The residents in South Kashmir's districts said that the petrol pumps have run dry in the area. They said that diesel is available but for last two days, the pumps have run out of petrol. However, in Srinagar the petrol and diesel were still avail- able but won't last for more than couple of days. The Liquified Petrol Gas (LPG) of Indian Oil and Bharat Petroleum is out of stock as these two companies have no bottling plant in the Valley. Jagmohan Raina, one of the leading distributors of the Indian Oil LPG said that for last four days they are out of stock due to closure of the highway. "The IO normally distributes 8, 000 cylinders daily but these days we are having no stocks", he said. The residents in South Kashmir said that even HP gas is not available in the area but in Srinagar and North Kashmir the LPG is still available but if the road is not re-opened in few days the stocks of the HP will also exhaust. Normally around 20, 000 cylinders are distributed in Kashmir valley daily but these days only one fourth is available. As per the Mutton Dealers Association there is no mutton available as the road this winter remained mostly closed. However, wherever the mutton is available, it is being sold at exhorbitant rates. Ghulam Mohammad, a resident of Srinagar said that he got mutton Excelsior Correspondent SRINAGAR, Feb 11: The State High Court today directed the Government to file report with regard to relooking the purchase and procurement of nutritional items supplied to the Anganwari centers in the State on next date. The Division Bench of Chief Justice Gita Mittal and Justice Sanjeev Kumar today sought the report from the State on relooking the issue of supplying of nutritional items to the Anganwari centers in the State. The Court was informed that the nutritional items are not of standard quality which are being supplied to the children in these centers. The State counsel today informed the Court that the department Social Welfare Department (SWD) has taken up the matter for changing the man- ner in which nutritional items were supplied to these Centers and the Court after these sub- missions sought the report on the issue. The contract as per the peti- tioner counsel has been given to a firm - M/s Rattan Oil Mills - which has already been black listed and the case is also pend- ing against the said firm in a Court of law for supplying adul- terated food items. As proof petitioner has already placed on record of prosecutions launched by the prosecuting authority (Designated officer under Food Standard Safety Act) against M/s Rattan Oil Mills from whom biscuits have been ordered to be supplied. Rattan Oil Mills appears to be manu- facturing sub-standard bis- cuits for which it is facing mul- tiple prosecutions not only in Kashmir division but in Jammu division as well. The biscuits constitute an important nutritional item sup- plied to thousands of Anganwadi centers across the State. Similarly from one Wani Brothers, Channa is being pro- cured which is totally misbrand- ed as per the test report submit- ted by Food Standard and Safety department. The Food Safety Department which is a necessary member for monitoring committee has been removed from the committee in order to avoid the proper check- ing of nutritional items to the centers. It is Ministry of Women and Child Development Union of India to provide the funds for the Mohinder Verma JAMMU, Feb 11: Though nearly two months have lapsed since the enactment of Act by the Governor Satya Pal Malik yet the Government has not set into motion process for making Jammu and Srinagar Metropolitan Region Development Authorities functional. The intensity of dilly-dallying approach can be gauged from the fact that even areas to be brought under these Authorities have not been identified till date. On December 16, 2018, the Governor Satya Pal Malik enact- ed the Jammu and Kashmir Metropolitan Region Development Authorities Act in exercise of the powers vested under Proclamation No.P-1/18 dated June 20, 2018. It was officially stated at that time that these Metropolitan Region Development Authorities will play crucial role in co-ordinating and supervising the proper, orderly and rapid development in the areas in such Regions and execute plans, proj- ects and schemes for such devel- opment. The foremost step towards the implementation of the Act was to notify the areas to be brought under these Metropolitan Region Development Authorities and simultaneously making appointment of Chief Executive Officers (CEO) and other staff in order to make these Authorities functional. However, despite lapse of nearly two months no exercise has been conducted for making these Development Authorities functional, official sources told EXCELSIOR while disclosing that even Metropolitan Regions have not been notified by the Housing and Urban Development Department till date. They disclosed that vide Communication No.HUD-133 dated January 15, 2019 the Housing and Urban Development Department had directed the Divisional Commissioners of Kashmir and Jammu to propose areas to be brought under the Metropolitan Regions of Jammu and Srinagar by or before January 28, 2019. However, the Divisional Commissioners failed to accomplish the task within the specified time-frame. This can be gauged from the communi- cation dated February 8, 2019 of the Housing and Urban Development Department to the Divisional Commissioners of Jammu and Kashmir which read: "Please refer the depart- ment's earlier Communication No.HUD-133. The desired information is still awaited from your end. Accordingly, you are requested to send the requisite information by or before January 15, 2019 posi- tively". "Unless the areas to be brought under Metropolitan Regions are identified and noti- fied the Authorities cannot be made functional as this is the foremost and vital exercise", an officer of the Housing and Urban Govt dilly-dallying on making Metropolitan Region Development Authorities functional Sanjeev Pargal JAMMU, Feb 11: In anoth- er major snub to National Conference a n d People’s Democratic P a r t y (PDP), Governor Satya Pal Malik has ruled out sanction of any more divisions in Jammu and Kashmir and announced for- mation of high-level Committee of Secretaries, headed by Principal Secretary, Planning Development and Monitoring Department (PDMP), Rohit Kansal, to take up the issues raised by the peo- ple of Kargil following grant of divisional status to Ladakh. Speaking to reporters, the Governor said this (the grant of divisional status) was long standing demand of Leh and Kargil, which has been conced- ed by the Government. "It was necessary (to grant divisional status to Ladakh),'' he said. In response to a question on demand raised from some quar- ters especially by National Conference and PDP for divi- sional status to 'Chenab Valley' and Pir Panjal range, Malik replied in negative. National Conference and PDP have been openly support- ing the demand for grant of divi- sional status to ‘Chenab Valley' comprising Doda, Kishtwar and Ramban districts and Pir Panjal range including twin border dis- tricts of Rajouri and Poonch. National Conference vice president and former Chief Minister Omar Abdullah had gone to the extent of declaring that when his party is voted to power, it will grant divisional status to `Chenab Valley' and Pir Panjal range. However, the BJP has categorically opposed such a demand saying it was motivated by vested political interests of the two parties (NC and PDP). "It (divisional status) was imperative for both the dis- tricts of Leh and Kargil,'' Malik said. Govt may terminate NHM employees Excelsior Correspondent JAMMU, Feb 11: Taking serious note of the affected patient care in the hospitals across the State due to ongoing strike of NHM employees, Government has directed all the Deputy Commissioners to issue notices to the protesting employ- ees for resuming work within 48 hours failing which their servic- es will be terminated. Official sources told EXCELSIOR that the Deputy Commissioners have also been directed to ensure that no pay- ment of wages is made to any NHM employee during the peri- od of absence from duty. The Assembly constituency of Khansahib falls under Srinagar Parliamentary con- stituency. The constituency is in central Kashmir's Budgam dis- trict and has 160 villages and the villages fall in the CD blocks of Khag, Beerwah, Budgam and Khansahib. The constituency has been a strong hold of former Independent MLA, Hakeem Mohammad Yaseen, who has been representing the con- stituency since 2002. In 2014, he defeated Saifudin Bhat of People's Democratic Party (PDP) with a margin of 1109 votes and retained the seat for the third consecutive time. Yaseen polled 26649 votes while Bhat polled 25540 votes. The residents of the village Kandoora said that being one of the largest amongst the villages of Khansahib constituency, it faces a lot of problems due to dilapidated condition of link roads as it is full of potholes and is in need of macadamization. They said the up-gradation of the High School to Higher Secondary level is a long pend- ing demand of the villagers as the High school was established in 1971 but the demand was never fulfilled despite approaching the MLA several times. Inhabitants in Krimshore village, the entry point to Khansahib area, fume at their representative blaming him for carrying out "partial" develop- ment works in the constituency. "Our former MLA has been unfair and partial in sanctioning works to our area. Krimshore is centrally located surrounded by 30 villages like Bugroo, Parnew, Wagadh, Dreigam, Bogund, Choudhrybag, Nanzbal and Khasiporm and it should have the status of either a CD block or tehsil. All the bylanes and lanes in these vil- lages are dilapidated," Ghulam Mohammad Khan, a resident said. He said Krimshore is the central market for many sur- rounding villages. A warning to this effect by the NTPC was issued today and came at a time when entire Jammu and Kashmir especially the Kashmir and Ladakh regions were reeling under extreme cold with temperature dipping to minus in several areas and already there was power crisis in many parts of the State includ- ing Doda and Kishtwar. A notice issued by the NTPC to Jammu and Kashmir Government said it will regulate power supply to the State for not clearing Rs 1,985 crore dues and asked the State to either clear the pending dues or face blackout. The NTPC notice pointed out that out of Rs 1985 crore, Rs 1626 crore dues are outstanding for last more than 60 days and were required to be cleared urgently. Jammu and Kashmir can lose power supply of 939.03 Mega Watts from NTPC's plants including Dadri, Koldam, Farakka, Auraiya, Rohiand and Unchahar if the dues were not cleared by the State Government, sources said. NTPC has been supplying around 940 mw of power to Jammu and Kashmir from vari- ous power stations. "For more than two years now the payment from Jammu and Kashmir has been irregu- lar and as on date the out- standing dues of NTPC have reached a staggering Rs 1985 crore," sources disclosed. They said Jammu & Kashmir's electricity demand is around 1,950 MW. The NTPC has been follow- ing up at various levels with Power Development Department of the State for real- ization of payments. "However, there has been no significant improvement in payment posi- tion," they added. The NTPC notice said the power supply to Jammu and Kashmir would be regulated from 00:00 hours of February 19. "In case of outstanding dues or in case the required letter of credit or any other agreed pay- ment security mechanism is maintained as per the agree- ment, the generating company may serve a notice for regulation of power supply on the default- ing entity, for reducing the drawl schedule,'' the NTPC said. Government today sought per-mission from the SupremeCourt to circulate a letter to par-ties for adjourning upcominghearing on pleas challenging theconstitutional validity of Article35A, which provides specialrights and privileges to nativesof State, saying there was no“elected Government” in theState.

The Apex Court is sched-uled to hear during the week thepetitions challenging the Article35A.

JAMMU, Feb 11: In whatcould spell serious trouble onelectricity front in Jammu andKashmir especially when thewinter was at its peak in theentire State, the NationalThermal Power Corporation(NTPC) today asked the StateGovernment to clear Rs 1985crore worth due or face black-out by February 19.

A warning to this effect bythe NTPC was issued today andcame at a time when entireJammu and Kashmir especiallythe Kashmir and Ladakh regionswere reeling under extreme coldwith temperature dipping tominus in several areas andalready there was power crisis inmany parts of the State includ-

ing Doda and Kishtwar.A notice issued by the NTPC

to Jammu and KashmirGovernment said it will regulatepower supply to the State for notclearing Rs 1,985 crore dues andasked the State to either clear thepending dues or face blackout.

The NTPC notice pointedout that out of Rs 1985 crore, Rs1626 crore dues are outstandingfor last more than 60 days andwere required to be clearedurgently.

Jammu and Kashmir can losepower supply of 939.03 MegaWatts from NTPC's plantsincluding Dadri, Koldam,Farakka, Auraiya, Rohiand andUnchahar if the dues were not

cleared by the StateGovernment, sources said.

NTPC has been supplyingaround 940 mw of power toJammu and Kashmir from vari-ous power stations.

"For more than two yearsnow the payment from Jammuand Kashmir has been irregu-lar and as on date the out-standing dues of NTPC havereached a staggering Rs 1985crore," sources disclosed.

They said Jammu &Kashmir's electricity demand isaround 1,950 MW.

The NTPC has been follow-ing up at various levels withPower DevelopmentDepartment of the State for real-

ization of payments. "However,there has been no significantimprovement in payment posi-tion," they added.

The NTPC notice said thepower supply to Jammu andKashmir would be regulatedfrom 00:00 hours of February19.

"In case of outstanding duesor in case the required letter ofcredit or any other agreed pay-ment security mechanism ismaintained as per the agree-ment, the generating companymay serve a notice for regulationof power supply on the default-ing entity, for reducing the drawlschedule,'' the NTPC said.
