Parks and Recreation Report July 2020 Memorial Park project The Park Board approved the final design for the Memorial Park project at a June 23 meeting. Project details include: - The City Council bonded for $1.3 million for the Memorial Park project. Of that, $223,000 was used toward the purchase of the Brainerd Industrial Center parking lot on the west side of Memorial Park. Staff applied for a DNR Outdoor Heritage Grant but he application was not selected. This grant opportunity will be available again for 2021. - WSB was chosen as the engineer/architect for the project and worked with the Park Board on the final design (see attached). Bids will soon be sought, and construction will begin within the next few months. - There is a Dec. 1 deadline to complete the warming house/pavilion, two hockey rinks and a pleasure rink. Other entities in the design, which may be completed this year or early in 2021, will include a splash pad, playground, and an 8' bituminous trail from the Mills Field parking lot to the parking lot on the west side of the property. These will be completed as funds permit. - The 200' x 80' hockey rink will include 5 pickleball courts and the 100' x 80' hockey rink will convert to a basketball court. Staff indicated the pickleball courts could be used by the public but is also planning to start leagues and provide lessons. Staff has communicated with the Brainerd Basketball Association for possible summer leagues. - The splashpad committee has raised a little more than $80,000 and the Park Board will possibly be requesting capital improvement funds. The total cost of the 50’ foot diameter splashpad is determined by the type and number of water structures. - Future concepts in the design include a disc golf course, a pavilion next to Field 3, a fourth softball field, and a trail loop around the park. Program RFPs The Park Board is considering sharing recreation services beginning in 2021 and plans to send RFPs to organizations and associations. Proposals may cover only a portion of the existing programs, all the existing programs, or options for both. The RFPs are expected to be sent to various organizations and associations in July. Proposal requirements, which will be presented to the Park Board at its July 14 meeting, include: 1. An organization may have their own ideas for programs and will be asked to indicate how it would manage the program, including any changes. 2. The RFPs are expected to be sent to various organizations and associations in July. Proposal requirements, which will be presented to the Park Board at its July 14 meeting, include:

1. An organization may have their own ideas for programs and will be asked to indicate how it would manage the program, including any changes.

2. Listing the programs an organization would be willing to manage.

3. Indicating if there would be a fee charged to the City of Brainerd to manage programs, and if so, stating how that fee would be calculated.

4. Indicating how the organization would do registrations, organize teams, purchase equipment and jerseys, secure sponsorships, secure volunteer coaches, hire and schedule umpires and hire and seasonal employees.

5. An agreement for City field usage fees would need to be negotiated between the Brainerd Park Board and interested parties.

6. If City facilities are used, the City reserves the right to set insurance requirements. 7. Describing the organization’s background and experience in managing youth and adult

activities. 8. The organization’s current operating budget.

Parks survey Staff is creating a survey for community feedback on park facilities and programs. The survey questions will be discussed at the July 14 Park Board meeting. Buffalo Hills Trail Staff installed three benches and signage indicating distances to parks and restrooms along the Buffalo Hills Trail. The benches were placed between Buffalo Hills-Lions Park and Kiwanis Park. The signs were placed on the west and south portions of the trail. Funds for the benches and signs were provided from a Crow Wing Energized grant. Boat launch dock and piers Staff constructed a floating dock to replace the dock at the Rice Lake boat launch in Lum Park. Because of the muck, the old dock kept sinking and could not be kept level. Adult softball The adult softball leagues will begin July 6 and have a 12-week season. Teams will only play one game per night, rather than doubleheaders, so social distancing can be better maintained for players and fans between games. Each player will need to sign a Preparedness Plan before they can play, umpires will stand off to the side to call pitches, and players will be asked to use their own equipment. Tournaments cancelled The Gopher State Tournament of Champions 15 & Under state baseball tournament, scheduled July 17-19, has been cancelled since teams have not been able to play games. Brainerd hosts this tournament each summer at Mills, Adamson, CLC and Forestview fields. All five of the state qualifier baseball tournaments scheduled at Bane and Jaycees parks in June were cancelled. The Haapajoki slow-pitch softball tournament, scheduled July 11-12 at Memorial Park, has been cancelled.
