Nimby to Yimby Cultivating Housing Advocates & Changing the Narrative Continued growth in multi-family residential development throughout the region over the past 3-years has pushed some communities NIMBYs into over-drive. This is in stark contrast to HCD’s recently issued report which indicates that California is in the midst of a housing crisis. Housing production is falling behind and the projected housing need throughout the state is estimated at 1.8 million new units by 2025. Decades of resistance to new housing, especially in coastal communities, have contributed to record high rents, worsened inequality, and displacement of low-income residents. This session will bring together housing advocacy representatives to share their ideas for how O.C. Cities can change the narrative from NIMBY to YIMBY (Presidential Meeting Room). Ed Everett is a nationally known expert in the areas of Community Building and Civic Engagement. He has spoken to numerous state and national conferences on these topics, has led successful training programs in these areas and written articles on these topics. His passion is to help cities and communities understand and implement successful community building and civic engagement strategies. Ed uses his 37 successful years in local government, including 24 years as a City Manager, to share his research and practice in these fields. Ed, who retired as the City Manager of Redwood City, California after sixteen years, was awarded the ICMA’s highest award: “Award for Career Excellence” in 2007. During his career, he has also served as City Manager of Belmont, California, Assistant County Manager for Washoe County, Nevada, and fire chief for Palo Alto, California. He has a degree in Economics from U.C. Davis and a graduate degree in Urban Affairs from Princeton University. After leading the renaissance of downtown Redwood City, Ed focused his research, study and practice on community building and civic engagement. He understands the power and impact of community building and civic engagement and led Redwood City in establishing and implementing it core purpose: “Build a Great Community Together”. Ed is an Advisor for Nextdoor.com and a Senior Fellow with the Davenport Institute of Public Engagement and Civic Leadership at Pepperdine University. Gayle Ackerman has over 23 years of experience guiding the responsible growth and development of the City of Lake Forest and has served as the Director of Development Services, Economic Development and Community Preservation since 2001. Gayle directs the operations of the City’s community development activities including oversight of the Planning, Building, Economic Development, Code Enforcement, Housing and CDBG Divisions and has overseen development in Lake Forest through the majority of the City’s history since incorporating in the early 1990’s. Gayle earned a degree in City and Regional Planning from California Polytechnic State University.

Surabhi Barbhaya, AICP, LEED AP has more than 15 years of experience in urban planning and architecture. She has worked on a spectrum of projects, including complete streets, comprehensive planning, design guidelines, parking strategies, urban redevelopment and active transportation projects. Many of her projects have won local and state APA and ASLA awards. Surabhi primarily focuses on comprehensive analysis of demographic, market, economic, physical and organizational forces influencing sustainable development in urban areas. Having lived in the US, Singapore and India, she brings her national and international experience to her projects. She has served as a board member for APA St. Louis Section, Missouri and advisory member for Singapore Centre of Livable Cities Active Mobility Plan. Surabhi is currently serving as an appointed board member for APA Orange County Section.

Megan Beard, MPH, is a Health Educator (Safe Routes to School Program Coordinator) for the Orange County Health Care Agency. She works to build capacity and empower communities through youth-led walkability audits to improve safety for walking and bicycling. Megan coordinates Safe Routes to School programs at school sites county-wide.

Jonathan E. Borrego, AICP has 30 years of municipal planning experience and currently serves as the Development Services Director for the City of Oceanside. The Development Services Department is responsible for managing all Planning, Building and development-related Engineering services. Prior to his current position, Jonathan served as the Planning Services Manager for the City of Anaheim where he supervised a team of planners responsible for all current and long range planning activities. Jonathan has Bachelor of Arts degree in Political Science and a Master’s Degree in Public Administration, both received from California State University, Long Beach.

Carlos Castellanos is the City Engineer for the City of Anaheim, responsible for leading and providing design, development and traffic/transportation services. As a dedicated licensed Professional Civil Engineer in California with a Bachelor of Science in Civil Engineering from California State University, Long Beach and a Master of Science in Construction Engineering and Management from California State University, Fullerton; he brings more than 16 years of diverse work experience in the public sector. Before joining the City of Anaheim, he served as the Assistant City Engineer with the City of Rancho Santa Margarita managing the Capital Improvement Program with direct oversight of design, construction, development, and water quality. His career began as an Engineering Intern and advanced to a Senior Civil Engineer with the City of Santa Ana, where he gained valuable experience in design and construction overseeing Capital Improvement Projects and managing the Storm Water Program. Part-time, he teaches Public Works at Santiago Canyon College and Engineering at Santa Ana College.

Andrew R. Contreiras practices municipal and land use law at Richards, Watson & Gershon and serves as Assistant City Attorney for the Cities of Manhattan Beach and Indio. His practice focuses on land use, planning, and natural resources law. Before joining Richards, Watson & Gershon in 2015, he worked on land use issues through internships in the Land Law Section of the State of California Department of Justice and The City Project. Andrew received his law degree from the University of California, Irvine School of Law, where he also worked as a research assistant on emerging issues in habitat conservation planning and climate change.

David Crabtree, AICP is the Community Development Director for the City of Brea, California in north Orange County. David began his career in Planning in 1985 with the City of Phoenix. After relocating to California he worked for the City of Pomona prior to joining the Brea Team as an Assistant Planner in 1989. David was privileged to be part of the staff team that worked thru the redevelopment of Brea’s downtown during the 1990s and that work continues today. He was also involved with the City’s critical look at balancing growth in its hillside areas and creating new mixed use opportunities as part of Brea’s comprehensive update to its General Plan. David holds a Bachelors Degree in Geography from Arizona State University with an emphasis in land use and urban studies—he was born and raised in Chicago where which he cites as key to his love of cities and good hot dogs.

Omar Dadabhoy has served as the Director of Planning Services for the City of Aliso Viejo since February of 2016. During his 17-year career in community development, Omar has worked for the County of Orange Planning Department, the City of Stanton and Place Works (a private consulting firm). In addition to Planning, Omar has focused his efforts on community revitalization, economic development and housing related issues and has also managed building and code enforcement departments. Omar served in the district offices of four members of the State Assembly over a seven year period. Omar earned his graduate degree in Urban and Regional Planning and undergraduate degrees in Political Science and Psychology from UCI. Omar’s professional affiliations include the American Planning Association and the International Conference of Shopping Centers. He was also elected Vice President of the League of California Cities Planning and Community Development Department by his peers.

Richard Douglass is Division President for Trumark Homes in Southern California, where he is responsible for all real estate, homebuilding and master planning operations. Richard’s experience in real estate development is multi-faceted and encompasses more than 30 years with some of America’s leading builders and developers. Richard previously headed Ryland Homes’ operations in Southern California and previously was Southern California Division President for Centex Homes. He has led organizations that have constructed more than 11,000 homes – from entry level to multi-million dollar products and including high-rise development – with revenues exceeding $3 Billion. Richard has an extensive background in a wide variety of development profiles, from high density infill to master planned communities. He also has an extensive background in planning, where he has lead the design, planning and construction of infrastructure exceeding $1.5 Billion. A native of San Clemente, Richard received his BA in Political Science from Long Beach State.

Matt Foulkes, is the Vice Director for Membership for the Orange Section of the American Planning Association (OCAPA), and has served as a board member for the past several years. He currently works as Senior Planner for the City of Fullerton. While working as a Senior Management Analyst for the City of Santa Ana, Matt was one of the lead project managers for the development and implementation of Measure BB, the city ballot initiative legalizing medical marijuana dispensaries. Since the ballot measure’s adoption in 2014, Matt has continued to advise Santa Ana as well as other jurisdictions on marijuana related legislation and regulatory options. Mr. Foulkes received his Bachelor’s degree in Environmental Analysis and Design and his Master’s degree in Urban & Regional Planning from the University of California, Irvine.

Brent Gaisford serves as the Director of Abundant Housing LA (AHLA) and is responsible for coordinating efforts of the organization with the AHLA steering committee and runs general meetings. When he isn’t volunteering with Abundant Housing, Brent works as the Chief Operating Officer and co-founder of Upwell Real Estate Group, where he helps create innovative, community-focused apartment buildings for young people. Prior to founding Upwell, Brent was a strategy consultant with Bain & Company, as well as a project manager for Bayes Impact, where he managed teams of data scientists working on non-profit projects to combat homeless, improve education, and reform criminal justice. Brent has a long-standing passion for local politics and in 2010 he was elected to the Westwood neighborhood council and served its treasurer from 2010-2012. Brent earned a degree in Economics from the University of California, Los Angeles and in his free time, you can find Brent backpacking, skiing, or rock climbing in the mountains, or at a coffee shop working on his science fiction novel.

Chris Gaarder works as a Policy Advisor on transportation, public works, and finance for Orange County Supervisor Andrew Do. He previously worked as a District Representative for State Senator Bob Huff. Chris also serves as a Planning Commissioner for the City of Fullerton, a position he has held since January, 2017. His interest in government started early while he attended Sonora High School in La Habra. He deepened that interest while receiving a bachelor’s degree in International Relations and Government from Claremont McKenna College. In his spare time, Chris can be found catching up with housing, Twitter or hiking on local trails.

Gustavo Gonzalez , AICP, is a public servant, urban planner and historian with 13 years of professional work experience. In his current role as Senior Planner with the City of Anaheim, Gustavo is responsible for the successful implementation of the City’s long range planning initiatives. Prior to Anaheim, he worked for the Cities of Riverside and Fremont where he held various planner positions. In every role, Gustavo’s highest priority has been putting the public interest at the forefront of the planning process. Gustavo is a member of the American Planning Association (APA), the American Institute of Certified Planners and board member with the Orange Section of APA where he serves as the Section’s Historian. In 2016, he was awarded a Professional Planner Award for raising awareness of California’s planning history. Gustavo holds a Master of City Planning from the University of California, Berkeley and two bachelor’s degrees from the University of California, Riverside.

Karen Gulley, Principal. As PlaceWorks’ practice leader for transit-oriented development, infill development, and corridor revitalization, Karen works with local communities and developers to prepare plans guiding future redevelopment. She specializes in laying the foundation for future transit-oriented development associated with rail, BRT, and urban circulators. Her efforts range from vision plans to implementation strategies, each developed in a collaborative effort with city staff, transit agencies, and the public.

Elizabeth Hansburg is the Co-Founder and Director of People for Housing Orange County, a non-profit organization that advocates for increased housing production in Orange County. Ms. Hansburg’s background and experience are in land use planning and public outreach and she received her Master’s in City Planning from the University of Pennsylvania. In addition to her work with People for Housing OC, she also serves as the chairperson for the City of Fullerton’s Transportation and Circulation Commission and a commissioner for the Community Development Citizens’ Committee. Elizabeth is a 11 year resident of the City of Fullerton and enjoys spending her free time with husband and daughter.

Kelly Hart is the Community & Economic Development Director for the City of Stanton, responsible for overseeing the orderly development of the City, economic development, housing activities, building and parking control. With a Bachelor’s of Science Degree in Urban and Regional Planning from California Polytechnic University, Pomona, and a Master’s of Science in Environmental Studies with an emphasis of Government Policy and Planning from California State University, Fullerton, she also brings over ten years experience working in the public sector. She has spent her entire career with the City of Stanton, starting as an intern and working her way through the organization to become the Director of Community Development in February 2016.

Andrew Ho was hired as the City of La Habra’s Director of Community & Economic Development in March 2015. Previously Andrew worked in the communities of Bellflower, Malibu and Sierra Madre. He has an undergraduate degree in Urban and Regional Planning from Cal Poly Pomona and a graduate degree from Long Beach State. Andrew has experience in City Planning, Code Enforcement and Economic Development. Andrew also has focused experience in downtown revitalization, business attraction and retention and building relationships. Andrew's professional affiliations include the American Planning Association, the International Conference of Shopping Centers, California Association for Local Economic Development and the Municipal Management Association of Southern California. Andrew is married with two kids and enjoys drinking Cherry Cokes and snacking on sour patch kids. In his spare time Andrew listens to music, plays video games, and reads comic books.

Bill Jacobs is a Principal Planner with the City of Irvine. He is a member of the American Institute of Certified Planners, with additional certification in Environmental Planning. He has 28 years of municipal planning experience, including the Cities of Santa Barbara, Burbank, and Victorville. His experience in both development review and long range planning includes comprehensive mixed-use planning for Downtown Burbank and various mixed use developments in the Downtown and Waterfront areas of Santa Barbara. He has recently completed a mixed-use residential development strategy and implementation plan for the 2,700-acre Irvine Business Complex, which is rapidly transitioning from a traditional suburban commercial and industrial center to an urban mixed-use community; and he is currently overseeing a comprehensive update to the City’s General Plan.

Brendan B. Kearns practices municipal law at the law firm of Richards, Watson & Gershon and serves as Deputy City Attorney for the Cities of Artesia, Calimesa, and Jurupa Valley. Prior to joining Richards, Watson & Gershon in 2015, he spent nearly four years with the United States Department of Housing and Urban Development as a Presidential Management Fellow. In this appointed position, he worked extensively on federal efforts to improve the safety and energy efficiency of the nation’s housing stock. He received his law degree from UCLA School of Law, where he served as Editor-in-Chief of the UCLA Journal of Environmental Law & Policy.

Susan Kim has been with the City of Anaheim for over 19 years. She is currently a Principal Planner over the Advanced Planning and Special Projects Unit, which includes long-range planning, regional planning, interagency and interdepartmental projects, specific plans, environmental review, and development within and surrounding the Disneyland Resort, Anaheim Convention Center, Angel Stadium, Honda Center and ARTIC. Ms. Kim is the Vice Chair of the Orange County Council of Governments Technical Advisory Committee (OCCOG TAC), a member of American Institute of Certified Planners, a USGBC LEED Accredited Professional with a Neighborhood Development Specialty, and a member of the Association of Environmental Professionals and the Urban Land Institute. Ms. Kim holds a Bachelor’s Degree in Geography from the University of Colorado and a Master’s Degree in Planning from the University of Southern California.

Joseph Lambert. Since graduating from the University of Arizona with a Bachelor of Science Degree in Regional Development in 1996, Joe Lambert has worked as a Planning professional for various Southern California municipalities. Mr. Lambert earned his Master's Degree in Urban and Regional Planning from Cal Poly Pomona in 2001 while working full time as a Planner. He has spent most of his career working at the cities of Yucaipa, Temple City, Arcadia, Ontario, and Sierra Madre. With approximately 18 years of urban planning experience, he is a dedicated project manager who has managed complex current and advanced planning projects. Current Planning projects have included mixed-use projects, senior and affordable housing developments, residential and commercial/industrial subdivisions, commercial shopping center developments and industrial developments. Advanced Planning projects have included updates to General Plans, drafting of various municipal codes, zoning code amendments and amendments to Specific Plans.

Paul Martin, PE, TE, LCI, is the Active Transportation Coordinator for the Orange County Transportation Authority (OCTA). His efforts focus on strategic partnerships to empower police advocates to encourage and improve safety for active transportation travel. Paul is managing OC Active, the first countywide active transportation plan, a collaborative study with law enforcement staff, and a comprehensive bicycle & pedestrian crash analysis.

Steven Mendoza has been privileged to work for in the public sector for 27 years. As Director of Development Services for the City of Los Alamitos, Mr. Mendoza is responsible for Planning, Building & Safety, Economic Development, Park Maintenance, Street Maintenance, Code Enforcement and Fleet Services. He has previously worked in the areas of Redevelopment and Planning in the City of La Mirada and was the Assistant City Manager in Desert Hot Springs. He obtained his undergraduate degree in Political Science from California State University at Fullerton and his graduate degree in Public Administration from California State University at Long Beach. He enjoys removing the lines between Planning and Public Works, integrating the two divisions for improved project implementation.

Leonie Mulvihill is a Deputy City Attorney for the City of Anaheim and advises on land use, housing and economic development matters. Before joining the Anaheim team in 2017, she advised the City of Huntington Beach (2001 – 2009) and the City of Newport Beach (2009 – 2016) on land use issues and the Coastal Act. Licensed by the State Bars of California and Texas, Leonie's public agency experience has covered all aspects of municipal law and has included representing public school districts and water agencies.

Andrew Pasillas serves as the Southern California Regional Policy Manager for the Safe Routes to School National Partnership, with a particular focus on Los Angeles and Orange Counties. In this role, Andrew works to strengthen the regional network of partners, enhance funding opportunities, and improve policies that support safe and efficient active transportation for children and families. He holds a Master of Urban and Regional Planning (MURP) from the UCLA Luskin School of Public Affairs, and a Bachelor of Arts in Sociology with a minor in Environmental Systems and Society from the University of California Los Angeles.

Joel Rosen, AICP is a city planner specializing in community development for 29 years. He began his career in the City of Fullerton as Assistant Planner and served 11 years as Chief Planner. In Fullerton, Joel helped create and manage the city’s Affordable Housing Program and helped design and implement Amerige Heights, a 300-acre new urbanist mixed-use project. During his tenure in Fullerton, Joel was also chair of the Orange County Council of Governments Technical Advisory Committee from 1996 to 2005 and named Chair Emeritus upon his retirement as chair of the Committee. Since 2007, Joel has served as the City of Buena Park Community Development Director where he oversees the City Planning, Building and Code Enforcement activities. Joel earned a Bachelor of Arts degree in political science from UCLA, a Master of Public Administration from Cal State Long Beach and is a member of the American Institute of Certified Planners (AICP). Joel served as President of the Planning Directors Association of Orange County and served on the Urban Land Institute’s OC-IE Placemaking Initiatives and Public Realm Councils

John Santry is the Executive Vice President of Acquisitions & Development and heads the Land Division within Shopoff Realty Investments. He has over 20 years of real estate development experience and his depth of experience includes all facets of residential development and acquisition including site selection, due diligence, market research analysis, contract negotiation, financial modeling and development analysis, as well as project entitlement, design consultant team management and project financing. Prior to his career in real estate development, Mr. Santry served four years on active duty as an infantry officer in the United States Marine Corps and achieved the rank of Captain. Mr. Santry holds a B.A. in History from Southwestern University in Georgetown, Texas and an M.B.A from Southern Methodist University in Dallas, Texas.

Mark Teague, AICP, is an Associate Principal at Placeworks. With over 30 years of public and private sector experience, Mark has analyzed and evaluated projects including planned communities, shopping center EIR’s, General Plan and zoning code updates, impact fees and public outreach for projects highly scrutinized by the public. Mark has experience working throughout California in agencies large and small, and is considered an innovative problem solver who can often bring a unique approach to meeting a critical goal of a project. Mark is an excellent public speaker and regularly presents at the California League of California Cities Planning Commissioner’s Academy on topics such as design guidelines, CEQA compliance and how to read an EIR. Mark also teaches CEQA to staff with a focus on how new legal decisions affect compliance.

Jay Trevino, has extensive public sector experience in land use planning and regulation, urban design, transit oriented development, environmental analysis, redevelopment, community outreach, strategic management, organizational development and team building. During his 31 years in local government, Jay served in a variety of planning positions in four cities, the most recent of which was executive director of the Planning and Building Agency of the City of Santa Ana.

Sheri Vander Dussen, AICP, has been with Kimley-Horn and Associates for more than two years, where she has served public and private clients, including the Cities of Ventura, Santa Ana and Costa Mesa. She has more than 30 years of planning experience, including 11 years as the City of Anaheim’s Planning Director and 17 years in the City of Irvine, seven years of which she served as the Director of Community Development. Her responsibilities have included land use planning, economic development, building and safety, technology, community preservation, environmental programs, waste management, and business licensing. The City of Irvine is the world’s most successful master planned community. Sheri managed the highest level of development activity in the city’s history, resulting in the approval of more than 37,000 dwelling units and 45.6 million sq. ft. of nonresidential development during her tenure. In Anaheim, she oversaw completion of a comprehensive update to the City’s General Plan and Zoning Ordinance, as well as creation of the Master Land Use Plan and Overlay Zone for the Platinum Triangle. She streamlined the development review process and created many award-winning programs, including the development concierge service.

Cory Wilkerson, Possibly the most unprofessional-professional in the field, Cory is a transportation planner with a true passion for getting things done! His primary responsibility is the planning and implementation of Santa Ana’s active transportation program. In the three-years since he started with the City, he has managed a progressive Vision Zero Plan through Council adoption, planned and fully funded a Complete Streets Plan for Downtown Santa Ana, quadrupled the miles of on street bicycle infrastructure, and successfully pursued $24-million in grant funds. Despite the progress that has been made, he will tell you there is a lot more work to do.
