    ANNUAL REPORT OF THE PRESIDENT OF THE EXECUTIVE COMMITTEE

    1. Presented below, in compliance with Article 9.C of the Constitution of the Pan American Health Organization, is the report on the activities carried out by the Executive Committee and its various subcommittees between September 2005 and September 2006. During that time, the Executive Committee held two sessions: the 137th Session, on 30 September 2005, and the 138th Session, from 19 to 23 June 2006. The Subcommittee on Planning and Programming held its 40th Session from 20 to 22 March 2006.

    2. The Members of the Executive Committee during the period covered by this report were Antigua and Barbuda, Argentina, Barbados, Canada, Chile, Costa Rica, Cuba, Panama, and Venezuela. Both the sessions were attended by representatives of all nine Members. The 137th Session was also attended by observers for Mexico, Puerto Rico, and the United States of America. The 138th Session was attended by observers for Brazil, Mexico, Paraguay, Spain, Trinidad and Tobago, and the United States of America. In addition, three intergovernmental organizations and six nongovernmental organizations were represented.

    3. The following Members were elected to serve as officers for the 137th and 138th Sessions: Argentina (President), Costa Rica (Vice President), and Canada (Rapporteur).

    4. During the 137th Session, Venezuela was elected to serve on the Subcommittee on Planning and Programming on the expiration of the period of office of the United States of America on the Executive Committee. Panama was elected to serve on the Standing Committee on Nongovernmental Organizations on the expiration of the period of office of the United States of America on the Executive Committee.

    5. The Committee set the dates for the 40th Session of the Subcommittee on Planning and Programming (SPP), the 138th Session of the Executive Committee, and

  • CD47/5 (Eng.) Page 2 the 47th Directing Council. The Committee also proposed topics for the agenda of the Subcommittee on Planning and Programming.

    6. In addition, the Committee discussed a proposal for streamlining the governance mechanisms of PAHO, prepared by the Secretariat pursuant to a decision taken by the Executive Committee at its 136th Session. The Committee decided to form a working group to examine and make recommendations on various governance issues. The working groups recommendations were presented to the 138th Session of the Executive Committee.

    7. The Committee also discussed two program policy matters: Implications for the Region of the Americas of the International Health Regulations and Contingency Plan for an Influenza Pandemic.

    8. At the 137th Session, the Committee adopted nine decisions, which appear, together with a summary of the Committee's deliberations on each item, in the Final Report of the 137th Session (Annex A). 9. During the 138th Session, the Committee appointed the delegates of Argentina and Costa Rica to represent it at the 47th Directing Council, 58th Session of the WHO Regional Committee for the Americas, and selected the representatives of Antigua and Barbuda and Chile to serve as alternates for Argentina and Costa Rica, respectively. The Committee also approved a provisional agenda for the 47th Directing Council. The Committee heard reports from the Subcommittee on Planning and Programming; the Working Group on Streamlining the Governance Mechanisms of PAHO, the Award Committee of the PAHO Award for Administration; and the Standing Committee on Nongovernmental Organizations. 10.
