According to a notification in this regard, issued by the Union Ministry of Home Affairs, Jamaat-e-Islami ( JeI) has been indulging in activities, which are prejudicial to internal security, public order and have the potential of disrupting the unity and integrity of the coun- try. "The Central Government is of the opinion that JeI is in close touch with militant outfits and is supporting extremism and mili- tancy in Jammu Kashmir and elsewhere," read the notifica- tion, which was issued after a high level meeting on security, chaired by Prime Minister Narendra Modi, held at New Delhi, this evening. Jamaat-e-Islami is believed to be the political outfit of banned terrorist organisation Hizbul Mujahideen, led by Syed Salahuddin, who had crossed over to Pakistan in late eighties and has been coordi- nating the Kashmir based mil- itant outfits as chief of United Jehad Council. Stating that JeI is involved in anti-national and subversive activities in the country intended to cause disaffection, the Central Government further opined that if the unlawful acts of the outfit are not curbed and controlled immediately, it is likely to esca- late its seditious activities, including attempt to carve out an Islamic State out of the territory of Union of India by destablis- ing the Government established by law. "Jel is supporting claims for secession of a part of the Indian territory from the Union and supporting terror- ist and separatist groups fight- ing for this purpose by indulging in activities and articulations intended to dis- rupt the territorial integrity of India," says the notification adding that if not banned, it would continue advocating secession of the State of J&K from the Union of India while disputing the accession. Fearing that unlawful activi- ties of JeI would escalate seces- sionist movements, support mil- itancy and incite violence, which are prejudicial to the integrity and security of the country, the Government rea- soned that having regard to its activities, it was necessary to declare the JeI to be an unlawful association with immediate effect. "In exercise of the powers conferred by sub-section (1) and (3) of section 3 of Unlawful Activities (Prevention) Act, 1967 (37 of 1967), the Central Government hereby declares the Jamaat-e-Islami, Jammu and Kashmir as an 'unlawful associ- Excelsior Correspondent JAMMU, Feb 28: The Union Cabinet today amended a Clause of contentious Article 370, which gives special status to Jammu and Kashmir, for giving reservation in promo- tion benefits to Scheduled Castes (SCs) and Scheduled Tribes (STs) and approved State Government proposals to accord 10 percent reserva- tions to Economically Weaker Sections among General cate- gories and three percent reser- vations to the people living on the International Border (IB) along with the people of Line of Control (LoC) in Government jobs and educa- tional institutions. The decisions were taken at the Cabinet meeting chaired by Prime Minister Narendra Modi. All three Ordinances have to be promulgated by the President of India as the State was under President's rule. Official sources said the Cabinet approved the order for giving reservation benefits to Economically Weaker Sections and for promotion in Government jobs to Scheduled Castes and Scheduled Tribes in Jammu and Kashmir. "It will serve the purpose of application of relevant pro- visions of the Constitution of India, as amended through the Constitution (Seventy Seventh Amendment) Act, 1995 and Constitution (One hundred and third Amendment) Act, 2019 for Jammu and Kashmir by issuing the Constitution (Application to Jammu and Govt imposes ban on Jamaat-e-Islami J&K Excelsior Correspondent JAMMU, Feb 28: The State Administrative Council, which met here today under the chairmanship of Governor Satya Pal Malik, has accorded its approval for the inclusion of 66 more villages and ham- lets across Jammu and Kashmir in the list of Backward areas, thus enabling their inhabitants to avail the benefits of reserva- tion. With the inclusion of these 66 hamlets, including 24 from Jammu and 42 from Kashmir division, the total number of vil- lages in the list of Backward areas, has now reached to 2763. The lists of new villages were submitted to the Social Welfare Department last year by the State Commission for Backward Classes after examin- ing various representations and then verifying the claims through different official agen- cies, particularly the concerned district administration. Among the 24 villages of Jammu division, which have been accorded RBA status, four are in Jammu district, six in Samba, seven in Ramban, four in Kathua and one each in Poonch, Rajouri and Doda districts. From Kashmir division, 14 villages in Kupwara, seven in Anantnag, four each in Baramulla and Pulwama, five in Kulgam, two each in Budgam, Ganderbal and Shopian and one each in Bandipora and Srinagar have been included in the list of RBA. Among the newly included RBA villages in Jammu district, Kangral Sangral, Nara, Doke Jagir and Paya-Chak are located in Akhnoor tehsil while among those in Kathua district, Gortha- Riadandi, Rampore and Sukrala are in Billawar tehsil and Thana in Basohli tehsil. The villages in Samba dis- trict, which have been included in the list of RBA, are; Kard, Rayour, Begoon, Nun, Jeed and Bupniar-Garh while Marhote in Surankote tehsil, Kakora in Rajouri and Lerote in Bhaderwah are among the new RBA villages in Poonch, Rajouri and Doda districts, respectively. Seven villages of Ramban district included in the RBA list, are; Bandera, Thopal, Barthal, Sanasar, Chilla and Sana in Batote tehsil besides Sincha in Ramban tehsil. Mohinder Verma JAMMU, Feb 28: Despite facing immense difficulties in timely clearing electricity pur- chase bills, the State Government would not be able to get power generation and distribution tariff revised for the third consecutive year as State Electricity Regulatory Commission (SERC) will become completely functional from July this year when sen- ior IAS officer Lokesh Dutt Jha will join as its Chairman following his superannuation. The appointment of Lokesh Jha as Chairman of the SERC was cleared by the State Administrative Council (SAC) headed by Governor Satya Pal Malik today but it has been men- tioned in the decision that he will join after his retirement in June, which means Commission will become fully functional from July. Presently, Jha is Vice- Chairman/Director General of J&K Institute of Management, Public Administration and Rural Development. As far as two Members of the Commission are concerned, M R Andrabi, former Director General Codes, has already joined while as Shamsher Manhas, a reputed engineer, has yet not joined for want of certain clarifications from the State Government. As per the provisions of Jammu and Kashmir State Electricity Regulatory Commission Act, 2000 and Regulations made by the Commission, every year the Power Development Department (PDD) and Power Development Corporation (PDC) are required to submit petitions seeking revision of power generation and distribu- tion tariff. This would speed up development projects. The SAC decided that the Divisional Commissioner con- cerned will be authorised to decide the cases relating to transfer of state/departmental land exceeding 10 kanals and up to 100 kanals (free from encumbrances) to the State Government department (s) for public purposes/ developmental programmes, within his territori- al jurisdiction. Similarly, the Deputy Commissioner concerned shall be authorized to decide the cases relating to transfer of State land upto 10 kanals (free from encumbrances) to the State Government department (s) for public purposes/developmental programmes, within his territori- al jurisdiction. The SAC approved that cases relating to transfer/ lease of State/ departmental land to State Government department(s) exceeding 500 kanals and trans- fer of any quantum of land, trans- fer/ lease of State/ departmental land, to Government owned cor- Frustrated by air raids, Pak targets civilians; uses Howitzer artillery fires Sanjeev Pargal JAMMU, Feb 28: After suffering heavy losses in air strikes by India, Pakistan army today activated almost all major sectors on the Line of Control (LoC) in twin bor- der districts of Poonch and Rajouri pounding forward posts of the troops and civilian areas with long range mortars, 105 mm Howitzer guns and heavy fire arms, killing a girl and injuring two others including an Army soldier, who had come to his house on leave. It was virtually a war-like situation in most parts of the LoC especially Mendhar, Mankote, Balakote, Khari Karmara and Degwar sectors of Poonch district and Nowshera and Sunderbani sectors in Rajouri district, where mortar shells fired by Pakistan troops landed deep inside the civilian areas, spreading panic and fear among the people, who confined themselves to houses or bunkers. This was for the first time that Pakistan army used artillery fire with Howitzer 105 mm guns to target civilian areas in the past many years. The Howitzer guns were used in Nowshera sector of Rajouri district and its shells fell in Kalal area of Nowshera sector but fortunately missed the intended targets and there were no losses. According to sources, more than 70 villages and forward posts were targeted in Pakistan army's shelling and firing in the two districts. Pounding of the civilian areas by the Pakistan army continued throughout the day and in some areas, it was going on till late tonight. The Indian side retaliated Pakistan shelling and firing very effectively at all the places. Northern Command chief Lt Gen Ranbir Singh also visited some of the forward areas on the LoC in Rajouri district and reviewed operational prepared- ness of the troops to meet with any eventuality from the Pakistan side. Such was intensity of Pakistan's shelling that number of mortar shells landed close to Mendhar town, triggering panic. Entire Mendhar bazaar was closed immediately after the shells started falling close to the town. Government officers were also closed. Educational institutions up to 10+2 level had already been closed within five kilometer radius of the International Border (IB) and LoC in five dis- tricts including Jammu, Samba, Kathua, Poonch and Rajouri. Official sources pointed out that Pakistan army was frustrat- ed after Indian air raids deep inside Pakistan at Balakote in Haresh Singh JAMMU WEST: People of Jammu West Assembly con- stituency, who had voted the then State BJP president, Sat Pal Sharma with much fanfare and enthusiasm and made him victo- rious with highest margin of 51,000 in the State, today felt dejected and very badly let down by their representative as major- ity of the people repented their choice, which they had made at the call of Prime Minister Narendra Modi. "We voted Sat Sharma because he was well educated, and had made tall promises to address our issues and above all, was representative of Narendra Modi and Amit Shah, on whom we still have full faith. Apart from common prob- lems of electricity, water, roads and insanitation, people in Jammu West Assembly con- stituency have been facing virtu- al crisis in view of traffic mess for which former MLA, Sat Pal Sharma, who also remained Cabinet Minister for Housing and Urban Development, albeit for few days, failed to draw any roadmap with concerned author- ities to overcome the problem. Roads from New Plot to Janipura Colony, Jewel Chowk to Canal Road and further up to Talab Tillo and parts of BC Road, have become major issue in Jammu West Assembly seg- ment for which the people felt, their representative did nothing despite being MLA of the ruling party, followed by the Cabinet Minister. JAMMU, Feb 28: With aview to ensuring timely com-pletion of developmental proj-ects in the State and cut downprocedural delays, the StateAdministrative Council (SAC)which met here today underthe chairmanship of Governor,Satya Pal Malik decided todelegate the powers regardingtransfer of State/departmentalland to the GovernmentDepartments in favour ofDivisional Commissioners andDeputy Commissioners to theextent of 100 kanals and 10kanals respectively. Thiswould speed up developmentprojects.

The SAC decided that theDivisional Commissioner con-cerned will be authorised todecide the cases relating totransfer of state/departmentalland exceeding 10 kanals andup to 100 kanals (free fromencumbrances) to the StateGovernment department (s) for

suffering heavy losses in airstrikes by India, Pakistanarmy today activated almostall major sectors on the Lineof Control (LoC) in twin bor-der districts of Poonch andRajouri pounding forwardposts of the troops and civilianareas with long range mortars,

105 mm Howitzer guns andheavy fire arms, killing a girland injuring two othersincluding an Army soldier,who had come to his house onleave.

It was virtually a war-likesituation in most parts of theLoC especially Mendhar,Mankote, Balakote, KhariKarmara and Degwar sectors of

Poonch district and Nowsheraand Sunderbani sectors inRajouri district, where mortarshells fired by Pakistan troopslanded deep inside the civilianareas, spreading panic and fearamong the people, who confinedthemselves to houses orbunkers.

This was for the first timethat Pakistan army usedartillery fire with Howitzer105 mm guns to target civilianareas in the past many years.

The Howitzer guns were usedin Nowshera sector of Rajouridistrict and its shells fell inKalal area of Nowshera sectorbut fortunately missed theintended targets and therewere no losses.

According to sources, morethan 70 villages and forwardposts were targeted in Pakistanarmy's shelling and firing in thetwo districts. Pounding of thecivilian areas by the Pakistanarmy continued throughout the

day and in some areas, it wasgoing on till late tonight.

The Indian side retaliatedPakistan shelling and firing veryeffectively at all the places.Northern Command chief LtGen Ranbir Singh also visitedsome of the forward areas on theLoC in Rajouri district andreviewed operational prepared-ness of the troops to meet withany eventuality from thePakistan side.

Such was intensity ofPakistan's shelling that numberof mortar shells landed close toMendhar town, triggering panic.Entire Mendhar bazaar wasclosed immediately after theshells started falling close to thetown. Government officers werealso closed.

Educational institutions upto 10+2 level had already beenclosed within five kilometerradius of the InternationalBorder (IB) and LoC in five dis-tricts including Jammu, Samba,Kathua, Poonch and Rajouri.
