The salient features of the Health Care Investment Policy include, 30% subsidy on capital investment to be provided for setting up of Multi Specialty Hospitals, Super Specialty Hospitals, Medical Colleges, Nursing Colleges and Paramedical Colleges. The subsidy on Capital Investment will be limited to a maximum of Rs 3 crore in cities with population less than 10 lakh and a maximum of Rs 5 crore in cities with a population of more than 10 lakh as per 2011 census; provide interest subsidy at the rate of 5% per annum on term loan subject to a ceiling of Rs 15 lakh per year for a period of five years from the date of operationalization of the project; subsidized power tariff rates as applicable to the Industries Sector; provide 100% subsidy on purchase and installation of DG sets with upper ceiling of Rs 45 lakh; one time subsidy up to 25% of the cost incurred on induction training of nursing and paramedical staff will be provid- ed by the State Government, capped at a maximum of Rs 12,000 per person; promoters/investors setting up the project shall be free to estab- lish the unit on their own proper- ty/acquired land subject to eligi- bility of the same as per defined land use; allotment of land at premium rates as applicable under Industrial Policy of 2016 through land bank to be created through SIDCO & SICOP. The policy provides that for Multi/Super Specialty Hospitals to be set up outside Municipal Corporation limits, land up to 5 acres for 200 bed- ded hospitals and upto 10 acres for 500 bedded hospitals will be provided subject to the availability of land. The minimum capital invest- ment required is Rs 80 crore for 200 bedded hospitals and Rs 200 crore for 500 bedded hospitals, SAC approves Health Care Investment Policy, conduct of BDC polls Mohinder Verma JAMMU, Mar 8: To ensure proper law and order during the ensuing general elections, the Election Commission of India (ECI) has directed for prompt verification of arms licenses issued in Jammu and Kashmir during the period between 2012 and 2018 and accordingly Principal Secretary to Government Home Department has issued a set of instructions to the District Magistrates and police authorities for strict compli- ance in a time bound manner. According to the official sources, the matter related to the issuance of arms licenses in the State of Jammu and Kashmir came up for discussion in a meeting taken by the Election Commission of India during its recent visit to the State in the context of ensuing general elec- tions 2019. Keeping in view indiscrim- inate issuance of arms licenses within the State of Jammu and Kashmir by certain District Magistrates in the past few years, the Election Commission of India found it appropriate to get verification conducted promptly so as to check misuse of weapons obtained on the basis of such licenses during the forthcom- ing elections, sources said, adding "the objective behind verification is also aimed at cross-checking the credentials of the persons possessing arms licenses". Accordingly, the State Home Department reviewed the matter in the light of the discussions held in the meeting with the ECI and also in the context of the directions issued by the Government in the past. "Now, with a view to ensure maintenance of law and order in the State particularly during the ensuring general elections 2019, the Principal Secretary to Government, Home Department Shaleen Kabra has issued direc- tions to all the District Magistrates and concerned NEW DELHI, Mar 8: NEW DELHI, Mar 8: Giving another chance for mediation, the Supreme Court today ordered setting up a three-member panel headed by a former Apex Court judge F M I Kalifulla to explore a possible settlement of the decades-old politically sensi- tive Ram Janambhoomi-Babri Masjid land dispute in Ayodhya. Spiritual guru and founder of Art of Living foundation Sri Sri Ravishankar and senior advo- cate Sriram Panchu, well known for his mediation experience, will be the other two members of the panel. Interestingly, all the three men appointed by the Apex Court hail from Tamil Nadu where the Ayodhya dis- pute does not have much reso- nance. The mediation process in Faizabad of Uttar Pradesh, around 7 km from the twin city of Ayodhya, will commence within a week and the panel will submit a progress report within four weeks, the top court said in its order that came ahead of the upcoming Lok Sabha polls. It said the mediation pro- ceeding to be held “in-camera” and in “utmost confidentiality” will be completed within eight weeks which is the interregnum period granted earlier by the apex court to the parties in the main Ayodhya case to go through translations of oral and documentary evidences. A five-judge Constitution Bench headed by Chief Justice Ranjan Gogoi said it does not find any “legal impediment” to make a reference to mediation for a possible settlement of the dispute. “We therefore order accordingly, and having taken note of the names suggested by the parties, we are of the view that the following panel of mediators should be appoint- ed to go into the dispute with liberty to the mediators to co- opt other members of the panel, if so required,” it said. Declaring the names, the bench said: “Justice (retd) Fakkir Mohamed Ibrahim Kalifulla - Chairman, Sri Sri Ravi Shankar - Member, senior advocate Sriram Panchu - Member.” The bench, also comprising Justices S A Bobde, D Y Chandrachud, Ashok Bhushan and S Abdul Nazeer, was told earlier by Hindu bodies, except Excelsior Correspondent SRINAGAR/ JAMMU, Mar 8: Former Chief Minister and National Conference (NC) president Dr Farooq Abdullah today said that repressive measures and arrests in Kashmir won't yield any results, saying that dialogue is the only way to resolve issues. While addressing a gathering at his residence in Srinagar today, Farooq said that arresting people will not resolve anything in a sensitive State like Jammu and Kashmir where situation is always on the boil. "Such meas- ures will not help in creating a peaceful atmosphere here. It is only dialogue that holds the way out", he said. The NC president said that repressive measures won't prove effective to normalize situa- tion in Kashmir. "Banning socio-religious outfits also won't help. During Jagmohan's time JeI was banned, their schools and insti- tutions were closed. What was then Governor able to achieve by banning JeI? Eventually, they had to hold parleys with them. It is therefore reconciliation and rapprochement only that will solve all the contentious issues," he said. He lashed out at BJP and said that the ruling party is trying to polarize the electorate in the country in view of forthcoming Lok Sabha elections. Meanwhile, Harpal Singh Sanjeev Pargal JAMMU, Mar 8: Prime Minister Narendra Modi today declared that the Government has launched decisive battle against terror and it was com- mitted to uproot terrorism as he described yesterday's blast in Jammu as "an act of frustra- tion'' by the militants following bold steps taken against them. "Militants have realized that their end is near. They are frus- trated. It was the result of this frustration that they have target- ed Jammu again and triggered a blast yesterday. This (the blast) is a 'demon's effort' but our Government has been striking hard at the terrorism and will uproot it,'' Modi said in series of tweets after his address to a rally at Kanpur. Declaring that his Government was committed to finish off the terrorism, Modi said it was because of his Government’s steps that today terrorists, their mentors and those who were taking money from them, are badly frustrated. "We have taken one after the other bold decisions (against the terror). We have launched the decisive battle against terror- ism. We will def- initely win the war and uproot the terrorism,'' the Prime Minister said, adding that it was not Modi, who will end the terror but 125 crore people of India will unit- edly fight and end it. Seeking help of the people in war against terror, Modi said the citi- zens of the coun- try should be fully alert, united and fulfill their respon- sibility towards the nation. Coming down heavily on some "crazed people'', who beat- up Kashmiris in Uttar Pradesh, the Prime Minister, however, lauded Yogi Adityanath Government in Uttar Pradesh for taking prompt action against the accused and putting them behind the bars. "The Uttar Pradesh Government immediately acted against some "crazed people, who had targeted our Kashmiri brothers,'' he said and called upon all State Governments to act and take stern action in such incidents. Few days back, a video had gone viral showing Bajrang Dal activists beating-up two Kashmiri vendors in Lucknow evoking strong condemnation from the people all over. Uttar Pradesh Government has, how- ever, arrested the accused. Modi blamed the Opposition leaders for insulting the martyrs and benefiting Pakistan, in the country's war against terrorism. He said the country should be Waseem Ahmad SOPORE: The apple town of Sopore in North Kashmir's Baramulla district is in utter shambles due to apathy as the inhabitant's say they are being neglected for boycotting the elections. The Sopore constituency was represented by former Member Legislative Assembly Abdul Rashid Dar of Congress who defeated Nazir Ahmad Naikoo of People's Democratic Party (PDP) in 2014 Assembly elections with a margin of 2755 votes. Dar polled 8429 votes and Naikoo 5674. Residents of the constituen- cy said the problems like garbage disposal, land appropri- ation, lack of proper medical care, electricity and traffic woes are among the issues facing the once-pros- perous township. The residents, who are mostly associated with apple business, claimed that they are the highest tax payers but even the 10 percent of the money is not being spent on its develop- ment. As per the residents, the Sopore town is not too far from Baramulla district headquarters and should have been equipped with all modern facilities due to its proximity. However, the locals said they have been neg- lected systematically for their refusal to vote in the elections. "We are being deliberately neglected in terms of develop- ment as most of the people boy- cott the elections and refrain themselves from voting. Our legislators tell us straight away that people do not vote here, so they are not worthy of any development. Whenever, we approach the legislators with our complaints, they always gave the same reason," the resi- dents said. Sopore town continued to crumble under the garbage it produces as authorities fail for years to finalize a dumping site for the town's garbage due to which streets, markets, roads and riverbeds are getting over- whelmed by the garbage, pos- ing dangers to the environment, water and the health of resi- dents. The residents said that the town that was once called as "Chota London" for its prosper- ity has literally become the garbage town and the small roads and illegal encroachment of footpaths further adds to the chaos. "Sopore sees an overwhelm- ing traffic and shoppers daily. But nothing has been done to address the problems of traffic jam and vehicle parking issues of the people. "As long as India and Pakistan refuse to deal with their core dis- pute? the future of Kashmir? they Excelsior Correspondent JAMMU, Mar 8: As death toll in yesterday's grenade blast at General Bus Stand reached two, police arrested another suspect of South Kashmir from Chenani in Udhampur district when he was trying to escape to Kashmir after staying myste- riously in Jammu and was reportedly in touch with the Hizbul Mujahideen militant, who had lobbed the grenade. Police sources said they got specific information that another suspect from South Kashmir had reached Jammu along with Yasir Javed Bhat alias Arhan, who had lobbed the grenade at Bus Stand yesterday morning and was arrested in the evening from Nagrota when he too was trying to return to South Kashmir. The suspect has been identi- fied as Showkat Ahmad Bhat of Kulgam district in South Kashmir. Police said they developed some leads during questioning of Yasir and investigations of Bus Stand grenade blast, which indicated that Yasir might have been helped by another associ- ate. Some clues were gathered and finally Bhat was detained from Chenani on Jammu- Srinagar National Highway when he too was trying to return to Kashmir from Jammu, like Yasir Bhat.
