iyer, Gajraula (UP), Dr. Pandurang Murthy, ACE, Hyderabad (TS), S. Rathnamala, (TN), Sakshi Kabra, New Delhi and Diksha Kadam, Pune (MS) shared their experiences and feedbacks about conference on the dais. Conference Convener Dr Arvind M. Nawale presented conference report. Sakshi Kabra, New Delhi and S.Rathnamala, (TN) were awarded Best Paper presentation certificates. Hon'ble Shri Vijaykumar Patil (KSPM Chairman, Udgir) presided over Valedictory Session. In the end, Dr. Arvind Nawale, the convener, thanked all the people who helped him directly or indirectly to coordinate and conduct this National event.

The Conference kit of 12 folder utility file including a pen, dairy, details of Programme Schedule

and parallel paper presentations slots, Abstracts of speakers talks were provided to each and every registered participants and all Resource persons. Breakfast, delicious theme Maharashtrian lunch and tea were served in time.

Abstract of Keynote Address by

Dr. Bhalchandra D. Bhole Former Associate Professor and Head, Department of Microbiology

Prologue

Specialized training of human beings as a national and international resource is done by two sectors only, one being the defense forces and the other the education sector. As teachers, we must be proud of the fact that we represent a core nation building institution. Audits are used to measure the outcome of efforts taken by an educational institution to achieve its goals in development of human resources,

Audits: activity during which is checked the Internal Quality Assurance System at the institutional and/or program level.

Academic Audit

Academic Audit may be defined as the scientific and systematic method of reviewing the quality of academic process in the institution.

Academic Audits are inherently simpler and less expensive to conduct than institutional accreditation reviews.

Academic audits should essentially probe those situations that limit performance, and address them specifically.

Performance limiting situations are usually a result of inefficient processes within the institution. The processes could be either internally or externally influenced. Internally influenced processes such as pedagogical methods, value-addition courses or participative management in institutional protocols can be revisited for performance enhancement.

Every academic audit must begin with some relevant questions! The right and relevant questions an institution could ask (itself) should be answerable as “Yes” or “No”, based on data analysis.

Academic Audit reports identify the areas that need to be worked on for continuous improvement of the organization’s academic processes to achieve excellence.

Administrative Audit

Administrative Audit may be defined as the process of evaluating the efficiency and effectiveness of the administrative procedure.

‘Administration’ essentially refers to all processes and / or activities involved in running the institution. The key broad administrative responsibilities (and thus administrative units) in academic institutions include Admissions, Supervision of academic affairs (hiring, promotion and evaluation), Maintenance of official records and the like.

Administrative titles in most institutions generally begin with the Chairman and other office bearers of the Governing Bodies, the Principal of the Institution; the Vice-Principals; Coordinator of the IQAC; the Heads of academic Departments; the Registrar and other office bearers in the institution.

The administration of the institution must delineate Quality Policies, Quality Processes, Reporting and Documentation system and Quality Outcomes.

Two general areas are identifiable in administration. These are Financial and Governance. Financial audits are conducted both internally and externally to validate and verify all financial

transactions of the institution, related to all income (irrespective of source) and expenses incurred during a financial year.

Governance, the other major area of administration, pervades all activities and functions of an institution. Governance begins with a functional organogram that identifies hierarchal structure and function with the organization. Decentralization and participative management are identified as good practices to distribute decision making authority.

The role of the administrative audit in the area of governance is to verify that the task groups (Committees and Cells) have laid down requisite policies, codes of conduct and function through modulated procedures with documented proof of their work.

Green Audit

The Green Audit is essentially an Environmental Audit and involves compliance to norms related to waste management, energy and water usage and conservation, and a green campus (implying ecosystem management).

The facets included under and to be assessed are Water balance; Wastewater generation and disposal; Gas / vapor emissions and Air Quality; Hazardous waste management; E-waste management; Dry and wet garbage / waste management; and Management of energy resources.

Besides waste control, the Green Audit also ensures that the campus environment (infrastructure and open spaces) is clean, fresh and hygienic.

Conclusion

Institutional Social Responsibility (ISR) plays a great role for any educational institution as it represents the institution’s continuous commitment to conduct itself in an ethical manner and contribute toward the socioeconomic development of the society at large.

Academic, Administrative and Green Audits provide irrefutable evidence of the overall ‘environment’ the institution facilitates for all its stakeholders through its academic and co-academic activities. RECOMMENDATIONS/SUGGESTIONS/ACTION POINT (OUTCOME OF THE CONFERENCE:

The Conference came up with innovations and best practices like AA & GG audits to be implemented in the HEIs. After all sessions, SWOT analysis was done which helped to find the gaps, weaknesses and the strengths of the HEIs which will help all to improve upon.

FOLLOW UP ACTIONS, THE INSTITUTION PROPOSES TO UNDERTAKE:

To bring out the proceeding of the seminar in the form of book/s was proposed and same is done in form of four books- AA & GG Audits and Other Quality Measures in Higher Education Institutions, edited by Dr. Arvind M.
