The centre directors were speaking at an IDA Global Market Forum on “Understanding International ICT Trends and Opportunities”. Their presentations were focused on India, China, the Middle East and the United States (US).

Commenting on the business environment in the Middle East, Mr Shaik Umar, IDA Centre Director for the region, said to be successful, companies must spend time to understand the culture and study the market before making their first move. “For example, when doing business in the Middle East, you don’t talk business until your host opens up that subject,” he said. While price is important, gaining the confidence of the key decision maker is more crucial, he added.

This is the advice that overseas centre directors from the Infocomm Development Authority of Singapore’s (IDA) have for entrepreneurs wishing to conquer overseas markets.

management system, which accommodated patient registration and paper records for their medical files. While efficient, HMG saw the need for a system that could do more to achieve their organisation’s growth plans and align with its customer-centric approach. Additionally, HMG’s constant expansion of its medical services in Singapore and in the region required a system that could be easily replicated across different markets.

These factors were taken into consideration and the need for an end-to-end solution was identified. This solution would help increase efficiency, offer patients a uniform experience across all clinics and ultimately, provide a higher level of patient care.

“With technology evolving at breakneck speed, and the increasing number of patients under our care, we required a solution to help our staff be more efficient and at the same time, keep human errors at a minimal level,” said Dr Jong.

Solution

In 2008, HMG opted for CrimsonLogic’s acclaimed ClinicWeaver, an easy-to-use and effective tool to control the clinic’s resources, time management and patients’ requirements.

Originally a web-based solution, ClinicWeaver was first adopted by low-traffic clinics. As patient volumes increased, the clinics began to adopt a hybrid version of the solution catering to users who wished to work offline, as well as allowed authorised online users to access data from any place, at any time.

In the course of customising the hybrid version of Clinicweaver, the synthesis of CrimsonLogic’s technical know-how and HMG’s domain knowledge led to the creation of enhanced new features - Drug Transfer and Doctor Consult modules. The end result is complete computerisation of HMG’s entire operations, creating a centralised data management system that benefits the medical, billing and purchasing teams.

The customised hybrid version of ClinicWeaver served as a one-stop solution for HMG as the management of key functions such as patient information, corporate client and medical plans, inventory control, patient accounting and other clinical aspects of operation, could now be easily organised.

By automating the workflow, ClinicWeaver helped clinic assistants in their day-to-day operations. The system’s administrative functions allowed the generation of reports and government submissions, invariably streamlining the group’s overall operations. Being government-compliant ready, ClinicWeaver can rapidly scale to handle the demands of higher transaction volumes. The recently announced change to Singapore’s Primary Care Partnership Scheme (PCPS) is one example. Providing affordable healthcare for the needy, the scheme’s new patient eligibility criteria marked an 800% increase in patients from 80,000 to 700,000. However, ClinicWeaver’s PCPS online submission allowed HMG to maintain its current staff strength, instead of hiring additional people to handle the PCPS claims validation and submission if it were manual.

The purchasing team is now able to check the real-time stock balance across the clinics island-wide, ensuring that each clinic has sufficient drugs for patients. Separately, we have also expanded into Chile, winning a new project in June 2012 to design and build a Trade Facilitation Single Electronic Window. Partnering with Everis Chile, the Single Electronic Window system is targeted to enhance efficiencies and streamline operations of foreign trade export, import and transit of goods in the country.

We observe increasing demand for eGovernment services in the region and expect this trend to continue. We congratulate CrimsonLogic on their success and look forward to continuing our partnership as they grow further in Latin America,” said Mr G. Besides the Caribbean region and Chile, we have also established a stronger presence in Panama. Our flagship project was the Automated Data CollectionSystem for the Panama Canal Authority (secured in 2004).

In 2009, we were awarded a contract to build and maintain an integrated customs management system (SIGA) for the Panama Customs Authority; it was subsequently launched in July 2012.

We have also successfully launched an automated traffic document management system for the Colon Free Zone Administration – the second largest free zone in the world and the largest in the Americas. As a testament to the effectiveness of our solutions, the Administration awarded us additional contracts to develop a Disaster recovery System and extended our maintenance services for another three years in September 2102.

Moving forward, we will be using Panama as our business development and operations support hub to further our footprint in Latin America.

CrimsonLogic has been setting a strong momentum in expanding its business footprint in Latin America. To date more than US$50 million worth of projects have been secured and implemented.

One of our latest wins came from the Ministry of Trade and Industry of the Government of Trinidad and Tobago in August this year. The project was to build and maintain the second phase of the current TTBizLink – a one-stop business facilitation system for stakeholders and government agencies to collaborate and process permits online efficiently. This was an extension from the successful rollout of a Phase 1 contract secured in 2010.

ExPErIENCE IN TrADE FACILITATION WITH KENYA

Singapore Cooperation Enterprise (SCE) has signed a contract with the Kenya Trade Network Agency (KENTrADE) - an agency under the Kenyan Ministry of Finance, to design and implement the Kenyan Electronic Single Window System (KESWS).

Under the contract, SCE will partner CrimsonLogic to implement a new trade facilitation solution in Kenya. The KESWS will enhance the efficiency of cross-border trade at Kenyan seaports, airports and border posts. When fully deployed, the system will enable traders to electronically submit documents to the relevant agencies to facilitate faster and more transparent cargo clearance. Agencies in Kenya can also share and exchange these related documentation electronically.

Beside cargo clearance, the system will also streamline trade permit and license applications, increase administrative efficiency and provide significant cost savings to the Kenyan trading community.

Mr. Kong Wy Mun, Chief Executive Officer of SCE said, “SCE’s project with Kenya represents a significant step towards widening its footprint and engagements in Africa. We are happy to share Singapore’s expertise and experience through this trade facilitation programme and trust that it would contribute positively towards Kenya’s own growth and development as a nation.”
